"The paper presents a brief overview of the long mining history and the more recent political development in the Slovak and Czech Republics as well as in Norway and Sweden. Mining used to be very important sources of economic wealth in the four countries, but in today’s economy does exploitation of non-energy minerals usually account for less than one per cent of the GNP. The paper will discuss and compare the mining legislation, land use planning and mineral policies framework in the four countries and how this may influence sustainable management of mineral resources including planning for mineral supply, landbanks and sterilisation of resources. The paper will then identify some positive and negative elements in each country’s political and administrative framework."

Leaching studies of low-grade manganese ore containing 31.77% Mn and 23.71 % Fe from Nishikhal, India, were carried out using pyritiferous lignite as a reductant in sulfuric acid medium. The variables studied were quantity of lignite, sulfuric acid concentration and temperature. Regression equations for the extraction of manganese and potassium were determined from 23 full factorial design data. The experimental conditions for the extraction of manganese were optimized using the steepest-ascent method. It was found that 99.03% of the manganese could be extracted in three hours with an ore to lignite ratio of 1:1.8, a sulfuric acid concentration of 1.9 M and a temperature of 99°C. Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

Introduction The post World War II nuclear arms race and interest in nuclear power generation resulted in a significant demand for uranium in the 1950’s. This led to the development of uranium solvent extraction technology and uranium became the first metal to be recovered on a large scale by solvent extraction (SX) (1), interestingly more than 100 years after the extraction of uranium from an acid nitrate solution using diethyl ether was first reported by Peligot.(2) For a variety of reasons discussed elsewhere (3,4) there have been upheavals in the supply demand picture and price for uranium since the 1960’s. (Figure 1) The low price of uranium from the mid 1980’s until 2004 resulted in a depression of new resource exploration and mine development along with uranium mine / mill closures and decommissioning. People with skills in uranium processing could not find suitable employment and many experienced engineers and metallurgists took jobs elsewhere or retired. This resulted in a significant brain drain with respect to uranium processing technology.

As opposed to a prescriptive-based design, a performance-based fire-protection system design allows the system planner the flexibility in choosing specific method, materials and design tools to achieve a preset goal. A different approach in fire protection and a powerful addition to existing method, the system has been around for many years, and has gone through numerous improvements. Despite its popularity in the building industry, it has not been introduced to the mining industry yet. As mines get deeper, increases in size and complication, mine fire safety system will also become increasingly challenging, a new and proven system should be able to great potential to eradicate many of the problems that are either unsolvable or cost-prohibitive with the traditional method. With increasing globalization and international exchange with other major mining countries a common language/practice also make the performance-based design method a desirable feature in mine fire safety system. This paper will first define a performance-based system, step-by-step design methods, likely impacts on fire-protection practices and possible challenges in implementing the system in US underground mines.

The Central Florida Phosphate District, one of the most productive phosphate districts in the world, has been mined principally within Polk and Hillsborough Counties, Florida. Recent development is extending the district southward into Hardee, Manatee, and DeSoto Counties. This area is known as the Southern Extension. The combined area of these two phosphate-bearing areas encompasses about 2,000 square miles. Structurally, the district and its Southern Extension lie at the southern end of the Ocala Arch and are flanked by the Hillsborough High to the northwest. South of this area is the South Florida Embayment. The Osceola Low lies to the east. The phosphorite within the Central Florida Phosphate District generally dips very gently (<0.1°) to the south. The boundaries of the central Florida Phosphate District are generally defined by thinning of the phosphorite due the adjacent structurally high areas to the north, west, and east, and by increased clay, CaO, and MgO content reflecting lithologic differences to the east and south. The Bone Valley Member of the Peace River Formation and reworked sediments of more recent age were the primary ore-bearing horizon in the Polk-Hillsborough County area. As those reserves are depleted, the less desirable phosphorites of the Peace River Formation are being exploited in the Southern Extension.

The line seven, as part of the development of the Subway Master Plan in Mexico City, will tunnel under different subsoil conditions of clay with high water content and low shear resistance located between 8 and 12m beneath the surface. Boulders in silty sand and gravel to a 40m depth underlay this stratum. Economics, scheduled time of construction, and the obligated interconnection with existing lines one and two determined the construction of the tunnels to have an overburden of 1.0 to 2.2 times the diameter. In the north part of line seven there is a track of 251m length that was decided to attack with an open shield of 9.14m of diameter due to the characteristics of the sub-soil, minimum section needed as well as a minimal overburden, of 10.41m. The paper explains the construction procedure from the excavation stage to the reinforcement of the final lining obligated for the ground subsidence as a result of volumetric changes of a stratum of 4m thick of clay overlying the crown of the shield. A preliminary characterization of soil components contaminated at a low level (7 nanocuries per gram) with toxic/radioactive metals has been carried out. Most radioactivity and metals content were present in the minus 100 mesh (<150 µm) size fractions. None of the size fractions examined qualified for uncontrolled disposal at dump sites, thus all material would have to be moved to discharge-controlled landfills. The metal content of the sample was below the limits for economical recovery, therefore eventual processing would be dictated by environmental concerns.

Cyclones have become standard unit operations in mineral processing for both dewatering mineral slurries and for making separations at given particle sizes. Conventional cyclones are normally able to make moderately sharp cuts. However, the limited ability to control water flow out of the apex means that cyclones have difficulty handling fluctuations in feed. Underflow-regulated cyclones are cyclones with a rubber boot attached to the underflow. This boot acts as a non-return valve and restricts flow out of the apex of a cyclone. Normally, this type of restriction on a cyclone causes severe difficulties in cyclone operation. However, by adding a siphon arm to the overflow, water flow can be controlled. The siphon arm creates a vacuum that reduces or eliminates the air core, permitting better control of the ratio of water flow out of the overflow and underflow. A Linatex-developed underflow-regulated cyclone was compared to a conventional cyclone for its ability to dewater a sand slurry. The underflow-regulated cyclone produced slurries with solids contents as high as 80% in the underflow. Conventional cyclones produced lower solids content in the underflow under similar conditions.

Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker&apos;s jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

In order to simulate a grinding circuit, it is necessary to obtain valid mathematical models of the grinding mills and classifiers in the circuit. Several models of grinding mills Ova been proposed 1,2,3 and models of cyclone classifiers are available 4,5. Those models developed by Lynch et. al. 3,5 have been tested in the plant, so that some degree of reliability can be placed on them. Because of this, it is reasonable to assume that the Lynch models will apply for a given circuit, and then to test this assumption. Empirical modifications are made as necessary for a given situation. Usually, valid simulation models can be modified slightly to provide control models6,7. The purpose of this paper is to describe the results of an approach taken by Mular8 to obtain the Lynch models of parallel cyclone classifiers being used in the A-circuit of the new Strathcona Mill***.This was one of the projects undertaken by the fourth year Metallurgical Engineering Class of 1969, Queen&apos;s University, Kingston, Ontario, Canada, as part of their process design course which cooperates closely with the Canadian metallurgical industry.

P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau&apos;s responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau&apos;s mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman&apos;s appointment as acting director, he has spent considerable time on the road explaining his agency&apos;s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau&apos;s 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau&apos;s history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency&apos;s eventual demise. We felt the Bureau&apos;s mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow&apos;s technologic advances. Don&apos;t confuse us with policymakers, we&apos;re not. But we are policy analysts; we&apos;re scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I&apos;m biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. The HW Process Technologies Engineered Membrane Separation (EMS"') technology is a patented system for the removal of multivalent base metal cyanide complexes from cyanide process streams, and EMSni permeate, concentrate and recovery terminology is explained. Specifically, use of the EMS™ system for the removal of Cu(CN)i- and Cu(CN)43- cop­per from cyanide process streams is discussed. The historical "Copper-Gold" processing paradigm of copper related cyanide consumption and complexation and methods to recover copper and copper complexed cyanide from Cu-Au process solutions are summarized. An advanced stage R&D sequential Cu-Au leaching circuit is proposed wherein two PLS streams are generated, i.e., a high copper tenor "first flush" Cu-PLS and low Cu tenor "second flush" Au-PLS. Copper and cyanide recovery from the EMS"' concentrate generated by Cu-PLS EMSTI,f processing by well known acidification processes and lesser developed, but techni­cally feasible, electrowinning processes are projected to be lower cost than similar dilute solution treatments. Gold is described as Merrill-Crowe plant recoverable from the EMS™ permeate stream coming from the Cu-PLS EMS"' process. Gold is also recovered from the EMSTI,f permeate generated by the processing of an Au-PLS bleedstream. The economics of the proposed Cu-Au-EMS"' circuits are estimated as $2/ gpd capital cost for large systems and $1- $3/ l 000 gallons treated operating cost plus royalty.

This paper describes an integrated procedure for the very short term production planning of an open pit and the execution of this plan: the truck dispatching. Integration of plan and dispatch means that the plan is realistic so that its objectives can be realized by the dispatch. This realism is obtained by supplying the plan optimization, which involves mixed integer programming, linear programming and non-linear programming, with experimental O.R. models of waiting and blending. The arrangement of these models in the computer programm has made it possible to obtain very short computing time for the planning in spite of the width of the optimisation. The dispatching of a truck is made by solving a classical assignment problem for each dispatch over a horizon of the expected*next 10-15 trucks to request dispatches. This deep-reaching dispatch procedure uses the continuously arriving information about trucks&apos; positions and shovels situations and models by probability functions the expected waiting time of shovels and trucks. In this manner trucks and shovels are synchronized and last moments&apos; opportunities for productivity gains can be obtained. The dispatch procedure takes .5 second on PDP11. This integrated planning and dispatch procedure gives high productivity while ensuring good blending. Results from the Mount Wright mine of the Quebec-Cartier Mining Co., where the integrated procedure has been installed on the existing computer equipment PDP11, are included.

The history of mining-industry regulations on cyanide indicates a trend to set criteria based on generalized inferences related to its high toxicity. As toxic-inventory-motivated regulations are framed, material balances are expected to imply atmospheric releases of HCN as a major factor. A review of atmospheric data shows the probable triviality of any environmental impact of such releases, and suggests a very deliberate approach to any proposed regulations regarding these emissions.

INTRODUCTION Sulphur is a mineral which accounts for 0.05% of the earth&apos;s crust and may be found either in its elemental state or as a compound. References to sulphur production and consumption are found in early antiquity and international trade of sulphur from volcanic deposits in Sicily began in the 1880&apos;s. The supply of sulphur consists of two components: the first is production, and the second is inventory. HISTORICAL SUPPLY Production World sulphur production in 1984 was approximately 53.5 million metric tons, compared to the 1970 level of 42 million metric tons. Of this 11.5 million metric tons production increase, brimstone accounted for close to 90%. Production distribution in 1984 was 62% brimstone, 21% pyrites and 17% other forms, while in 1970 it was 55%, 28% and 17%, respectively. Brimstone Production is derived either from mining operations (Frasch, underground melting and native refined) or as a by-product from hydrocarbons. World production in 1984 exceeded 33 million metric tons, up approximately 10 million metric tons from the 1970 level. This increase was uniformly distributed throughout the world as shown in Table A.

The direct recovery of precious metals from a1kaline cyanide solution is frequently accomplished by the well-established Merrill-Crowe process involving zinc-dust cementation. This is particularly true for silver. Plant data from two operations are presented and analyzed in terms of intrinsic reaction features. In such Merrill-Crowe plants a plate-and-frame filter press acts as a semicontinuous fixed-bed reactor with a distribution of particle retention times. For the plants studied, 99Yo of the silver is recovered with a solution retention time of less than 2 min. Differences in plant operating conditions and product characteristics can be related to the nature of the surface deposit of silver which forms on the zinc particles. From laboratory experiments and plant samples it has been found that the presence of lead in the system activates a change in the silver deposit morphology to the dendritic state which affects the rate of silver deposition as well as the filter cake porosity. Finally the plate-and-frame press is considered from an engineering perspective as a semi- continuous fixed - bed reactor to describe the behavior of the system.

Over the years, improvements have been made in the recovery of nonferrous metals, including improvements in the areas of mineral processing, pyrometallurgy and hydrometallurgy to extract cobalt as a byproduct from host minerals containing mainly nickel, copper and associated precious metals. At present, the technological emphasis is on solvent extraction coupled with electrowinning (SX-EW) for lateritic sources of supply within the Southern Hemisphere, such as in Australia and New Caledonia. Although sulfide-bearing ores, such as those found in Canada and Russia, will serve as a viable long-term source for cobalt, a ubiquitous metal, the future trend is anticipated to be in the implementation of compact and efficient SX-EW facilities that apply state-of-the -art innovation with environmental compliance This paper serves to collate the known practices for the recovery of market-grade cobalt by means of electrowinning from either an aqueous sulfate medium or chloride medium after upstream leaching, solvent-extraction and solution-purification procedures. For completeness, other commercial production techniques for the recovery of cobalt as a sulfide or oxide product are included in the summary of current cobalt processing practices.
