INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Salt domes, their cap rocks, and the adjacent sedimentary strata represent a major economic resource in the Gulf of Mexico basin. Gulf Coast salt diapirs formed in response to sediment loading of the "mother" Louann evaporite sequence of middle Jurassic age, an effect that is caused by the buoyant nature of the lower density salt. Halokinesis progresses from nonpenetrative deformation that creates broad "pillow" structures into discrete high-amplitude diapirs. Because of its buoyancy, the top of the salt diapir remains near the land surface or the seafloor during much of its history as the basin floor subsides. The salt within the Gulf Coast diapirs is deformed complexly and commonly shows subvertical banding that represents modified sedimentary layers with different contents of nonhalite components. The most abundant impurity is anhydrite, which occurs as individual millimeter-scale crystals or as deformed clasts that generally form about 5% of most salt stocks. Many mature salt diapirs are mantled by a "cap rock" that consists of a lower anhydrite zone and an upper calcite zone, commonly separated by a discontinuous gypsum-bearing zone. The anhydrite zone forms as accreted layers of anhydrite grains and clasts that are left after episodes of halite dissolution. The calcite zone is a product related to petroleum destruction accompanying bacterial reduction of aqueous sulfate. Calcite-cemented siliciclastic strata occur above or alongside diapirs. The mineral resources of the salt-dome setting are remarkably diverse. Major economic products of the salt-dome environment are salt and cap-rock-hosted native-sulfur deposits, as well as petroleum resources that occur on the dome flanks and in the cap rock. Native sulfur forms as a result of bacterial sulfate reduction accompanying petroleum destruction to form hydrogen sulfide, which is subsequently oxidized to elemental sulfur, major amounts of which have been produced by the Frasch process from Gulf Coast salt-dome cap rocks. Some cap rocks have produced limestone, gypsum, and anhydrite for a variety of construction uses. Although traditional industrial-mineral resource production from Gulf Coast salt domes is shrinking, some cap rocks host potentially commercial concentrations of celestite and barite, as well as the metals Zn, Pb, and Ag. Furthermore, caverns, excavated within the salt stocks, serve as major storage facilities for crude oil (including the Strategic Petroleum Reserve), liquefied petroleum gas, and natural gas. These resources are products of fundamental geologic processes that are integral to the evolution of the Gulf of Mexico basin. Whereas production of some industrial-mineral resources, such as elemental sulfur, has declined in recent years, ample reserves of salt will allow production to continue into the foreseeable future. Further, there is potential for other mineral-resource production from cap rocks under favorable economic circumstances. Expanded use of caverns, excavated in the salt masses for material storage and disposal, is likely to continue into the next century.

Cyclones installed in three closed- circuit grinding systems were changed from conventional, vertical mounting to horizontal mounting with a favorable improvement in classification efficiency. In two of the installations, apex plugging problems were eliminated because horizontal mounting permit- ted the use of much larger apex orifices. Marked reduction in circulating load was accompanied by greatly reduced maintenance requirements for the cyclone and the cyclone feed pump in one of the installations.

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

Major interrelated factors to be considered in assessing the impact of air pollution control regulations on coal are: (I) the fuel and fuel-related limitations of such regulations; (2) the rate of adoption and areal scope of the regulations; and (3) the availability of fuels and fuel-burning equipment to meet the requirements. A growing number of regulations contain provisions limiting the emissions of sulfur oxides or the sulfur content of fuels or both. With few exceptions, these limitations have not yet become fully effective in those areas which have already adopted regulations, and pertinent details of future regulations or legislation for most other areas are unknown at this time. Sufficient information is not avail- able to determine the availability of low-sulfur fuels at various demand and price levels, and large-scale commercial feasibility of sulfur-oxides removal processes and equipment is believed to be some years away. Accordingly, with the many uncertainties and unknowns, it is possible at best to make only a rough assessment of the impact of such regulations or legislation on coal.

PRINCIPLES OF MAGNETIC SEPARATION The application of magnetic separators relies on the different behavior of individual mineral particles under the influence of magnetic forces. When exposed to a magnetic field, all materials are affected in some way. According to whether materials are attracted or repelled by the magnetic field, they are designated paramagnetic or diamagnetic, respectively. Paramagnetic materials are attracted along lines of magnetic force from points of lower magnetic field intensity to points of higher magnetic field intensity. The very strong response of some materials to a magnetic field is sometimes designated ferromagnetic and the particles attracted frequently retain magnetic properties after the applied magnetic field is removed. Diamagnetic materials are repelled along the lines of magnetic force from points of high magnetic intensity to points of lower field intensity. Only limited commercial use of diamagnetic effects has been made. For practical applications, the paramagnetic groupings are: 1. Strongly magnetic (ferromagnetic) 2. Magnetic 3. Weakly Magnetic 4. Non-magnetic The limits of these groupings are not well defined and will vary in some mineral species. Only a few minerals are ferromagnetic (magnetite is an example) and arbitrarily some investigators have selected 10,000 gauss, or 1 Telsa, as the dividing line between low and high intensity magnetic fields. I. S. Wells has developed a table indicating the magnetic intensity required to separate a selected grouping of minerals which is shown in Table 1 on page 2. A similar table has been developed by Carpco Inc. of Jacksonville, Florida in conjunction with the use of its high tension separators. This table, Table 2 on page 3 shows other minerals grouped in the broader categories cited above. Magnetic separation methods are used either to separate valuable minerals from nonmagnetic waste or magnetic impurities or other valuable magnetic minerals from bulk nonmagnetic values. The DC Graphite Melter has been shown to be capable of processing radioactive waste materials. The process is characterized by its high temperature capability and operation in a closed system. From an environmental perspective, the control of emissions coupled with destruction for hazardous organic materials is mandatory. These same characteristics may be applicable to the minerals processing industry. Under normal operation, the system reaches temperatures for nominal operation of 1600°C, with an arc temperature in the order of 5000°C. The system temperature is determined by the melt temperature of the material being processed. In testing of a 750 lb/hour unit, temperatures of 2200°C were reached. Current focus is on finding waste treatment and metals recovery opportunities in the metals processing industry for his innovative technology.

Growing concerns of climate change and its potential association with the release of greenhouse gasses to the atmosphere have prompted possible legislation which would require minimization of greenhouse gas emissions. Carbon dioxide and methane, both of which largely contribute to the greenhouse effect, have direct links to the fossil energy industry sector. Specifically, the combustion of one ton of coal produces between one and three tons of carbon dioxide, dependent upon the carbon content and heating value of the combusted coal. Additionally, coal mine methane (CMM) released through a mine?s ventilation system has a radiative trapping impact approximately 20 times greater than that of an equivalent mass of carbon dioxide. The capture of coalbed methane (CBM) prior to the mining process and its utilization as an alternative energy source provides the possibility of a decreased carbon footprint. Domestically, the past 25 years have seen a significant expansion of the CBM industry. Internationally, in developing countries such as China, the need for western coal degasification technology is growing. A collaborative, international effort will be required to initiate a recognizable decrease in global greenhouse gas emissions. This paper identifies the potential decrease in equivalent carbon dioxide emissions through effective degasification at a hypothetical longwall mine located in China. Advanced, three-dimensional gas reservoir simulation software will be utilized to determine the maximum feasible CBM recovery in a low permeability, high gas content reservoir prior to the mining process.

Thus, it is time to recall the value of geostatistical methods which were formerly developed as a money-saving and productivity-increasing tool. The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

Mine Terex articulated dump trucks are working on a large restoration project of an abandoned open cast coal site in Blacklaw, central Scotland. The project is part of the construction of a 42-turbine wind farm complex. During the scheduled 18-month duration of the project, three 28-t(31-st) Generation 7 TA30 dump trucks and the six 36.5-t (40-st) TA40articulated trucks are estimated to move about 1Mm3 (1.3 million cu yd)of material. The trucks are working12-hour shifts, 5.5days a week.

Grinding circuits are operated in the presence of disturbances due to ore changes and equipment malfunctions. One of the challenges faced by the operators is the detection of a disturbance, the identification of its origin and of the action to correct the problem. Hydrocyclones overloading, worn or partly plugged apexes of the units of a nest, surging and internal liner detachment may cause a loss of classification capacity and quality leading to a less efficient grinding operation. A dynamic simulator is used to assess rules for the diagnosis of hydrocyclone faults from the trends produced by sensors.

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. The ultimate recovery in a heap leaching operation is related to the degree of exposure of the valuable minerals in comminuted particles. Recently, high-resolution cone beam x-ray microtomography (XMT) has been used to determine this parameter. XMT technology consists of examining the extent of mineral exposure for each size fraction of ore in 3D, then, by algebraic calculations, the ultimate recovery can be estimated for different particle size distributions (PSD). To confirm the usefulness of the XMT technology for mineral exposure analysis, column tests were performed to determine ultimate recovery using three PSDs for two composites obtained from the copper heap leaching operation at Zaldivar-Chile.

Draglines are one of the largest land-based equipment moving across the earth. They typically ranging in size from2.5 to 6.5 kt (2,750 to 7,100 st). Their size, though, makes them difficult to maintain. Recently, G&S Engineering Services used an Enerpac synchronous hydraulic lifting system to lift a 3.2-t(3,500-st) dragline at the Curragh Mine in Queensland, Australia’s Bowen Basin.

In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

Through advanced technology and innovative thinking, the mining industry has become one of the world’s leading industries in environmental protection. But it only takes one Summitville, Omai or, most recently, the Aurul gold tailings retreatment operation in Romania to provide ammunition to the industry’s critics in their attempts to sway public opinion against mining. So for the mining industry to continue operating with the public’s support, it must continue to improve its tailings waste-disposal processes and the dams that hold this waste. In January, about 120 specialists in the mine waste management field gathered together to discuss the available technologies and materials for controlling mine waste and mill tailings disposal. “Tailings and Mine Waste’00” was held at Colorado State University in Fort Collins, CO. This meeting, begun in 1978, is a continuing symposium. It provides a forum for environmental professionals to discuss the state-of-the-art in mill tailings and mine-waste disposal methods.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur.
