An alternate development drilling strategy to the one currently in use at the nine was investigated using geostatistics for a portion of the pit. The study area consisted of 4,000' x 5,000' in plan and 1,080' in elevation. The massive orebody, the three-dimensional nature of the problem, and the location of ultimate pit limit in the study area all created some unique problems in devising the development drilling strategy, as compared to the two-dimensional tabular deposits such as coal deposits. Rather than using the confidence interval of the global reserve estimate as the main criterion for development drilling, the confidence interval of short and medium range mine planning blocks was used as the objective. Based on somewhat arbitrarily selected level of confidence, the results from this study showed that a total of 50 DDHs rather than the planned 62 DDHs is sufficient in the study area, if the selected confidence levels are acceptable to the management. This paper also emphasizes the importance of the particular objectives being used in development drilling and how they influence the "optimai" place- ment of the development drill holes.

In September 2004, Gale Norton, U.S. Secretary of the Interior, presented the Manhattan Mine with a U.S. Bureau of Land Management’s 2004 Hardrock Mineral Environmental Award. The Manhattan Mine is a sustainable development showcase. The reclamation accomplishments at this Nevada gold mine demonstrate how modern reclamation techniques can restore an old mining district into an aesthetically pleasing landscape that can support multiple and sustainable uses. In a collaborative effort that relied on substantial community involvement, Round Mountain Gold Corp.(RMGC) has improved the environment and eliminated a number of public hazards associated with old, unsafe mining features. RMGC’s community collaboration, innovative engineering, creative reclamation design and corporate commitment to environmental excellence show what Secretary Norton’s 4 Cs Initiative looks like on the ground and inaction.

The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Although recent advances have significantly improved our understanding of flotation fundamentals, disturbance variables combine to make it difficult to maintain steady state operating conditions over either the short or long term. One of the major concerns relates to knowing how much reagent to add to the flotation system, how to monitor the addition rate, and how to determine when to adjust the reagent addition rate in the presence of these disturbances. This paper will look at the development and installation of process control systems that address these issues. The economic benefits that accrued from the implementation of these strategies is described.

With underground stone operations developing in deeper and more geologically complex conditions, accurate pillar stability analysis becomes for the evaluation of engineering design. This paper provides engineering-based recommendations for applying LaModel to evaluate multiple-level room-and-pillar stone mines in both shallow and deep cover. It provides practical guidance on model calibration using field observations, selection of input parameters, and interpretation of results to inform design and operational decisions. The analysis demonstrates LaModel’s effectiveness in simulating pillar load transfer, stress redistribution, and failure mechanisms in complex mining geometries where empirical methods may be inadequate.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

Hanford Reservation, in the State of Washington, with its deep basalt formations, is one of the three sites recommended by the Department of Energy for detailed investigations in order to select the first nuclear waste repository in the United States. Information obtained from several deep bore-holes drilled at Hanford indicates that the underground facility can be developed in one of the major basalt flows belonging to the Grande Ronde Formation in the Columbia Plateau, at depths greater than 3200 ft. One of the main concerns in the underground repository design is the achievement of acceptable environmental conditions during the development and the operation of the repository. For this, ventilation and air-conditioning are of prime importance and should be fully addressed. Besides the factors that determine the airflow requirements to meet the personnel and equipment operation needs, there are two major concerns that impact on the ventilation system design: the temperature of the in situ virgin basalt rock and the influx of groundwater. These two factors are related by the fact that the groundwater has the same temperature as the rock itself and they both constitute main sources of heat underground. Current information indicates that the temperature of the virgin rock at a depth of around 990 m (3250 ft) is 52°C (12S°F). However, there are some indications that the rock temperature at the selected horizon might be higher. This paper addresses the impact of the virgin rock temperature on the ventilation system and air-cooling requirements. Graphs with heat loads and cooling required for different rock temperatures have been prepared for a given model and network, using computer techniques for simulating the climatic parameters.

The Pebble Cu-Au-Mo deposit in southwest Alaska is one of the world's largest porphyry deposits. The western part of the deposit was discovered by Cominco America in 1987, who sold the project to Northern Dynasty Minerals Ltd., in 2001. Northern Dynasty discovered the high-grade eastern part of the deposit in 2004 and went into a 50:50 partnership with Anglo American PLC in 2007, forming the Pebble Limited Partnership (Lang et al., 2008). The Pebble Limited Partnership has continued to delineate the deposit through diamond drilling with the most recent resource estimate released in February 2010 (Pebble Limited Partnership, 2010). The Pebble deposit mineral resources comprise 5.94 billion tonnes of measured and indicated resources grading 0.78% Cu EQ, containing 55 billion pounds of copper, 67 million ounces of gold and 3.3 billion pounds of molybdenum. Also delineated are 4.84 billion tonnes of inferred mineral resources grading 0.53% Cu EQ, containing 25.6 billion pounds of copper, 40.4 million ounces of gold and 2.3 billion pounds of molybdenum (Pebble Limited Partnership, 2010). Resources are calculated using a 0.3% Cu EQ cutoff. GEOLOGY AND MINERALIZATION Deposit Geology The Pebble deposit is located in the Kahiltna terrane, between terminal strands of the north-east-striking Lake Clarke strike-slip fault. This fault represents an accretionary boundary and separates the Kahiltna terrane to the north-west from the Peninsular terrane to the south-east (Lang et al., 2008). The Pebble deposit represents a large magmatic-hydrothermal system centered on a group of 90 million year old porphyritic hornblende granodiorite intrusions. An east-west cross section through the southern part of the deposit (Figure 1A) shows the typical relationships between the various rock units which host sulfide mineralization. Sub-parallel ~96 million year old granodiorite and diorite sills were intruded into siltstones of the Jura-Cretaceous Kahiltna flysch. In the west, these sills were cut by a ~96 million year old alkalic intrusive complex composed of porphyritic monzonites and monzodiorites and related intrusion breccias (Bouley et al, 1995). The mineralized 90 million year old hornblende granodiorite intrusions cut all rock types and comprise four small stocks in the western part of the deposit and a larger pluton in the eastern part of the deposit. Recent deep drilling indicates that these intrusions coalesce at depth. The strongest porphyry-style mineralization is centered on the eastern granodiorite pluton and extends into the surrounding rock units (Figure 1A). The western half of the deposit crops out at surface, whereas the eastern side is un-conformably overlain by a cover sequence of Late Cretaceous to Eocene sedimentary and volcanic strata. The deposit was tilted 20º to the east during the Eocene.

The electrochemical nature of mineral-grinding media interaction in the wet grinding of one and two sulfide mineral ores was investigated with regard to the flotation behaviors of the minerals. Two iron sulfides (pyrite and pyrrhotite) and mild steel were used to represent the sulfide minerals and the grinding media, respectively. Galvanic currents in two-and three-electrode combinations under abrasive and non-abrasive conditions were correlated with the floatabilities of these minerals under corresponding conditions.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

Cross passageways between adjacent tunnels in passenger rail or transit systems may be used during train fire emergencies to evacuate passengers to points of safety in the non-incident tunnel. Rescue trains can be brought into the non-incident tunnel to remove passengers to expedite evacuation times as compared to walking along bench walls to the nearest egress stairs. In cases of multiple train emergencies, the required ventilation capacities can result in high pressure differences between the incident and non-incident tunnels. These pressure differences can make it difficult or impossible for a normal person to open doors of a cross passageway between adjacent tunnels. If opened, the velocity of the airflow through an open cross passageway can reach levels high enough to impede passenger evacuation. This paper describes the analysis of this problem for a sample rail tunnel. A ventilation concept that mitigates the problems of high cross passageway door opening forces and high velocities through open cross passageways is presented.

In the mathematical analysis of electrical networks, the electrical devices are often modeled using idealized network elements such as current sources, voltage sources, and resistors. An analogous approach is outlined here for the modeling of mine ventilation networks, which can be considered nonlinear resistive networks. The modeling technique proposed uses five basic (non-reducible) elements: the H element, the Q element, the D element, the R element, and the N element. These elements are characterized by their (a) pressure gain or loss, (b) air quantity, and (c) pressure-versus-quantity relationship, each of which may be known or unknown. In addition to the definition of the basic elements, the necessary conditions for which there exists a unique solution are discussed. This is performed using theoretical developments derived from electrical circuit theory and illustrated in example networks. The proposed procedures are useful in the solution and characterization of mine ventilation networks.

Passive seismic monitoring is a useful tool for measuring wave propagation in rock mass in deep underground mining. About 20000 mining ? induced seismic events of a hard rock mine, are identified and investigated. The travel times of source-receiver pairs allow us to demonstrate temporal change in velocity. It was found that the average P wave velocity is about 6000 m/s in the mining regions. Velocity investigations on the data during about three months around the main shocks show a significant decrease of the average seismic wave velocity after the main shocks. The sudden drop of average velocity change after the main shocks implies the creation of new fractures in the rock mass due to the main shocks. Afterward, the average velocity increased to a normal level after a time duration of several days. A reasonable explanation for the post seismic velocity increase is that opened cracks begin to close due to crack healing.

When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

This paper describes results obtained in a test program performed with new equipment, called Mini Pilot Plant, manufactured by Canadian Process Technologies. This equipment was acquired by CVRD aiming at testing flotation circuits, in a continuous closed configuration, with samples obtained from drill cores. Success of this goal would allow CVRD to establish the metallurgical performance of mineral deposits with more confidence in comparison to Locked Cycle Tests (LCT). This paper discusses the importance of assessing the ore variability and compares results obtained in LCTs and Mini Pilot Plant. Results suggest that more reliable data is obtained in MPP test.

When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic applications, perlite properties of low density and fine particle size are desirable, while Loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including, particle size, density and surface treatment are discussed in relation to the various insulation applications. The recent heightening of environmental issues has forced more and more mining operations to focus on developing new methods to control dust problems encountered at their concentrate dryers, stock piles, tailings ponds and during the loading, transportation and unloading of their products. The development of dust control agents requires a quick reliable and most of all accurate method to evaluate the performance and to optimize the formulation of these products in the laboratory, thus avoiding expensive field trial evaluations. This paper gives an overview of the industry requirements for specialty dust control agents, application techniques and current laboratory evaluation procedures. The paper will also outline the development of a unique dust suppression testing apparatus called the "Dust Box, which is used to evaluate chemical dust suppressants at the laboratory level. Laboratory results from two test programs on different substrates are presented in the paper.
