Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are sometimes large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy/Bureau of Mines- sponsored subsidence study currently underway at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County), West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar retreat mining. The initial findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water bevels at shallower depths.

Treatment of tungsten ore at Anschutz Mining Company's Chicote Grande (Bolivia) operation results in a relatively high grade arsenopyrite byproduct stream. Laboratory and miniplant testwork have been performed at Colorado School of Mines Research Institute to examine the technical feasibility of recovering a marketable arsenic product fr an this source. Process selection was constrained by the remote location of the millsite, which demands an uncomplicated, low maintenance operation. As a result of the research effort, a two-stage roasting/condensing process was developed, featuring the use of an indirect heating method. Arsenic was efficiently extracted and the arsenic trioxide (As203) product consistently exceeded the industrial purity specification of 99.5%. Key process parameters have been secured for extrapolation of the process to pilot or small commercial scale.

SYSTEM ENGINEERING Years ago, while attending Harvard's Advanced Management Program, Professor Robert Hayes introduced our class to the, then not-so-familiar, concept of systems engineering. First assignment-dinner at The Benihana of Tokyo Restaurant! Delighted, but a bit mystified with the assignment; we had dinner at Benihana. Back in class, Professor Hayes inquired about the assignment and persuaded us; that Rocky Aoki's business formula for Benihana was not necessarily Japanese cuisine, but rather the systematic way in which he moves more people-if you will, processes more people through his restaurants than his competition, by systematically linking all restaurant functions. For instance, the bar is a holding area in which patrons ideally wait no more, or no less, than 20 minutes. When seated, your table, which accommodates eight, is filled with eight even if you are a party of two. The Japanese chef is also the entertainment, and when, at the end, he cleans the grill, you are being subtly prompted that dinner is over. The bill accompanies ice cream, systematically delivered shortly thereafter. You are expected to pay promptly and depart, as there are eight more, mostly unacquainted, people who have waited 20 minutes in the bar, and who are assembled ready to be seated at your table. For me-this was electrifying. I understood the concept, concluded it was very powerful and felt prepared to conquer whatever, by means of its application. That was years ago and I can safely say I have yet to fully realize on the euphoria of that moment. Why? Well, I simply conclude: • The concept of systems engineering is simple and not revolutionary, but The application of systems engineering is far from simple and is revolutionary.

With vehicles frequently found in mines and tires being a major fuel item, the risk of tire fires will be severe underground. This study presents an analysis of tire fires on mining vehicles to increase the knowledge of the risk and mitigating measures, which would improve the fire safety underground. Data from fire experiments and computational fluid dynamics (CFD) simulations were applied. It was found that the wheelhouse of a loader caused an increase in the flame tilt angle, decreasing the flame impingement and heat flux downstream. The flame temperature of a drilling rig tire was found to be higher than that of a loader tire, increasing the risk of igniting items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for a drilling rig for higher flow velocities, indicating the influence of the wheelhouse/mudguard construction and tire geometry on the flame tilt angle. The construction of a loader resulted in flow behavior, where the short distance to the front mudguard/tire and the separation of flow directly downstream of the construction led to gases being steered past the front mudguard/tire. In a drilling rig case, the longer distance to the front mudguard/tire led to gases being directed toward the body of the vehicle after passing the area with flow separation.

In this paper, a mixed integer linear programming (MILP) model for the short-term scheduling of open pit mines is formulated. The proposed model aims at sequencing the blocks extraction over multiple short-term periods. The model takes into account multiple processes, waste dumps, and multiple stockpiles. The short-term scheduler makes a decision on the period, destination, and route that ore and waste are supposed to take to minimize costs while meeting all the mining and processing constraints. The destinations of the extracted materials are also controlled by their rock types. A monthly short-term production scheduling case study of an iron ore deposit is carried out over a year to validate the model.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

Minnesota contains a major low- grade copper-nickel sulfide resource within the Duluth Gabbro Complex. Several companies have actively explored this resource. Open pit mining would be required to develop portions of the resource, and as a result, large quantities of sulfide-bearing lean ore and waste rock would be stockpiled. Although the problems associated with high-sulfide tailings and acid mine drainage are well documented, the leaching characteristics of low-grade mineralized stockpiles must be understood for environmental impact assessment, siting, and planning. The Minnesota Department of Natural Resources and AMAX have cooperated in a research program to study leaching and revegetation -of test stock- piles, Six small (1600 'tons) stockpiles were constructed at the MINNAMAX Project Site and they range in composition from 0.29 to 043 g % copper, 0.075 to 0.09% nickel, and 0.6 to 1.45% sulfur. Two of the stockpiles were covered with mineral soil, one was covered with topsoil, and three were not treated Revegetation plots were established on the piles which received a soil cover. Leachate samples and flow measurements were collected at the base of the piles. Initial results indicate that metal concentrations in leachate samples range from 10 to 10,000 times the concentrations found in the streams of the area. During the first growing season, the test pile covered with topsoil yielded 30% less water than untreated test piles. No reduction in yield was observed for the piles that were covered with the less fertile mineral soil. First-year vegetative growth, expressed as biomass, was four times greater on the-topsoil pile than on the mineral soil piles. The long-term effects of vegetation on leachate quantity and quality continue to be investigated.

Construction of a 13m shaft through approximately 100m of water bearing soils and another 100m of bedrock was attempted using the Slurry Diaphragm Wall Method with a combination of deep dewatering wells. During excavation within the slurry wall, unexpected groundwater inflows occurred in a structure of loose silty sands. Artificial ground freezing was selected as a remedial method to seal the leaking slurry wall, and as a primary excavation support and groundwater control method for the 30m of overburden material below the base of the wall. Design of the ground freezing system required analysis of both the structural requirements of the unsupported soil, the frost effects against the existing slurry wall and the groundwater control in the area of the breech in the wall. These design procedures are summarized, and construction and excavation techniques and corresponding schedules compared in this paper. Advanced drilling techniques, ground freezing quality control and general contractor procedures for efficient shaft construction are discussed.

Stope instability at Ashanti Goldfields Company Ltd. (AGC) is a major concern. Using information from field mapping, major discontinuity sets were defined, Rock Quality Designation (RQD) was determined. The stability of wedges in the stope walls was assessed using the commercially available computer program UNWEDGE(Rock Science, 1992). Analytical results indicate that the presence of graphite infilling in joints contributes to instability, while steeply dipping joints control wedge slabbing and wedge toppling in the hanging wall. Stable stope widths and dimensions were determined to range from8.1 to 30 meters (m).

"The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. Recently, in the United States, questions of possible deleterious synergistic health effects of the gaseous and particulate components in the diesel exhaust and mineral and coal dust have been the impetus for extensive research by several agencies. At the present time, diesel engines are tested and approved for use in gassy and non-gassy underground metal and non-metal mines under Parts 31, 32, and 36 of Title30 of the Code of Federal Regulations. Diesel-powered equipment for use in underground coal mines, though not explicitly addressed in the law, is administered under Parts 32 and 36 of Title 30, with Part 36 being applied in the case of equipment working inby the last open crosscut or in the return airways. Operation of diesel equipment in underground mines has the potential for serious health and safety hazards from the gases, vapors, and particulates in the exhaust. Therefore, various countries have rules and regulations for the safe deployment of diesel equipment. The applicable laws and regulations from several countries who have long experience with diesel-powered equipment in their mines are reviewed. Four major areas have been addressed: (1) testing and approval procedures of diesel engines, (2) ambient mine air quality specifications, (3) frequency of sampling and location of samples, and (4) air quality specifications in splits where diesel-powered equipment are operated. The review indicates that most regulations generally consider four possible hazards: (1) toxic components in the engine exhaust, (2) ignition of flammable atmospheres by the engine or electrical equipment, (3) fire hazards presented by the engine fuel oil and by combustible material that might come in contact with the equipment, and (4) mechanical hazards. There is a remarkable similarity in the laws with regard to engine design, testing and approval procedures. However, the aspects with regard to mine air quality and quantity are quite variable-- from a general statement to very specific standards for many different diesel exhaust constituents. However, the laws with regard to synergistic effects of diesel exhaust components and other mine air contaminants are an exception.

The Quaternary stream sediments of the Diit area, southern Red Sea coast, Egypt, were mineralogically studied for their content of economic heavy minerals. The study area covered approximately 450 km2 and included three main parts: Wadi and Delta Diit, as well as Diit lens. The mineralogical investigation revealed that these sediments contain considerable amounts of placer ilmenite, magnetite, zircon, sphene, apatite, garnet, and rutile. Also present, in minor or trace amounts, are uranothorite, monazite, xenotime, fergusonite, khatyrkite, and gold. The magnetic fractionation tests, supplemented with the XRD and SEM mineral analyses, indicated the presence of Fe-oxide minerals as wuestite, hematite, and maghemite accompanied with magnetite as products for hand magnet separation. Ilmenite separation was carried out using a high intensity magnetic separator at a current of 1 A, while the paramagnetic minerals (e.g., garnet, pyroxene, amphibole, epidote, monazite, xenotime, and fergusonite) were separated as magnetic fraction at a current of 3 A. The non-magnetic minerals (e.g., zircon, apatite and rutile, uranophane, uranothorite, gold, and khatyrkite) were obtained at 3 A current. On a mineralogical and geochemical basis, the present work suggests that Diit stream sediments should be considered as a potential source for Ti, Fe, Zr, Zn, and Cu after the physical upgrading processes for concentrating the minerals carrying the aforementioned economic elements.

Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

The Stanreck mine of Stanreck Uranium Mines Limited in located on Quirks Lake in the Elliot lake - Blind River area of Northern Ontario. It is approximately 25 miles north of the north shore of Lake Huron, equidistant between the cities of Sudbury and Sault Ste. Marie. The property was developed ad brought into production at a rate of 3,000 tens of ore/day during the uranium boom of the mid 1950&apos;s. By 1960 mine waters were becoming quite acid through the activity of bacteria. Treatment of this water was begun for pollution control and a small amount of uranium which had been leached from the ore by these acid waters was recovered. Development of bacterial leaching with a view to increasing production by this method commenced in December 1962. Subsequently, it was succeesfull in producing 10,000 - 15,000 lbs. of U308/month. Since late 1964 uranium production has been obtained solely from bacterial leaching. A rare earth concentrate was also made for its yttrium content during 1966 and 1967. This paper describes the development, operation and methods used in the underground bacterial leaching process.

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.
