This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. Over 2 million tonnes of smelter slags containing Co, Ni and Cu are produced and stockpiled in Canada each year. Smelters also produce SO2 an air pollutant. Recycling these materials will maximize the value of natural resources and minimize possible environmental impacts of industrial operations. The objectives of this research were to understand the characteristics of slag, the reaction of slag with SO2(aq) and to develop a novel method for extracting Co, Ni and Cu from slag using SO2. The properties of slags from different smelters were studied, with emphases on the form of Co, Ni, Cu and Fe. Leaching experiments were carried out in a batch reactor. The parameters investigated included concentration of SO2(aq), stirring speed, particle size, temperature and pH. O2 was introduced into the reactor to study its effect on the system. The amount of each of Co, Ni and Cu in all the slags was less than 1%, while Fe was between 30% and 45%. The form of Co and Fe was primarily oxide, however, significant portions of Ni and Cu were present as sulphides. SO2(aq) alone, was effective in leaching Co and Fe. Cu dissolution was negligible due to precipitation. The presence of O2 improved Cu and Ni extraction. SO2(aq) was found to be more effective in leaching slag than H2SO4 at the same pH. The leaching process was modelled using the shrinking core model. A scheme was proposed for the extraction of Co, Ni and Cu from slag using SO2(aq). The process makes efficient use of SO2, separates Co and Cu at an early stage, and minimizes the consumption of base during Fe separation.

In the Florida phosphate industry, fatty acid collectors are used to separate phosphate ore from silica during the rougher flotation stage. However, the presence of multivalent ions (in particular Ca++) in the processing water has been reported to result in the activation of silica with respect to oleate adsorption, rendering it floatable. Hence, adequate separation may not be achieved during the rougher flotation stage. In this study, the direct measurement of surface inter-action forces via atomic force microscopy was used to delineate possible mechanisms for calcium activation under phosphate flotation conditions at oleate/calcium concentrations both above and below the calcium dioleate precipitation limit.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.’s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feedgrade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. Ventilation conditions in working environments are usually studied by anemometry or, in complex cases, b using special tracer gases such as SF6 and 85Kr. in conjunction with chromatographic and radioactivity techniques, respectively. In some working environments, such as underground uranium mines, however, use can be made of the natural radioactivity environment (e.g.. 222rn. 220rn, and their progeny) to investigate mine ventilation conditions of practical interest. Theoretical studies and experimental data in several underground uranium mines and mine locations show that certain thoron progeny to radon progeny concentration ratios are very good indicators of ventilation conditions. Furthermore, the growth and decay of radon progeny and thoron progeny provide valuable information on mine air residence and clearance times. Some specific examples have been analyzed, such as bacterially-assisted uranium leaching operations in a partially enclosed stope, and the effect on the underground environment of turning ventilation fans on and off for a period of time. Air residence times and other variables of interest, determined from the mine radioactivity environment, were compared with more traditional techniques, such as anemometry and tracer gas chromatography. These studies were also extended to a wet non-uranium mine which exhibited relatively high concentrations of radon and its progeny.

A menu-driven, linear-programming- based, user friendly computer program was developed to assist mine managers in determining optimal longwall panel dimensions for a given set of operating conditions. A sensitivity analysis must be performed by varying key mining and configurational parameters over an expected, practical range during the optimization process. Results from analysis of a base case mine indicated that no single combination of longwall panel length and face width is optimal for all operating situations. Each mine manager must therefore look closely at his operating situation and determine the proper dimensions to minimize total mining cost.

In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

The Standley Lake Dam Rehabilitation Project in Colorado included the complete replacement of the outlet works. This required two 1.8m (6 ft) diameter microtunneled wet lake taps, 380m and 186m (1246 ft and 636 ft) long, a permanent valve shaft 12.2m(40 ft) wide and 32m (105 ft) deep, and a 3.5m (11.5 ft) diameter (962 foot long) outlet tunnel driven with a roadheader. The tunnels were driven in low-strength, expansive, and slickensided claystone. The paper addresses the site investigation, shaft construction, roadheader performance, shotcrete placement, tunnel convergence, long distance microtunneling, and wet lake taps.

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This study is the first to examine the use of a dimethyl sulfoxide (CH3SOCH3), or DMSO, solution containing copper chloride (CuCl2) in the leaching of chalcopyrite. The DMSO solution containing CuCl2 could selectively dissolve the valuable metals of copper (Cu) and gold (Au) from chalcopyrite while leaving minerals with little economic value, such as pyrite (FeS2), and the penalty element arsenic (As) in the residues. Leaching chalcopyrite using a DMSO solution that contains CuCl2 offers a number of advantages, including eco-friendliness and easy operation.

New developments in the non-invasive and real-time measurement of the velocity profile of slurry flow in horizontal pipes will be described. This information can be used to determine the approach and onset of solid deposition on the bottom of the pipe. Having this information in real time can enable operation at lower velocities or higher solids concentration or both while avoiding solids deposition or plugging and their associated operational costs. In addition, advances have been made in the measurement and trending of pipewear on slurry lines. In contrast to manual methods, CiDRA?s system uses a permanently or semi-permanently installed ring of conformable ultrasonic transducers clamped onto the outside of the pipe. These transducers are used to measure the thickness of the pipe under their respective locations. This results in better repeatability, accuracy, and failure prediction, along with reduced labor costs. The benefit is significantly improved pipe wear monitoring in pipelines with abrasive solids. This provides an improvement in the ability to insure safe operation and avoidance of costly operational and environmental damage due to leaks caused by pipe wear.

The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

The Society for Mining Metallurgy and Exploration (SME) has a long and proud history of being the world?s leading resource for the dissemination for technical information regarding the fields of mining and mineral extraction and processing. That reputation was met, and maybe even exceeded, with the programming for the Society?s 2014 Annual Meeting in Salt Lake City, UT Feb. 23-26. The meeting drew more than 6,700 attendees to the three-day conference that featured more than 90 technical sessions with 670 presentations. These sessions covered the breadth of the mining and minerals industry, but it was the so-called ?softer issues? that were discussed in the keynote session that kicked off the meeting. The keynote session, ?Community Engagement: Building Partnerships for Mining,? brought together some of the leading voices from the mining industry, as well as some of the top voices from nongovernmental organizations (NGOs) that work in the mining sector. The common ground between the panelists was their dedication to working to ensure a social, economic and environmental balance in the development of mines. ?We wanted to bring these NGOs in to begin a dialogue to see how we can work together,? said SME President Jessica Kogel. ?This is a space that SME has not typically operated in, but one in which SME can bring a technical, scientific voice to the discussion. SME wants to play a leadership role in creating partnerships between the technical, social and economic areas that are crucial to the success of any mining project.? In today?s environment, finding mineral deposits and extracting the minerals in an economically viable manner is just one piece of an increasingly complex puzzle. Earning and maintaining a social license to operate requires careful consideration of local and global impacts. The industry often comes under intense scrutiny when a new project is proposed and, therefore, it must strive to meet the highest ethical and environmental standards. Success requires cooperation and collaboration between the industry, community and NGOs.

Technical Support, one of several major organizational units in the Mine Safety and Health Administration, provides technical assistance to the mining community in all areas of health and safety. One of its many areas of expertise is noise control. Depending upon the needs of the operator or inspector, the services provided can range from locating major noise sources to actually building noise controls. Over the years a vast amount of knowledge has been obtained as to what will work and what will not. DESIGN GOALS While many noise controls have been developed for mining equipment and operations, the most acceptable (ergo successful) have achieved the following design goals: - a noise level reduction of at least 5 decibels; - minimum interference with production; - inexpensive to install; and - effective in reducing low frequency noise.

The primary purpose of the research summarized in this paper was to experimentally investigate the performance of numerous mine ventilation network iterative solution procedures under controlled conditions to determine which procedures were most favorable in terms of number of iterations and total computational speed. The solution methods investigated included: (1) the Newton-Raphson method, (2) the Hardy Cross method, (3) the linear theory method, and (4) the second-order approximation method. The first three of these methods have been widely used while the fourth was formulated by the authors to investigate its potential for ventilation network computation. In addition to the four solution procedures, three methods for selecting the branches in the meshes and three methods for ordering the meshes for computational purposes were also studied during the investigation. As a result of these various options, a total of 36 combinations of solution methods, mesh selection procedures, and mesh ordering schemes were studied. To investigate the performance characteristics of these combinations, an identical set of 180 randomly chosen ventilation networks was used in sets of 30 networks at six different levels of complexity. Here, the level of complexity is defined as a function of the size (number of branches) and the density (number of nodes compared with the number of branches) of the network. To eliminate variations in the solution times due to differences arising from the fans, a single fan with a fixed characteristic was utilized in all the experiments. This paper will deal only with the results for the four iterative methods used to achieve solutions to the mine ventilation networks. The minimum-resistance spanning tree method for mesh selection and random mesh ordering was used throughout the analysis. The conclusions will be based upon a detailed accounting of the efficiency of each method using the total time to achieve a solution to each problem and averaged over the total problem set. However, the number of iterations and the time to complete each iteration will be studied in order to better understand the solution procedures.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.
