Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. A process has been developed for increasing the grade of chalcopyrite concentrates from about 25 percent copper to about 60 percent copper. The concentrates are treated with two steps of autoclaving and then by flotation. Because of the lower associated weight, copper in the concentrates could be shipped and smelted at less cost than untreated concentrates. Use of the process can also increase overall yield from an orebody if a lower grade concentrate is sent to enrichment than would be sent to a smelter. Potential applications of the process would be for treating concentrates that must be transported a long distance for smelting or for treating concentrates so as to increase the capacity of a smelter.

Vibrations from thirty-seven blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations reported in the U.S. Bureau of Mines studies. Regulations based on USBM data could then be too conservative or lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases energy was concentrated at frequencies corresponding to delay intervals.

The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. "INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

Magnetite (Fe3O4) ore is concentrated by low-magnetic-field drums to recover a magnetite concentrate that is low in silica (SiO2). The presence of SiO2 in the magnetite concentrate for steel production increases the steel processing costs, so a major challenge in magnetic concentration is to lower the SiO2 grade in the Fe concentrate. This work presents studies that were carried out on the removal of SiO2 from the magnetite concentration at the plant scale. Studies were performed with a three 36 × 96″ drum unit processing 46 ton/h of rougher magnetite concentrate. These studies showed that silica appears in the magnetite concentrate by three mechanisms, namely SiO2 entrainment in Fe3O4 chains, heterocoagulation between Fe3O4 and SiO2 particles, and mineral locking of SiO2 to Fe3O4. The SiO2 entrainment mechanism had the highest contribution (75%) to the SiO2 recovered in the Fe concentrate. Electrokinetic studies on Fe3O4 and SiO2 showed that heterocoagulation occurs because of the low negative zeta potential of the minerals at the pH of the plant slurry. This study also showed that a high percentage of ultrafine size SiO2 particles trapped in Fe3O4 agglomerates was not removed by the dilution water for the slurry fed to the drum. To lower the SiO2 recovery in the drum magnetic concentration process, work should be directed towards the removal of trapped SiO2 in Fe3O4 agglomerates.

SUMMARY A review is presented of the state of development of high pressure water jet equipment and of large impact hammers for rock tunneling. Information from the U.S.S.R. is based on published literature and three personal visits. Applicable papers which were presented at the International Symposium on Jet Cutting Technology in Coventry, England in April 1972 are reviewed. Data are presented on continuous jet systems, pulsed water cannons, and hydraulic-powered impact hammers with respect to the specific energy of rock breakage and potential application in tunneling machines. INTRODUCTION It has been estimated that the cost of underground excavation during the period 1970-1979 in 15 countries of the Organization for Economic Cooperation and Development will be over $54 billion, an increase of 104% over the period 1960-1969. It is expected that 55% of the tunneling construction will occur in hard rock (Ref. 1). Present tunneling machines are generally limited to soft and medium-hard rock. When used in hard rock, the cost of replacing mechanical cutter bits is high. The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2004 was estimated to be 635 kt (700,000 st). This was a 2-percent increase from 2003. The value of processed diatomite in the U.S. was about $164 million in 2004. Production was from six companies with 13 processing facilities in four states. Nevada and California were the principal producing states. They accounted for about78 percent of the U.S. production during 2004. U.S. diatomite exports were about 136 kt (150,000 st). Imports were negligible.

Approximately 7 billion tons of soil, rock and ore are currently being excavated in open pit mines and quarries on the North American continent at the present time. As the depth of excavation increases and the grade of ore being mined reduces, the safety and economy of the stability of the pit slopes becomes increasingly important. The magnitude of the potential influence on economics can be appreciated from the results of recent full scale field studies by Kennecott Copper Corporation at the Kimbley pit near Ely Nevada (Merrill, 1968). This pit was originally excavated with an average wall slope of 45°. Based on detailed studies it appeared that a slope of 610 would be stable. Subsequent excavation to this slope proved the original pit could have been steepened by 16° during production.

The coal solution refining process under investigation is basically a modi¬fication of the German Pott-Broche Process, on which patents date back to 1927, (5, 6). This process was used in Germany during World War II for the partial dissolution of coal in hydrocarbon solvent and removal of the ash by filtration to produce a raw material for carbon electrodes for aluminum plants. At the end of World War II the German synthetic fuel program, of which this process was a small part, was abandoned as not economical. In recent times the whole field of coal liquifaction has been given a new impetus; present technology indi¬cates that the economic processing and refining of coal may be possible in the United States. A number of approaches to coal liquifaction have been investigated, and several of these are currently being funded by the U. S. Office of Coal Research. One approach is direct thermal treatment of the coal as in the FMC Project COED, in which coal is thermally cracked to produce gas, liquid products and char. Another approach is the Hydrocarbon Research Institute's H-coal process in which coal is catalytically hydrogenated. Two other federally funded projects involve the extraction of coal by solvents. The Consolidation Coal Company's Project Gasoline, now in the pilot plant stage in Cresap, West Virginia, is an attempt to produce gasoline plus a residual char by partial solution of the coal substance. The coal de-ashing process being developed by the Pittsburgh and Midway Coal Company is a modification of the Pott-Broche process. Coal derived solvent is used with hydrogen to dissolve the entire coal substance, subsequent filtration removes the ash and the solvent is recovered for recycling.

The first time that a geologist is confronted with the necessity of evaluating a lateritic ore deposit, he may feel that nothing could be easier. Why should there be any problems in making an economic evaluation of a relatively flat-lying, surficial ore body? After several hundred thousand dollars worth of frustrating work often culminating in a series of non-reproducible data - the evaluator may be a sadder and wiser man. This paper will try to illustrate why the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist - and, more especially, how this problem can be solved. Volumes have been published on descriptive and genetic studies of lateritic ores. Obviously, there is time today only for the briefest description of such an ore body. The laterite is a soil formed under tropical conditions and resulting in the concentration, within the soil zone, of certain tri-valent metals.- especially, aluminum and nickel. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of, partially altered bed rock or saprolite. The United States was the world’s largest producer and consumer of boron compounds during 1995. According to estimates from the US Geological Survey(USGS), boron mineral concentrate and chemical production in the United States totaled an estimated 1.1 Mt(1.2 million st) yielding 602 kt (663,000 st) of B2O3 for an estimated value of $462 million. This level of production exceeded 1994 revised production figures by about 9%. The United States continued to provide nearly all its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. During 1995, about 900 people worked in domestic boron mines and plants, about the same as in1994. USGS estimated total world production of boron during 1995 to be about 3 Mt (3.3 million st), yielding about 1.6 Mt (1.8 million st) of B2O3. World production in 1995 was about equal to revised 1994 levels.

Mining of copper ore and the related industries play an important role in Iran?s economy. Copper ore production in Iran accounts for 75% of the total production in the Middle East. All activities related to copper, that is, exploration, production, refinement etc are owned and managed by state owned companies. Decisions have been made to privatize all these activities. To assess the success of this privatization process, different components of the industry must be subject to economic analysis. In this paper, the cost estimation of all operations has been carried out. The total potential and attainable revenues have also been estimated using historical data available from the industry. Risk is a major factor in all mining activities and the copper industry of Iran has been subject to risk factors arising from many internal and external variables. These variables have been recognized and their effects evaluated. The effect of risk on the economic feasibility of the operations in the industry has also been analyzed.

Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.

During the last decade there were pronounced changes in the competitive pattern of the fossill fuels It is proposed to trace these trends and describe inter-fuel competition, first as it relates to the economy as a whole and then more specifically to examine competition of the fossil fuels as these share the electric utility market. Table 1, Competitive Fuels and Water Power Used in the United States, 1950-1959, shows the growth in the consumption of coal, oil, gas and water power 'during the past decade. Uses which are not directly competitive among the fuels, such as tractor fuel, carbon black, and consumption of petroleum products in the making of synthetic rubber, have been excluded from these statistics. The experience of the three fossil fuels in competition since 1950 shows natural gas expanding more rapidly, than oil by roughly twice as much, 219.0 percent' compared to 124.1 percent growth in B.t.u.s of oil consumed in the ten-year period. Percentagewise, water power little more than held its own, and coal, including anthracite, actually decreased more than one-fifth.

The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC's contractor, Engineers International on the ventilation system design described in the Department of Energy's conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.
