"INTRODUCTION Project Overview The Southeast Collector (SeC) is a new 15km long 3.0m internal diameter wastewater tunnel designed by Hatch Mott MacDonald (HMM) that twins the existing 2.6m diameter York-Durham Sewage System (YDSS) tunnel. Both sewage tunnels are located north of the City of Toronto in Ontario, Canada. The SeC provides much needed conveyance capacity for the rapidly growing York Region population, supporting development until 2036 and increasing sewage system security (Hatch Mott MacDonald and AECOM 2011). Construction of the SeC will also permit flows of the twinned section of the YDSS to be bypassed in order to clean, inspect and carry out any essential maintenance within the YDSS tunnel. Although owned and operated by York Region, the SeC spans two regional municipalities beginning upstream from the intersection of Ninth Line and Rouge Bank Drive in the City of Markham in York Region to the downstream Finch Avenue and Valley Farm Road intersection in the City of Pickering in Durham Region. See Figure 1 for the SeC and YDSS alignment. The project includes 19 shafts and chambers with depths ranging from 8 to 48m in addition to seven facilities supporting the operation and maintenance of the sewer. The construction contract was awarded to Strabag Inc. in July 2011 for $291M CAD. Construction Management services were provided by a joint venture team of Hatch Mott MacDonald and AECOM. Existing York-Durham Sewage System The YDSS tunnel was completed in 1979 and was constructed using an open shielded TBM with ribs and lagging temporary support, followed by installation of a 380mm thick unreinforced cast-in-place (CIP) concrete final lining. The YDSS sewer system has numerous connections that accumulate flows from various urban areas within York Region. The section of the YDSS twinned by the SeC flows under gravity conditions and had been putting a strain on the municipality’s potential for population and development growth having reached its maximum capacity of 420 ML/d. According to the York Region’s Water and Wastewater Master Plan, the existing YDSS would not have been able to handle wet weather flows past 2016 (Genivar and XCG Consultants 2009). The dependability of this section of the YDSS is also of concern because it is the main and critical connection between the sewer systems upstream and the downstream Duffin Creek Water Pollution Control Plant (WPCP)."

Tunneling could be a major challenge to tunneling contractors as tunneling operations can be seriously affected by the Tunnel Boring Machine (TBM) performance. Specifying the appropriate TBM methodology, selection of systems and features, is critical for managing tunnel risks and contribute to successful tunneling project. The paper analyzes tunneling records from the recently completed City of Toronto’s Ashbridges Bay Treatment Outfall tunnel project and underlines the righteous selection of the TBM type and associated TBM systems in achieving good advance rates during tunnelling and managing project risks. The paper intends to draw attention of a few aspects of TBM technical specification importance and highlight the lessons learned from this process.

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. Kaiser Steel Corporation, the pioneer steelmaker on the Pacific Coast, was founded by the late Henry J. Kaiser. In 1944 the Company purchased from the Southern Pacific Railroad an iron ore property 200 miles east of Los Angeles known as Eagle Mountain. Today the domestic operation of Kaiser Steel Corporation consists of the iron mine at Eagle Mountain; two coal mines, one each in Utah and New Mexico; an integrated steelmaking complex at Fontana, California; and several steel fabrication and erection facilities along the west coast. Kaiser Steel also has interest in Hamersley Iron, Ltd., Australia, and Kaiser Resources, Ltd., British Columbia. Eagle Mountain Mine is located about 80 miles east of Palm Springs and adjacent to the southeast corner of Joshua Tree National Monument. The area is one of the most arid in the world averaging only two inches of rain annually. Geologically, the mine is at the western edge of the Basin and Range Province which covers about one-half million square miles of the western United States. The Province is typified by north to northwesterly trending fault block mountain ranges separated by sediment filled valleys, Production has totaled over 82 million tons of finished products since the first shipment in June, 1947. Over 500 million tons of material have been mined from the deposit to date. Eagle Mountain Mine is noted for the pioneering use of the largest and most up to date equipment to mine and process its ore. In 1961 Eagle Mountain received the first fleet of 100-ton haulage trucks in the mining industry. There were thirteen semi-trailer units in the fleet. The first 12 to 17-yard size shovel in the mining industry was placed in operation at Eagle Mountain during 1962. Rotary drilling was introduced at Eagle Mountain in 1954 to replace churn drilling. Eagle Mountain was the first major mine to use metallized slurry when three aluminum slurries were introduced for primary blasting in 1962.

An historic underground copper mine in Wyoming is discharging neutral but copper-laden water into a pristine creek. The EPA-deferred site qualifies for reclamation by the Wyoming Abandoned Mine Land (AML) program; restoring the discharge so that the creek can eventually support a trout fishery is the cleanup goal. Hydrological and geochemical investigations underground have suggested two sources of mine water: one clean and the other copper-containing. Results of bench-scale and pilot-scale tests support the viability of using low-cost passive treatment techniques to reduce copper concentrations in the near-freezing mine discharge.

Following successful laboratory and pilot plant investigation of dewatering characteristics of molybdenum concentrate produced by a Chilean copper/moly producer, two (2) DENVER SALA 500 Series Tube Press Filters were installed in 1994 to handle the total production volume. Moisture requirements in the filter cake have been consistently met, eliminating the need for thermal drying after filtration. Operating data and Tube Press Filter are described herein.

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. The existence of resins in some coal deposits in various parts of the world has been known for many years. These resins vary considerably in chemical structure and properties. The resin that is found in Utah coal, however, is rather unique, and has properties particularly attractive for the manufacture of printing ink mastics and adhesives. This resin is a rather dark, very high melting point, low molecular weight hydrocarbon resin. Its typical properties are shown in Table I. Its largest use by far, has been in the printing ink industry. The history of Utah coal resin is interesting, but unfortunately one of disappointment and failure.

This paper addresses strategic investment decisions when they are nested in a project development format where each project is implemented in phases and each phase is approved to move on to the next phase only if certain technical and economic requirements are met. This configuration is sometimes referred to as a ?Project Portfolio?. Mining companies maintain project portfolios in their exploration investment plan. This study proposes a procedure to best manage an exploration project portfolio including technical and economic uncertainties. The procedure may support decision makers in a simple and intuitive way, while maintaining the rigor and precision required by the rather large amount of financial resources typically called for by mining projects. The procedure was tested in a real case study of a gold mining company and its exploration projects portfolio. The procedure uses the following approaches: i) investment valuation methods under technical and market uncertainties based on Option Pricing Model, Real Option Theory and Option Space; ii) portfolio management and Stage Gate®1 method; iii) Monte Carlo simulation.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. The Bulldog CIP plant treats the slime portion of current tailings and reclaimed flotation tailings from the adjoining 350 tpd (3.67 kg/s) silver-lead flotation mill. Changes to the dredge reclaimer, pulp storage tank and trash removal system have allowed an increase in tonnage treated to a sustained 460tpd (4.83kg/s). CIP feed is 3-4 oz/T Ag (102.9-137.1 ppm). Following conventional cyanidation, carbon is added to the slurry. Silver loaded carbon is stripped in atmospheric-pressure vessels using hot caustic cyanide. Silver recovery from this solution is by Zadra- type cells. Some of the modifications to the plant and operating techniques are discussed.

Improving upon the past understanding of the interaction between installed rock bolts, the immediate roof and sidewalls is vital for the implementation of sound support system design, as this has a direct impact on rock-related safety. This is the primary goal in rock-bolt-related research. The earliest research in this field concentrated on limited laboratory and in situ measurements accompanied by theoretical analyses, based on the Kirsch equations. This represented the initial insight into understanding relative ground movements and their impact on primary support. However, these studies were far from complete. More recently, major technological advances in computing power within the mining industry has changed the scope from theoretical analysis to computer simulation. Even with these advancements our understanding of rock bolts in situ and in the laboratory has not progressed, particularly concerning bending and shear. To measure the behavior of rock bolts, the widely accepted practice is to populate the bolts with an array of strain gauges. Historically, resistive foil strain gauges or long displacement sensors have been used. Additionally, all instrumented rock bolts have used only two diametrically opposed slots. Rock bolts instrumented with these methods have significant shortcomings, one of which is the inability to capture shear and bending. The shearing and bending of rock bolts are particularly common in tabular soft rock mining, such as coal mining. This paper discusses the use of three slotted rock bolts, cut diametrically 120º apart, and two new optical fiber technologies populated along the entire rock-bolt length.

The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

Medusa Cement Company, a division of Medusa Corporation, is a medium-sized cement manufacturer serving the midwest, east, and southeast. Medusa's eight plants are located in Georgia, Pennsylvania, Ohio, Illinois, Michigan, Wisconsin, and Canada. Of these, six have active limestone, shale, clay, and sand quarries now in operation. This paper deals with the various individual state laws regulating mining and reclamation at the Georgia, Illinois, and Pennsylvania quarries. Several recommendations for future state mining laws are discussed also.

An entirely new level of magnetic filtration technology was put into full commercial production by the kaolin industry of Georgia, U.S.A. during 1973-1974. At present, four kaolin producers in Georgia are operating large magnetic filters each capable of processing over 1000 gallons of kaolin slurry per minute or over 65 tons of kaolin per hour on a dry basis. A fifth large filter will go on stream in August, 1975. Four of these units are 84" machines manufactured by the Pacific Electric Motor Company of Oakland, California. When operated at the maximum 1000 g, p. m. rate, these five large magnetic filters have a combined capacity approximating the entire waterwashed coating and filler kaolin produced in the U.S.

There are a number of issues associated with freight trains in non-electrified tunnels that are fundamental during the planning and operation of a rail tunnel. During uphill operation, increased air temperatures at the air intake locations of diesel trains can reduce diesel motor efficiency (stalling/choking) and affect HVAC systems. Strong airflows can aggravate fire scenarios due to fanning or water-reactive cargo materials. This paper focuses on the impact of freight trains on tunnel safety concepts, strategies to overcome heat issues at locomotive air inlets and air quality in tunnels operating diesel trains.

Greenhouse gas (GHG) emissions from primary mineral and metal production account for ~10% of global GHG emissions. One of the main sources of GHG emissions in mining operations is fuel consumption by haul trucks. Given their size and carrying capacity, the fuel consumption of haul trucks can approach 250 liters per hour. An average of 30% of the idle time of the trucks is spent while waiting in the queue. Inefficient truck dispatch planning can waste resources, cause dilution and elevate GHG emissions. In this research, a machine learning based truck dispatch approach was developed to dynamically route the haul trucks based on the loaded material, the road traffic, the estimated wait time, and the maintenance needs of the trucks. The GHG reduction potential of this smart fleet management approach was estimated by calculating and comparing the related carbon emissions versus scenarios using traditional fleet allocation approaches. Results suggest that this dynamic fleet allocation approach can significantly reduce GHG emissions at mineral production sites by optimizing waiting times and the overall distance travelled while achieving the same production levels.
