Maintaining satisfactory air quality in electrowinning tankhouses is problematic and costly, particularly as plant operating current densities have increased. Conventional approaches have not proved completely effective. These include the use of beads, hollow spheres, surfactants and coalescer devices. They require powerful ventilation systems to be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses.

The use of solid state track deters allows totally passive, integrating measurements of 222Rn (radon) or of 220Rn (thoron) plus radon. A track-detecting solid is placed in a holder that is closed by a selective membrane and exposed to the atmosphere of interest to produce an accurately time-averaged record over times of interest that range typically from a week to a year. By selection of the proper membranes, dosimetry can be done for radon or for the sum of radon and thoron. A different membrane is appropriate for measuring radon under humid conditions such as are found in the ground. Large numbers of measurements have been made with these systems both in the ground, where radon levels are high, and in indoor environments, where levels are orders of magnitude less. Calibrations have been carried out at both high and low concentrations of radon. New results in the air at the site of the Shirley Basin mine and mill give reproducible results with month-long integrating periods. The off-site background levels are in the range 0.7 to 1.0 pCi/l (26-37 Bq/m3). The average yearlong on-site level is 1.5 pCi/l (56 Bq/m3); at the mill it is 2.6 pCi/l (96 Bq/m3); and the level measured at the backhoe in the open pit mine is 3.9 pCi/l (144 Bq/m3). The region of significantly elevated radon levels is confined to a radius of 1.6 km of the mine and mill. All of the on-site radon concentrations are less than but comparable to the typical values found in the living areas of modern energy-efficient homes.

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

The most abundant fuel resource in the U.S.A. is also the most under-utilized. Proven reserves of bituminous coal, sub-bituminous and lignite constitute from 60% to 90% of our total fossil fuel reserves -- dependent upon the parameters used by the analyst making the estimate. Despite this ample supply, bituminous coal provided only 20% of U. S. energy consumption in 1967 and 1968, this dropping to 17.57 in 1971 and 1972. By 1978, according to my projections, 16.7% of the Nation's mechanical energy will come from bituminous coal. However, our energy needs are growing at such a rate that the 20.6% provided by bituminous in 1967 equalled 480 million tons while the 16.7% of U. S. consumption visualized for 1978 will require nearly 650 million tons. In order to view coal's position with perspective in this developing energy crunch, it is necessary to examine the total energy situation. To this end, I have prepared a couple of tables which you should have before you. I chose this procedure rather than slides because I would need to utilize an entire wall to make the data visible to an audience. Therefore, I refer you to the long sheet entitled "U. S. Energy Consumption - Trillion Btu - 1967-1978." As you can see from the heading, I am confining my treatment of the problem to the intermediate term. In the long run, if we are willing to pay the cost, we can do a lot of things, including the complete conversion of coal into a sulfur-free fuel.

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.

Bioleaching has an increasingly important place among available mining technologies as biological processes have emerged as alternatives for metal recovery, especially for metals like gold and copper. An important disadvantage of bioleaching is the slow reaction rates, with microbial attack times often lasting weeks. Therefore, applicable research is required to improve these rates. From previous research, copper bioleaching has been divided into two specific regimes: (1) surface reaction controlling step and (2) mix of surface reaction and diffusion controlling steps. The presented model, which includes the effects of both these regimes, predicted the results of copper bioleaching recovery with good accuracy.

Industrialized countries, particularly the United States and the United Kingdom, remain at the forefront of international efforts to control the potential disruption from computer malfunctions caused by the date change from1999 to 2000 — widely known as the millennium bug or Y2K. Disruption is least likely in the developed world, including the United States, Canada, western Europe, Japan and Australasia. However, the picture is potentially different in developing countries where many mining companies operate. The less developed the country, the greater the chance of some form of Y2K-linked disruption.

The 32nd annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 13-17, 2011. The field demonstration portion of the course was conducted June 16 at Baski Inc.?s yard in Denver, CO. The full-scale field demonstration presents many types of drilling and grouting equipment in operation as well as numerous grouting methods per-formed under various field conditions. As part of the field demonstration, the class was shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and recorded conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results.

Cyclones installed in three closed- circuit grinding systems were changed from conventional, vertical mounting to horizontal mounting with a favorable improvement in classification efficiency. In two of the installations, apex plugging problems were eliminated because horizontal mounting permit- ted the use of much larger apex orifices. Marked reduction in circulating load was accompanied by greatly reduced maintenance requirements for the cyclone and the cyclone feed pump in one of the installations.

Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. As the basis for the State of Minnesota's Regional Copper-Nickel Study environmental evaluation, hypothetical mine models were developed ranging in ore capacity from 5.35 to 20.00 x 106 mtpy. Open pit and underground mining operations were defined utilizing conventional methods of ore extraction. Processing of the copper-nickel sulfide material involved conventional bulk flotation of the valuable minerals, with maximum water recycle And tailing disposal. Flash smelting and electrolytic refining of the concentrate resulted in 0.10 x 106 mtpy copper plus nickel metal, plus associated cobalt and precious metals. Variations in model parameters allowed environmental trade-offs to be identified.

The Iron Ore Company of Canada has now been operating a computer for the grading or blending of direct shipping ores for two years. This paper deals with the computer application pertaining to the grading of direct shipping ore. It consists of five sections. The first part deals briefly with a description of the operation of the Iron Ore Company of Canada; the second with the source and flow of the various data required to grade or blend ore; the third briefly outlines the computer programs used in this application; the fourth illustrates the mathematical approach used to properly blend ore. If you believe that the goal of the space program should be a permanent, manned presence in space, then you believe in space mining. Historically, mining has been an integral part of the frontier. For the space frontier, mining is absolutely necessary. Any large-scale space facility must be built from materials mined in space. The reason is simple: the cost of getting material off the earth overwhelms all other costs. The cost of launching a pound of material from earth into low earth orbit ranges from $5000 to $10,000. Multiply this number by three to get to geostationary orbit. With the added expense of landing on the moon, an object is worth more than its weight in gold. Most space projects are impossible if materials must be hauled out of earth's enormous gravity well. For example, habitats (large structures in free-fall that simulate earth's gravity) and massive solar power satellites will take millions of tons of material to construct. Transportation economics alone dictate space as the source for oxygen, construction materials, and metals, among others. Space mining is not concerned with introducing materials for terrestrial use. The need for materials in space is infinite. The challenge for the mining industry is enormous.

The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC's in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

SME’s Arizona Conference was held at the Doubletree Hotel at Reid Park in Tucson on Dec. 5and 6, 2004. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together each year to discuss the status of the industry. The meeting featured a keynote address and more than30 technical papers. Two years ago, the U.S. copper industry was facing on a run for two years now,” and “both precious metal and base metal prices are going up.” The increases in metal prices were attributed to development in China and other Asian countries. “With a population of 1.6 billion, China has recently created 80 million jobs,” said Silver.

In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. For compliance with the Hazard Communication Standard and other federal and state regulations, numerous minerals, chemicals and products need to be evaluated for crystalline silica content at a threshold of 0.1 %. The polymorphs of crystalline silica that can occur in chemical and mineral products are quartz, cristobalite and tridymite. Other natural, industrial and synthetic amorphous silicas and hydrates must be distinguished from these polymorphs to prevent over-regulation in the workplace and environment. A number of industrial silica products are composed of glasses, expanded perlite, diatomite, slags, and precipitated and fumed silica products. Amorphous silica hydrates used for industrial products, include opal (hydrated silica of biogenic or inorganic origin), perlite, pumice and tuffs. In addition, crystalline and amorphous silicate minerals and chemicals, abundant in nature and industrial products, must be distinguished from the polymorphs of crystalline silica.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.
