"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

The Mine Safety and Health Administration (MSHA) advanced several initiatives last year to further protect miners' health. Regulatory efforts included the implementation of a Hazard Communication rule for all mines, work on the Single Sample rule for all coal mines, and the Plan Verification rule for underground coalmines. Development and application of new technologies are actively encouraged in preventing miners' hearing loss and respirable dust overexposures. MSHA's successful x-ray program for screening of black lung among coal miners completed its third year. Compliance Assistance efforts are focused on Best Practices, outreach, and technical support for operators' specific challenges.

Part two of this three part series looks at explosives use in open-pit and underground mining operations. Part three, next month, will discuss the transportation, storage, handling, and destruction of explosives. Larger ore bodies, lower grade deposits, and more difficult geologic conditions have led to changes in blasting products, techniques, and field practices in both open-pit and underground metal mines. Pit blasting operations must consider the material's geology, needed fragmentation for the material, and hole diameter and depth-as well as the traditional consideration of the type of explosive used. With underground mines, various blasting aspects of burn, angle, and machine cuts must be considered for an efficient and safe operation. Of the factors related to open-pit blasting, geology of the material is most important. Many theories relating to sonic velocity and rock hardness are used to determine needed explosives ratios. Extensive field tests are necessary to determine these factors. In most cases, results assume that the material to be broken is homogenous. The drilling penetration rate is sometimes used as a guide to determine rock hardness; however, this is not necessarily a good idea. In many cases, a very hard, brittle rock will blast with less difficulty than a soft, spongy rock. The formation's stratification is also important. In thinly laminated horizontal seams, rock will usually break and adequately fragment with relatively large burdens and spacings using a low explosives ratio. Massive formations with few laminations require close burdens and spacings and a high explosives ratio. When the stratification is pitched on a severe angle, it is usually preferable to develop the pit face 90°-but no less than 45°-to the stratification. If the face must be developed parallel to the stratification, burdens and spacings must be reduced and the angle drilling that will conform to the angle of the lamination should be given serious consideration.

During-all phases of exploration limited resources must be allocated among exploration methods and among exploration prospects. This problem,, an exercise in optimization, can be treated mathematically. For three objective functions - maximizing return, return to cost and return minus weighted cost - theoretical results exist which enable the exploration planner not only to gain valuable insight into the problem, but also to estimate the resources necessary and to allocate these resources for' at least-two stages of exploration prior to initial field work. A two-stage exploration strategy for volcanogenic-sedimentary iron in northern Egypt illustrates, how the results can be used. Stage 1 consists of an aeromagnetic survey to map the structure of five areas;" stage 2 consists of field reconnaissance work. For the three objectives, lower bounds are calculated as a function of exploration expenditures for each stage in order to facilitate the choice of an-optimal exploration budget. Nomograms are then presented which, based on the Kuhn-Tucker Conditions', enable the incremental allocation of airborne and reconnaissance effort among the five areas.

With a rich mining history that dates back to the Klondike gold rush of 1896 to 1898 and continues to thrive today, Yukon has experienced several ?boom-and-bust? cycles. However, during the world?s most recent mining ?bust? Yukon has held strong and has re-mained one of the world?s hottest destinations for mineral exploration. In fact, the area even exceeded forecasts in 2009, more than doubling last year. And the near-future looks just as bright.

After two disappointing years where most industrial minerals posted decreasing production, 1981 saw an increase in production over 1980, or at least in status quo. Several commodities did, however, post significant gains. For example, bromine posted a 14% increase; fluorspar production dropped 21% in 1980, but gained 24% in 1981; and sulfur production increased. However, perlite was off 13% and manufactured sodium sulfate off 18% in 1981, while natural sodium sulfate production remained almost even with 1980. In fact, many industrial minerals production either remained constant, increased, or decreased only slightly over 1980. Increasing energy costs had their impact on industrial minerals in 1981. Hopefully, the recent downward trend in energy costs, at least gasoline, will financially help some of the more marginal plants. The 1979 shortage of rail cars that did not carry through 1980 also did not carry through in 1981. Rail rates increased 12.8% over-all last year, while average freight rates for industrial minerals increased 15.5%, according to Neil Johnson, consultant. Also, the trucking industry posted a 5-6% decrease in rates due to deregulation. All in all, we in the industrial minerals section seem to be holding our own at least. Stanley J. The state of Illinois is committed to direct support of the Illinois coal industry. The Illinois Department of Commerce and Community Affairs’(DCCA) Office of Coal Development (OCD) provides incentive programs for coal and energy development. Illinois coal programs include tax and financing incentives for new coal-fired generation, infrastructure grants to expand coal mining and transportation systems, research and development grants to initiate and advance clean-coal technologies and demonstration grants to bring advanced coal utilization technologies to commercial-scale readiness. As a result of these efforts, the Illinois coal industry is reinventing itself and is now more productive and competitive than ever before.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

The Geomechanics Classijication (RMR System) (Bieniawski, 1979) was modified for entry and roof support design in underground coal mines. Adjustment multipliers were introduced to incorporate the influence of high horizontal stresses and the roof support reinforcement into the existing classification system. Sixty- two case histories of standing and fallen mine roof were collected from two mines in the northern Appalachian coalfield. Twenty-seven engineering and geologic parameters were recorded for each case. A partial correlation analysis was carried out on the cases to establish which parameters have a significant im- pact on the stand-up time of supported coal mine roof. Survival analysis, a statistical technique used in medical research to assess the effect of a drug or treatment on a patient's life expectancy, was conducted together with stepwise multiple regression to derive values for the adjustment multipliers. A practical example is included to illustrate the application of the modified Geomechanics Classification to underground coal mine design.

The Bullfrog and Montgomery-Shoshone deposits, outside Beatty, Nevada, have a combined drill-indicated reserve of 17.4 M tons of ore with an average grade of 0.103 oz/t Au and 0.240 oz/t Ag. The deposits occur in Miocene volcanic rocks which underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff which experienced brittle deformation during plate movement. Open-space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micron-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults.

A stochastic discrete fracture network (DFN) model is developed based on mine site core log data to predict the horizontal and vertical permeabilities from the surface to the top of the caved zone at a longwall mining site in southwestern Pennsylvania. One hundred DFN realizations were generated to determine permeabilities for the isolated zone over an abutment pillar after mining the second panel. The results from this study show that the vertical and horizontal permeabilities from the DFN model agree closely with field measurements, which indicates that the resultant permeability obtained from the field measurements is representative of the predicted permeabilities. With this agreement, the aperture data for other zones of the mine could be obtained from the geomechanical model — specifically, for the fractured zone over the gob. Based on the successful validation of this model, this model could be further developed to predict the permeability of the fractured zone over the gob with fracture aperture obtained from the geomechanical analysis. This will complete the fracture characterization of the overburden, which could be used to predict potential shale gas flow to the mine in the event of a breach. This prediction could provide information on the associated risk of a casing breach and determination of methods to proactively prevent such an occurrence.

A simulation procedure has been developed that realistically portrays aggregate growth and disintegration for particular types of floc structures in water and wastewater treatment processes. The procedure requires local dissipation rates and specification of an interaction distance between colliding particles. A principal difficulty encountered in polymer flocculation, however, arises from changes in conformation of adsorbed macromolecules. Therefore, in systems where polymer flocculation occurs by bridging, dynamic changes in the particle size distribution depend upon the interaction of nonlinear. stochastic hydrodynamics with particles whose growth results from a number of concurrent and sequential random processes.

There is a large economic opportunity associated with improving metallurgical performance in mineral processing plants that use process control. Thus, future control systems will be developed towards more sophisticated user friendly, computer-based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, once considered cost centers, will be integrated into plant-wide control systems for economic control and optimization. This article looks at new control hardware, process sensors, control strategies and software development tools. It also looks at the economics driving the continued development of advanced process control systems. Process control systems routinely used in the mining industry were born when the microprocessor was invented. They have continued along an evolutionary path from vendor specific processing hardware and proprietary operating systems to computer industry standard "open architecture" systems. The many economic forces that drive the development and functionality of these process control systems will cause this evolutionary process to continue. Two of the broadest categories are the needs of the end users and the desire of the system manufacturers to distinguish their products from one another. More

The gold processing plant location in the Chalkidiki coastal area has been studied as a land use conflict case study in the context of a EU research program. The sustainability assessment of the plant establishment is made on the basis of a group of sustainability principles and criteria adopted in the framework of the SPECTRA project. Since the gold processing project has not been implemented yet its sustainability assessment is made on the documents submitted by TVX Gold during the procedure for the siting consent and the granting of environmental conditions. The assessment, appearing on a table, reveals an important effort to achieve a high degree of protection during the operation and after completion of the activity. The specific nature of the development and the knowledge of the local opposition in favour of tourism development have obviously influenced the priorities set.

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

Two cemented paste backfill (CPB) formulations containing pyritic tailings were leached in deionized water in flooded and alternating air-flooded environments and in a simulated acid rock drainage-type (ARD) solution. Scanning Electron Microscopy (SEM), solid phase chemistry and acid-base accounting measurements documented the weathering characteristics of the CPB samples. Short-term exposures of the portland-CPB samples preferentially dissolved the cement binder to a greater extent than slag-Portland CPB mistures. In all cases, the added neutralizing potential provided to backfill by cement was short-lived and insufficient to neutralize the acid generating potential of the mixture.

The continuous monitoring of free cyanide levels is an important part of gold recovery operations. Accurate and up to the moment knowledge of the free cyanide concentration can result in substantial cost savings by allowing reduced concentra­tions with lower fluctuations, while maintaining or increasing gold recovery. Reduced free cyanide levels also result in lower detoxification costs at the mill discharge which translates into further savings while meeting environmental requirements. As can be seen from the upper curve in Figure 1 (which is based on in-service measurements), without accurate monitoring and control, cyanide concentration fluctuates during the produc­tion cycle, and is maintained at a high level to err on the side of caution. The lower curve illustrates the improved control permitted by the installation of a CY ANCOR, giving a more consistent concentration over the process cycle, and safely allowing use of a lower concentration.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

INTRODUCTION Denmark is a small country with a population of about 5.5 million in the north of Europe. A substantial part of Denmark consists of islands, and the Danes have been familiar with ferry links between their islands for ages. However, their wish for fixed links has resulted in the con¬struction of bridges between most of Denmark's islands in this century. (Fig. 1) A fixed link across the Store Belt or Great Belt, Denmark's most important waterway bet¬ween the island of Fyn and main island of Sjaelland, on which the capital of Copenhagen is situated, has remained to be constructed hitherto. In 1987, the Danish government decided that the Great Belt should be crossed by a fixed link, incorporating a two-track railway line and four-lane motorway. The Storebaelt Forbindelsen AS, a joint stock company in the sole ownership of the Dan¬ish state, has been established for the purpose of planning, constructing and operating the Great Belt Link. The company will refinance the construction project by charging toll to the motorway users and fees to the state railway. Here it should be mentioned that Denmark and Sweden are about to jointly realize the fixed rail and road link across the Øresund or The Sound between Denmark and Sweden on the basis of the realization model of the Great Belt link. At present, the project is at the com¬petitive tendering or contract awarding stage. In the near future, also the third fixed link of comparable extent, that is the crossing of the Fehmarn Belt between Denmark and Germany, will go into the decisive projecting stage prob¬ably in conformity with the aforementioned pattern. Going back to the Great Belt, it should be noted that this fixed link involves three exten¬sive sections and has been under construction since December 1988.
