This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

A new minitest of in situ uranium leaching processes at reservoir conditions is proposed. The test which consists of a single observation/ production well and two observation wells is designed to permit the evaluation of both restoration and leaching parameters. It is shown that by using a straight forward history matching procedure, sometimes called a type curve analysis, both the rate of leaching and the ultimate uranium recovery can be evaluated based on the results of the test. Type curves are presented for the case in which the reaction rate is kinetically controlled and there are no other minerals competing for oxidant. Other situations can be approached using the same techniques as those presented here.

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The case history, which is the subject of this paper, involves the expansion of a lime plant in Texas. The major new production unit is to be a 545.45 tonne per day coal fired rotary kiln. Auxiliary facilities include additional quarry haulage equipment, modifications to the crushing plant, a hydrator, storage facilities, and a loading system. The existing plant consists of a high calcium limestone quarry, two coal fired rotary and 10 gas fired shaft kilns, nth crushing, screening, stockpiling, hydrating, storing and loading facilities. The proposed modification would increase quarry volume from 545,000 tonnes per year to 805,000 tonnes per year. The plan also includes the addition of dolomitic lime to the product line which requires the purchase and handling of 186,000 tonnes of screened, washed dolomite yearly. A decision to undertake such an expansion was previously a simple and straight forward process. Such a decision now faces a major and complicating obstacle which can delay the project, raise the expected cost, or prevent it entirely.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Geologic constraints on mining and recoverability include the following: coal seams too thin or thick for conventional mining methods; coal seams with insufficient stratigraphic separation; unstable roof or floor strata; discontinuous or lenticular seams; coal seams that have high dips or are intensely faulted; water problems due to proximity of aquifers; and coal quality problems such as excessive sulfur, ash, chlorine, sodium, etc. The demonstrated reserve base for western coal of 220 billion tons is considered misleading as it does not adequately incorporate the above parameters in estimating procedures. Current reserve base estimating procedures involve an abstraction of data from generalized resource estimates. The authors believe the reserve base should be determined independently beginning with well-known deposits, with all mining and recoverability constraints fully incorporated.

As of the end of October, 1990, there have been eight spontaneous combustion heatings reported to the Mine Safety and Health Administration (MSHA) at the No. 5 Mine. A reportable heating is defined as one with elevated surface temperatures of the strata greater than ll°C (20°F) above the ambient. The first heatings occurred in November, 1986. The last three heatings were located near the start line of "K" Longwall Panel in the southwest where mining had begun on May 21, 1990. All of the heated areas had been at the time of detection, or were sometime areas of high ventilation pressure differentials or high air velocities. All of the heated areas are in an expanded seam with associated, extensive floor heave which is characteristic of all of the expanded seam thus far exposed by development mining in the No. 5 Mine. Jim Walter Resources, Inc. submitted a plan to MSHA which would reduce the potential for spontaneous combustion at the No. 5 Mine by reducing high air velocities and high pressure differentials in the gob. These two parameters are the dynamics which feed oxygen to the pyrite, thus initiating the oxidation process which can lead to spontaneous combustion. No. 5 Nine operated under this plan for 29 shifts before mining on the longwall was stopped by MSHA and the Spontaneous Combustion Control Plan revoked. This paper briefly details the geology of the expanded seam and history of the heatings. It also gives a retrospective view of the operation under the Spontaneous Combustion Control Plan and reasons why it was revoked by MSHA. Currently, knowledge of the reaction process of the footwall coal seams at No. 5 Mine and other potential spontaneous combustion seams in the United States is limited. There are techniques used in the United States and other countries to minimize the potential for heatings in spontaneous combustion prone areas. The No. 5 Mine has attempted to utilize this current technology. However, in deep, gassy mines the problem is complex.

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O'Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

"Sepiolite is a magnesium-rich, porous, and fibrous clay mineral with broad applications. These applications take advantage of sepiolite’s high specific surface area and unique nano-sized channel structure. Over the past years, numerous materials and techniques based on the structure and property of sepiolite have been developed. This article reviewed the recent achievements in developments and applications of sepiolite in environmental protection, catalysis area, and nanocomposites. The prospectives of sepiolite applications is also discussed. INTRODUCTION Sepiolite is a magnesium-rich, porous, and fibrous clay mineral. The typical chemical formula of sepiolite is Si12Mg8O30[OH]4[OH2]4·8H2O [1]. Sepiolite has a high specific surface area and nano-sized channels because of its special structure [2]. This unusual crystal structure projected onto the [001] plane is shown in Fig.1 [3]. As it can be seen, silicon and oxygen atoms make up for the tetrahedral structure and magnesium and oxygen atoms form octahedral structure, respectively. Those tetrahedral-octahedral-tetrahedral ribbons expand boundlessly in one direction, leading to the special fibrous structure of the sepiolite. Every tetrahedral-octahedral-tetrahedral ribbon is combined to the next by an inverted Si–O–Si bond, which causes an interlaced layer with a continuous tetrahedral sheet and a discontinuous octahedral sheet. Terminal MgO at the edges of the ribbons is coordinated with two structural water molecules, which can form hydrogen bonds with zeolitic water molecules that are located in the channels running parallel to the fiber axis [3,4]. The Mg2+ ions inside the channels can be exchanged with other cations in solution. Therefore, sepiolite can be used to remove metal cations from aqueous solutions [5,6].It can be seen from Figure. 1 and Table 1 [7], the unique structure endows sepiolite with a substantial surface area and nanoscale channels. Its specific surface area reaches 320 m2/g and channel dimensions up to 3.7×10.6 Å. There are three active adsorption sites on the surface of sepiolite: one is oxygen atoms of the Si-O tetrahedron. The second is the structural water molecules paired with magnesium ions at the edges of the ribbons, which can form hydrogen bond with adsorbent. The last one is the Si-OH groups due to the breaks of the Si-O-Si bonds on the surface of Si-O tetrahedron. Thus, sepiolite has strong adsorption ability which has been widely used in environmental protection. Moreover, sepiolite has many significant features such as good mechanical and thermal stability, rheological property, porous, and easily modification, making it be a hotspot in chemical and biological researches. However, with the development of technology, broader and more advanced applications of sepiolite have been carried out in recent years. In this study, the recent achievement in sepiolite applications is summarized, the further tendency is also discussed."

The history of underground coal mining has developed through the years from a manual digging and loading process to the highly mechanized pro- cess that it is today through the use of electric power. Mine power systems have closely followed the continued pattern of improvement and mechanization, through necessity and the application of technological advances, At the beginning electric power used in coal mines was confined to haulage. Since d-c power was better suited to traction drives, mine power systems naturally developed using direct current. During this development, a number of street railway systems were in service, using 550 volts, and it was natural that mine trolley systems went in at 550 volts. As machines for mining operations developed and the number of operating mines increased, a safety hazard developed through the use of 550 volts. Most regulating agencies opposed the use of 550 volts, and after a time the maximum voltage permitted was limited to 300 volts hot line to ground. Up until this time most mines had operated with one central generating station, which served utilization power to the whole mine. Power demands were not very great and transmission losses were within reasonable limits.

Radioisotope tracers have so far been used for extraction of residence time distributions of flotation devices. They have also been proven applicable to evaluation of rate coefficients k of industrial flotation. It is now shown how values of k are scaled up on the basis of laboratory data on flotation and chemical conditioning, and of laboratory testing of samples from output of industrial conditioning vessel. Subsequently a model of conditioning and flotation is obtained which may be used for simulation and control of the steady state of the combined process. Discussion extends to modelling, simulation, CAD and opti- mization of flotation plants with re- circulation, and of ore dressing systems which consist of grinding and flotation plants.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low- and high- rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

The percent ash in a coal blend is equal to the weighted average of the ash contents of the component coals. If the raw coals differ in washability characteristics, the total yield may be maximized by washing the component coals to different quality levels. A mathematical basis for blend maximization is developed and a computer program is described The program determines the component weights that maximize the yield, while meeting an individual coal-quality specification. The procedure is directly applicable to linear parameters of grade quality such as percent ash, percent sulfur and the calorific value. A transformation of variables permits program execution to meet a sulfur-compliance specification. Blends may consist of any number of component coals.

A sociotechnical system (STS) creates a framework that allows an examination of how social and technical factors affect organizational outcomes within a specific environmental context. STS has been rigorously studied with a primary research focus addressing worker-technology interactions. Although these interactions are important, the social processes and interactions that occur whenever any technical or environmental change is introduced into the system have been undervalued. If social processes are better understood, mining organizations could efficiently prepare and stabilize for such changes. With this goal in mind, we sought to extend STS theory through applying principles of meta-design to analyze the results of two case study interventions. Specifically, we studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the Continuous Personal Dust Monitor) on factors within an STS including employees’ knowledge of, communication about, and use of technology to mitigate respirable dust sources. The results are presented in a way that first, addresses the overarching principles of meta-design STS including organizational participation, flexibility, and communication and second, examines how technology implementation processes differ when the organization is complying with a formal, higher-level requirement. Results show that a prominent focus on the social factors within an STS framework could help reduce unpredictability on the technical side and may improve communication within the system to help reduce adoption time, especially if and when accompanying a new, formal work process.

In the past decade, many hardrock surface miners have revegetated dumps and tailings ponds to allow those waste disposal areas to blend more easily with the surrounding landscapes. Efforts have also been made to more creatively use the flat land resulting from the disposal of overburden and tailings. However, the mines which serve the best post-mining land uses are those that have been preplanned to incorporate such end uses. To more fully explore such a philosophy, interdisciplinary team from The University of Arizona conducted a study during 1974 and 1975 of six open pit copper mines in the Santa Cruz River Basin south of Tucson, Arizona for the purpose of investigating both interim and end-use possibilities for mine waste disposal areas. Among other reasons for the study, it was felt that alternatives for such waste areas would be more socially acceptable than barren dumps or tailings ponds. The team, known as the Mines Project Group, consisted of architects, engineers, and hydrologists. As it would have been economically infeasible to move the existing waste rock dumps or tailings ponds, preplanning was limited to the disposal of waste generated after the inception of the project. To better present their concepts, architecture professors Kenneth Clark and Fred Matter constructed a large-scale cardboard relief model of the mines and the surrounding Santa Cruz River Valley (1). The model was built at a scale of 1:12 000 (1 in = 1000 ft) with 30.48 m (100 ft) contour intervals and covered an area of 40.23 km by 32.18 km (25 miles by 20 miles) in scaled area. The mines being studied were cut into the model, but the proposed waste dumps and tailings ponds were built separately so different disposal configurations could be evaluated.

An investigation into the source mechanism of mining-induced seismic activity plays a vital role in understanding the various modes of failure observed in the underground deep-level South African mining environment. The seismic events data for this study was captured by the mine-wide seismic system operating at Kloof Gold Mine. This system comprises 40 4.5 Hz tri-axial geophones sampling at 6 kHz installed at locations that surround the stopes mining the Ventersdorp Contact Reef (VCR), Main Reef (MR) and Kloof Reef (KR). A set of 103,753 mining-related seismic events (-3.0≤ ML ≤2.7) that occurred during 2017 and 2018 was selected for this study. The mining depth of these seismic events ranges from 1600 – 4200 m; most located close to stopes mining the VCR ore body. The main criteria used to select a subset of events for detailed analysis were the number of stations that recorded the seismic event and the azimuthal distribution of the sensors.

Offshore oil and gas production operations have moved from water depths of about 50 feet in 1948 to the present record depth of 340 feet. Although mobile drilling rigs are widely used for exploratory drilling, most development drilling and production operations have been conducted above water from the decks of fixed, bottom-founded platforms. Increasing water depths have caused problems associated with design and construction of these platforms and with laying of pipelines, but not so much with other activities. After a platform is installed, drilling, production, and maintenance operations are similar to those onshore and are relatively unaffected by water depth. Events of 1968 indicate that offshore production may soon extend into much deeper water. These events include leasing of Santa Barbara Channel acreage in water depths over 1500 feet, and the successful drilling of a wildcat well in 1300 feet. Designs have been developed for platforms suitable for installation in water over 600 feet deep, and studies suggest they may be used in some areas to water depths of 800 to 1000 feet. Buoyant towers can probably support above-surface platforms in water 1000 feet and deeper. Although the cost of either of these platforms will be high, once installed they will permit relatively low-cost development drilling and production operations compared with estimates for subsea production systems. In some cases, savings in development drilling costs alone could pay out the platform investment.

This general production structure is found repeatedly among markets for metals and other industrial minerals, and research results from the sulfur market potentially carry over to other markets with similar structures. The purpose of this paper is to present an analysis of the recent and prospective market for sulfur. The analysis will rely heavily on simulation using a comprehensive model of the North American sulfur market developed by the author.
