The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

Bochum’s Underground Lot 306 was characterised by a confined site and unique tunnelling methods. A highly mechanized construction concept was developed to achieve high progress rates. Bespoke backup systems for muck disposal and material supply were used. For the first time in suburban tunnelling, wet shotcrete, batched onsite, was applied. A three-storey underground car park had to be undermined with only1.5 m of overburden and had to be lifted several times by “compensation grout in.” An existing operational two-lane metro tunnel was enlarged without any major impact on train operation.

"The field demonstration portion of the Underground Grouting and Ground Improvement (UG&GI) short course offered by the Colorado School of Mines was held on May 18, 2016 at Baski Inc.’s Yard in Denver, CO.Numerous full field scale demonstrations of grouting methods and equipment were conducted under various field conditions. As part of these field tests, permeation grouting testing and demonstrations were also conducted. Various cement grout mixes were injected into 1.5-m (60-in.) tall transparent sand columns under controlled conditions (Fig. 1). The objective of the sand column permeation grouting demonstrations in the study was to show students the effects of ordinary Portland cement versus ultrafine cement on the engineering properties of the grout, and the permeation height through various types of soil stratigraphic layers in the sand columns. Similar previous demonstrations have had a specific focus on various brands of Type I-II Portland cements and ultrafine cements with a range of water cement ratios and injection pressures. More detailed information about these previous studies can be found in published proceedings (e.g. Henn et al., 2009 -2011).Equipment and material usedThe five clear plastic sand columns were 191 mm (7.5 in.) inside diameter and 1,524 mm (60 in.) tall. Each sand column had a 19 mm (0.75 in.) diameter hole drilled at the base (bottom) of the blind flange for injection of the grout. A perforated plate and/or screen at the base of the sand columns helped to prevent sand from plugging injection port. A ChemGrout grout plant was used for the demonstration consisting of 0.36 m3 (97 gal) high shear (colloidal) tank mixer, a 0.36 m3 (97 gal) agitator tank and a progressive helical cavity pump with maximum output capacity of 77 L/min (20 gpm) at a maximum discharge pressure of 265 psi (18 bar) (Fig. 2). A simple grout header arrangement consisting of control valves, pressure gauges, flow meter, grout delivery and return line, and a short injection line was also custom built. Also used were infra-red thermometers to measure the temperatures of the grout mix batches, CRD and marsh funnels to measure viscosity, baroid mud balance to measure specific gravity, and a digital scale to measure weights. The grout materials used were Holkim Portand cement (Type I-II), Nippon Steel Sumikin superfine cement and U.S. grout ultrafine cement."

The majority of non-drive conveyor pulleys use rotating shafts, and typical idler rolls use non-rotating shafts, even though both products are used to support and guide the conveyor belt and its load. This paper will explore and compare the requirements for rotating and non-rotating shaft designs and the impact of that design on the product. Additionally, it will explore how the “roller” bearing types (deep groove ball, tapered, or spherical) affect these designs.

The subsidence monitoring program at the Old Ben No. 24 Mine was planned in 1976 as part of the on- going demonstration of longwall mining. The construction and installation of the network of surface subsidence monuments was started in Play of 1976 and completed four weeks later after which an initial reference survey was made of all surface monuments. Mining of the first longwall panel started in September of 1976 and was completed in May of 1977. Mining of the second panel started in August of 1977 and is continuing at this time. The Automatic Data Acquisition System (ADAS), which is the subject of this paper, was installed over the second panel on March 29, 1978 near the panel center (Figure 1) and approximately 104 meters (370 feet) in front of the face position at that time. Mine No. 24 is located approximately 5 kilometers (3 miles) Northwest of Benton, Franklin County, Illinois. Coal is being mined from the Illinois (Herrin) No. 6 seam which is at a depth of about 189 meters (620 feet) at the site. The Herrin No. 6 is up to 2.7 meters (9 feet) thick in the mine but a constant thickness of 2.1 meters (7 feet) is being mined by the demonstration longwall with both roof and floor coal being left for stability. Although the seam is flat laying at the mine, it dips north- ward regionally. Topographically, the surface over the demonstration panels is essentially flat and low laying with several areas of standing water. The Rend Lake Dam (United States Army Corps of Engineers) is about 305 meters (1000 feet) north of the demonstration site.

INTRODUCTION Contemporary underground transit systems often require cross sections which are not adaptable to shield tunnelling. Due to the frequently large dimensions of these cross sections, which are normally situated at shallow depths and in soft ground, full face advance is not feasible because of ground control and construction requirements. Ground deformation and face stability are controlled by "staged excavation", which consists of sequentially driving smaller, specially arranged, individual headings hence avoiding full-face excavation. Shotcrete is normally used for initial support and these tunnels are frequently described as applications of the New Austrian Tunnelling Method (NATM). Figure 1 illustrates the relative size of large cross section tunnels with respect to conventional shield tunnels. Within the scope of this paper, 'large' cross sections are defined as those whose continuous (i.e., without intermediate pillar support) cross sectional excavated area exceeds 60m2. This definition includes most double track highway, railway and subway tunnels, subway stations and some single track railway tunnels. Excavation schemes which have been more frequently used for continuous cross sections (i.e., with no intermediate pillars) are presented in Figure 2. This classification is an extension of that presented previously by Eisenstein et al. (1986). The symbols used for classifying the excavation schemes are formed by the letter T (for "type"), followed by a number, which represents the number of excavation stages fully embraced by a shotcrete ring, termed "cells" by Lessmann (1986). Sophisticated models have progressively been developed to address the challenges related to long-term, openpit mine planning under conditions of geological uncertainty. Prior research has acknowledged that strategies for mine planning and the design of mineral concentrators are interdependent; thus, it is highly desirable to optimize them together. However, achieving detailed holistic optimization of the mineral value chain remains unresolved because of the inherent limitations associated with mathematical formulations and computational processing capacity. This paper details a method that contributes to bridging these limitations by employing a novel parallelized variable neighborhood descent approach combined with an embedded mass–balance component using linear programming techniques refined through Dantzig– Wolfe decomposition. This approach is exemplified through a case study of a gold deposit, which illustrates the enhanced performance capabilities of the new algorithm. The findings demonstrate significant improvements in the optimization process for mine planning, providing a stronger link between the mine’s output and processing plant’s capabilities.

As the techniques and resolution for three-dimensional spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional X-ray microtomography offers a unique imaging capability. Spatial resolution on the order of 10 µm can be achieved with the use of microfocus X-ray generators. Recently, a state-of-the-art cone beam X-ray microtomography system was installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility was designed to obtain 2,048 by 2,048-pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind instrument can be used to obtain three-dimensional spatial reconstruction for many applications, such as three-dimensional liberation analysis, pore structure analysis of particle beds during filtration and the air-void system of concrete structures. The utilization of X-ray microtomography not only allows for the quantitative analysis of multiphase systems but also allows, for the textural characterization and determination of phase continuity. This paper presents information regarding the current use of this new facility and a review of potential applications for the advanced analytical system. Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Outokumpu nickel refining process originally developed for nickel matte has been adapted to the mentioned new raw materials. Both new process routes contain the Outokumpu cobalt removal and nickel electrowinning stages but leaching and solution purification stages differ from the industrial process in operation in Harjavalta.

Experiments conducted with a 75-mm-diem hydroryclone have shown it is possible to obtain an iron ore concentrate containing 60% Fe. 2.65% SiO2, and 4.0% Al2O3 from Barsua iron-ore washing-plant slimes. About 60% of the iron values are recovered from slimes containing approximately 49% Fe, 8.9% A1203 and 11% SiO2. The obtained products can be used in the sinter feed for iron and steel making. The key to achieving process success lies in establishing the correct cut point (d50) of the hydrocyclone through the manipulation of operating and design variables, such as spigot and vortex finder diameter, solids concentration and operating pressure. The cyclone efficiency is represented by the partition curve. The cyclone performance, evaluated mathematically from the reduced efficiency curve, is represented by the equation Y = 100[1 -exp(-axb)], where: •X = did 50, •Y = corrected of efficiency (%) and •a and b are constants.

The first vertical shaft lime kiln operating according to the parallel-flow regenerative principle was developed and built in the nineteen-fifties by Schmid-Hofer in Austria. Upon proving this concept of calcining or "burning" limestone to be very energy efficient for the production of good quality lime, Maerz Ofenbau AG of Zurich, Switzerland was in 1965 licensed for the design detailing and construction of these kilns. The first regenerative shaft type lime kiln outside of Austria was built in 1966 and through close co-operation with customers and their operating personnel, the advanced technical developments of today's kiln designs were accomplished. At present approximately 190 kilns of this type in capacities ranging from 60 to 700 short tons per day have been built or are under construction throughout the world in highly industrialized as well as less developed countries.

During 1993, contraction of indus¬trial economies in Germany (-2%), France (-1 %), Japan (-0.1 %), Eastern Europe (-2%) and the former Soviet Union (-13%) dimmed prospects of a robust economic recovery for North America. Some European countries that suffer from high unemployment and large government deficits have non-com¬petitive cost structures that will require long-term economic reforms to solve. Restructuring in the United States also continued in 1993. The sluggish pace of the US economic recovery, in¬troduction of federal tax increases and the persistence of high levels of unemployment did little to inspire consumer confidence. By the end of the year, however, sales of consumer durable and capital equipment began to grow. Depressed demand for minerals by industrial economies in recession was partially offset by continuing rational¬ization or abandonment of non-competi¬tive productive capacity in Eastern Eu¬rope and the former Soviet Union. Al¬though aluminum, lead, titanium sponge and zinc prices fell, increases in copper and steel consumption helped steady their prices along with prices of some alloys. Cash flow to the mining industry - the primary source of exploration funds - was therefore constrained. For many companies, exploration expendi¬tures were reallocated geographically and in terms of commodities sought.

The block cave mining method poses unique ventilation challenges compared to other underground metal mining methods. This research study focuses on assessing the airflow behavior in regulated airflow distribution systems by developing a 1:100 scaled block cave experimental model and a numerical model. This study also investigated gas flow behavior under various airflow conditions. Based on our findings, we observed that reduction in particle size and porosity of caved materials, decrease in cave footprint, and closure of undercut drifts would increase cave airflow resistance. The increased airflow is found to be beneficial for gas dilution regardless of its source locations, while the regulated airflow distribution system might deteriorate the gas dilution situation when the source is located in the extraction drifts.

Paste backfill is a pumpable, flowable, non-Newtonian fluid consisting generally of mine tailings and cement. Paste is prepared from dilute slurries of tailings. This is done by dewatering the slurries with conventional thickening or filtering. Backfill with a paste consistency is prepared by mixing dewatered tailings with cement and water to obtain the desired consistency of medium slump concrete. The paste is pumped with concrete pumps over relatively long (1 km or 0.6 mile) horizontal distances. More commonly, though, it flows by gravity down a mine shaft and then horizontally to the void being filled. Alternatively, cement can be added near the end of the pipeline. A certain proportion of fine particles <20 µm (<625 mesh) must be present in pastes but particles of aggregate can be added without significantly affecting the flow characteristics. Detailed testwork is necessary to design a system to prepare and place paste backfill. Testwork must determine dewatering characteristics, strength of mixes and friction in pipelines. Plants must be well engineered and controlled with PLCs because high quality control is necessary to prevent plugged pipelines and excessive pressures. Relatively small amounts of cement (3% to 5%) produce stiff backfill material 1.5 to 3.5 MPa (217 to 507 psi). The advantages of paste backfill in a mining operation include reduced mine dewatering, labor and materials savings, reduced tailings impoundment requirements, good support properties and reduced spills underground. In certain cases where more than 30% of the weight of the ore is sold as a product, the entire tailings stream can be placed underground. Paste technology can he used for surface or underground placement of tailings.

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

An investigation of a hydrometallurgical method for the recovery of tellurium dioxide from cadmium telluride (CdTe) thin-film manufacturing scrap was conducted. Sulfuric acid/ hydrogen peroxide lixiviation was employed to selectively leach cadmium and oxidize tellurium to tellurium dioxide (TeO2). Experimental variables included solution pH, pulp density, oxidant (H2O2) concentration, temperature, agitation rate and residence time. After one hour of lixiviation, no noticeable increase in grade or recovery occurred; thus, all experiments were performed for one hour. Leaching results showed it was possible to recover at least 74% of the tellurium, while producing a 98% pure TeO2 product. Additionally, an apparent activation energy value of 12.1 kJ/mole (2.9 kcal/mole) was determined. This value, along with results from agitation rate experiments, indicated the reaction was primarily controlled by diffusion through the product layer. During lixiviation, partial dissolution of tellurium proved inevitable. Thus, a second step: ammoniacal precipitation was introduced to recover the aqueous tellurium as a precipitate. A statistical experimental design (DOE) was used to identify the significant effects from the residual effects. Experimental variables included precipitation pH, temperature, initial tellurium tenor and agitation rate. Precipitation results showed that it was possible to produce a low-grade (46% Te) precipitate, while recovering 98% of the aqueous tellurium species. The precipitation pH and temperature (°C) were determined as the significant effects for both the grade and recovery of tellurium. Agitation rate and initial tellurium tenor were determined as the residual effects and did not influence the grade or recovery of tellurium. An illustration of tellurium recovery, as a function of the significant effects, is illustrated in Fig. 1.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.
