The contrasting behaviour of electrolytes in inhibiting coalescence of bubbles was explained by the positive and negative distribution of anions and cations at the gadwater interface. Further, the efficiency of electrolytes which do inhibit coalescence of gas bubbles can be linked to a counter ion hydration mechanism and the effect of electrolyte concentration on gas solubility. A correlation was found between the transition concentration of electrolyte needed to prevent the coalescence of bubbles and the reduction in gas solubility. Hence, the inhibition of bubble coalescence in electrolyte solutions appears to be linked with the utilization of water molecules in the hydration of cations and a consequent reduction of water available for gas solubility.

The economics of developing and operating small precious metal mines are unique and require much more scrutiny than larger mines since a limited tonnage must carry a heavy burden of capital investment as well as operating cost per unit ton to be mined and processed. Moreover, potential operators of small mines do not have the required expertise available to critically evaluate the technical and economic aspects of their projects. In this paper, the authors have attempted to provide technical and economic guidelines for developing and operating small precious metal mines. Capital and operating cost estimates as well as return on investment are provided for various scenarios utilizing different mining and processing techniques.

There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

The global mining industry is in the process of redefining its activity and purpose in terms of sustainable development. This process is impelling a growing number of companies to engage their stakeholders on environmental and social issues. Nongovernmental organizations (NGOs) have customarily acted as critics of the mining industry's performance. A new relationship between mining companies and NGOs is emerging in the context of sustainable development, ranging from dialogue to joint action. If positive interaction among mining companies and NGOs is to succeed, clear terms of engagement must be articulated, and measurable progress toward achieving both corporate and NW objectives must be demonstrated. The experience of Placer Dome is illustrative of the rewards and challenges of engaging with NGOs.

The engineering geology of the Rio Tinto Borax Boron Mine creates challenges in providing practical slope design recommendations to mine planning engineers. Low strength sedimentary units interbedded with very low strength lakebed clays surround the orebody. Faulting has offset and juxtaposed these units into variably adverse orientations, while groundwater is compartmentalized both vertically and horizontally within fault blocks. A collective program of geologic data collection, geomechanical strength testing, geologic modeling, slope depressurization, confirmation of underground stope locations, and documentation of slope behavior provides vital information for design investigations and sensitivities. Analysis results lead to risk assessments and operational procedures that add value to the business by optimizing slope configurations and minimizing risk.

The major developments in fine coal processing in Australia are reviewed. Emphasis is placed on the approaches taken by various Australian coal producers to improve the recovery of the coarse size fractions (minus 0.5 plus 0.25mm) and upgrade the selectivity of flotation at ultrafine sizes (minus 0.075mm). The effects on fine coal preparation of flotation circuit changes, the influence of physical and chemical variables on coarse coal flotation and the impact of spiral concentrators and column flotation, are discussed. Reference is also made to the development of oil agglomeration technology for the treatment of fine coal refuse and some of the factors which have led to its current demise.

Impurity metals can markedly influence the anodic dissolution of gold in the presence of cyanide. Several important findings related to the influence of lead are reviewed and some new observations presented. Based on the effect of pH, the scan direction, and voltage, it may be shown there are three separate voltage regimes where lead influences the anodic dissolution of gold. These are related to Pb°/ HPbO2, Au-Pb /HPbO2, and HPbO2/PbC2; oxidation-reduction reactions which provide low resistance paths for electron exchange. The gold dissolution rate was determined by direct solution analysis and is compared to the rate implied by electrochemical measurements.

A cover with capi1lary barrier effects (CCBE) is being constructed an the AA leach pad at the Barrick Goldstrike mine near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study was conducted on a mall-scale test cover placed on the AA leach pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This paper examines factors that had a significant influence on mine face ventilation design during the past century. Several “milestone” events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative ventilation designs and a consistent commitment to mining health and safety.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. INTRODUCTION The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, is the daring and unique concept developed by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer over-flows (CSOs). Phase I, primarily for pollution control, includes the tunnels, shafts, connecting sewers and structures. These Phase I facilities intercept, during wet weather events, the CSOs within the MWRDGC TARP service area. The tunnels and shafts provide temporary storage of the CSOs for subsequent treatment at Water Reclamation Plants (WRP) before discharging into waterways. Ultimately, upon completion of Phase II, the tunnels, located from 45 m(150 ft) to 100 m (330 ft) below ground, will convey the CSOs to reservoirs for storage until WRP capacity is available. Phase II, which includes the reservoirs, pumping facilities, additional tunnels and shafts, has been planned to serve a dual purpose. The reservoirs provide storage of excess flows during wet weather events, those beyond the WRP capacity. Following the wet weather events, the stored flows can be conveyed, at controlled rates, to the WRPs for full treatment. These excess flows previously would have resulted in both overflows into the waterways and eventually backups in the local sewer systems. The storage capacity of the reservoirs also will promote the full utilization of the conveyance capacity of the tunnels and shafts, which in turn results in optimizing the conveyance capacity of the existing sewer systems. Therefore pollution control is further enhanced by allowing for capture of a greater volume of CSOs and greatly minimizing backups in the local sewer systems. The TARP project consists of four systems: O’Hare, Mainstream, Des Plaines, and Calumet, covering a total area of 971 km2 (375 mi2) and serving the City of Chicago and 51neighboring communities as shown in Figure1. With only two contracts left before completion of the Phase I tunnels, the 12.7km (7.9mi) Torrence Avenue leg, to be awarded in 1997, and the 12.4km (7.7mi) Little Calumet leg unfunded as of yet, both part of the Calumet System, the pollution control phase of the project is now 86% complete (Table 1).

Current approaches to reclaiming acid generating tailings include permanent water cover or encapsulation with various synthetic liners and/or clay. Although these methods can be effective, some ongoing maintenance will be required in perpetuity to ensure that water levels are adequately maintained or that the integrity of any capping system is protected. The successful creation of wetlands in tailings basins offers the possibility of creating a stable environment for the tailings with minimal maintenance. Acid-generating tailings from a massive zinc sulfide deposit in Winston Lake, Ontario, were placed in small cylindrical tanks to examine the feasibility and effectiveness of creating wetlands and mitigating acid and metal release. Two uncovered controls were established in addition to the five treatments, which were done in duplicate. Each wetland tank was 117 cm in diameter and contained 6 1 cm of tailings. Treatments included 61 cm cover of wetland soil, 61 cm of glacial till, 61 cm of tailings, and two tanks with 71 cm of water. One of the water covers included the aquatic macrophytes: Elodea canadensis, Potamegeton sp., and Ceratophyllum demersum. Cattails (Typha latifolia) were planted in the plots with substrate cover, and the initial water level was set at ten centimeters. The pH within the tailings in the treated tanks generally ranged between 6.0 and 6.5 and zinc concentration ranged from 0.02 to 0.1 mg/L. The drainage from the controls had an average pH of 3.3, and 7,700 mg/L of zinc.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

It is well established that coal can react with oxygen in air at ambient temperature and as a result heat is produced. If the heat is not fully dissipated the temperature of the coal mass will increase, thereby enhancing the rate of oxidation with a greater production of heat. If this phenomena continues, the coal mass can ignite under favourable heat accumulation conditions. A number of mine fires are caused each year due to this phenomena, commonly known as spontaneous combustion. The early detection of spontaneous combustion is of prime importance to mining engineers since any fire which could be detected at an early stage may save the mine from considerable damage and subsequent loss of production. Obviously, there is no single general criteria by which one can assess whether the under- ground mining of a coal seam will result in liability to spontaneous combustion. This has made it imperative to develop systems for the early detection of heating and to follow its development. In recent years considerable advances have been made in the design and development of methods for the early detection of spontaneous combustion. The Mining Research Laboratories (CANMET) is presently investigating the problem of spontaneous combustion in coal mines with Kaiser Resources Ltd. at their hydraulic mine at Sparwood, B.C. on a co-operative basis, and some of the work was described earlier in the Canadian Institute of Mining & Metallurgy Bulletin (1,Z). This paper summarizes and updates the work done by CANMET on the detection of spontaneous combustion in coal mines.

National Steel Pellet Co. operates eight 8.2-m diameter by 5.5-m long (87- x 18-ft) SAG mills to grind 15.24 Mt (15 million It) of taconite ore per year. Improvements to increase mill throughput, lower steel consumption, lower power consumption, and increase grinding efficiency will be discussed.

In order to extract gold from the complex sulphur-arsenic bear­ing raw materials and to remove arsenic and sulphur from the process in an ecologically safe form we have studied oxidizing roasting of highly arsenic gold bearing concentrates with soda, leaching of cinders, processing of the obtained solution and extraction of gold from the cake. There were processed concen­trates containing from 5 to 28% of arsenic, 12-20% of sulphur in the form of pyrite and arsenopyrite. The content of gold in the concentrates was 4-75 git. The roasting temperature was changed in the range of 773-l 173K, the consumption of calcined soda was 75-200% of stoichiometric necessarily for bonding of arsenic and sulphur into the water soluble compounds, the dura­tion of the process was varied in the range of 10-120 minutes. Under roasting in optimal conditions up to 97% of arsenic and 95% of sulphur go into water soluble compounds. The out­put of cake is 65-70% of the concentrates. The extraction of gold from the cake is higher than from the raw concentrates. The technology has been tested on a pilot plant scale
