INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. "In 2004 works started for the now completed seven-level automated car park accommodating 480 parking spaces inside the pre-existent “Morelli cave”, located in a strategic area in Naples. Since 470 BC Greeks initiated the growth of the fascinating world of the underground Naples, of which this cave belongs. It seems that once here the god Mithras was worshiped. It’s also became a quarry for tuff extraction and in 1600s it became an aqueduct serving the area. In 1853 the Bourbon Tunnel, a project commissioned by King Ferdinand II of Bourbon to allow easy escape from the Royal Palace in case of riots, was connected to this network of tunnels. The cavern became an air raid shelter during the Second World War, then a deposit of cars and motorcycles in the '50s and' 60s, a disposal area and it has been abandoned in the last 40 years before it’s new utilization. INTRODUCTION Over time, the overcrowding and congestion of major cities’ historic centres has led to seeking spaces underground that can accommodate activities and car parks, as in the case of the Morelli cavity, site of the future car park by that name. Before describing its characteristics, design solutions, and executive problems, it is necessary to introduce the site historically into the broader landscape of the cavities present below ground in the municipality of Naples. The province of Naples, which includes the area of the Municipality of Naples, has a large number of cavities. The existence of “Naples underground” is connected with the morphological and geological conformation of its territory, consisting of tuff stone which has entirely special features of lightness, brittleness, and stability. The first transformations in the territory’s morphology, taking place thanks to the Greeks starting from 470 BC, initiated the growth of the fascinating world of Naples underground. These transformations were dictated by water provision requirements, which led to the creation of underground cisterns to collect rainwater, and by the need to recover construction material to erect the buildings of Neapolis. In subsequent centuries, the city’s expansion led to the construction of a proper aqueduct, which allowed drinking water to be collected and distributed thanks to a series of cisterns linked to a dense network of tunnels. During Roman rule, the existing aqueduct was expanded and perfected, but with the rise of the Angevins in 1266, the city saw great urban expansion, which obviously corresponded with increased extraction of tuff from the subsoil to construct new buildings. This confirmed a particular feature of Naples: that of having been generated from its own innards, with buildings rising directly above the quarry that provided their building material."

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

At Digital Equipment Corporation, increasing demands on executive secretaries to share, track, and retrieve information prompted development of ALL-IN-1 System for Executive Services. Executive secretaries asked engineers to combine word processing and electronic mail with utilities for managing time; logging and tracking telephone calls, letters, and inquires; creating presentations; compiling directories; and archiving. The system, two years in development, now automates the president's and senior vice presidents? offices at Digital. It allows secretaries to interrupt any task with two keystrokes, and return later to the original task. The system has speeded customer response, enabled online information sharing, and increased professionalism and customer satisfaction.

In December of 2007, a joint venture of J.F Shea, Skanska and Schiavone referred to as S-3II, was awarded a $1.15 billion (? 886,880,000) contract to construct the run-ning tunnels and station structures for the Number 7 Line Extension Project in New York City by the Metropolitan Transportation Authority Capital Construction (MTACC) and New York City Transit (NYCT). As part of the contract, a technically complex and critical connection of the new tunnel to the existing, operational 7 Line subway was required. This paper describes the innovative design approach that was conceived to carry out the underpinning and excavation works both within the east-west 7 Line subway tunnel and beneath the north-south, 4 track, 2 level Times Square Station for the A, C & E trains. This underpinning provided temporary support to the subway substructure as the grade of the tunnel invert was lowered up to 10 feet (3 meters) into the rock sub-grade to allow the future subway to pass under the basement of the world?s busiest bus terminal. In addition, the creation of a new portal connecting the existing subway tunnel and the subterranean level of the Port Authority Bus Terminal by means of underpinning structural footings and horizontal spiling/poling of existing ground will be discussed.

A study of paleogeography and paleo-environment, coupled with modern geochemical techniques and geologic inference, points to the presence of unconventional platinum group metal deposits in domestic and foreign ultrabasic terranes. During the laterisation of the tectonized and serpentinized mafic and ultramafic rock units, onshore winds provided abundant low temperature chloride to the laterite-saprolite profile. Here, an environment formed where gold, silver and platinum was dissolved, transported and redeposited. Changes in climatic conditions have helped preserve the redeposited metals in fossil laterites. The definition of "unconventional mineral resources" used here is taken from the Cameron Volume of Unconventional Mineral Deposits published by SME-AIME in 1983: "Unconventional mineral resources represent materials of possible economic importance that occur in geological or physical environments that have not been successfully exploited for the particular mineral." (van Rensburg, 1983). Chromite-rich rocks worldwide contain high platinum group metal concentrations. This feature is found in ophiolitic sequences, Alaskan-type ultrabasic complexes or statiform intrusions. Association of platinum group metals with chromite has received much attention. The reason for that associa¬tion, however, is not clear. Much has been written about how and where the platinum group metals occur. It is known that they are present in the spinel lattice, as solid solution elements in sulfides and as discrete platinum group minerals. This article outlines the reasons geologists should be looking at lateritic terranes to determine the feasibility of searching for undiscovered, low-grade platinum group metals amenable to openpit, bulk mining. Laterite-saprolite horizons could contain significant platinum group metals and location of anomalous values on the surface and in the weathered profile can lead to discovery.

The question is posed as to why columns typically have a collection zone 10 m high (H) by 1 m in diameter (D). Three geometry dependent factors are considered: degree of mixing, Np; volumetric bias rate, B; and volumetric gas rate, G. Increasing H:D decreased Np and B, which improves performance but decreases G, which causes the column to approach overloading. Taking typical column operating conditions, it is concluded that a collection zone H:D of 10:l is a reasonable compromise.

Explosions and fires are without a doubt two of the most feared occurrences in modern underground mines. When they result in loss of life or substantial property damage, they usually gain world-wide media attention and have, on occasion, provided the impetus for legislative action. The very involvement of the Federal Government in mining was the result of a series of explosions which resulted in the loss of hundreds of lives. Fortunately, explosions of this magnitude are rare. Fires and explosions of lesser consequence are, however, more common and their severity may be more a matter of luck than anything else. The publicity which these events receive is usually restricted to the area immediately surrounding the mine and a1 though MSHA and sometimes the state prepare reports of their investigations, the general mining community is quite often aware of the circumstances surrounding these occurrences. This paper will discuss some of these "lesser" explosions which have occurred recently. These explosions have sometimes occurred in sealed or otherwise inaccessible areas of the mine involved, where conventional ignition sources such as electrical power were not present.

The McDonald gold deposit is located in the upper Blackfoot Valley in Lewis and Clark County in west-central Montana, about 65 km (40 miles) northwest of Helena and 13 km (8 miles) east of Lincoln (Fig. 1). The McDonald project area covers about 20.7 km2 (8 sq miles) of elevated terrain on the north side of the Blackfoot Valley. The Blackfoot River lies 1 km (0.6 miles) south of the McDonald deposit. East Butte and West Butte rise 300 m (985 ft) above the Blackfoot Valley to an elevation of 1,750 m (5,740 ft). They conveniently divide the area into two parts. The Seven-Up Pete Joint Venture (SPJV) is a partnership between Phelps Dodge Mining (72.25%) and CR Montana, a subsidiary of Canyon Resources (27.75%). SPJV controls about 83 km2 (32 sq miles) of mineral and surface rights in the Lincoln area. The McDonald project is on state-owned and private land. The joint venture has conducted exploration since 1989 at the Seven-Up Pete, McDonald and Keep Cool areas (Fig. 1).

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. The Bureau of Mines devised a column flotation technique using either fine or coarse bubbles and compared it with conventional flotation on a Montana chromite ore. On deslimed ore, fine-bubble column flotation produced a 44.7-pct-Cr203-grade rougher concentrate with 87-pct recovery, compared with 43.8- and 43.5-pct-Cr203-grade rougher concentrates with 85- and 77-pct recovery for coarse-bubble column flotation and conventional flotation, respectively. On undeslimed ore, coarse-and fine-bubble column flotation produced rougher concentrates containing approximately 41.5-pct-Cr203 with 95-pct recovery, exceeding conventional flotation which produced 35.6-pct-Cr203-grade concentrates with 87-pct recovery.

A number of studies have been conducted in active and inactive mine environments using continuous monitoring and data acquisition systems to detect various parameters. In addition to the information obtained for research purposes, these monitoring systems can provide a means to remotely collect required information (such as radon daughter concentrations and air velocity) and control various conditions (such as fan operation and air door position) in numerous working sections of an active mine. Selection of detector locations and placement, which are critical to obtain the information and control desired while not inhibiting mine operations and influencing the detector readings, are covered in this paper.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

3D-CANVENT is a software package that integrates advanced computer aided design (ACRD) true 3D graphics with a mine ventilation simulator. The package runs as a Windows(tm) application to access its printer drivers environment and does not need third party CAD software. It is composed of two primary modules: DMVENT and MINEDESIGNER. DMVENT is a traditional Fortran coded Hardy-Cross iterative ventilation network solver written in 1980 with thermodynamic capabilities. This module is relatively unchanged with the traditional data input options for branch type, specified or calculated resistances, fixed flows, and fixed or variable pressure fans. MINEDESIGNER is the graphics engine that optimizes the ventilation design process. It performs the front-end transformation of input data entered in the graphical interface into the correct format for the solver. At the back-end it reconverts the historically standard tabular data output from the solver into an easily viewed graphical format. ACRD features of MINEDESIGNER are used to generate a 3D wire-frame node and branch network of the mine's ventilation system. The network can be displayed in up to 4 views orientated to XYZ planes or a 3D view. All the views have zoom, pan, slice and rotate options. The graphical interface efficiently permits data entry and editing via a mouse with pick-and-point item selection. Branches can be found or added with "search" and "join" options. Visual interpretation is enhanced by the 16 colour options for branches and numerous graphical attributes. Network locations are readily identified by alpha-numeric names for branches, junctions and fans, and also the logical numbering of junctions. The program is also readily expandable for pollutant simulation and control/monitoring applications.

The ore reserve modelling of stratiform uranium deposits to be mined by selective underground mining methods must be done with consideration of the erratic nature of the ore-forming processes that produced the mineralization. Estimation methods that model the uranium grade as a smooth transition between high-grade and low-grade drill hole intercepts tend to greatly overestimate the ore tonnage. Care must be taken to first establish realtistic ore pod geometries and then estimate the grade of the reserve units within the pods.

Prediction of acid rock drainage (ARD) for low-sulphide, low-neutralisation potential (LSLNP) mine wastes is methodologically different from that for normal sulphidic mining wastes. In this paper. LSLNP wastes are conveniently defined as those with S2 < 1% and ABA-NP2 < 20 kg CaCO3 eq/t. The distinctiveness of ARD prediction for LSLNP materials originates from their frequently low oxidation rates and is mainly attributable to two reasons. First, the utilisation efficiency of available carbonate neutralisation potential (CNP2) rapidly deteriorates when the sulphide oxidation rate per unit mass of waste drops below a certain level. Reducing the flushing rate of a waste has the same effect as increasing the oxidation rate. Second, silicate neutralisation becomes increasingly important as oxidation rates diminish, and can no longer be ignored in LSLNP materials as it often is for normal sulphidic mine wastes. In this paper, the effects of oxidation rate, pore gas CO2 partial pressure, and flushing rate on ARD prediction for LSLNP materials are theoretically demonstrated with the help of modelling using the computer program MINTEQA2. A new methodology for ARD prediction for LSLNP materials is presented in terms of a prediction procedure. Finally, a case study is given to validate some of theoretical aspects discussed and to illustrate the use of the newly proposed ARD prediction procedure.

In spite of the large annual expenditures and the vast field of activity covered, it cannot be said that many new grinding machines have actually come to light and modified the existing market for more than half a century. Manufacturers have mainly made advances in increasing machine sizes, efficiency and reliability, and in machine automation. The relatively recent emergence of roller presses is the only exception to this homogenisation of machine ranges. The development of roller presses in pregrinding has shown the advantages of compression grinding over the ball mill from the power consumption point of view. But classical roller presses still have maintenance problems due to the high grinding pressure. The FCB Research Centre has carried out much work in this field and in particular has studied the advantages of this process in pregrinding and integral grinding. These researches lead to the development of two new compression grinding machines. The first one, HOROMILL®, presented for the first time on the 8th European symposium on comminution at Stockholm, finds its application in the field of fine to very fine grinding in dry process. The second one, RHODAX®, presented at INTERMAT in Paris, covers the field of secondary and tertiary crushing and the first stage of grinding for most of the minerals in dry or wet process. Its high reduction factor permits to do with only one machine the work realised today with two or three crushing/milling stages. These two complementary machines offer a wide range of combination summarised on [Figure 1].
