Key elements to the successful excavation and support of the Forest Glen Station and Tunnels for the Washington Area Metropolitan Transit Authority are discussed. Excavations encompassed a twin-vault station; 2339.3 m (7675 feet) of conventional drill and shoot tunnel; and 810.8 m (2660 feet) of mixed faced tunnel. The use of dewatering, boom type continuous miner and shotcrete in the mixed faced tunnel, along with hydraulic drills, bolts, and shotcrete in the rock tunnels and station proved to be effective methods.

There are differences in design aspects between steel and rubber linings in grinding mills. This paper describes the basic design rules for rubber liners for different grinding applications. When converting a mill from steel to rubber liners, the design must be changed from such familiar steel liner shapes as wedge bars and plates, wave liners, and ship-lap, to take advantage of the characteristics of rubber. Very little of the knowledge of the wear properties of steel can be used for the design of rubber mill liners.

The definition and shortcomings of traditional cutoff grades are discussed. . The concept of optimum cutoff grade policy which maximizes the Net Present Value (NPV) of annual cash flows coming from a mining project is introduced within the basic framework outlined by K. F. Lane. Several examples are used to demonstrate the shortfalls of cutoff grade policies obtained by various heuristic optimization techniques. An algorithm to obtain an optimum cutoff grade policy which maximizes the NPV of a project is given and described in detail.

Mathematical models have been developed to simulate longwall heading development systems in Australian Longwall Mines. The models developed consider the effect of non concurrent cutting and supporting systems and concurrent cutting and supporting systems. They also consider the impact of operating parameters on each of these systems. Operating parameters that are considered include pillar dimensions, the use of surge cars, bolting time, shuttle car speed and heading advance per cycle. The effect of these parameters is considered with respect to production rates and also panel advance rates.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . The writer is indebted to Corbin J. Robertson and Ronald B. Thompson who participated in the exploration planning of this project and to a number of other individuals who contributed to its execution and management. Petrographic work by J. M. Guilbert was used as a basis for rock and alteration classifications.

A paper is presented in which an innovative biological process is described for the treatment of cyanide-, metals-, and nitrate-contaminated mine process water. The technology is capable of detoxifying cyanide and nitrate and immobilizing metals in wastewater from agitation cyanide leaching as well as heap leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to detoxify cyanide and immobilize several metals from a mine process wastestream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), which is funded by the U.S. Environmental Protection Agency (EPA) and is jointly administered by the U.S. Department of Energy's (DOE) Western Environmental Technology Office (WETO) and the Superfund Innovative Technology Evaluation (SITE) Demonstration Program under Interagency Agreement Number DW89938513-01-0. MSE Technology Applications, Inc. (MSE) located in Butte, Montana, was the contractor responsible for conducting the project, and Pintail Systems Inc. of Aurora, Colorado, was the technology provider. The pilot-scale unit was field tested at the Echo Bay McCoy/Cove Mine southwest of Battle Mountain, Nevada. The biotreatment process was con­sidered to be very successful in detoxifying cyanide from the mine process water. The process was also determined to be very effective in removing metals. The pH was consistently neutral­ized and nitrates were successfully removed in the mine process water. As a result of conducting these pilot-scale tests, the biotreatment process was concluded to offer an innovative, cost­effective alternative for the treatment of mining wastewaters.

Rehabilitation of sites contaminated by oil products and chlorinated organic compounds is a costly task which affects the planning of urban and infrastructure development. An integrated approach based on the non-invasive geophysical technology is utilized for subsurface characterization of contaminated land. In this approach the localized information, provided by chemical analysis of soil samples collected from bore-holes, is used for the calibration of the geophysical data. This information is subsequently extrapolated to the area under investigation by combining it with the geophysical results, providing thus information about pollution accumulation, contaminants? flow and pollution sources. Two case studies are presented from sites contaminated by heavy metals (Venice, Italy) and oil products (Athens, Greece). Resistivity, electromagnetic and seismic methods were used in this approach. Namely, electrical tomography, electromagnetic mapping, ground penetrating radar (GPR), multichannel analysis of surface waves (MASW) and seismic refraction experiments were conducted. In Italy, the sections from the multichannel analysis of surface waves imaged successfully a buried channel where the pollution is concentrated. Preliminary results are also discussed from the geophysical survey in Greece where the thickness of the oil phase located on top of the water layer is 60 cm.

The US Bureau of Mines studied the mechanism of shear flocculation of silica with stearic acid. At pH 6 and 12, shear flocculation of silica was not observed with the addition of up to 4.5 x 10-4 M (5 lb/st) stearic acid. However, in the presence of 0.1 M NaCl at pH 6, shear-flocculation was observed at stearic acid concentrations = 10-4 M (22.5 lb/st). Adsorption of stearic acid on silica was studied using stearic acids spin-labeled with a doxyl group. The presence of the spin-labeling group did not greatly affect the shear flocculation properties of stearic acid. Adsorption of labeled stearic acid on silica was measured as a function of surfactant concentration with electron paramagnetic resonance (EPR) spectroscopy and gas chromatography (GC). The GC results indicated that the stearic acid was predominately adsorbed on the surface at concentrations above 10-4 M. From the EPR spectra, the formation of aggregates of stearic acid was apparent at concentrations of approximately 10-5 M (22.5 lb/st). The results are discussed in terms of a possible mechanism for shear flocculation.

A theoretical radiation mine model, suitable for underground uranium nines, has been investigated. In this model, the rate of ventilation and/or the radon (thoron) gas emanation from mine walls are time-dependent. Several cases of practical interest have been investigated including sinusoidal, linear, exponential, stepwise, or a combination of two or more of the above. Analytical solutions were obtained for the time-dependent radon (thoron) gas emanation rate. However, because of the extreme analytical complexity of the solutions corresponding to the time-dependent ventilation rate case, numerical solutions were found using a special Runge-Kutta procedure and the Hamming's modified predictor-corrector method for the solution of linear initial-value problems. The mine model makes provisions for losses of radioactivity, other than by ventilation and radioactive decay, by, say, plate-out on mine walls, and by other mechanisms. Radioactivity data, i.e., radon, thoron, and their progeny. obtained with the above mine model for a number of ventilation and emanation conditions, are presented. Experimental data obtained in an inactive stope of an underground uranium mine for a time-dependent air flow case are shown. Air flow conditions (ventilation rate) were determined by tracer gas techniques using SF6.

Using computer applications to solve mining problems began in the early 1960s, utilizing the large (for that day) centralized computing facilities at a few universities and major mining company headquarters. Many years passed before technology was adequate to allow any of those applications to be run at the mine sites to provide immediately available solutions. One of the first mining applications attempted was for ore reserve analysis and long- to medium-range mine planning. As these are among the most frequent and familiar minicomputer applications at the mine site, it is interesting to follow the evolution of computing and communications hardware which has finally allowed effective transfer of this technology.

Tg Soda Ash operates an underground trona mine located In southwestern Wyoming, which utilizes continuous mining machinery to produce 2.OM tpy (2.2M stpy) by shortwall and room and pillar methods. As the mine developed, the Increasing distance from the shafts caused travel times to be a significant factor in planning for mine emergencies. It was decided to construct a barricade chamber, a modified refuge chamber, to Increase safety and to provide an additional escape option in the case of a mine emergency. Fortunately, there has been no need to use these facilities during the last 9 years, but mine emergency planning has been greatly improved.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

The streamline method of recovery prediction reduces a two-dimensional problem to a bundle of one-dimensional ones. This paper presents the development and application of a novel scaling technique which, when used with a streamline model, causes s bundle of one-dimensional problems to further reduce to a single one-dimensional calculation. The one-dimensional calculation accounts for chemical-rock interactions and the streamline model for areal sweep. The scaling technique significantly reduces computation time, is readily modified to desk-top calculations, and can be applied to both absorbing and reacting species. The work was sponsored by the Interior Department's Bureau of Mines.

The measurement of acoustic impedance at frequencies up to 6,400 Hz has been proposed as a diagnostic tool to yield more detailed information about lung condition. A three generation branching system of plastic Y-tubes has been constructed. The impedance of the branched system is measured by an impedance tube using the two-microphone technique. The impedance spectrum is used to calculate the reflection coefficient spectrum, which is converted to an impulse response by an inverse FFT. The area function is extracted from the impulse response by the Ware-Aki algorithm. Measurements of acoustic impedance of the branched system were made for several different end conditions of the eight terminal outlets. The outlets were either blocked with modeling clay, plastic packing material, or aluminum blocks or were unblocked. Six measurements were made of each configuration. In general, the more outlets blocked, the larger the shift to the right of the impedance magnitude peaks for frequencies above 3000 Hz. The impedance magnitude peaks for the plastic packing material were shifted in frequency to the right relative to the peaks of the other system terminations. The impedance magnitude peaks for the clay and aluminum system terminations were significantly different in magnitude but not shifted in frequency. The area functions at the end of the branched system were significantly different (a > 99%) for most of the end conditions. Area functions for the modeled branched lung systems between the end of the impedance tube and the termination outlets of the branched system were similar but distinctively different for the various end conditions. These results indicate that the two-microphone technique can sense small changes in the terminating end conditions of a rigid system of branched tubes and thus may sense impedance changes due to lung disease in the conducting airways. Filling or sealing shafts of underground coal mines is required when the mine is declared inactive by the operator, permanently closed or abandoned for a period of time greater than 90 days. Although shaft filling requires the use of incombustible materials for the first fifty feet of the shaft, a sparking potential may exist which has been reported to be the cause in at least one shaft-filling explosion. This paper outlines the method used at the explosion site to monitor mine gases within the shaft to assure the safety of the workers involved in the remainder of the shaft-filling operations. Gases which were monitored include methane, oxygen, carbon monoxide and carbon dioxide. Continuous sampling was conducted twenty-four hours per day to determine the methane liberation and accumulation of gases within the shaft. Once gas concentrations were evaluated, the need for ventilation in the shaft was obvious because methane accumulations within the shaft were in the explosive range. Several methods to ventilate the shaft were explored. The most practical seemed to be the dilution of gas concentrations with compressed air to inject a quantity of fresh air into the shaft. But, when the compressed air was stopped, a buildup of an explosive mixture reoccurred. The pattern of gas accumulation was then studied to find the correct combination of ventilation and shaft-filling time periods which would a1 low for the greatest reduction of the potential for an explosion. Gas concentration sampling continued during the remainder of shaft-filling operations at this shaft and four others at the same mine. In conclusion, this paper illustrates some of the problems which are often overlooked in a shaft-filling operation. If addressed, the work can be done in a safe and feasible manner.

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. The Rio Piedras Alignment Section 7 of the Tren Urbano is currently being constructed beneath a historic commercial section of San Juan. Different portions of the section are being constructed using open cut, cut-and-cover, New Austrian Tunneling Method (NATM), Earth Pressure Balance Machine (EPBM), and as tacked drift mined support system. The combination of complex geology, low ground cover, and several innovative construction methods present many challenges to the ground control program. Mining and construction sequences were first developed to minimize ground movements and risk of damage to structures. A unique compensation-grouting program was developed to improve the ground, limit settlement, and recover settlements incurred due to mining.
