REMARKS OF DR. THOMAS V. FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

This study aims to identify individual elements and to gain an understanding of the surface reaction mechanisms, as well as the properties of precipitated pyrite particles observed during the hydrothermal formation of an ore deposit. A combination of X-ray diffraction (XRD), air annealing in a furnace, scanning electron microscopy/energy-dispersive X-ray spectroscopy (SEM/EDX), and X-ray photoelectron spectroscopy (XPS) was applied to investigate the crystal structure and identify the individual elements, permanence, transformation and chemical/electronic properties of such pyrite.

Introduction Continuous monitoring techniques have been used in the US and abroad for many years. A continuous miner has a monitor that measures methane and automatically gives a warning if the methane exceeds 1%. It deenergizes the continuous mining machine automatically at a maximum concentration of 2%. Main fans are also continually monitored to ensure operation. Alarms may also be given at a remote location should a fan slow or stop. The systems being developed can continuously monitor various gases and equipment throughout the mine and transmit pertinent data to a surface monitoring station. At this station, conditions throughout the mine can be monitored and, in some instances, controlled. These are known as Mine Wide Monitoring Systems (MWMS). History The use of environmental monitoring systems began in 1976 when a federal court approved the petition of modification to use belt air at the face. The first mine to receive a modification did install a system to supplement existing safeguards. Later, the Mine Safety and Health Administration (MSHA) and the US Bureau of Mines (USBM) conducted tests dealing with the use of belt air. Findings from these tests are being used to set guidelines as requirements of a petition. These requirements include: • Velocity of air has to be 0.25 to 1.5 m/sec (50 to 300 fpm); • Monitors will be installed at each belt drive and tailpiece and at intervals not to exceed 610 m (2000 ft); and • An alarm level of 10 ppm, above the ambient level is appropriate. The early uses of environmental monitoring could only be used outby the last open crosscut. That may be a reason for an initial slow growth of these systems. In June 1982, MSHA began evaluating systems that could be used in returns to ensure that monitoring systems being used in areas where permissible equipment is required does not of itself pose an explosion hazard. This is known as the Mine Wide Monitoring Systems Evaluations and Sensor Classification program. The evaluations and classifications granted are based on electric currents and voltages. Use of mine wide monitoring systems The environmental aspect of MWMS in today's coal industry deals with carbon monoxide (CO), methane (CH4), and air velocity. Just as all mines are different and encounter different problems, the MWMS are diverse and can be used to provide necessary data in all areas of coal mines. Mine operators in an ultragassy seam, for example, may be concerned with monitoring methane, while a mine that used diesel equipment may want to continuously monitor for diesel contaminants. In a mine with roof fall problems, airflow monitors may be helpful as an indication of whether the air is flowing in its normal course and at its normal volume. Today's MWMS can monitor any or all of these parameters. Most systems can be expanded as mining needs require. For example, a mine is now being monitored for methane and five years from now CO monitoring would help increase safety. It may be possible to use the same system by adding additional equipment. In the US, 30 environmental monitoring systems were installed from May 1985 through May 1986. In 1984 and 1985, there were 38 and 44 environmental monitoring systems in operation, respectively. Due to mine closings, 11 of these are no longer in use. However, the number of mines using environmental monitoring systems increased to 63. Extruded Concrete Lining combines technological and financial advantages. The tunnel lining is reliably embedded in the surrounding ground as the fluid concrete is extruded at constant pressure directly behind the TBM supporting the exposed surface. Ground deformation from the TBM passage can be compensated and the ground will be pre-stressed by the extrusion process. Developments in concrete technology permit high speed tunneling by use of a slip formwork attached to the TBM. Realised projects in Milano (Italy), Lyon (France), Frankfurt (Germany) and Akima (Japan) will be demonstrated.

Gua supergene enriched iron ore deposit from Jharkhand, India has been geostatistically modeled. Population modeling shows a negatively skewed 3-parameter log-normal fit for Fe and positively skewed 3-parameter log-normal fit for Al2O3 and SO2. Semi-variographic studies for Fe indicate spherical function fit using point kriging cross-validation technique with Co=4.06(%)2, C5.11 (%)2, Co+C=9.1 7(%)2 and 'a'=348m. Kriging with 50mx50mx 10m block size at 740mRL led to a global mean kriged estimate of 61.98% and kriging variance of 4.04(%)2 for Fe with central 90% geostatistical confidence limits at 61.39% and 62.24% for that level. This led to an ore inventory at 740mRL as 7.29 million tonnes of ore.

During April 1967 a Frasch sulfur mine was placed in operation near Fort Stockton, Pecos County, in West Texas. This was the first Frasch mine to recover native sulfur from a deposit not associated with the caprock of a salt dome. Since 1967 two additional mines have been opened in west Texas, another one near the first at Fort Stockton and a third one near Orla in Culberson County (Figure 2). Recoverable reserves at the Culberson County mine are estimated to be 57,000,000 long tons of native sulfur (Zimmerman and Thomas, 1969). Total recoverable reserves at the three mines probably exceed 60,000,000 long tons, Studies of the geochemical cycle of native sulfur mineralization in test Texas indicate an origin similar to the deposits on salt domes although the geologic framework is different. A comparison of the geologic setting of the west Texas deposits with the deposits in the Union of Soviet Socialist Republics as reported in the literature, reveals many similarities. Roof falls in coal mines typically occur in or around intersections and this has not changed in the last two decades. This research develops an improved scientific understanding of stress distribution and associated failure behavior around 4-way and 3-way coal mine intersections. Three-dimensional numerical analyses were performed to determine factors that influence intersection stability. The analyses used Hoek-Brown failure criterion. Failure zones around 3-way and 4-way intersections were developed. Intersection span and horizontal stress have a major influence on intersection stability. For the 4-way intersection, pillar corners across the intersection fail first and lead to progressive failure of immediate roof and floor layers. The mechanism of failure is similar for the 3-way entry but the shape and extension of failed zones differ. Coal ribs mostly fail due to tensile stress, while roof and floor strata fail due to shear stresses. Rib corners fail due to a combination of shear and tensile stresses. In addition to stress distribution; safety factor contours analysis was performed to assess stability of intersections.

Numerous researchers worldwide have investigated the prediction of ground movements due to underground coal mining utilizing different analytical, empirical, and numerical models. These studies have primarily focused on the development of prediction methodologies for either flat or gently dipping seams under variable topography, and only a few studies are available that have investigated the prediction of ground movements over inclined seams. Although most inclined coal seams are in China, India, and other countries worldwide, a few inclined coal seams (with a dip of 10 degrees or greater) are also present in the US. Currently, the prediction of ground movements for inclined coal seams using empirical methods utilizes the same methodology for horizontal seams. It consists of dividing the inclined seam into horizontal segments, calculating deformations due to each segment, and superimposing the calculation results. This paper presents a new tool that provides a methodology for modeling subsidence under inclined seam conditions. Examples based on subsidence measurements available in the literature are presented. The goal is to implement this methodology into the Surface Deformation Prediction System (SDPS).

Column flotation testing was conducted on the flotation feed slurry obtained from a preparation plant located in the Southern Illinois coal basin. The column flotation tests were conducted using three different bubble generating devices: a static sparger, a gas saver and a foam jet. Each of these devices was tested with three different types of frother and various column operating variables to provide maximum combustible recovery, minimum product ash and maximum pyrite rejection. The results show that column flotation provided improved flotation performance, in terms of combustible recovery as well as ash and pyrite rejection, for each of the bubble generating devices. However, the effectiveness of each bubble generating device was dependent on the type of frother used. Alcohol frothers were most effective for use with the static sparger, somewhat less effective for the foam jet and ineffective for the gas saver. Glycol frothers were effective for all three bubble generating systems, providing high combustible recovery (>90%); low clean-coal ash (4-6% ash) and high pyrite rejection (70-80%).

The U.S. Bureau of Mines, in an effort to improve coal conservation and utilization is currently investigating longwall panel layouts to maximize coal recovery and minimize interactive problems in multiple-seam operations. When longwalling coalbeds in descending order, the transfer of stress from overlying gate roads is a major design constraint affecting pillar stability in the lower mine. The lower mine gate road pillars must be properly designed to withstand the additional load transfer if gate roads are superpositioned in successive seams. The Bureau's MULSIM/NL model was used to analyze load transfer mechanics for superpositioned gate road pillars. Analysis of Longwall Pillar Stability (ALPS), which is an empirically based design method for longwall gate road pillars, was used to calibrate model input parameters. The attributes of both the MULSIM/NL model and ALPS were combined to develop a modified method for estimating pillar stress for multiple-seam cases. The modified method uses a multiple-seam (MS) factor to estimate the stress on the lower mine gate road pillars when superpositioning is practiced. Numerical analysis shows that the MS factor is dependent upon the interburden thickness and pillar width and is presented in a series of graphs relating these two parameters. Several examples are included to illustrate the use of the MS factor for estimating lower mine pillar stress and resulting stability factors.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. A basic ingredient for rapid tunnel excavation is material handling. In construction of tunnel projects in urban areas material handling requires additional input to maximize performance. Urban projects share the same problems experienced in all tunnel construction and they must be dealt with. Howeve.., Urban constraints add a larger dimension. APPLICATION ENGINEERING A MUST A word of caution. To achieve increasing speed of excavation in tunnels whether in Urban areas or elsewhere will require much creative thought and energy. It would be a false premise to assume that major breakthroughs will result from this conference, or shortly thereafter, or to hope that a success here or there can translate into a universal solution. The reality, as we see it is that rapid progress and great economies will accrue on any given project only if effective application engineering is carried through. By all means take advantage of past experiences but, do not at the peril of costly undertaking, blindly accept the program of a successful job elsewhere as automatically suited to your project. Tunnel construction in urban areas is at best a difficult undertaking made more difficult in this period of greater awareness of environment, of conservation and of the quality of living by sophisticated urban communities,. A construction job represents a necessary nuisance to urban communities. To minimize this nuisance many regulatory laws are adopted. These regulations can and do slow down tunnel jobs and pyramid costs.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 m (1 MPa, tensile strength) into the rock mass, a distance that is sufficient to have an impact on the pitscale slope over the long term. In addition, the damage zone was calculated using the assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone — up to 2.2 m (43 MPa, rock mass compressive strength) — indicates that microfracturing can occur throughout 20-50% of the entire rock mass in the blasting area, depending on the blast geometry, burden and spacing. Finally, an economic analysis was conducted by comparing two assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond’s law after increasing the blast energy from 180 kcal/t to 350 kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. However, the benefits of blast-induced microfracturing must be balanced against the potential impacts to slope stability to ensure safe conditions, a top priority in mining operations.

Comminution is an important unit operation of mineral processing in terms of large tonnage of materials processed, huge energy consumption, and high capital and operating costs. Substantial research efforts have been directed towards the development of process-engineering tools including mathematical models, process scale-up procedures and computer simulation packages (Austin et al., 1984; Rajamani and Herbst, 1990; Kawatra, 1992). The simulation systems are found to provide significant cost savings by enabling efficient circuit design and development of control systems. Most of these simulators are built from scratch, do not make use of software modules from other sources and are designed with minimal usage of formal software methodologies.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

Results of the common research work of ALUTERV-FKI and RI in field of ore dressing are presented here. Although monohydrate types of bauxites consist of finely dispersed minerals, however, in some cases certain contaminants (carbonates mainly), can be reduced by physical methods before Bayer process. Electronmicroscopy combined with computerized data processing is proven to determine the possibility of beneficiation and to control the different stages of ore dressing. Test results gained by Hungarian and Yougoslavian bauxite samples, contaminated by calcite, dolomite, siderite and pyrite, are discussed. Basic operations were: grinding (mostly dry) and classification, magnetic separation (mostly wet) and selective agglomeration. Only simple processes, having high efficiency and mostly dry ore dressing technique may meet the requirement of economical criteria. 1. [CONDITIONS OF ADAPTING THE BAUXITE DRESSING METHOD] Bauxite is a relatively cheap raw material, occurring in great bulks. Bauxite deposits may often lay far from the traditional ore processing plants, and in such cases the ore reaches the plants after long transportation. In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

In medium- to high-grade metamorphic terrains such as found in New York City(NYC), rock mass texture and mineralogy are important factors in predicting TBM penetration destiny. Integration of data from over two decades of traditional field and tunnel mapping suggest that hard-rock TBM penetration in the NYC area depends upon textural, mineralogic, and structural control. The bedrock of NYC consists of many different lithologic units of varying age, composition, texture, and metamorphic grade including many varieties of intrusive rock. In addition, brittle faults of numerous orientations cut the polydeformed crystalline bedrock, producing zones of highly fractured and disturbed ground and high water inflows. Pre-bid compilation of published bedrock data, drill core analysis by geologists to establish lithologic and mineralogic trends, integrated surface geologic mapping along a proposed alignment, and targeted petrographic and geotechnical investigations to characterize the rock mass conditions together constitute an important prelude to successful subsurface bidding and tunneling. A carefully planned program of as-built geological mapping, structural analysis, fracture class mapping, and monitoring of machine performance data provide important information for adjusting to changed conditions. In complex terrains, a clear understanding of the structural geology of any proposed tunnel line is the simplest and most cost-effective method to mitigate losses encountered during TBM tunneling.

The Port of Conneaut, long regarded as a leader in advanced bulk material handling technology, recently incorporated into its existing facility a new, multi-million dollar coal transfer-storage system. While the basic principles of conveyorized bulk material handling remain unchanged in the new system, design modifications such as rotary dumping of railroad cars, automated car feed to dumper, belt rip detection for conveyor belting, bucket wheel continuous production, and other innovations make The Pittsburgh and Conneaut Dock Company's complex worthy of classification as the "Port of Tomorrow - Today". The Pittsburgh & Conneaut Dock Company, the "Port of Tomorrow - Today", 1s a bulk materials storage and transfer facility located on Lake Erie, 68 miles east of Cleveland, 30 miles west of Erie, PA., and 138 miles north of Pittsburgh. Figure 1 shows an aerial view of the facility. It is designed to handle over 25 million tons per year of metallurgical and steam coals, direct shipping ore, fine ores, concentrates, pellets, limestone, and dolomite. Inbound shipments of iron ore and limestone are received from Minnesota, Michigan, Labrador, and Quebec. Coal arrives from Pennsylvania, Ohio, Virginia, West Virginia, and Maryland. Rail service is provided by the Bessemer & Lake Erie Railroad Company.

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.
