The scrutiny given to model predictions of pit-lake water quality has focused attention on the uncertainty associated with long-term predictions. Although comparison of probabilistic predictive modeling of water quality in existing pit lakes suggest that short-term predictions can bracket most parameters, un¬certainties in wall-rock reactions and the stability of groundwater composition and climate remain unquantified This overview of the uncertainties associated with longer-term predictions is presented as support for those considering policy decisions that must be made in the absence of reliable estimates of future conditions.

Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

INTRODUCTION he most important information required for the engineering design of structures in rock is its inherent rock properties. Without providing adequate parameters on the rock property, high quality of the engineering design cannot be expected. Many laboratory rock testing methods have been developed, but they are mostly for testing intact homogeneous rock without appreciable discontinuities. In reality, the intact rock properties do not represent the behavior of rock masses because rock masses include irregularities such as joints, cracks, interlayers, variations in mineral compositjon, etc. In general the type and intensity of the rock defects may be much more important than the type of rock which will be encountered (Terzaghi, 1977; Bieniawski, 1984). In-situ rock testing can provide better information on rock parameters, but it takes a tremendous amount of effort, time and cost. In recent years, numerical modeling techniques are gaining popularity as a design tool for structures in rock bodies due to the enormous progress in computer technology (Wang, 1985; Kripakov and Melvin, 1983; Park and Ash, 1985), but it is quite dangerous to use numerical techniques without having proper input data. Bieniawski (1984) states as follows: Some design methods such as numerical techniques have outpaced our ability to provide the input data necessary for the application of these methods. In order to provide an adequate amount of input data, an extensive testing program may be required, thus major efforts in time and expenses are commonly spent, In this paper, a new rock testing method, which utilizes the principles of laser holographic interferometry, is introduced. This method requires only a few minutes to measure the modulus of elasticity and quality of a rock core sample, which does not have to be cut or ground. The Poisson's ratio can also be measured in a few minutes from a sliced rock specimen. HOLOGRAPHIC INTERFEROMETRY Principles of Holographic Interferometry In 1948, Gabor invented holography, which is the technique of reviving three dimensional images using a monochromatic light source. A full demonstration was not made then because a clean monochromatic light source was not available. Later, in the early 19601s, the laser was adopted as a monochromatic and coherent light source (Leith and Upatnieks, 1963). Since then, applications have been made in many different fields ranging from crime prevention to three dimensional television. In this technique, an image is usually recorded by means of constructing a hologram which is a record of the interference pattern formed on a high resolution photographic system as shown in Figure I. A beam splitter divides the laser beam into two beams: (1) an object beam which is expanded while passing through a beam expander and illuminates the object, and (2) a reference beam which is expanded and illuminates the holographic plate. Subsequent to an exposure, the holographic plate is developed and illuminated by the expanded reference beam. The original scene of the object is revived in a three-dimensional image. The entire instrument should be placed on a vibration free environment. The wave fields reflected by the object in two slightly different configurations can be superimposed to form an interference fringe pattern. Thus, it is possible to measure the displacement that took place between the two configurations. This method is called holographic interferometrv. There are two methods of achieving this phenomena. The first is the double exposure method, wherein two exposures of the object are made prior to developing the film. Heap leaching is a simple means of recovering copper from oxide and oxide-sulfide ores. Although this method requires relatively low capital investment, it suffers from low copper recoveries and relatively high acid consumption. The objectives of this study were (1) to determine what factors influence these shortcomings, and (2) to establish a basis of correlation. between laboratory and field testing. The principal methods of leaching copper ores at the present time are heap, dump, in-place, and vat. A number of references are presented in the bibliography on the theoretical and practical aspects of these methods. In the heap-leaching method, crushed or uncrushed oxidized copper ore is placed on a prepared drainage pad. Acid leach solutions are dis¬tributed over the top of the heap, caused to percolate downward through the ore bed by gravity, and are drained from its base. The leach duration is generally a matter of a few months. Dump leaching is used to recover copper from very low-grade oxide-sulfide pit-waste materials. Here again, leach solutions are, percolated downward through a heap. However, in this method, little or no acid is added to the leach liquors, prepared drainage pads are not used and the leaching cycle is generally measured in terms of several years. Leaching agents are usually autogenously generated by the breakdown of sulfide minerals within the dump.

Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to in situ leach mine (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Cas a Grande mine, transmissivity fluctuations are spatially correlated suggesting that at the scale of ISLM, the hydraulic process is heterogeneous and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the simulated annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming, and uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be reevaluated at intervals throughout the evolution of the leaching process.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. The Schaffer linear kimberlite complex and Aultman kimberlite diatremes comprise a major part of the State Line kimberlite district of Colorado and Wyoming, which encompasses approximately 200 sq mi (500 km2). The district is located along the eastern flank of the northern Front Range and is underlain prin- cipally by Precambrian granites (approx. 1.4 b.y.) which have been intruded into an older (approx. 1.75 b.y.) metamorphic complex. The kimberlite occurrences are Devonian in age and are related to older Precambrian linear structures. The Schaffer kimberlite complex is a dike or fissure system with enlargements or blows developed at the intersections of cross faults; the two Aultman occurrences are diatremes. Kimberlite within the Schaffer complex is predominately grey to green phlogopite-calcite kimberlite breccia and tuffisitic breccia. Carbonate is abundant in some phases. Inclusions of host granite are common and locally abundant. Upper mantle peridotite, pyroxenite, and eclogite and lower crustal granulite xenoliths are present at many localities. Four phases of tuffisitic kimberlite breccia occur in the Aultman diatremes. These breccias are characterized by high carbonate and serpentine contents. Xenoliths of upper crustal granite, lower crustal granulite, and upper mantle assemblages are abundant locally. Lower Paleozoic sedimentary rock xenoliths are also abundant in the Aultman diatremes but are absent in kimberlite of the Schaffer complex. From 1979 through September 1982, Cominco American, Inc., conducted geologic mapping, petrographic studies, geophysical surveys, geochemical surveys, and auger drilling in the Schaffer-Aultman project area as part of an extensive evaluation program of kimberlite occurrences. Forty bulk samples (approx. 8,000 metric tons) were excavated from the occurrences and then were processed for diamonds at Cominco American's heavy media separation and diamond recovery test plant at Fort Collins, Colorado. Indicated grades from the Schaffer and Aultman kimberlites range from approximately 0.5-1.0 carat per 100 metric tons and as such, the occurrences do not appear to approach economic viability at this time.

V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

Due to inefficiencies of the flotation process, significant effort has been recently provided to develop gravity separators for treating ultrafine particles. As a result, several enhanced gravity concentrators have been developed and commercialized. The Altair Centrifugal Jig is an enhanced gravity separator that provides relatively efficient separations on +25 µm size fractions. An experimental program conducted on -600 µm coal found that the Altair Jig reduced the ash content of the 600 x 44 µm from about 30% to 10% with an 86% combustible recovery value. The pulse water pressure, feed volumetric rate and ragging volume were found to be the key operating parameters affecting the separation performances obtained from the process. An extremely low density cut point of 1.54 and an Ep value of 0.08 were indicative of the high process efficiency values achievable by the Altair jig.

Increases in the price of gold starting about five years ago, and rapid fluctuations since then, have caused a substantial popular interest in the noble metal. Gold prospecting had been at low ebb since the end of World War II in most of the United states except for a flurry of activity in Nevada occasioned by the Carlin and Cortez discoveries. The last five years, however, have seen a great awakening of interest in gold exploration as well as an opportunity for education for many explorationists in the geology and other vagueries of gold deposits. The present writers have participated over the last few years in a search for gold deposits throughout the United States. This search was greatly influenced by the geologic studies of Dr. Wm. Spence at the Haile Gold Mine in South Carolina as reported in a companion paper. Spence's studies resulted in definition of a geologic model that has proven useful in a number of other geologic environments in the united states. These programs were all carried out under the auspices of Cyprus Mines Corporation and permission by Cyprus to present these results is gratefully acknowledged. The writers, however, reserve for themselves all responsibility for the results and conclusions. The exploration program to be described began in the southeastern United States. Spence's studies provided a reasonable basis for interpreting and understanding the geology of the Haile deposit and also provided a means for predicting additional occurrences. This concept was then expanded to other gold occurrences in the Piedmont and became an effective tool for evaluating other prospects. Finally it became evident that the concept could be applied in some western gold districts. The following discussion will then include descriptions of other Piedmont examples and a few western districts that also appear to fit the pattern.

Adobe, dried mud bricks, have been used since before historic time in the construction of dwellings. Building materials are normally evaluated for thermal performance based on measurements known as R- and U-values. The R-value is an indicator of the ability of a wall to insulate effectively and the higher the R-value, the better it is as an insulating material. The U-value, or value of conductance, is the reciprocal of the R-value and reflects the rate at which heat is conducted through a material. But the "heat capacity of the wall" must also be considered. This measures the length of time that passes before a steady state of heat flow is achieved. The effective U-value measures both the resistance to the transfer of heat and the capacity to hold heat. These latter value make adobe a far more interesting as a modern building material that was formerly recognized.

"INTRODUCTION Mechanized underground mines often suffer from noise overexposure. Noise levels are usually above the Permissible Exposure Limit (PEL) where underground fans are used. Sound levels in active workings can reach 121 dB(A), especially when fans are not equipped with silencers. Use of silencers seldom ensure PEL for various reasons. Overexposure of noise induces permanent hearing loss among mine workers. Recent field studies by a NIOSH-funded research project at six coal and non-coal mines revalidated the findings. The University of Utah has undertaken laboratory studies to reduce fan noise at the source. A new silencer prototype with varying noise dampening material has been designed and tested. The silencer and an associated extension which can be repacked with different dampening materials were used in various configurations. Attempts were made to simulate field conditions where installations are quick and not perfect. The test results are presented here. NOISE IN UNDERGROUND MINES Noise induced hearing loss (NIHL) is a chronic problem in the mining industry. In spite of regulations being in place and elaborate hearing protection programs under way, hearing loss is prevalent among the mine workers (Bise, 2001). All production and support machinery in mining generate loud noise often beyond the approved exposure level. Researchers in the U.S. have identified auxiliary fans as one of the major sources of noise that can create noise exposure levels up to 121 dB(A), which is one of the highest in the mining operation (Bauer, 2006). Studies have demonstrated substantial reduction of noise level by using silencers. Adequate fan selection and proper utilization of silencers in auxiliary fans have great potential of abating the problem. In hard rock mines, auxiliary fans are used in blower configuration to ventilate development headings and large production stopes, and also to ventilate underground shops, crushers, conveyor transfer points, etc. Typical duct diameters in hard rock mines vary from 0.91 m to 1.21 m. Silencers are often omitted for cost reduction. In coal mines auxiliary fans are used in exhaust configuration with rigid ducts 0.61- 0.76 m in diameter (Hagood, 1982 and Moreby, 2009) to ventilate working faces in gate-roads and main entry developments. Sometimes, stone dusters are added at the discharge end to dust the roof, ribs and floor. AUXILIARY FANS AND SILENCERS Auxiliary fans are relatively smaller in size than the main fans and often have high rotational speeds (1800 -3000 rpm). Fans are selected based on pressure-quantity requirements and space restrictions only. Noise emissions are rarely considered during the selection stage. Installation of fans, ducts and other accessories is mainly based on best practices, which often do not include noise control. As a result, the operation of an auxiliary or local ventilation system normally produces excessive noise."

This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The calibration technique of gelatin mixtures, proposed by Richards and Mark in 1966, is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example, with the view of describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving.

It is vitally important to any tunnel project to have an accurate and reliable survey control network inside the tunnel for layouts, as-built surveys, and to provide guidance to the tunnel boring machine (TBM). However, the concepts and methodology to provide such a survey network are sometimes not well understood. For example, the first anticipated survey task that takes place during the bidding process is often ignored, which is to provide a comprehensive survey network preanalysis for the surface network and tunnel traverse based on survey statistics that will be used to make informed decisions on the survey requirements and methodology. Instead, these steps are often only vaguely based on previous results and prior tunneling experience. But each tunnel is different, and a solution that worked for one tunnel project might be unsuitable for another. The purpose of this paper is to provide tunnel project engineers, managers and surveyors with the general concepts for tunnel survey methodologies and examines several statistical tools for a basic horizontal and vertical tunnel survey preanalysis. These survey statistics tools provide useful estimates of the expected lateral and vertical tunnel traverse accuracies, but are not a replacement for a comprehensive tunnel network preanalysis. The proposed formulas do not take centering errors into account, are using average distances for each traverse leg, and assume that the survey data is free of outliers in the measurements. It is very important that the estimated instrument accuracy is based on true values that are reflective of measurement precisions that are actually achievable inside the tunnel to provide accurate results.

Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

The Alligator Ridge Mine is located 70 miles northwest of Ely in White Pine County, Nevada. Development of the mine began in the late 1970's as a joint venture between Amselco Minerals, Inc. and Occidental Minerals Corporation, with Amselco as the operating partner. Early in 1983 Nerco Minerals Company acquired Occidental's share of the property. The mine and ore processing facility have operated at capacity since 1981 producing 680,000 tonnes of ore and 1,900 kg of gold per year. The gold ore deposits at Alligator Ridge consist of disseminated micron-size gold particles in a silicified siltstone matrix. The deposit comprises three separate but adjacent areas of mineralization that are designated as Vantage 1, Vantage 2, and Vantage 3 after the name of the basin in which the deposits lie.
