To address the U.S. Department of Energy’s critical minerals strategies regarding rare earth elements (REE) in the U.S.A. This study evaluated apatite-rich mine tailing from the historic Pea Ridge Iron Mine (PR) for possible enrichment of REE by the froth flotation process. Comprehensive characterization studies were performed on the tailing samples to quantify the REE content, identify the REEbearing minerals and their liberation behavior. The aforementioned characterization studies were: x-ray fluorescence analysis (XRF), inductively coupled plasma mass spectrometry (ICP-MS), and TESCAN’s Integrated Mineral Analysis (TIMA). The ICP-MS analysis showed that the concentrations of heavy-REE and light-REE were 8000 ppm and 3000 ppm, respectively. TIMA showed that monazite was the major REE-bearing mineral. Additionally, it was shown that monazite and other REE-bearing minerals were strongly locked within larger apatite grains. Findings from the characterization studies suggested that REE could be enriched using phosphate minerals’ direct froth flotation process. Flotation feasibility tests were performed using selected organic and inorganic iron oxides’ depressants, including polyacrylamide (PAM), in-house synthesized hybrid polyacrylamide (HyPAM), chitosan, sodium silicates, and corn starch. Results showed that the depressant’s efficiency at pH 9 was in the following order: HyPAM > chitosan > PAM > sodium metasilicate > corn starch. Zeta potential studies on the selected depressants indicated that chitosan had the highest adsorption on magnetite’s surface at pH 7. Therefore, additional batch flotation experiments using chitosan as an iron oxides depressant were conducted as a function of chitosan dosage. Results indicated that the highest P2O5 recovery of 55% and grade of 28 wt.% were obtained at 150g/t of chitosan. However, the concentrate’s highest total REE enrichment of 1.07% was achieved at a 200 g/t dosage of chitosan. The low enrichment of REE highlighted the complex mineralogy of the PR tailings and the need to implement additional beneficiation strategies before and after the froth flotation process.

Tunnel Boring Machines (TBM) have more or less become the preferred method of tunneling in various ground conditions and Programmable Logic Controllers (PLC) or microprocessors are standard features on TBMs to monitor and record various sensory systems on the machine providing the possibility for machine automation and control. The data collected from these sensory systems and channeled through PLC is stored for real-time analysis or use by the operators. Based on typical construction specifications, part of the information collected in the process is shared with the project management team representing the owner. Machine data automatically acquired during TBM advance is typically processed by specialized software to offer the project team data visualization and evaluation options. Interfacing with Geographic Information System (GIS), Computer-Aided Design (CAD), 3-D geologic model, instrumentation data bases, and Document Management Systems (DMS) allows for developing Building Information Models (BIM) of the tunnel’s as-built condition. Application of Artificial Intelligence (AI) processes such as Machine Learning (ML) have already been used for analysis of data, including performance prediction of hard rock TBMs, and exhibited the potential of big data analytics in improving the productivity of the operations. This paper outlines anticipated disruptive technological advances with implications on geotechnical exploration, TBM operation, face condition tracking, subsurface risk allocation, and claims management in the future.

Planning and testing in advance of the mining operation are essential. This advance work can involve physical and chemical analysis of overburden cores, field test plots, green- house studies or any of a multitude of other baseline data collection activities. This paper presents the results of Central and South West's field test plots and how they relate to topsoil substitution. Besides the obvious need for testing in advance of mining, there are the inevitable regulatory requirements. Quoting from the office of Surface Mining Regulations concerning topsoil substitution: 216.22(e) TOPSOIL SUBSTITUTE AND SUPPLEMENTS -Selected overburden materials may be substituted for or used as a supplement to topsoil if the office determines that the resulting soil medium is equal to or more suitable for sustaining revegetation than is the available topsoil and the substitute material is the best available to support revegetation.

"Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

Novel compounds of hydroxycarbamoyl carboxylic acids, including 2-hydroxycarbamoyl -3-methlcyclohexane carboxylic acid (HCMC), 2-hydroxycarbamoylmethyl decylen-4-yl carboxylic acid (HCDC) and 2-hydroxycar-bamoylmethyl tridecylen-4-yl carboxylic acid (HCTC) were synthesized. The flotation behaviors of diaspore, kaolinite and illite using these compounds as collectors were investigated. The flotation results revealed that the floatability of the minerals was, in descending order, diaspore and kaolinite, followed by illite, and the ability to collect the minerals was, in ascending order, HCMC and HCDC, followed by HCTC. At a dosage of 2×10-4 mol/L, both HCDC and HCTC show a strong ability to collect diaspore and a weak ability to float kaolinite and illite. The flotation recovery of diaspore is over 90% and that of kaolinite and illite less than 30%. Moreover, Fourier transform infrared spectroscopy (FTIR) spectrum and zeta potential, as well as the adsorption amount, indicated that the adsorption interaction between HCTC and diaspore was primarily a kind of chemisorption in the form of chelate rings, while the interaction between the collector and aluminosilicate mineral was dominated by physisorption. It was concluded that the novel hydroxycarbamoyl carboxylic acid compounds are highly selective collectors for the flotation of diaspore vs. aluminosilicate minerals.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

Dust is still a major problem in increasing production from longwall faces. Over the last decade, significant improvements have been made in the development of techniques for reducing dust exposure on conventional and continuous sections. But virtually no improvements have been made in dust control on longwall sections. It is true, that there are many more continuous mining sections than longwall sections in the United States and that the number of workers overexposed on continuous miner sections is much larger than the number on longwall sections. However, the problem on continuous miner sections appears much easier to solve and, in fact, we believe that the techniques are available to get virtually all continuous miner sections in compliance. The problems on longwall sections are much more elusive. Also, the number of longwall sections in the United States is expected to increase during the 1980&apos;s. Thus, dust control on longwall sections remains a formidable and important problem. Companies operating longwall sections with a dust problem are faced with the tasks of having to quantify the various dust sources, of selecting proper techniques to reduce the problem, of implementing the techniques and of evaluating their effectiveness.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists&apos; concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what&apos;s good for a few people in the short-run may be bad for most of the people in the long-run. The film you see is a slow motion view of a typical half million ton taconite blast at one of Erie&apos;s mines. This blast is made up of 220 drill holes and a total of 325 thousand pounds of blasting agent. The second view of the same shot is taken by a remote control hi speed camera located 1500&apos; directly in front of the blast. Shortly you will see some violent camera movement as the air blast shock wave strikes the camera location. As the blasting sequence progresses the rock fly becomes evident, and if you will look closely amidst the clouds of smoke, rock fragments weighing up to 1/2 ton begin to cascade into view. These missles are the chief concern of blast security. The next camera shot at 4000 frames/second vividly describes the primacord firing lines detonating the blast. Travelling at 22,000 ft./sec., this white snake of fire travels to each hole, detonating the blasting agent. Before we get into the matter of blast security, let me locate our operation for those of you not acquainted with Minnesota&apos;s iron ranges and tell you something about our company.

So far my consulting in industrial minerals has been confined principally to carbonate rocks,-salt, coking coal, and glass sand. Much of this work has been for companies either too small for a full-time geological staff or unaware of the value of employing one or more qualified geologists permanently. It gave me considerable personal satisfaction to see several of the latter companies employ one or two full-time geologists after the completion of a consulting contract with them. One possible reason why some companies lack the wisdom to hire geologists is that they are dominated by engineers who still subscribe to the old idea that engineers are self-sufficient in all fields. They could have learned this from their professors. I once knew a Dean of Engineering who got purple in the face when a faculty committee was discussing the financing of a broad gauged engineering project and suggestions were made that assistance be obtained from the Schools of Business and Law and from some of the science departments tie pounded the table and shouted "Engineers are trained to handle all this!" In teaching engineering geology some years ago I used to tell the class repeatedly that the course would not make them geologists, that the purpose was to teach them

"Gaseous explosions are one of the most hazardous incidents in process and mining industries. Experimental research in this area is shown to be high risk and expensive. Computational Fluid Dynamics (CFD) techniques are reasonable alternatives to experiments; specifically when testing large scale gaseous explosions such as methane explosion in underground mines. The dimensions of a confined space where explosions could occur vary significantly. Thus, the scaling effect on explosion parameters is worth to be investigated using CFD tools. In this research paper, the impact of scaling on the explosion overpressures is investigated by employing two scaling factors. These two factors are the Gas-fill Length scaling factor (FLSF) and the Hydraulic Diameter scaling factor (HDSF). The combinations of eight HDSFs (1, 2, 4, 8, 16, 32, 64, and 100) and five HDSFs (0.5, 1, 2, 4, and 8) will cover a wide range of space dimensions where flammable gas could accumulate. Experiments were conducted to evaluate the selected premixed combustion and turbulence models. Large Eddy Simulation (LES) turbulence model was used because it shows accuracy compared to the widely used Reynolds’ averaged models for the scenarios investigated in the experiments. Researchers also simulated methane explosions in both deflagration and detonation regimes using different numerical schemes. Three major conclusions can be drawn from the simulation results. (1) The overpressure increases with both FLSF and HDSF within the deflagration regime; (2) in an explosion duct with length to diameter ratio greater than 54, detonation is more likely to be triggered for stoichiometric methane/air mixture; (3) overpressure increases as an increment hydraulic diameter of a geometry within deflagration regime. INTRODUCTION The most typical category of gaseous explosion accidents is methane explosion accidents in the mining industry. It normally leads to significant economic loss and massive amount of casualties (McPherson, 1993). It could occur in unconfined spaces, such as combustion due to flammable gas leakage, as well as confined spaces, such as inner-combustion in process equipment and methane explosions in airways of underground mines. Gaseous explosions in confined spaces are more intensive compared to unconfined spaces provided that the total energy of explosives is the same. In addition, explosion characteristics are also affected by the geometry of a selected confined space. The size of confined spaces commonly encountered in process and mining industries could differ as much as an order of four (Catlin & Johnson, 1992). A better understanding of the scaling effect on gaseous explosions could contribute to explosion mitigation and prevent operation activities within high risk regions. This research paper has investigated this scaling effect and its impact on explosion propagation. The approach to investigate explosions is either experimental or numerical. Large scale explosion experiments are often costly and dangerous (Catlin, 1991; Zhang, Pang, & Zhang, 2011). Lab scale experiments and numerical methods are common alternatives. However, it is not yet clear if the findings in lab scale experiments can be used to represent the explosion characteristics or not. On the other hand, CFD modeling has been used to simulate chemical combustions and, thus, can be used to evaluate the scaling effects in methane explosions."

The DOT Tunneling method combines two conventional earth pressure balance shield machines in an overlapping cylindrical arrangement. The method allows two tunnels to be driven simultaneously with mini¬mum cross sectional area. Two full size trials, one configured horizontally and one vertically stacked, were successfully completed employing the DOT method. The method was then utilized for the new transportation system. The goggle-shaped DOT machine, 9.36 m high by 15.86 m wide, is the largest earth pressure balance shield machine in the world. This paper includes a general description of the DOT tunneling method as well as a history of its development.

Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970&apos;s - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. The manganese removal from aqueous solution containing high Mn2+ concentration by adsorption and oxidation was studied using manganese oxide particles as the adsorbent. The operating parameters including pH, flow rate, initial manganese concentrations, and oxidant dosage affect the performance of Mn2+ removal were evaluated in a laboratory packed column. In the multi-column adsorption tests, each additional column doubled the time for complete manganese removal. No further decrease of pH was also observed once it was lowered to pH 4.5 to 5. This finding implied the possibility of complete high manganese removal without further pH adjustment during adsorption. Oxidation of Mn2+ by dissolved oxygen was found to be insignificant for manganese removal for high Mn2+ concentration. Adsorption was the predominated mechanism involved with manganese removal. Extremely low H+/Mn2+ stoichiometry compared to the reported values was measured. These low values suggested that different adsorption mechanisms such as chemisorption other than H+/Mn2+ ion exchange might play an important role at low pH. This paper presents the quantity and explanation of the results obtained for the mechanism of adsorption and oxidation of high concentration manganese on the manganese ore particles.

Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle currently anticipated by 2031 and Ballard by 2036. These connections include considerations for both elevated and tunnel alternatives, as well as a new downtown tunnel for which different configurations are being considered with potentially very different construction logistics and risk profiles. This paper describes the latest developments in the ongoing evaluation process that will inform the consideration of different tunnel and station construction methods, technical and operational challenges and contracting methodologies, including construction of deep stations in dense urban environments.

The HydroFloat technology was specifically developed to upgrade phosphate sands that are too coarse (>0.6 mm) to be efficiently recovered by conventional flotation methods. In this novel process, classified feed is suspended in a fluidized bed that has been aerated using an external sparging system. The air bubbles selectively attach to particles that have been made hydrophobic through the addition of a fatty acid collector. The teetering effect of the fluidized bed forces the low-density bubble-particle aggregates into the overflow, while hydrophilic particles are rejected as a high solids content underflow Since the HydroFloat is actually a density separator, the process can treat much coarser feeds than would be possible using traditional flotation processes. In addition, the high solids content of the teeter bed promotes bubble-particle attachment and reduces the cell volume required to achieve a given capacity. This paper presents test data from ongoing pilot-scale trials of the HydroFloat cell in the phosphate industry.

Rogers Group, Inc., is the nation&apos;s largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company&apos;s ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager&apos;s business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants&apos; strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

High-calcium limestones occur in the upper part of the New Market Formation, of Lower Middle Ordovician age, in Franklin and Cumberland Counties, Pennsylvania. The high-calcium facies of the New Market Formation is represented by sublithographic limestone or vaughanite, which probably formed in quiet water; low-energy environments such as intershoal lagoons, or in protected bays similar to the present-day Florida Bay environment. Rapid facies changes are characteristic of the strata. The better grade of stone lies in the upper 100 to 125 feet of the New Market Formation and averages 95-97% calcium carbonate. Silica and magnesia are about equal in amount as impurities. One high-calcium belt extends from the Maryland state line through Chambersburg and Newville to beyond Carlisle. The strata in this belt are structurally complex, which requires careful field study&apos; and core-drilling prior to exploitation. Stone suitable for blast-furnace flux is present in relatively large amounts, but stone for open-hearth use or portland cement requires more selective quarrying.

Several of the larger copper projects recently built have included a molybdenum byproduct circuit as part of the overall project due to the favorable molybdenum market conditions and overall economic contribution to the project. This paper provides a summary of moly plant flotation practices across a number of both recent projects and historical ones. Modern Molybdenum flotation flowsheets predominantly incorporate self-aspirated cells and forced air cells with nitrogen addition. The paper provides insight into the process considerations, capital and operating costs associated with both of the cell types. It also reviews metallurgical aspects and important safety aspects. Other aspects including instrumentation and degree of automation are also discussed along with overall plant design.
