At the end of the sixties new iron precipitation techniques as jarosite, goethite or hematite brought about the new generation of electrolytic zinc plants, thereby terminating the multitude of existing neutral leach residue treatment schemes. Since the eighties, increasing environmental impact considerations urge the conversion of these contaminated waste generating precipitation processes to techniques which either produce environmentally acceptable residues or minimize their formation thereby generating iron-bearing byproducts. Technologies identified and economically assessed include the hematite process either suitably improved or with subsequent upgrading, the iron extraction process and the direct smelting of neutral leach residue to slag and fumed zinc oxide.

Cumulophyric feldspars, of varying morphology, carry myrmekitic quartz interstitially between microperthitic feldspar lamellae. The size, coarseness, and morphology of these crystals, together with concordant foliation features constitutes evidence that they are a product of primary crystallization, formed prior to eruption from a vent. These crystals occur preferentially along 2 - 5 mm thick tan, vesicular to compressed alteration bands intercalated with more densely welded light grey bands. In perlite with quartz at or below a 0.1% threshold, megascopic feldspars are less than 1%. Perlite with quartz above this level has megascopic feldspar concentrations >3%, typically in the 5-20% range.

Numerous techniques for treating, controlling, and preventing acid rock drainage have been applied at the Summitville Mine Superfund Site. Challenging aspects of the remote mine site include the wide-spread occurrence of acid-generating soils and rocks, extensive surface and underground mine workings, and a cold and wet climate. Water treatment was an immediate necessity when the Government took control of the abandoned site in December of 1992. Subsequent reclamation activities have emphasized prevention and control of ARD to minimize future water treatment requirements. A combination of conventional, innovative, and experimental methods are being applied to successfully mitigate ARD at Summitville.

The Brunswick Mine, a Division of Noranda Inc., produces zinc, lead, copper, and bulk lead-zinc concentrates through underground mining of a large massive sulphide deposit. The mining method employed is longhole open stoping with delayed backfilling. In 1996 Brunswick began a review of its mining methods and backfilling operations. In 1997 the decision was made to convert the backfill system from cemented and uncemented rockfill to paste backfill prepared from mill tailings. This paper will describe the features of the backfill preparation and distribution systems, review the handling of technical issues, and discuss experiences since plant commissioning.

Meldon Quarry is a seemingly rare occurrence of acid rock drainage (ARD) in a quarrying operation.4 With surface waters discharging to a tributary of a salmon-bearing river, it is subject to stringent discharge conditions. The quarry predates effective environmental management, and preventative, control and treatment measures were not implemented until relatively recently. However, retrospectively implementing standard preventative approaches at the site is costly, technically difficult and of uncertain benefit. This paper overviews the recent site history and introduces data from a demonstration by KEECO (UK) Limited of its Silica Micro Encapsulation (SME) water treatment technology.

To prevent duplication of effort for future generations, the fol¬lowing corrections are offered. These errors were discovered during a recent study in which a computer program for mine hoist rope selection was developed (Lineberry and Mateer, 1988). In order of increasing gravity: Captions for Figs. 3 and 4 are transposed. • Purported to be a more accurate method of rope selection than the process of successive approximation, the direct method assumes linearity between a given rope's minimum breaking strength, T, and unit rope weight, Wv. Because of the sensitive location of the constant, K, in equation (8) for breaking strength, the significance of this nonlinearity is magnified. For a typical 6 x 37 class fiber core wire rope (Wire Rope Corp. of America, 1985), K actually varies from 43,650 to 52,190, depending upon rope diameter. Although the direct solution permits a rapid selection of hoist rope, an indirect (iterative) solution procedure is favored because of its im¬proved accuracy and ease of computerization. • Equation (8) for minimum breaking strength is in error. ThunderBasin Coal Co. has two mines located in the southern portion of Wyoming's Powder River Basin - the Black Thunder Mine and the Coal Creek Mine. Both are located 60 to 90 kin (37 to 55 miles) southeast of Gillette. The mines are principally located on federal coal leases acquired in the late-1960s. Development plans for the Black Thunder Mine focused on dragline stripping. Environmental considerations, however, made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lyimg with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age. The deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21-m (70-ft) 'hick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

INTRODUCTION Several recent estimates have predicted that the extent of underground tunneling in the future will far surpass past records. It is also emphasized that the expected increase depends largely on the cost of tunneling and hence every effort should be made to reduce this price. The largest items of expense in some tunneling programs are not related to the technical problems encountered but rather the human factors involved in contracting and executing the project. In order to examine the mutual interactions between the groups involved in tunnel programs, the Engineering Foundation sponsored a conference on "Owner-Engineer-Contractor Relations in Tunneling", July 12-16, 1971 at Deerfield, Massachusetts. The meeting was cosponsored by the Associated General Contractors of America and the Construction Division of the American Society of Civil Engineers. The seminar was attended by representatives of contractors, owners, and engineers who drafted and approved a set of recommendations based on the ideas generated during the discussions. It was also suggested that the resulting document be given as wide publicity as possible amongst the underground construction community. The First Annual Rapid Excavation and Tunneling Conference provides an excellent forum for this presentation.

The mineral industry shares a particularity- heterogeneity-with the other primary industries exploiting nature such as agriculture, fisheries, and forestry, which may not be found in the secondary industries, In the mineral industry heterogeneity is evident both in the raw material, the ore in situ, and in the working conditions. Mining engineering, which encompasses the tools for designing mine production systems, is mostly an assembly of the other branches of engineering and applied science. The assemblage's goal is to arrive at an optimal production system. As such, mining engineering is similar to systems engineering. The technique for the development of systems-mine production systems or mining operations -is operations research with its succession of activities: observations, modeling, experimentation, and verification. Comparisons among alternative systems are highly desirable during the development phase of a mining operation as well as during later phases where modifications, ameliorations, and expansions are carried out on the existing system. The role of the independent consultant in systems design and development lies in the collection and breadth of experiences from modeling and model verification in other operations, which he can add to a new system's development and thus in- crease its credibility with management.

Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

Hibernia de Mexico SA de CV, based in Durango, Durango, Mexico built and put into operation a 700-t/d (770-stpd) agitated cyanide leach plant in Guanacevi, Durango. Plant construction began in March 1993 and operations began in November 1993. Hibernia de Mexico, a wholly owned subsidiary of Hibernia Holdings, Inc., is a privately held Tucson, AZ-based company. The startup procedures described here deal with Mexico's legal, import-export and finance requirements, and labor and security requirements. The 700 t/d (770 stpd) Guanacevi project is located next to the town of Guanacevi. The project is an agitated cyanide leach plant built to process about 2 Mt (2.2 million st) of flotation tailings over its life. The plant is operated by Servicios de Guanacevi, Asociasion en Participacion. It is owned jointly by Hibernia de Mexico and Metalurgica Guanacevi SA de CV. Legal, importation of equipment and financing For a foreign company to operate in the mining industry in Mexico, it must form a Mexican company. A Mexican company presently must be at least 51 % owned by a Mexican entity. The other 49% may be owned by non-Mexicans.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)

Celestine (celestite) (SrSO4), the primary ore mineral of strontium, is present in the DeQueen Limestone Member of the Trinity Group (Lower Cretaceous) in Sevier, Howard, and Pike Counties, southwest Arkansas. Two mappable celestine beds have been identified. One bed is commonly 3-5 in. thick, but ranges up to 18 in. in thickness; the other bed is generally 2-3 in. thick. The beds are concordant within the DeQueen Limestone and were formed by precipitation from periodically restricted sea water. Reports concerning celestine date back to 1929, when Hugh D. Miser and A. H. Purdue mapped the geology of the DeQueen and Caddo Gap quadrangles. A small amount of celestine was produced in the early 1940s in Howard County. During 1941, the J. W. Hintze Company collected 1,500 pounds of celestine for testing purposes. In 1942 and 1943,750 test holes were drilled by the Bennett-Clark Company in Howard County. Afterward, approximately 90 tons of celestine was open-pit mined and shipped to Texas for processing. Since then, no mining of celestine in Arkansas has taken place.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated field program over a 37-month period (April 1978 - May 1981). This project was part of a much larger study to determine the economic feasibility of expanding the open-pit, mine-mill operation 10-fold to 80 kt/d (88,000 stpd). The resource project included more than 120 km (74 miles) of core drilling and 64 km (40 miles) of drill rig access way construction under adverse topographic and climatic conditions, detailed geological mapping, and other related activities. The Los Bronces deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. The mineralization is hosted by intrusive and extrusive igneous rocks. Various stages of erosion, oxidation, leaching, and supergene enrichment of copper are present. Drill hole indicated geologic reserves are estimated at 1.3 Gt (1.4 billion st), averaging 0.81% copper and 0.016% molybdenum at a cutoff grade of 0.6% copper equivalence decreasing to 0.25% over the life of the mine. Trace amounts of silver are also present.

In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. Government V- loan guarantees, and Company capital contributions. Current general operating statistics for the concentrator are listed below: Ore Grade 0.32% Cu., 0.030% Mo. By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Brines (a solution containing more than 100,000 mg/l dissolved solids) in sedimentary basins are genetically related to evaporites in one of three ways: (1) dissolution of evaporite minerals, generally halite; (2) interstitial fluids in evaporites which are expelled from their source rock during compaction; (3) incongruent alteration of hydrous evaporite minerals (carnallite). Most brines of commercial interest originate as interstitial fluids in halite-rich rocks. These fluids are initially rich in magnesium, sulfate, and potassium but evolve in composition to an Na-Ca-Cl brine during their migration to their present host rock. A particularly important reaction in this process is: 2CaCO3 + Mgt+ = CaMg(CO3)2 + Cat (1a) This reaction reduces the magnesium content of the brine and ultimately converts it to a calcium-rich brine. The loss of sulfate occurs by two mechanisms. One of these is by direct precipitation as calcium sulfate (either as gypsum or anhydrite): Ca 2+ + SO4 2- = CaSO4 (2a) Additional sulfate may be lost from the brine by sulfate reduction: S042 + 1.33CH2 + 214- = H2S + 1.33CO2 + 1.33H20 (3a) The loss of carbonate species occurs by precipitation as carbonates: H2O + C02 + Cat = CaCO3 + 2H+ (4a) The net result of reactions 3 and 4 is: Ca 2+ + SO4 2- + 1.33CH2 = H2S + CaCO3 + 0.33H2O + 0.33CO2 (5a) The loss of potassium from brines is caused by the formation of potassium aluminosilicates: 2K+ + Al2Si2O5 (OH)4 + 4SiO2 = 2H + 2KAlSi2O8 + H2O (6a) The hydrogen ions produced by this reaction dissolve carbonates: 2H+ + CaCO3 = Ca 2+ + CO2 + H2O (7a) The net result of reactions 6 and 7 is: 2K+ + CaCO3 + Al2Si205 OH)4 + 4SiO2 = Ca2 + 2KA1Si3O8 + H2O + C02 (8a) A study of brines from central Mississippi has shown that the composition of these brines is related to the interaction of pore fluids from evaporites with minerals in the enclosing sedimentary rocks.

Silver-copper-zinc mineralization is confined to metasomatically altered late Paleozoic and Cretaceous sediments consisting predominantly of limestone, siltstone and sandstone units. Mineralized alteration halos are spatially and presumably also genetically related to the emplacement of a Cretaceous quartz monzonite stock. Several generations of ore formation and alteration took place. Distribution of skarn and ore was influenced by intrusive contacts, calcareous horizons and by relatively less permeable rock units which served as barriers. Most of the ore bodies form conformable near horizontal mantos but some follow steeply dipping monzonite dikes. Structurally controlled alteration pipes connect the mantos locally. The deposit is strongly affected by mineralized fault and breccia zones.

The current exploration boom in Central and South America shows no sign of abating and, if anything, is growing. This is despite an inevitable cooling in the recent frenzied buying of resource stocks on the Canadian exchanges which have funded much of the Latin American exploration. Several factors appear to be driving the boom. Firstly, the resource potentials in this vast under-explored regions are nothing short of phenomenal. Secondly, after decades of stifling nationalization and restrictions that stood in the way of foreign investment, especially in mining, emerging nations the world over now suddenly find themselves competing with each other to be the most attractive.
