The Florida Institute of Phosphate Research (FIPR) has funded a four-year research project to develop a computer model 'which will predict the hydrologic impacts of phosphate mining on surface and groundwater systems. The core of the model is an analytical geographic information system (SPANS) which integrates EPA's Hydrology Simulation Program Fortran (HSPF) surface water model with the McDonald-Harbaugh groundwater model (MODFLOW). The hydrologic model conducts both event and continuous annual Simulations driven by variable precipitation and temperature data. The model is currently being calibrated and will be ready for distribution to the user community in mid-1991.

Mining heritage can be of outstanding value for many regions around the world, because mining has been done for thousands of years for the benefit of mankind and its development. This paper presents an ongoing project creating a general guideline for the handling of mining heritage on the basis of experiences made in Germany. Interactions of stakeholders in the ?heritage network? as well as strategies for the technical proceeding will be described. An action plan for the sustainable handling of mining heritage has already been developed in part, which includes necessary measures. Best-practice recommendations will be derived. The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

Increasingly, geotechnical data are being collected for various types of coal development projects. In many cases, a specific design concern is addressed. However, many data collection programs are not intended to immediately support mine design activities or to resolve a specific concern. The following discussion describes some current geotechnical approaches in mine planning, development of reserves, and peripheral activities. Types of Data Collection Programs Geotechnical data collection is increasingly becoming a part of standard coal exploration programs, performed along with stratigraphic evaluations and coal quality tests. The aims of such programs vary. The purpose of the exploration may be to fill out the portfolio on a block of reserves that is to be sold, leased, or held for potential future development. In such a case, a generic suite of geotechnical data are collected. The resulting engineering reports may touch on the more well known mining problems of the area, but detail may be lacking. The geotechnical data are mostly intended to enhance the saleability of the package. Mine design alternatives are generally not addressed.

In an attempt to replace the traditional cyanide process of extracting gold, a new technology using ammoniacal solutions has been developed. In this study, the electrochemical behavior of gold in ammoniacal solutions at temperatures above 100°C has been investigated. An electrochemical cell in an autoclave has been introduced to carry out this study. The system consists of a gold working electrode, a platinum counter electrode, and an external saturated calomel electrode (SCE) which is connected to the autoclave system through a Birch wood plug. Techniques used in this study included potentiodynamic polarization, galvanostatic polarization, cyclic voltammetry, and Tafel polarization. The electrochemical reaction mechanisms governing the dissolution process are presented.

This paper reports on the behavior of mercury and its compounds during the thiosulfate leaching and recovery of gold. Thiosulfate solutions are shown to dissolve Hg0 and Hg2Cl2 to a similar extent as cyanide, but the leaching of HgS is significantly slower in thiosulfate solutions compared to cyanide. Hence, the use of thiosulfate may be an option for treating ores containing high levels of cinnabar, especially since the legislation concerning the discharge or sale of mercury is becoming more restrictive. The deportment of mercury during gold thiosulfate loading and recovery using a strongly basic anion-exchange resin was also studied. Although the mercury thiosulfate complex loads on the resin, the adsorption is weaker than for gold, with an equilibrium constant between gold and mercury of 51. Resin loaded with gold, mercury and copper was pre-eluted with thiosulfate (to remove copper) and eluted with a chloride and sulfite eluant. The majority of the mercury is eluted by the eluant and, hence, its deportment closely follows gold and the eluate would need to be treated to remove either mercury dur-ing or prior to gold electrowinning.

A fundamental study of the mechanisms involved in the conditioning of coarse Florida phosphate has led to some interesting discoveries. Studies by the Bureau of Mines have shown that conditioning time and mixing intensity greatly affect the grades and recoveries of the phosphate minerals and quartz in the rougher concentrate. In particular, as the conditioning time or mixing intensity increased, the phosphate recovery remained constant while the amount of quartz floated decreased. This phenomenon is contrary to conventional wisdom and could lead to a more efficient coarse flotation circuit.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC's barite chemical plant at Modesto, California; however the growth has been in the oil well market.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

The Tek Process can produce masonry products such as bricks, roof or wall tiles, and block from virtually any inorganic waste. In the process the aggregate raw materials, portland cement, water and common chemicals are first mixed together; then mechanically subjected to several thousand pound pressure per square inch. This causes a novel chemical reaction between the cement, chemicals and water; producing the "patented" Tek adhesive binder which holds the aggregate together in a stone-like mix. Simultaneously, the desired product shape is formed. The building modules can have strengths of 8000 p.s.i. (pounds per square inch) with completely sound aggregates utilizing air curing for a period of 28 days. With most aggregates, 3000 p.s.i. is achieved within 24 hours. Eventual strengths usually exceed 5000 p.s.i. with almost any raw material. Water absorption ranges from 5-7.5 percent. Both absorption and strength figures are superior to the most rigid of any and all A.S.T.M. specifications for the highest quality bricks. In most locations, the product (when brick shaped is called Tekbrik) can be produced significantly more economically than can comparable grades of clay or other bricks, be- cause almost any inorganic waste materials or pollutant can be used as a raw material. The process results in a lower manufacturing cost as compared to clay bricks; fuel cost to operate a clay kiln represents a substantial portion of the total cost. Capital expenditure for a Tek plant also is lower due to the large investment in clay kilns. Transportation savings also are important, clay brick factories must be very large because the kilns are uneconomical unless they are large. Most bricks are manufactured at the sites of clay deposits in relatively uninhabited areas. The cost of transportation to the job site represents a considerable percentage of the selling price.

The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

The Haile Gold Mine in South Carolina is increasing the automation level of their processing plant in order to improve operational stability. One step towards this goal is the application of a Digital Twin concept to provide Virtual Instruments. Haile has engaged ANDRITZ to implement Virtual Instruments at their grinding area hydrocyclones and at their tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The Digital Twin is a first principles IDEAS1 ™ simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions, and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters. INTRODUCTION OceanaGold’s Haile Gold Mine is located near Kershaw, South Carolina, about 50 miles southeast of Charlotte, North Carolina. This location was first mined in 1827, and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October, 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile Operation. The current operation began in 2017 as an open pit mine with additional underground resources. The nameplate throughput is 6,350 tpd ore, and 2017 production was 118k oz gold, with 140 to 155k oz gold expected in 2018. Proven and Probable reserves exceed 3 Moz. The process, as shown in Figure 1, includes a primary jaw crusher, comminution with a Semi-Autonomous Grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon in leach (CIL) leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile Operation’s inaugural gold pour took place January 20, 2017. Mine life is expected through at least the year 2030. Based partially on prior experience of some key OceanaGold personnel with automation services from ANDRITZ on other projects, OceanaGold decided to include ANDRITZ on the Haile project. The scope of these services for Haile included design and supply of the process control application software, an ANDRITZ dynamic process simulator for operator training, and ANDRITZ Advanced Control Expert (ACE) ®2 systems for the SAG mill, ball mill, and rougher flotation areas. Since startup, ANDRITZ has continued to provide services for the site, particularly related to PLC and HMI equipment, programming and support, ACE system expansion, and the implementation of Virtual Instrumentation. The implementation of this new Virtual Instrumentation technology at Haile is consistent with Haile goals: increased automation, a change in the role of the operator from interactor to monitor, and improved stability by removing human error.

This system represents the latest thinking in slurry pipeline design and is one of the main contributors to the viability of the SAMARCO Project. This paper presents the background, description and latest information on the system's operation. Special attention is given to the handling limitations of the slurry and to the unique hardware requirements.

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

The Bureau of Mines has been performing research to lower the dust exposure of workers at mineral processing operations for a number of years. This research has mainly been directed at source control techniques in an effort to lower a worker's dust exposure at a particular job function. In some cases, this control technology provided a carryover effect in lowering the exposure of workers at other locations, but for the most part had very little effect in lowering dust levels throughout an entire mill building. Recently, the Bureau became aware of several mineral processing operations having problems with high over-all mill dust levels. These operations were all using baghouse-type collectors to address their most serious dust contamination areas. Although these major dust sources were being controlled, there were numerous minor dust sources that were not. These minor dust sources were causing dust levels in these operations to gradually increase as the day or shift progressed. The intent of this work was to determine general guidelines and design criteria for operations that may be interested in implementing a total mill ventilation system. Most mill buildings can be considered a closed system and thus any dust that is not being controlled within the structure, will cause dust levels to gradually increase over the shift. A total mill ventilation system should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust laden areas throughout the mill structure. This air should be discharged at or near the top of the structure, where it is not a contaminant to plant personnel working outside. Without this exhaust system, dust can exit the building through open doors, windows, etc., and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. A total mill ventilation system is not a stand-alone technique, but is a supplemental technique to assist other localized dust control systems.

The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."
