With vehicles frequently found in mines and tires being a major fuel item, the risk of tire fires will be severe underground. This study presents an analysis of tire fires on mining vehicles to increase the knowledge of the risk and mitigating measures, which would improve the fire safety underground. Data from fire experiments and computational fluid dynamics (CFD) simulations were applied. It was found that the wheelhouse of a loader caused an increase in the flame tilt angle, decreasing the flame impingement and heat flux downstream. The flame temperature of a drilling rig tire was found to be higher than that of a loader tire, increasing the risk of igniting items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for a drilling rig for higher flow velocities, indicating the influence of the wheelhouse/mudguard construction and tire geometry on the flame tilt angle. The construction of a loader resulted in flow behavior, where the short distance to the front mudguard/tire and the separation of flow directly downstream of the construction led to gases being steered past the front mudguard/tire. In a drilling rig case, the longer distance to the front mudguard/tire led to gases being directed toward the body of the vehicle after passing the area with flow separation.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. Treatment of tungsten ore at Anschutz Mining Company's Chicote Grande (Bolivia) operation results in a relatively high grade arsenopyrite byproduct stream. Laboratory and miniplant testwork have been performed at Colorado School of Mines Research Institute to examine the technical feasibility of recovering a marketable arsenic product fr an this source. Process selection was constrained by the remote location of the millsite, which demands an uncomplicated, low maintenance operation. As a result of the research effort, a two-stage roasting/condensing process was developed, featuring the use of an indirect heating method. Arsenic was efficiently extracted and the arsenic trioxide (As203) product consistently exceeded the industrial purity specification of 99.5%. Key process parameters have been secured for extrapolation of the process to pilot or small commercial scale.

The Quaternary stream sediments of the Diit area, southern Red Sea coast, Egypt, were mineralogically studied for their content of economic heavy minerals. The study area covered approximately 450 km2 and included three main parts: Wadi and Delta Diit, as well as Diit lens. The mineralogical investigation revealed that these sediments contain considerable amounts of placer ilmenite, magnetite, zircon, sphene, apatite, garnet, and rutile. Also present, in minor or trace amounts, are uranothorite, monazite, xenotime, fergusonite, khatyrkite, and gold. The magnetic fractionation tests, supplemented with the XRD and SEM mineral analyses, indicated the presence of Fe-oxide minerals as wuestite, hematite, and maghemite accompanied with magnetite as products for hand magnet separation. Ilmenite separation was carried out using a high intensity magnetic separator at a current of 1 A, while the paramagnetic minerals (e.g., garnet, pyroxene, amphibole, epidote, monazite, xenotime, and fergusonite) were separated as magnetic fraction at a current of 3 A. The non-magnetic minerals (e.g., zircon, apatite and rutile, uranophane, uranothorite, gold, and khatyrkite) were obtained at 3 A current. On a mineralogical and geochemical basis, the present work suggests that Diit stream sediments should be considered as a potential source for Ti, Fe, Zr, Zn, and Cu after the physical upgrading processes for concentrating the minerals carrying the aforementioned economic elements.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

INTRODUCTION Under certain geological and mining conditions mining near the surface results in an intensive destruction of the overlying rock strata. If the system of mine openings remains filled with air after having completed all mining activities because the flooding of the mines depending on the morphology of the mining area does not exceed a certain level, this circumstance might result in dangers for the public. This is particularly true where uncontrollable air- ways occur within the destroyed rock or if former uranium mining areas are concerned. In these areas radon emanation resulting in undue radon concentration should be taken into account. This circumstance can be counteracted by suitable measures of ventilation. In the following the example of a uranium deposit in the Erzgebirge Mountains (Saxon Ore Mountains) is used to illustrate how statements about the ground flow through overlying rock can be made on the basis of systematic investigations. Finally comparisons with experience gained in coal mining yield orientation data which are used as input quantities in ventilation network calculations and in project preparation of mine fans. Last not least it is proved that endangering the population by radon can be excluded by installing an appropriate fan. INITIAL SITUATION From 1946 to 1989 the uranium deposit of Schlemal-Alberode was mined starting from superficial zones down to depths of 1,800 m. The total output amounted to 80,000 t of uranium, i.e. Schlemal Alberode is one of the largest uranium deposits in the world. The mine openings comprise a cavity of 40 million m3. Al- though thin seams (0.2 to 0.3 m) and steep to semi-steep veins (60 - 70 degrees on average) were extracted using the method of overhand cut-and-fill there were also deposit sections with larger thicknesses and poor ore zones, respectively, where especially after the war until about 1955 large openings were formed due to missing filling. Due to this uncontrolled, relatively "wild" mining considerable subsidence of the surface and fractures in the border zone of the subsidence area occurred. The town of Oberschlema was destroyed and an area of 0.14 km2 was damaged by mining involving a maximum subsidence of 6 m in the centre - called deformation area. The rehabilitation work for the deposit area of Schlemal Alberode involves the flooding of the openings up to a level of the Markus-Semmler-Sohle as long-term preventive measure. Fig. 1 shows the flooding level of October 1996. The level of the -540 m drift will probably be reached in June 1997. From that point of time a general rearrangement of the ventilation has to be made because the central return air ventilation via shaft 373 will no longer be possible. This shaft has no connection with the superficia1 system of mine openings. A new return air ventilation system based on shaft 382 as return air shaft will be designed (Fig. 1). The capacity of the future mine fan system will e.g. be determined by the flow conditions in the deformation area mentioned above. For this reason investigations were carried out in a test drift 13a on the level of the Markus-Semmler-Sohle in the stretching zone of the subsidence trough for several days (Fig. 2 and 3). INFLUENCE OF THE OPERATING CONDITIONS OF THE MAIN MINE FAN ON THE RADIATION SITUATION ON SURFACE The beginning of flooding in 1991 was also the beginning of the investigations into the options of future ventilation due to the reduction of the mining area. The first analyses of radon emanation made in May 1991 showed that only about 20 % of the total radon emanation result from systematically ventilated mine workings. This means that despite of existing dams the air streams through the majority of mine openings of the deposit. The analysis of the individual radon inflows illustrates the special problematic nature of the deposit involving all possible effects on the surface. The shutdown of the main mine fan over the long period between 2.10. and 6.10.1991 showed the essential influence of the operating conditions of the fans on the whole radiation situation on surface. Fig. 4 shows the comparison of the radon concentration level and its daughters during a 'normal" weekend with the level during long-term shutdown in the old 'Casino" of the papermill of Niederschlema. This papermill as well as the 'Casino" are situated in the outcropping zone of the deposit section of Niederschlema. The -60 m level was driven as the upper level in this area, from which the panels were driven to about 20 m below the surface. Also below the "Casino" there is such a panel in the vein 'Glirck", whose roof is directly situated below the building in a depth of 39 m. Directly next to it there is the raise 2 of the panel 'Namenlos" in a depth of 27 m. The graphics clearly shows the immediate increase in radon concentration as well as in the daughter concentration after the shutdown of the fans. The elimination of the artificially generated negative pressure results in the reversal of the convection direction due to the natural ventilating pressure. The interface structure allows the mine airto pass through aero- dynamic connections to the surface. Neglecting the meteorological parameters the concentrations of radon and its daughters in- creased by about 350 % as compared to a 'normal" weekend during longterm shutdown (i.e. in 4 days). Flash smelting products of a copper sulfide concentrate collected at successive levels in an experimental reactor have been studied by reflected light microscopy, scanning electron microscope - energy dispersive analysis and electron nicroprobe analysis. Chalcopyrite, intermediate solid solution, bornite, chalcocite, metallic copper, magnetite, iron-copper spinel, pyrrhotite, hematite, delafossite and cuprite have been identified in the product samples. The detailed reflected light microscopy study of these phases and their abundance in the samples has resulted in the identification of the series of reactions during flash smelting.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are sometimes large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy/Bureau of Mines- sponsored subsidence study currently underway at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County), West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar retreat mining. The initial findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water bevels at shallower depths.

Newmont’s Lone Tree Mine, located in northern Nevada, is an open pit gold operation supported by a standard truck and shovel mine production fleet (Caterpillar 785Bs and Hitachi EXs). Newmont continues to search for ways to decrease capital expenditure and lower operating cost, hence the implementation of the Ultra Light Body (ULW) concept. The fundamental idea associated with the ULWs is the increased payload potential. Economic justification comes from successful achievement of additional payload, within the truck’s rated GVW, without changing its loading and hauling characteristics. The increase in payload capacity allows equivalent tonnage movement using fewer trucks.

In this paper, a mixed integer linear programming (MILP) model for the short-term scheduling of open pit mines is formulated. The proposed model aims at sequencing the blocks extraction over multiple short-term periods. The model takes into account multiple processes, waste dumps, and multiple stockpiles. The short-term scheduler makes a decision on the period, destination, and route that ore and waste are supposed to take to minimize costs while meeting all the mining and processing constraints. The destinations of the extracted materials are also controlled by their rock types. A monthly short-term production scheduling case study of an iron ore deposit is carried out over a year to validate the model.

Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

The paper by Lewis and Braun l presents experimental and calculational evidence that primary chalcopyrite ores are rapidly oxidized by warm oxygen-bearing water. Resulting solutions contained copper sulfate products of the matrix rock decomposition such as magnesium sulfate and sulphuric acid. Iron was oxidized to insoluble hematite and hydrous iron sulfates. Oxygen injection near the base of a broken and permeable flooded ore deposit was calculated to cause circulation of oxidizing solutions to the entire permeable region. The rate of dissolution of copper and degree of oxygen saturation for given oxygen injection rates were presented. Their work suggests that in-situ recovery of deep, disseminate primary copper deposits is technically feasible. The actual feasibility depends on economics and environmental safety as well, and it is the purpose of this paper to address these two aspects.

DuPont’s Florida Plant has been mining in northeast Florida and supplying titanium-bearing minerals, zircon and staurolite for over 50years.The site has successfully implemented and “sustained” a land reclamation/habitat enhancement program that goes beyond regulatory requirements and standard industry practices. However, the term sustainability has been used by so many organizations, many with divergent viewpoints, that it is important for a mine to develop its over-all concept and approach to sustainable operation. As a foundation, the outstanding reclamation efforts at DuPont’s mine will be presented followed by a broader look at the overall sustainability strategies and tactics used at the site.

Shovel operators are one step closer to having a better tool to operate and monitor their equipment. The development of a unified shovel interface is proceeding into phase three, focused on producing a standard application programming interface (API) for connecting onboard devices. This solution will positively impact safety, performance and productivity, and is the result of collaborative work driven by the Global Mining Standards and Guidelines Group (GMSG). Proof of concept revealed During the spring of 2013, Peck Tech Consulting was engaged to develop the working proof of concept (POC) software implementation, which integrates multiple vendors? systems into a single interface using one-to-two displays. As a result, the GMSG developed a functioning, manipulatable, unified shovel interface proof of concept and unveiled it at the World Mining Conference in August in Montreal. The proof of concept effectively provides a unified operator interface that pulls together the many divergent systems onboard large shovels.

The Stanreck mine of Stanreck Uranium Mines Limited in located on Quirks Lake in the Elliot lake - Blind River area of Northern Ontario. It is approximately 25 miles north of the north shore of Lake Huron, equidistant between the cities of Sudbury and Sault Ste. Marie. The property was developed ad brought into production at a rate of 3,000 tens of ore/day during the uranium boom of the mid 1950's. By 1960 mine waters were becoming quite acid through the activity of bacteria. Treatment of this water was begun for pollution control and a small amount of uranium which had been leached from the ore by these acid waters was recovered. Development of bacterial leaching with a view to increasing production by this method commenced in December 1962. Subsequently, it was succeesfull in producing 10,000 - 15,000 lbs. of U308/month. Since late 1964 uranium production has been obtained solely from bacterial leaching. A rare earth concentrate was also made for its yttrium content during 1966 and 1967. This paper describes the development, operation and methods used in the underground bacterial leaching process.

This study examines the isothermal and non-isothermal reduction behaviors of iron ore compacts in a pure hydrogen atmosphere and compares the results obtained during the reduction process by CO. The different phases accompanying the reduction reactions were identified using X-ray diffraction (XRD) and its morphology was microscopically examined. In isothermal experiments, temperature plays a significant role in the reduction process. At any given temperature, the reduction rate during the initial stages is higher than that during the final stages. The reduction rate in H2 atmosphere was faster than in CO gas. The comparison of activation energy values suggested that reduction with H2 is more efficient thanwith CO. At the same temperature, the time required to achieve a certain degree of reduction was lower when using H2 gas than CO atmosphere. In non-isothermal tests, the heating rate has a significant effect on the reduction rate and reduction extent. At the same heating rate, the degree of reduction was higher in H2 atmosphere than in CO gas. Based on experimental data, the parameters of reaction kinetics were deduced by application of model-free and model-fitting methods. The reduction in H2 atmosphere was controlled by nucleation model (Avrami-Erofeev model), while the CO reduction reaction was controlled by gas diffusion.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. A DCF value is no more accurate than the least accurate of the assumptions incorporated into the calculation - and assumptions
