"Rare earth elements (REEs) found in coal are in the form of minerals, ion-substitution with clays and organically bound. Rare earth minerals (REMs) such as monazite exist in coal and have a grain size less than 5 microns. Froth flotation was successful in concentrating REMs existing in a thickener underflow material derived from Fire Clay seam coal which contained around 300 ppm of rare earth elements (REEs). Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2300 ppm REEs. Using a laboratory flotation column, a concentrate containing around 4700 ppm of total REEs was produced equating to an enrichment ratio of 10:1. INTRODUCTION Rare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets, and batteries [1, 2]. REE recovery from alternative sources such as coal and coal by-products has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials. The average REE content of the world coal is around 60-70 ppm [2]. There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia (300-1000 ppm), the Fire Clay coal seam in eastern Kentucky (500 ppm), and the Sydney Basin in Nova Scotia, Canada (72-483 ppm) [3-6]. The occurrence of REEs in coal and coal by-products can be classified into three types, i.e., rare earth minerals such as monazite and xenotime, ion exchangeable REEs in clays, and REEs associated with organic matrix. The particle size of the rare earth (RE) minerals in coal and coal by-products is very small and normally in the micron and/or nanometer scales. The flotation technique, which is based on the surface chemistry difference, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime, and bastnaesite [7-11]. As such, flotation is a promising method for the concentration of REEs from coal and coal by-products. In the current study, rare earth flotation was conducted using the fine coal refuse generated at an operating coal preparation plant treating coal from the Fire Clay seam. REE concentration by flotation required an appropriate amount of grinding and control of the pH value while using typical collectors. Prior to RE concentration, release tests were conducted to evaluate the floatability of the recoverable coal and the REE distribution in the flotation fractions in the fine refuse. Mineralogy of the REE was studied using SEM-EDX."

"INTRODUCTION Tunnel Boring Machine (TBM) operations require the injection of material into the annular tail voids as the machine advances ahead of the segmental concrete lining. This annular gap is created because the cutting diameter of the TBM has to be larger than the outer diameter of the concrete segments of the tunnel lining. Fundamentally, the two basic types of annular grout are thick, concrete like mortars and thin, mobile, two-component grouts. While some European countries seem to still favor the concrete like mortars, from a global perspective it is now the two-component type grouts that dominate the industry. Two-component type grouts are comprised of an “A” component grout (typically cement, flyash, bentonite and a retarder/stabilizer) and a “B” component accelerator (sodium silicate or water glass as it is sometimes known). They are thus sometimes referred to as A/B type or bi-component grouts and were pioneered by the Japanese over 30 years ago. They offer a host of operational benefits over thick mortars, such as reduced settlement (Feddema et. al., 2001), effective penetration of the void space, with less energy, and reduced strain on the segmented linings (Robinson et. al., 2007). Two-component grouts are highly mobile and can be pumped many kilometers. The use of a retarder/stabilizer can also extend the shelf life of the “A” component grout for several days while the early strength of the accelerated grout stabilizes the ground and supports the segmental liner almost immediately. The batch plants that prepare the two-component grouts use one of two possible mixing methods for preparing the “A” component grout. The simplest plants use paddle type mixers and numerous tunnels worldwide have been successfully grouted using this technology. However, a superior type of mixer is available, namely the high shear colloidal mixer. Keller Colcrete successfully pioneered the development of the colloidal mixer back in 1937 and for over 75 years colloidal mixers have been internationally recognised as the most efficient method of mixing cement based grouts (Houlsby, 1990). These mixers are used in grout preparation for radioactive waste encapsulation, hydro dam grout curtains, soilcrete jet grouting, soil nailing, and numerous other geotechnical applications. In tunnelling, these mixers are also used for ground treatment, compensation grouting and for the preparation of bentonite lubrication for pipejacking. It has been only within the last decade however that these high-shear colloidal mixers have been adapted for use in the preparation of two-component grouts."

"A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapoconcentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporate playa lakes.

The metallurgical processing industry is in the midst of a hydrometallurgical revolution with mining companies looking for low cost, energy efficient and environmentally friendly technologies for processing sulfide ores and concentrates. The Intec Copper Process is one of the most advanced of these technologies and has the potential to greatly change the way copper concentrates are treated in the future. Specifically, the Intec process has the ability to be built on a small scale and at mine sites while being much more economic than conventional smelting. Intec Copper has constructed a I tonne of copper per day demonstration plant in Sydney, Australia designed to verify metallurgical and operational performance. This paper will describe the process in more detail and provide preliminary results of the process based on the plant's performance. It will also compare the Intec Copper Process with a few of the competing technologies and evaluate the relative economic merits of Intec.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. The Organic Act of 1910 established the Bureau of Mines and gave it authority and responsibility for conducting research on separation, recovery, and recycling of waste products and scrap generated by the mineral and metals industries and the consuming public.(1)1 It was apparent to our Nation's leaders even then that mineral resources, once mined, are irreplaceable and that the development of methods for recycling the values contained in wastes would be required to solve the problem of even¬tual scarcity, Estimates of the increase in per capita consumption of mineral resources in this country indicate that the consumption of metals, minerals, and fossil fuels by 1980 will be double that consumed in 1970 (2). Barium fluorphlogopites were synthesized in the laboratory in order to investigate the effects of composition and crystal parameters on surface properties and floatability. The negative surface charge of mica is determined by the barium content, the crystal cell volume, the distance between layer structure and the Ba-O bond length. The higher barium content, the larger the cell volume and distance between the layer structure and the longer the Ba-O bond, the more negatively charged the surface is and hence the more easily adsorbed to cationic collectors. When an anionic collector (sodium oleate) is used, barium oleate forms on the mica surface and hence chemical adsorption occurs.

As the mining industry faces increased challenges with declining ore grades and harder to access deposits, operating mine sites in an environmentally responsible and economically viable manner will require innovations that improve efficiency in energy logistics, and automation. Technological advancements in mining have been successful primarily because of the willingness and capability of these solutions to share information with one another, for example OEM payload systems sending information to Fleet Management Systems, and in turn Fleet Management Systems interfacing to ERP systems. To promote and facilitate the sharing of data, there has been a push towards open standards with initiatives led by organizations like ISO, ISA, EMESRT, and GMG. These efforts are aimed at creating a more collaborative and interoperable environment within the sector. However, when it comes to implementing autonomous solutions, a different trend dominates— closed-stack solutions. These closed stack solutions not only prohibit a mine site from selecting best-of-breed solutions, by blocking the competition from entering the market, they also risk slowing innovation that could help overcome the challenges the mining industry faces. Open Autonomy, an internationally published standard that allows any FMS to work with any Autonomous solution, breaks this closed-stack approach and invites competition from other industries. This competition comprises of autonomous suppliers from other industries and manufacturers of smaller, civil-sized haul trucks. The availability and capabilities of these smaller-sized autonomous haul trucks will help tackle the challenges of responsibly and economically mining lower quality ore grades and mining harder to access deposits.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.

This article deals with the effects of high-explosive and nuclear explosions in rock masses. We first highlight the strong influence of geological discontinuities, such as joints and faults, on ground motion characteristics. Then, we briefly introduce the Discrete Element Method, as a new technique for numerical simulations. II is shown to be far superior to continuum-based approaches, when dealing with the dynamics of discontinuous media such as jointed rocks. Finally, we simulate the ground effects from a generic contained nuclear explosion, which bears some similarity to the SHOAL event in granite. This calculation is intended to emphasize the influence of the near-source geology on the distribution of energy, and on the motion at various azimuths in the medium.

Lithium-ion battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Lithium-ion batteries can go through a thermal runaway under different abuse conditions including thermal abuse, mechanical abuse, and electrical abuse, leading to a fire or explosion. The NIOSH Mining program is conducting research to prevent and respond to lithium-ion battery fires for battery electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, class D powder, and water mist for lithium iron phosphate battery pack fires. The effects of activation time and release time of the water mist system on the suppression of lithium-ion battery fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

Conventional round tank thickeners have been widely used in the mining industry for many years. The mining industry was well satisfied with the ability of conventional thickeners to improve minerals beneficiation operations. However, development of improved flocculants (the polyacrylamides) made possible much more rapid settling rates, since polyacrylamides produce large flocs rapidly (unlike starch or inorganics). Traditionally considered to be a slow operation if maximum underflow density was achieved, and therefore there was some justification for the expense. Thickeners required large volumes to permit sufficient time for settling. The oversize not considered a drawback but the initial capital cost was. In high rate thickeners, a bed of thickened material is allowed to build around the feedwell, even above the bottom of the feedwell. The slurry is fed directly into the bed at a velocity that allows the material to be evenly dispersed over the thickener area This more efficient use of settling area allows a higher solids throughput per unit surface area (rise rate). In this paper, high rate thickener rise rates and polymer consumption are compared.

During the modeling of grinding systems, population balance modeling (PBM) which considers a constant breakage rate has been widely used over the past years. However, in some cases, PBM exhibited some limitations, and time-dependent approaches have been developed. Recently, a non-linear framework which considers the traditional linear theory of the PBM as a partial case was introduced, thus allowing the estimation of product particle size distribution in relation to grinding time or the specific energy input to the mill. In the proposed model the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (RR) distribution. Besides, the adaptability and reliability of the prediction model are among others dependent upon the operating conditions of the mill and the adjustment of the RR distribution to the experimental data. In this study, a series of grinding tests were performed using marble as test material, and the adaptability of the non-linear model was investigated using three loads of single size media, i.e., 40, 25.4, and 12.7 mm. The results indicate that the proposed model enables a more accurate analysis of grinding, compared to PBM, for different operating conditions.

"The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. Blast induced damage to the final wall of rockmass in any civil or engineering application is a major concern to the rock excavation engineers. There are at least four distinct techniques practised by blasting engineers to minimise the damage to the parent rock during blasting that are classified as contour blasting. One of the methods to achieve a smooth wall or rock surface in blasting is pre-splitting, where blastholes in the final row are mildly loaded with explosives and fired first in sequence before the rest of the holes in a round of blast to achieve a split in rockmass. Since blasting is one of the most adopted methods for achieving a final wall in a desired shape, while maintaining the rockmass integrity, the design of pre-split blast assumes importance. There are several variables that determine the final shape of the pre-split face including the rock type, the drill diameter, the explosive characteristics, the orientation of major joints with respect to drill hole, the linear charge density, the spacing of drill holes and inclination of the drill holes. This study attempts to determine the importance and sensitivity of variables in pre-split blasting using historical data from open excavations of a hydroelectric project in India. Keeping in view the multitude of variables, low correlation of independent variables with responses and high level of interactions between the variables that define the blast results, it was found suitable to use ANN to determine the importance and sensitivity of the variables involved. A new method to determine the blast induced damage to rockmass, namely, undamaged area (AUD%), is introduced. Half Cast Factor (HCF%) and AUD%were calculated for a high wall and trenches by digital image analysis technique using the Fragalyst software. Joint spacing and linear charge density emerged as most controlling variables in determining the final result of pre-blast. The relative importance of other variables assuming significance in the case of both the designed outputs is also discussed. A comparative analysis of HCF%and AUD%on the basis of results obtained from ANN analysis is also presented. A futuristic approach concept has also been introduced.

Estimating productivity of a walking dragline is of paramount concern to mining engineers and mine planners. Risk based evaluation of the dragline productivity is a valuable tool to estimate the dragline?s long-term performances and availabilities, to develop preventive maintenance plans, and to make future projections about the machine?s performance. This paper aims to provide mining professionals with an overview of risk assessment methodology for productivity of two walking draglines, PAGE 736 and MARION 7820, which have been operating in Tunçbilek open cast coal mine of Turkish Coal Enterprises (TKI) in Turkey. The study encompasses three main stages as: (i) acquiring of monthly maintenance records, operating hours, mechanical and electrical failure hours between 1998 and 2009; (ii) reliability modeling using mean time between failure data; (iii) determining hazard rate and consequences to compute risk associated with dragline productivity. The results showed that that Page 736 (20 yd3) is seemed to be more reliable and less likely to fail when compared with Marion 7820 (40 yd3). The operating hours without failure range from 41 to 51 hours with 50 percent reliability.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. Cesium and rubidium were effectively separated by zinc ferrocyanide coprecipitation method, and the effect of precipitant addition amount on the separation of cesium and rubidium was studied. Under the conditions of Zn/Cs molar ratio of 0.45 and Zn/Fe molar ratio of 1, the precipitation rate of cesium is 84.01% and the separation factor of Cs/Rb is 164.65. The thermogravimetric curves of the sediment were measured, and the effects of roasting temperature, roasting time, and leaching liquid/ solid ratio on the extraction of cesium were studied. Almost all of the cesium was extracted under optimal conditions: roasting temperature of 600 °C, roasting time of 3 h, leaching temperature of 25 °C, leaching time of 0.5 h, and liquid/solid ratio of 5:1 mL/g. After the leaching process, the leach liquor with high concentration of cesium of 80.17 g/L was obtained. Finally, the leach liquor was further purified by solvent extraction, and the purity of the cesium chloride product reached 99.66%.
