China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

Net Present Value (NPV) derived from Discounted Cash Flow (DCF) analysis remains the dominant metric for evaluating mining projects despite its well-documented inability to capture managerial flexibility under uncertainty. DCF assumes that all risks are perfectly priced by financial markets. This is an unlikely assumption for volatile commodity prices, geological variability, or the array of mining technical and operational risks present on all mine sites. Real Options Analysis (ROA) was developed to remedy this limitation by explicitly valuing the ability of managers to defer, expand, scale, switch, or abandon investments as new information emerges, and to capture upside and mitigate downside risks. While ROA is philosophically correct and routinely shows an uplift in project value compared with DCF, its practical application at industrial scale is severely constrained, ROA faces the reality of a combinatorial explosion in complexity of decision trees, Monte Carlo simulations and other models required when multiple interdependent or sequential options exist across numerous mining zones and time periods. The AMC Hill of Value® (HoV) process adopts the same intellectual foundation as ROA, that flexibility has economic value, but operationalizes it through a far more robust and scalable architecture. It is built on parametric relationships, rapid scheduling, and multi-objective evolutionary optimisation. HoV can evaluate millions of compound, interdependent real options in a single optimisation run, delivering resilient, adaptive strategies that preserve managerial flexibility while simultaneously optimising NPV, mine life, risk exposure, and other corporate objectives. This paper demonstrates that HoV is the practical, industrial-scale embodiment of real options thinking in mining: it discovers, ranks, and translates the most valuable real options into strategic mine plans, overcoming the scalability barriers that have prevented widespread adoption of classical ROA.

It was just a little over three years ago that the "Go" button was pushed to start operations on the blending piles at Oro Grande. As is usual with any new installation, there were problems that had to be solved. This paper will concern itself with those problems directly related to quality control. To obtain a consistent outgoing quality level at the most economical level for a finished product requires two main points: 1. Measurement of variations in the process, 2. A method of making a predictable change to adjust for variations. The manufacture of cement requires a relatively high degree of accuracy if a consistent outgoing quality level is to be maintained. The blending piles were our solution to this problem.

Introduction The term kaolin is derived from kauling, a Chinese word meaning high ridge. This was the name of a hill in China where kaolin was first mined several hundred years ago (Murray, 1976). Other common names used for kaolin include clay and China Clay. Clay technically has a broader meaning and could refer to bentonite and ball clay as well as kaolin. China clay, as a descriptive term, apparently results from kaolin's origin. But it could also be due to a significant historical use in ceramic applications. The terms kaolin and clay will be used interchangeably in this analysis because of the common practice of using these terms in the paper industry. Major reasons for kaolin's wide-spread industrial usages center on kaolinite's physical features of good color, low viscosity, and inertness. Kaolin is described as a hydrous aluminum silicate with an approximate composition of 2H2O • A12O3 . 2SiO2. A new version of the product is calcined clay with modified hydration content. It is gaining widespread use. Components of any particular kaolin, in addition to alumina and silica, are viewed as impurities. The more values deposits and, hence, higher priced kaolin products are those of the highest purity. Kaolin is the most widely used mineral in paper manufacturing throughout the world. Key production centers are located in England and the US. Most of the Tatter's production is located in Georgia. The key markets for Georgia kaolin are paper markets - both paper coating and paper filling. These paper markets extend throughout the world, not just to domestic markets. In fact, export markets are second in size only to domestic paper markets for Georgia's producers of kaolin. Just as the paper markets are important for kaolin producers, kaolin is an important raw material for papermakers. Compared to the other three major pigments - titanium dioxide, calcium carbonate, and talc - kaolin's 1984 tonnage for papermaking represented 85% of the total. Even though titanium dioxide's unit value is much higher, kaolin's estimated total 1984 value still represented 51% of total dollars spent by papermakers for the four pigments. Kaolin grades- are briefly defined using particle size and brightness as principal means of classification. Likewise, grades of papers using kaolin are defined using the American Paper Institute's guidelines. From these definitions, associated kaolin grades used in particular grades of paper are reviewed. Special emphasis is placed on how qualities desired in certain papers are achieved through the use of specialized kaolin grades. With increased CO2 emissions from steel and coal industry, there is great opportunity to capture CO2 and utilize the captured CO2 for economic advantage. The primary goal is to develop energy-efficient processes that reductively couple CO2, an abundant and renewable carbon source, for the production of value-added chemicals such as methanol, ethanol, and oxalic acid. These chemicals can be used elsewhere in the refining process or sold as valuable by-products. Geological sequestration, in comparison, has no economic return. Current CO2 utilization research at Michigan Technological University focuses on electrochemical reduction of CO2. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. This paper will present different ideas and their viability to utilize CO2 as a feedstock to produce several value-added compounds. INTRODUCTION Carbon dioxide (CO2) emissions into the atmosphere will need to be drastically reduced to curb the various undesirable effects of climate change. The large contribution in total CO2 emission originates from coal or natural gas power plants, and a considerable amount from steel plants. Average CO2 emissions in the US from steel industry is 2.9t CO2/t steel (Global CCS Institute 2013). Capturing the available CO2 from the steel and coal industries for economic advantage is a win-win situation for the industry. This technology is not only important scientifically but is also vital for a sustainable future. The various ongoing investigations can be categorized as biochemical, thermochemical, photochemical, and electrochemical approaches. Among these, the electrochemical method shows the most promise as an efficient form of CO2 conversion technology, because of its many advantages like high reactivity under ambient conditions and good extensibility from small- to large-scale processes1 BACKGROUND Extensive research has been done on the chemistry of transforming carbon dioxide into more useful products. Methods are known to convert carbon dioxide into a wide variety of substances, including methanol, isobutanol, carbohydrates, methane, carbonates, urea, formic acid, oxalic acid, carbon monoxide, epoxides, formaldehyde, and so on. Several of these (carbohydrates, formaldehyde, isobutanol etc.) are primarily results from biological processes. The rest are results of strong reduction reactions or electrolytic reduction. In short, electrolytic reduction can be used to form methane, methanol, formic acid, oxalic acid, carbon monoxide from carbon dioxide2. CO2 reduces at the cathode in an electrolysis cell. These processes have the general form of generating the carbon dioxide anion radical (2⋅−) and allowing it to react with itself or the electrolyte3. Catalysts can be added to influence the formation of the anion radical or to suppress side reactions3. The electrolyte, catalyst, voltage, electrode material and CO2 content are all known to effect the reaction pathway. Near misses can enhance awareness of the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, the value of these reports and how they influence subsequent actions or controls to reduce on-the-job risks are unclear. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. The analysis provides insight into ways that risk-communication and management programs can be improved to reengage workers and their situational awareness on the job.

Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high. Rest potential, cyclic voltammetry and chronoamperometry measurements were made to study the effects of cathodic polarization of chalcopyrite simulating the mineral contacted with grinding media under a nitrogen atmosphere. The reaction products on the chalcopyrite surface were identified by XPS and the mechanism of the cathodic reaction was proposed. Micro-flotation tests were performed to investigate the effects of surface changes on the floatability of chalcopyrite.

Each new period of public concern, whether rooted in things political, social, economical, or technological, brings with it new words or phrases which highlight that new interest. With people's awareness of our rapid depletion of readily available energy sources and the enormous increase in energy .costs came the new, and now often heard, terms "energy intensive", "energy sensitive", and "energy conservation". Since its birth in 1926, Fuller Company had been directly associated and involved with energy intensive products and processes. We are located in the heart of the Cement Industry. Many of our products and processes are geared to the needs of the portland cement manufacturer, and a look at the inferno within an operating cement or lime kiln will certainly convince anyone that here is an energy intensive process. Fuller Company, then, has always been energy sensitive. Process kilns, hard rock crushers, tube and roller mills, fluid bed thermal reactors, pneumatic compressors and conveyors, material coolers - all are Fuller Company products utilizing or transferring large amounts of energy. Consequently, much of our success in the marketplace depends on how wisely we design and plan for efficient use of power and for conservation of each unit of heat available.

Except in a few special cases, it is necessary for solid fuel direct reduction in rotary kilns that iron-bearing materials be charged with a minimum grainsize of approx. 5 mm. For fines not usable in such form, the combination of sintering - as agglomeration step - and direct reduction were investigated. During reduction of sinter in rotary kilns prevail dependencies on sinter quality and varying reaction parameters, owing to the use of different coals, which led to a definite statement as to what quality sinter must have and which coals can be used.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. Additional progress in comminution can be achieved if the compressive crushing principle commonly used at present is changed to one where particles are fragmented by the tensile growth of preexisting internal flaws or cracks, under internal waterjet pressure. This idea was studied in a number of tests and generated results and conclusions are the subject of this paper. It covers tests with different jets imposed on rock samples during compressive load as well as without any loading.

Five kaolin crudes from the state of Georgia in the U.S. were investigated for processability with chemically enhanced magnetic separation (CEMS) technologies developed by Cytec. The technologies used magnetic reagent alone or in conjunction with specialty chemicals to selectively agglomerate and magnetize the desired minerals (impurities) to be removed by the conventional magnetic separation equipment. All crudes indicated treatability using CEMS. Results indicated that CEMS technology could be applied to different kaolin crudes to obtain a product with titanium impurities less than 0.6% TiO2 from individual crudes. The features and benefits of the technologies were also reviewed.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

The Upper Hidden Basin Diversion (UHBD) tunnel was driven approximately 1.2 miles by the drill-and-blast method primarily through massive granite bedrock geology for the Kodiak Electric Association, Inc. (KEA) in Kodiak, Alaska. The tunnel was driven from both portals with a constant 11-ft straight-leg horseshoe cross-section. The design and construction of the tunnel was driven by logistics and weather conditions due to its remote location and the rugged terrain of the project setting. This paper will discuss the successful completion of a challenging project over a ve-year period from preliminary planning through the design and construction phases.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)' These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn't generate toxic gases, is non-volatile, and is impervious to moisture [2].

Phosphate reserves have been and still are a controversial subject. Some published estimates are particularly conservative and have caused concern in government and political circles that southeastern phosphates are a dwindling resource. "Ores and ore bodies" are a function of economics that relate to a time/demand factor. The history of phosphates and other mineral commodities is one of mineral deposits (resources) ever becoming ore (reserves) via a long term logic based on price, supply, and demand factors operating through time and improved technology. Projections indicate that southeastern phosphates are sufficient for several centuries of operations at present production rates.

In carbonate flotation, oleate has been used for many years as a collector in industrial scale. Compared to sulfide minerals, the flotation of carbonate minerals requires more collector consumption and has lower yield and selectivity. It has been previously shown that surfactin provides higher yields in smaller amounts than oleate in the bioflotation of calcite as one of the carbonate minerals. In this study, the usability of surfactin as a flotation collector for magnesite was investigated. For this purpose, the adsorption of surfactin on the magnesite surface was inspected with analyses such as FTIR, SEM–EDS, contact angle, and zeta potential measurements. In addition, the effect of surfactin on the surface tension of water was also revealed. The same analyses were also performed for oleate as a reference point. All flotation experiments were performed without optimizing with both collectors. FTIR results showed that the surfactin, like oleate, was chemically adsorbed on the magnesite surface. Surface tension analyses showed that the surface tension of water decreased to approximately 32 N m− 1 at 10− 4 M oleate concentration, and this value decreased to below 25 N m− 1 at the same surfactin concentration. According to contact angle measurement results, the contact angle of magnesite was 85° after the surfactin adsorption of 2 × 10− 4 M concentration, while this value remained at 46° for oleate. Finally, according to flotation experiments, high temperatures and high collector dosages are necessary for acceptable flotation recovery with oleate, yet surfactin can produce the desired result at ambient temperatures and lower collector amounts.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.'s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.
