What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

?Classification System Efficiency (CSE)? is a simple, powerful concept which can be used to measure and improve ball mill circuit efficiency. This paper describes six plant case studies which demonstrate the use of CSE to diagnose and/or improve grinding circuit performance, with related improvements in circuit efficiency ranging from 3 to 30 percent. The increased effective mill grinding energy is recaptured from energy that was going into over grinding, which can greatly benefit downstream mineral separation. The achievable CSE for given circuit design/operating variables is described, providing every plant metallurgist with the means to determine the potential for increasing their particular grinding circuit?s efficiency through increased CSE.

INTRODUCTION The flotation process, in the real industrial complexes, is characterized by the existence of the significant number of the close reciprocal interrelationship between the input and output Darameters. Traditional complexity is appeared with regard to absence of the suitable a priori information for the physico-chemical characteristics of the flotation process. It’s led to needful of taking of consideration about the undefinition which have got the place in the real conditions and application of the statistical methods. The identification of the flotation process through statistical methods is conception of the more-stages procedure, including the collection and previous analysis, the choice of the model structure and valuation method, the estimation of the model un- known parameters and the results interpretation. The essential concept for the subject of this paper belongs to the empirical models ("black-box") and deals with optimizing in constant industrial plant process. The offered method envisages the application of process operation data in order to improve the work process or constant accomplishment of better results for the target function in relation to the former achievement. The optimum process solution isn't afixed value under the influence of various factors, but "a moving point" along the response surface and deviates from the scheme solutions. The evolutive planning method constantly "investigates and approaches" the optimum solution for the selected target function. As a matter of fact the expert operates the plant without interrupting the normal work process. The essential concept of method is to attain changes in the standard conditions, but so limited that they will not effect either production or the product. This method is based on statistical concepts and availability of following the risk of error. The possible influental factors for the flotation process (m=l, 2, 3) is following: the metal content in the feed ore; production level (t/h); grinding fineness in the flotation pulp; pH-values; the consumption of collectors and modifiers The possible target functions are: the recovery of plant capacity, metal recovery in the concentration process and concentration quality. The application of the evolutive operativity method in the chalcopyrite flotation- Bucim concentrator, combines the statistical data and the operator's experience in the interpretation and making a decision which adds up to the precise automatic performance of the process. The advantages of this method in relation to the existing procedure for the flotation process are the following: • The method is unexpensive and losses are reduced to the time necessary to collect the data and record them in the computer. This method provides a constant process control and a quality decision which is better than those brought by an ex- pert with great experience ("hit-and-miss method"). • The method also provides incidental data about the effects. • The method should not be considered as a procedure for solving an incidental problem ("crash program"). • The obtained results must be interpreted by an appropriate expert in order to be considered instructive. MATHEMATICAL STATISTICS Taking into consideration the complexity of the enrichment processes it's necessary the application of "black-box" and mathematical modelling. The presence of the indefinite elements compel us towards the both theory of the probability and mathematical statistics. The mathematical statistics by the mineral processing investigation of the valuable raw materials in the last years has had greater signifance and widely spread application. The application of the mathematical statistics methods for the technological pro- cess analysis and the construction of the mathematical models is bound up by the task putting of the automatic control system de- sign (Fisher R. A. 1941, 1949). The statistical analysis in the enrichment processes is applied formerly, especially in the sampling estimation. Contemporary, in the last years is imposed the tendency of mathematical statistics application for the obtaining of quantity characteristics and quantity valuation from the individual influental factors. Above mentioned tendency in the significant level is based by the mathematical statistics development as a mathematical discipline close connected with the technical cybernetics general joining to the investigated object as a "black-box". Another essential factor in the mathematical statistics development is appeared the created mathematical theory of experiments as a new, to some extent, autonomous statistical domain. The theory of experiments has demonstrated exclusively importance for the investigation of the complex more-factorial processes in the chemistry, mineral processing, metallurgy etc. The investigation by the enrichment processes of the valuable raw materials and their management is possible by the statistical method application. In the same time, it's possible to use the wide-spread traditional methods of the statistical analysis, such as the methods of the dispersion, correlation, regression etc. Also, it may be mentioned above all the methods of the statistical planning of the extreme experiments. The more perspective are representatived some cybernetic methods which are based by the probability as an approach in the process analysis, for example, the identify of the ways and forms, the graph application as an additional instrument in the correlation analysis, the dynamic programming etc. The mathematical statistics application in the laboratory investigation scale is connected above all by the experimented material analysis and the compact representation of the obtained results. The mathematical statistics methods are more varrying and may be applied in the investigations of the wide circle of problems

Iran possesses very large copper resources, estimated to contain around 4-5% of the world's known copper inventory. There are several small private sector copper mining operating in the country, but Iran's copper industry is dominated by the state-owned National Iranian Copper Industries Company, which operates the world-class Sar-Cheshmeh open-pit Mine. This mine was developed in 1970s before the 1979 Islamic Revelation by the Atlantic Richfield Company (ARCO), the former Anaconda Copper Mining Company. Current Iran?s copper cathode production is about 250,000 mtpa and recently it is targeted to reach to 700.000 t by 2014. The required finance for this target is estimated US $2.25 -b, i.e. US $5000 for each tonne capacity. The copper content of the mineable reserves of the country is estimated about 19 Mt. It is not unlikely this amount increases in close future. Currently, almost 30 projects consist of mine, concentrator, smelter, refinery, acid plant, leaching, bio-leaching are underway. These projects are a golden opportunity for the local and foreign companies, but the recent sanctions are very challenging that all studied in this paper.

A new one-step process was developed to completely eliminate iron and directly obtain pure Ni, Co, and Cu chloride catholyte from nickel rich matte by low temperature (400 0c) chlorination roasting of Ni, Co, and Cu with HCl and leaching with water (PH 7). The effects of roasting temperature, time, oxygen potential and HCI addition and leaching temperature, pH, H2S04 addition and residue sulphur on the recovery of metals and purity of leaching solution were investigated. More than 99 % of Ni and Co and 95 % of Cu in the matte was directly extracted into the solution while 99.995 % of Fe remained in the residue. The iron concentration in the leaching solution was less than 3.6 X 10-5 mol/L.

This paper describes the development of a life-of-mine schedule (LOM) for one of the world's largest known sedimentary copper-cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity-constrained process facility. This paper discusses the LOM scheduling objectives and constraints, data preprocessing steps such as ore binning, block aggregation and clustering analysis as a scheduling aid, the mine scheduling approach and results and conclusions. The effect of molecular weight, charge and the presence of the cations Ca2+, Mg2+and K+ on the adsorption of carboxymethyl cellulose on pure talc obtained from Balmat, New York have been investigated. Higher adsorption densities were obtained in the presence ofCa2+ and Mg2+ ions than with K+ ions and higher ionic strength solutions resulted in higher adsorption densities. Changing the molecular weight did not influence the adsorption however increasing the charge (DS) of the polymers resulted in lower adsorption densities.

The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. Tower Mill as tertiary grind unit following a rod mill/ball mill. 3. Tower Mill as secondary grind unit following a primary ball mill. 4. Tower Mill as a limeslaker. 5. Tower Mill grinding as a primary unit taking limestone crusher discharge. Applications demonstrate the mill is energy efficient and is sensitive to the following consideration: 1. Circuit chosen. 2. Top size of feed. 3. Product size required. 4. Classification equipment performance. 5. Media size required. 6. Media type required.

This paper proposes a framework for applying surrogate-based approaches to evaluate SEM construction, which can both benefit the uncertainty analysis in the design stage and real-time calibration during the construction process. The performances of four surrogate modeling approaches, namely back-propagation neural network (BPNN), support vector regression (SVR), random forest (RF), and polynomial chaos expansions combined with Kriging (PCK), were evaluated and compared. A variance-based global sensitivity analysis (GSA) was performed on the surrogate predictor to quantify the impacts of geotechnical parameters on the deformation responses induced by SEM tunneling. The Regional Connector Crossover Cavern project constructed in Downtown Los Angeles was set as the benchmark problem to demonstrate the efficiency and reliability of the proposed procedure.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

Since the initiation of continuous vacuum filtration over a half a century ago, control of the performance of these units has been largely in the hands of the plant operators, Obviously there has been the introduction of variable speed drives, adjustable speed feed slurry agitation, vacuum control, etc. However, control of , filtration rate, cake moisture content, dissolved solids recovery by cake washing and dryness of solids where thermal drying is practiced is primarily up to the operators judgment and the settings he imposes on the controls he regulates, - filter cycle time, submergence, vacuum level, filter medium condition, wash water- rate, and other such factors. While this may seem to indicate that good operators are a paramount necessity, and certainly always desirable, a considerably more vital factor is a properly designed filter and filter station for the particular application. With improper design, highly skilled operator control will still leave much to be desired in the way of process performance. On the other hand, with correct design and application, the operator can easily and quickly control normal plant surges and quality variations within the flow sheet. Due to the growing complexity and inter dependency between the various processing steps in the modern flow sheet as well as the rising costs of capital investment, labor, maintenance, and losses involved with off quality product or insufficient recovery, automatic or inherent performance control of many of the unit operations within the metallurgical mill must be achieved. Continuous filtration should and can be susceptible to such control. However, as every instrument engineer knows, before control and automation can be achieved, a basic understanding of the operation is mandatory. This is primarily due to three factors. First, as in so many control applications, it may not be possible or feasible to measure the factor that it is desired to control. Thus, secondary variables that influence the major factor are substituted for control purposes. Secondly, it is always desirable to take advantage of any ?self-regulation? within the operation being performed on the equipment. In so doing, not only will automatic control be facilitated, but instrumentation is minimized while experiencing most efficient operation. Finally, automatic control is not a cure-all for improper process and equipment design and application. Hanging instruments on such an operation can be compared to constructing a sizable building on sand, Results will be disappointing.

The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

As ore deposits become finer grained the requirements for regrinding before cleaning or leaching have increased substantially. Despite this increasing need, there is no standard test to predict grinding energy requirement below 70 microns. The standard Bond Mill test applies for coarser ball milling, but is not appropriate for stirred milling with fine media grinding to 70 microns. With no industry -standard test, the energy requirement is often made on the basis of supplier estimates or benchmarking against similar applications. Yet suppliers use vastly different scale-up methods which result in widely different energy estimates. Estimates can differ by 100-300% even for similar mills. This must result in serious errors to install either too much or too little grinding power. This paper explores this by comparing the actual performance of full scale regrind mills against their original design estimate. It confirms that serious scale-up errors have been made, and have then been perpetuated by ?benchmarking?. The test conditions to achieve accurate power estimation are discussed. The essential test conditions are: continuous (not batch) tests, ensure steady state (no coarse fraction retained in test mill), correctly account for classification, measure energy directly (not inferred), and using the same media size as the full scale installation. Failure to correctly address even one of these factors can bias results by 40%; failure to address several multiplies the error.

With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. In recent years exploration and development of low-grade sulfide precious metal ore deposits has increased. Low- grade ores are usually processed using conventional heap leach cyanidation methods. The potential for acid mine drainage from spent sulfide ore heap leached residues remains a concern even though the processed residue is stacked on an impervious liner system. It is therefore of critical importance to evaluate methods for long term prevention of acid mine drainage from sulfide heap leachable ores during the precious metal recovery process rather than mitigation during the closure and reclamation phase. This paper discusses two simple AMD prevention options for the recovery process phase. Laboratory evaluations were made using a modified humidity cell kinetic AMD test method on two low-grade sulfide ores without addition of an alkaline component and on the same ores with natural limestone or acid neutralizing oxide ore blended with the feeds before kinetic testing. Laboratory results are discussed in detail and demonstrate that blending an acid neutralizing component with sulfide ore effectively prevents the production of acid from the processed residue.

Germanium is produced primarily as a by product from zinc concentrates. The important sources of gallium are alumina ores (bauxites) and zinc concentrates and residues from zinc processing. In addition, gallium as well as germanium may soon be recovered from a depleted copper mine near St. George, Utah. The major uses for germanium are in semiconductors, lenses in infrared optical systems, catalysts, and gamma radiation detectors. The major markets for gallium are in light-emitting diodes, solar cells, laser diodes, integrated circuits, microwave devices, and magnetic bubble memories. CRA projects a healthy growth in the demand for both metals. However, the role of scrap metal will continue to be important over the next decade, thus decreasing the overall demand for primary gallium and primary germanium. This paper summarizes the key elements and the economics of the markets for germanium and gallium. Much of the information, such as plant-by-plant costs of production and estimates of consumption by end use for various countries is from proprietary databases of Charles River Associates.

The development of a new means of measuring the relative abrasivity of a slurry came about by necessity in 1967 during a full scale loop test of a 560 H.P. reciprocating pump handling magnetite slurry. In order to evaluate the life of expendable fluid end parts, the question of the amount of attrition in a re-circulated slurry had to be considered. An expected reduction in abrasivity as a result of this attrition would certainly give erroneous data on a parts life test. There- fore, some means of measuring such change in abrasivity became imperative. Several test methods were investigated1 but it was felt that these did not fully represent the wear due to back and forth rubbing action associated with a reciprocating pump. A "rubbing block" device used some years ago to determine the quality of hard facing materials was recalled, along with its shortcomings, in that an attempt was made to suspend a small percentage of abrasive particles in a colloidal viscous "mud". Erratic results were attributed to the fact that it was difficult to maintain a consistent slurry concentration under the metal wear block and the reciprocating speed was not great enough to maintain good agitation.

The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).
