"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

Predictions of delayed environmental impacts from mining—degradation that won’t begin for hundreds of years, but will then continue for thousands—present new permitting challenges. Examples include evaporative concentration in pit lakes, which can eventually cause metals concentrations to exceed human and wildlife toxicity standards, and delayed degradation of groundwater by slow moisture percolation through acid-generating tailings and waste rock. Given the time-value of money, the present worth of such delayed impacts is insignificant, yet they are unacceptable undercurrent laws and cultural values. Long-term financial set-asides offer a possible solution, first funding infrequent, long-term monitoring, followed by more expensive mitigation when the set-aside has matured.

Introduction The concept of in-the-wall haulage was formally introduced to the mining community in the early 1970s. The basic concept is simple. Rather than the traditional in-the-pit haulage/access ramp, single or twin ramps driven in the pit wall are used with crosscut connections on the working levels. The in-the-wall pit haulage system could be considered as part of the opening of a new mine, a way of completing to final depth an existing pit, or part of the transition from open-pit to underground mining with the ramp remaining as part of the access. This paper is intended to acquaint the reader, particularly mine planning engineers, with some of the possibilities presented by the concept. Nordstrom (1983) said, "In many countries, mining engineers are either open-pit or underground specialists and, hence, often don't consider the possibilities for combining the best aspects of each into a hybrid mining system." This is believed to be true. There are few "hybrid mines" employing, for example, open-pit methods with underground haulage systems. One reason is the variance with the experience of the mining company and the engineers involved. However, with today's low metal prices, innovative and unconventional thinking may be just what a property requires to remain in production. All the possible situations where an in-the-wall ramp might be considered cannot be presented here. Rather, a few examples will be discussed for illustration purposes. Potential savings in stripping costs A major cost in open-pit mining is associated with the removal of overburden and waste rock. Although much of this stripping cannot be avoided, the volume (V) associated with the presence of an in-pit haul road can be quite large, V 100 (pit depth) a (road width) 2 x road grade (%) As an example, consider a vertical ore body 400 m (1312 ft) long, 60 m (197 ft) thick, extending to a depth of 160 m (525 ft). Cross sections are shown in Fig. 1. Other data are: ore tonnage = 11 Mt (12 million st), ore density = 2.9 t/m3 (0.09 st per cu ft), waste rock density = 2.7 t/m3 (0.08 st per cu ft), road width = 20 m (66 ft), road gradient = 10%, and level interval = 10 m (33 ft). The evaluation has been made assuming that the pit slope (0) is constant around the pit except on the side with the haul road. On this side, the slope is decreased to allow for the road. Slope angles of 30° to 60° have been selected to indicate the dependence of stripping volume (V) on slope angle. The stripping at the ends have been calculated assuming representation by cones. The volume associated with the haul road is 2.6 Mm3 (92.8 million cu ft). A comparison of the strip volumes involved is shown in Table 1. As can be seen, the percent savings in strip volume varies from about 4% to 17% and depends greatly on the slope angle. It is perhaps more interesting to examine the savings in stripping costs that could then be used to cover the cost of the access ramp and the crosscuts for stripping costs of $3/m3 ($0.08 per cu ft). The cost with the road volume is 2.6 million x 3 = $7.8 million.

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

First and second derivative filtering (or transformation) of raw data, in many cases, gives a better indication of anomalous conditions than conventional methods of analysis. Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work.

INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

In general, the cyanidation of silver ores requires higher con­centrations of cyanide in comparison to gold ores to affect simi­lar leaching rates and metal recoveries. The requirement for high cyanide concentrations in a silver ore leaching circuit may translate into higher operating costs, however with operation of an acidification-volatilization-reabsorption (AVR) plant to recover and recycle tailings cyanide, cyanide consumptions can be significantly reduced. At each of the currently operating AVR plants in the world, overall cyanide consumptions have been reduced by approximately one-half by recovering and recycling tailings cyanide. In addition, the AVR plants have reduced tail­ings cyanide concentrations to less than 20 to 30 mg/L WAD cyanide and reduced potential adverse impacts to wildlife in the tailings impoundments. This paper presents an analysis of the application of A YR to a silver ore leaching operation which has a CCD/Merrill-Crowe circuit included in the metallurgical plant.

The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual's ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

Pocahontas Land Corporation, a wholly-owned subsidiary of Norfolk and western Railway Company, owns a 100,000-acre block of coal lands in Martin, Johnson, Pike, Floyd and Lawrence Counties, Kentucky. These holdings were largely acquired in three major purchases between the years 1942 and 1959. The area is undeveloped and constitutes a part of the coal reserve for future mining. This block, which is principally in Martin County, lies in a triangle formed by the Levisa and Tug Forks of Big Sandy River on the sides with Dewey Dam at its base and the Town of Louisa at the apex. The topography'is typical of eastern Kentucky and consists of steep hills rising from 500 to 800 feet above creek level. There is little level ground in the area. As a matter of fact, some roads are on the creek bottoms with what little bottom land is available in the hollows being utilized for small-scale farming. The steep hills are marked by three separate massive sandstone formations which form cliffs ranging from 40 to 100 feet in height.

Bauxite is currently produced at three centres in Australia: - Weipa in northern Queensland; Gove on the northeastern tip of Northern Territory; and in the Darling Range near Perth, Western Australia. At each of these centres the bauxite is of Tertiary age and occurs as blanket-like, lateritic crusts in which gibbsite is the predominant mineral. Development was essentially in situ although possibly the deposits, particularly at Gove, are in part of transported origin. All of the deposits formed from quartz-rich parent rocks with those at Weipa and Gove being derived from kaolinitic sands while in the Darling Range, granite and other crystalline rocks of Precambrian age immediately underline the lateritic bauxite.

Introduction Trying to synthesize innovations occurring in gold processing is not simple. At present, this technology is exploding, brought about by the high price of gold. This price has compelled the mining industry, as a matter of survival, to produce gold. The frantic search for gold deposits continues, from glacial areas to tropical jungles. The search has been fruitful. New exploration techniques have helped to locate deposits. Some are amenable to conventional processing techniques. Others are in unusual settings that challenge the ingenuity of extractive metallurgists. Ore deposits containing traces of invisible gold, refractory mineralization, and impurities and deleterious materials that previously defied treatment are now being profitably processed. Metallurgists have developed various processing methods and equipment for gold ore treatment that reflect differences in ore characteristics, grade, mineralogy, reserves, topography, climate, and location. These processes can be categorized as: • For nonrefractory or readily leachable gold ores - vat leaching, heap leaching, and agitation leaching. • For ores containing free gold - gravity concentration methods, followed by mercury amalgamation, and • For refractory gold ores - flotation, roasting, pressure oxidation, followed by cyanidation leaching. In actual practice, a combination of these processes may be required. This is because gold mineralization, although usually simple, may be associated with other mineral species or with clays that make the ore difficult to treat. Furthermore, after the gold has been solubilized to form a cyanide complex, one of two important processes must be applied to recover the gold. These ore zinc cementation (Merrill-Crow process) and Carbon adsorption, desorption, and electrowinning. New techniques for leaching and recovery are also advancing. These will become the bases for the next generation of gold processing plants. Nonrefractory Gold Ores Nonrefractory ores with readily leachable gold are among the .easiest to treat. Even so, non-refractory ores from epithermal deposits are likely to contain too much clay. When these ores are damp, they may clog the screens and cone crushers. Depending on the type of process, scrubbing the crushed ore is very effective in overcoming clay problems. After dewatering, the slimes enter the cyanidation process and the thickener overflow is stripped of gold values and recycled. Semiautogenous (SAG) mills are also gaining popularity due to lower capital costs and ability to treat wet, sticky ores. If properly sized, the secondary crushing and screening plants, together with a secondary ball mill, can be eliminated. When the ore is of such a low grade that it can not support fine grinding, vat or heap 'teaching may be applicable. These systems are being actively applied in the US and elsewhere. Rapid construction and low capital costs are important features of these plants. Vat leaching is ideally suited for fast leaching ores and small tonnage deposits located in areas with harsh winters or wet tropical climates. For effective vat leaching, the ore is crushed to less than 25 mm (1 in.), agglomerated with lime or cement to control fines, and leached with sodium cyanide solution (upflow or downflow). Cyanidation processes for the extraction of gold or silver frequently involve the processing of sulfurcontaining solids that react with cyanide to form thiocyanate. The formation of thiocyanate is an undesired side reaction, and in many cases thiocyanate formation results in a prohibitively high cyanide consumption. With the increasing number of gold and silver mining projects that involve the processing of sulfide ores or concentrates or that utilize a biological sulfur oxidation process, more attention is being focused on minimizing thiocyanate formation and in treating solutions to eliminate toxicity associated with thiocyanate. Though not yet commercially applied, there are several processes available to recover cyanide from thiocyanate to reduce tailings toxicity and to allow the reuse of cyanide otherwise lost to thiocyanate formation. This paper presents an overview of processes available for recovering cyanide from thiocyanate along with estimated operating costs for the processes. Pilot testing data suggests that in some cases cyanide can be recovered from thiocyanate for approximately the same cost as newly purchased cyanide.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.
