If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. "Money and reputations can be lost in bad projects. Causes of bad mineral processing projects include poor contract definition and purchase of equipment without adequate test work. However, the root cause of many of the problems that can lead to bad projects is not any inanimate object, bad weather or catastrophic natural event but the people working on the projects. Because the people are so critical to the success of a mineral processing project, one must have suitably qualified and experienced people (SQEP) in all key positions. Characteristics that define SQEP include people who have successfully executed projects of similar size before; have undertaken projects treating the same minerals and producing the same valuable products and people who are familiar with designing, operating and implementing the required technologies and unit operations.To minimize the likelihood of future bad mineral processing projects, five recommendations are put forward in relation to the people aspect of a project.1. Attempt to retain SQEP during any down turn in the mining economic cycle so thatthe knowledge and experience can be kept within the industry.2. Increase the effort in attracting young people into the industry and retaining them.3. Set up robust training program to give young professionals a firm foundation of what real life projects and operations are like.4. Provide mentoring and continuous training for people after they have completed their formal graduate training program. Their career progression should be appropriately monitored and controlled.5. People working in projects must be exposed to as many detailed design and other finer issues as possible so that they can comprehend the amount of work required to deliver a project successfully."

"A phosphate beneficiation plant in Utah is using isotope-based Prompt Gamma Neutron Activation Analysis (PGNAA) technology to analyze the entire slurry streams of the incoming feed and final product in order to adjust the flotation circuits in near real time and optimize the plant output. The plant has gained greatly improved visibility/control and has reduced product variability for improved profitability and product quality. This paper takes a look at the economics as well as application details and the difference this technology provides in a phosphate application. SIMPLOT PHOSPHATES INTRODUCTION Simplot’s Vernal, Utah Phosphate Mine and Mill are located in the northeast corner of the state in the Uinta Mountains along US Highway 191, eleven miles north of the town of Vernal. The phosphoric acid and fertilizer plant fed by the Vernal mine is located 94 miles Northeast of Simplot Phosphates in Rock Springs, WY.At the Vernal plant, loader and shovel mining to 85 Ton capacity trucks is done at an annual rate of 3.8 Million tons of ore. Run of mine ore is crushed in a mineral sizer to minus 14 inch diameter at the rate 11,500 tons a day and transported to the SAG Mill’s 130,000 ton surge stockpile by overland belt. ORE RESERVES The ore is a Phosphoria Formation of sedimentary rock type dating to the Permian Age. The ore body rests over a 25 mile area on Weber Sandstone from the Pennsylvania and Permian geologic period. Layers of Phosphate Rock can vary in thickness from 0.3 up to 2.1 feet, alternating with layers of Mudstone. The eastern edge of the ore’s body Panel “G” runs 16 feet deep with a feed grade of 21.5% P205 with lower MgO diluents of less than 2.79%."

In response to the Natural Resources Canada “Crush It Challenge,” Corem partnered with the University of British Columbia and led a project to develop and demonstrate the use of high-pressure grinding to replace the workhorse of the industry, wet ball milling. Two plant case studies, a small tonnage gold recovery operation and a large tonnage copper recovery operation, were carried out. Plant circuit performances were compared to pilot plants operated on the same circuit feed setup to represent the novel equipment and flowsheet that was developed to produce separation circuit feed. Numerous obstacles to industrial implementation of high-pressure grinding in this role which were recognized at the outset of the work were successfully addressed. In both cases, comminution equipment energy savings alone and final stage total circuit energy savings exceeded 60% and 50%, respectively. Downstream mineral separation performance was the same or better.

"Genoa is a very distinctive city located between mountains and the sea and infrastructural upgrading works often have to deal with the intersection of existing infrastructures. This is the case for the new railway tunnel construction between the stations of Brignole and Principe which under-cross two existing double-track tunnels in operation. The latter have been constructed with masonry bricks and the vertical distance between old and new tunnels is approximately 1m. Due to rock characteristics and the urban environment, stability and vibrations control are the main issues. Consolidation work with the fore-poling method and a specific sequence of excavation, primary lining and final lining support have been designed to assure stability and settlement control. A hard rock road-header has been used to assure vibration control. Finally, a real time monitoring has been implemented. The article presents monitoring and back-analysis results of the under-crossing of the existing tunnels. GENERAL LAYOUT OF WORKS The Genoa railway junction constitutes an integral part of the Ventimiglia-Genoa-Novara-Milan railway line route and it is included amongst the railway systems of the Tyrrhenian-Northern European multi-modal corridor (corridor of the two seas or corridor VII Genoa-Rotterdam). The main aims of the project concern the upgrading of the existing lines and the separation of the long-distance passenger and freight traffic flows from those of a regional and metropolitan type. The project includes: •,Completion of the connection with the port of Genoa Voltri and the Italy-France coastal route. •,Interconnection with the future Terzo Valico dei Giovi mountain pass route towards Milan. •,Upgrading of the Genoa Voltri – Genoa Brignole main line to four/six tracks. Rearrangement of the systems at the Genoa Voltri, Genoa Sampierdarena and Genoa Brignole Stations, reorganisation of the services in the Genoa Terralba area and interchangeability with the metropolitan system complete the design activities. The contract which includes civil and technology works is divided into four construction lots (ref. Figure 1):"

This study summarizes the results of various numerical and laboratory experiments per-formed to study the effect of airflow recirculation on gas concentration. The numerical exercises were carried out on a simulated mine ventilation net-work. The laboratory experiments were conducted at the Mackay School of Mines' airflow monitoring system in Reno, Nevada. In both cases, the airflow was recirculated through the system by means of a main fan and a set of booster fans. The booster fans were positioned to produce two types of recirculation: In line and Cross-cut. For each type, various recirculation conditions were generated by changing the booster fan pressure. During each test, the gas emission rate at the simulated working face was kept constant. The study illustrates the conditions under which controlled airflow recirculation may be used to solve a district ventilation problem.

The National Institute for Occupational Safety and Health (NIOSH) conducted a ventilation assessment for a recently established underground room-and-pillar stone mine implementing split-mine ventilation. The primary objective was to examine the impact of the length of the in-place stone stoppings on face ventilation efficiency. These stone stoppings serve to separate the intake and exhaust entries and align with the mining direction. To achieve this, computational fluid dynamics (CFD) modeling was utilized. The appropriate turbulence model was selected, and a mesh convergence analysis was conducted for the CFD model. Following that, the CFD model was validated using the conducted ventilation surveys. Two configurations of in-place stone stoppings, designated as Layout-I and Layout-II, were simulated using the validated CFD models. Layout-I featured a shorter in-place stone stopping, while Layout-II had a longer one. The results obtained from the CFD models demonstrated that the increased length of the in-place stone stopping in Layout-II resulted in a notable enhancement in ventilation efficiency at the advanced faces (last stopping), elevating it from 4% in Layout-I to 8.4% in Layout-II. However, no significant impact of the in-place stopping layouts was observed at other faces. In general, Layout-II exhibited a greater circulation of air at the outby stoppings.

Most of the mineral deposits found in North-East India remain unexploited due to inadequate knowledge on their status, economic viability, and requisite mining technologies. The aimof this study is to characterize the multimetallic magnetite mineral deposit from the Nagaland area in India. The quality of iron ore was evaluated to establish its suitability as a raw material for iron production. Detailed studies were conducted to establish the composition and properties of the samples. X-ray diffraction (XRD), X-ray fluorescence (XRF), electron probe micro-analyzer (EPMA), and petrographic microscopy techniques were employed in the investigation. Shatter and tumbler test was performed for analyzing the mechanical properties of the ore. XRD studies indicated that magnetite is the major mineral with low amounts of martite, maghemite, and quartz. XRF/EPMA results indicated that magnetite contains 35–65 wt.% of iron and 1–5 wt.% of chromium. It also confirms the presence of Ni and Al up to 1 wt.% and Si up to 6 wt.%. Chromite-rich ore contains up to 30 wt.% Cr and 15–20 wt.% of Fe.

The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. The adhesion of Leptospirillum ferrooxidans bacterial cells onto the sulfide minerals pyrite and chalcopyrite was evaluated using two different physical-chemical approaches; thermodynamic and extended DLVO theory. For the parameters incorporated into calculations, the zeta potentials and contact angles of powdered solids and bacterial cells were acquired experimentally. The Hamaker constants essential for Lifshitz-van der Waals inter-action calculations were calculated following two different methods: macroscopic and microscopic. Adsorption tests were carried out at physiologic conditions to estimate the amount of cells adsorbed onto a mineral surface and the extent of alteration of that mineral surface in biobeneficiation. The free energy of adhesion was found to be negative for both minerals, indicating that the adhesion is energetically favored and preferred. The interaction energy diagrams of the total interacting force was also negative for the cases where the particles were charged oppositely; in the remaining cases, the total force was attractive after overcoming an energetic barrier caused by the repulsive electrostatic forces. Under the conditions of the adsorption test, the experimental results are in agreement with the theoretical; this suggests that the physical-chemical forces are crucial for bacterial adhesion.

In the current research, isothermal experiments of kinetic analysis were performed at different temperatures (800–1050 °C) and particle sizes (885 to 10,763 μm) to investigate the calcination kinetics of high-purity limestone. Thermal analyses were carried out in a zirconia crucible, 1 cm in height, for different temperatures and particle sizes. The reaction rate coefficients were varied in the 2.2 × 10−5-1.62 × 10−3-m0.6.s−1 range. Moreover, various isothermal kinetic analysis methods were applied to assess the decomposition mechanism and the calcination function governing the process. The modified shrinking core model was found as the best representation of the high-purity limestone kinetic data. The activation energy was evaluated using the Arrhenius curve, and an average value of 86 kJ.mol−1 was obtained.

Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

The Dulles Corridor Metrorail Project is a $3-billion project that will link Dulles International Airport with the downtown center of Washington D.C. by way of a single seat train ride. The project is mostly above ground, but it does include two short, yet complex, tunnels through the area of Tyson?s Corner. The project is being completed in two phases. The Dulles Transit Partners (DTP), led by Bechtel, was awarded the first phase, a $1.6-bil-lion phase that includes 17 km (11 miles) of track with five stations. At Tyson?s Corner, the project includes twin 730-m- (2,400-ft-) long, 6-m- (20-ft-) diameter tunnels. Bechtel is self-performing construction for the $1.6-billion design-build job. Gall Zeidler Consultants was hired by DTP as designer for the NATM tunnel portion of Phase 1, and Beton-und-Monierbau was hired as tunnel subcontractor. Tyson?s Corner is an affluent and congested area that sits 152 m (500 ft) above sea level. To get through the area, it was decided that tunnels would be the best option with the least amount of disturbance to the surrounding areas. However, with extremely shallow groundcover above some points as well as soft soil throughout, the tunnels are also the most complex aspect of Phase 1. About 213 m (700 ft) was constructed utilizing the cut-and-cover method. The remaining 518 m (1,700 ft) is being constructed using the New Austrian Tunneling Method, which integrates the principles of the behavior of rock and soil masses under load, and monitoring the performance of underground construction during construction. ?The tunnel only falls 2 m (7 ft) from one end to the other and we pass through two soil conditions, they are both soft ground,? said Dominic Cerulli, tunnel task manager for Bechtel. ?Soft ground is very tricky because you have to close the ring in a timely manner to minimize settlements at the surface. If you don?t close the ring quickly to achieve a round structure that?s good in compression, the tunnel could start necking and squatting and the ground above it will settle. We are under major roadways, so excessive settlement would be a bad thing.?

Sustainability of lignite mining in the Rhenish lignite mining area is ensured by a preceding study of the overall project, with the involvement of all those affected. The supporting holistic consideration of the various sustainability elements is essential for a later balancing of the several ecological, economic and social concerns. In what follows, a brief overview of the Rhenish lignite mining area is given as introduction to the focus of this report, which is on sustainability, starting with the approval procedure under regional planning law incl. opencast mine planning, and extending to concrete on-the-spot implementation, taking the Garzweiler II follow-up mine as example. To illustrate the issues involved, an account is given of some selected sustainability elements.

"Froth flotation is the most widely used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubbles on the flotation performance of different particle size fractions of coal was investigated using a bank of 10-L flotation cells, a specially designed 50-mm inside diameter column and a 152-mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during the froth flotation process improved flotation efficiency. The use of nanobubbles in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.IntroductionFor minus 0.6 mm fine coal or minus 0.15 mm ultrafine coal particles, froth flotation is known to be the most efficient and the most cost-effective separation technique. However, flotation efficiency decreases sharply with ultrafine and relatively coarse coal particles. Studies have shown that the low flotation efficiency of ultrafine particles is mainly due to the low probability of bubble-particle collision (Yoon et al., 1989; Ralston and Dukhin, 1999). Enhanced flotation of fine and ultrafine coal can be achieved by increasing collision and attachment probabilities.The top size of particles that can be recovered by flotation depends on the combination of mineral properties and flotation devices. Turbulence in flotation devices is an important factor that affects the stability of bubble-particle aggregates. Even in the flotation of fine particles, bubble-particle detachment can significantly influence the kinetics of flotation taking place in mechanical cells, which provide intensive turbulent agitation (Deglon et al., 1999). Coarse particle flotation is more difficult, because increased agitation is required to maintain particles in suspension and coarse particles are more likely to detach under turbulent conditions (Mankosa and Kohmuench, 2002; Soto and Barbery, 1991). More efficient attachment of particles and improved flotation rate has been observed when tiny bubbles coexist with conventional-sized flotation bubbles (Attalla et al., 2000; Tao et al., 2010; Fan et al., 2010a, b, c, d; Fan et al., 2012)."

"INTRODUCTION Comprehensive overviews of the world-class talc deposits and related prospects in Montana were published by Olson (1976) and by Berg (1979). Both of these compilations include detailed descriptions and maps of the talc deposits and occurrences and were followed by a regional map and summary descriptions of the talc deposits published by Van Gosen et al. (1998). More recent publications, descriptions and field guides for some of the deposits include Underwood et al. (2014), Cerino et al. (2007), and Cerino (2002). The present paper focuses on some of the more recent ideas regarding talc formation that have developed since the publication of the earlier overviews. Olson (1976) reported that talc production from the deposits in southwestern Montana was over 200,000 tons in 1974 and that talc production had doubled between 1969 and 1974. The last year for which the U.S. Geological Survey published production records for talc by state was 1993. Production in Montana in 1993 was 350,000 tonnes (Virta, 1994). Remaining reserves are substantial at all three of the producing mines in the district. Minerals Technologies Inc., the parent company of Barretts Minerals Inc., stated in its 2014 annual report that it has reserves of 2,791,000 tons of talc. Imerys stated in its financial report for 2014 that it had 19,638,000 tons of proven and probable talc reserves at its North American mines. Although the Imerys reserves were not reported by individual mines or states, a large proportion of the total reserves would likely consist of the reserves at the Yellowstone mine, located south of Ennis, Montana. Talc mined in southwestern Montana is of high purity and is the quality used in a wide variety of applications including paints, ceramics, plastics, rubber, coatings, agriculture, cosmetics, and pharmaceuticals. GEOLOGIC SYNOPSES FOR MAJOR MINES AND COMMENTS ON REGIONAL DISTRIBUTION OF TALC OCCURRENCES The general geology of southwestern Montana is shown in Figure 1along with the locations of the three producing talc deposits in the area and the extent of pre-Belt marbles that host all of the talc mines and prospects. The term “pre-Belt” is used in the present paper because zircon and other radiometric data developed in recent years indicates that the metamorphic rocks that form the crystalline basement for the middle Proterozoic Belt basin in the Dillon Tectonic Block of southwestern Montana includes both Archean and Paleoproterozoic rocks (O’Neill et al., 1996; Foster et al., 2006; McDonald et al., 2012). An envelope or “corridor” has been superimposed on the geology in Figure 1 which encompasses all of the talc deposits that have a significant resource. This “talc corridor” will be discussed in later sections of this report. The more important talc deposits are discussed in this report section."

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

"According to the Office of Surface Mining Reclamation and Enforcement, Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires in nine states. This is considered to be an underestimate for the actual number of fires nationwide. Many mine fires are started by people burning trash where the coal seam or an abandoned coal mine is close to the surface. Other fire ignition sources include lightning and forest fires. Once ignited, a coal mine fire can easily spread into the remaining coal pillars and mine entries. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards (Richmond, 2017).Abandoned mine fires, if left uncontrolled, can burn for years and, in fact, one of the most wellknown mine fires in the United States is the mine fire in the Borough of Centralia, PA, that began on May 27, 1962. Reportedly, officials decided to clean up the local landfill for the upcoming Memorial Day holiday by burning the garbage on the site. Unfortunately, the landfill was located on the site of an abandoned strip-pit mine on the edge of the Borough (Dekok, 2009). The strip pit had been left open after being excavated around 1935 and was approximately 23 m (75 ft) wide and 15 m (50 ft) deep. It is believed that the lack of a properly constructed noncombustible shale barrier in the strip pit enabled the fire to spread to adjacent carbonaceous refuse material and then to nearby coal mine workings (PA DEP, 2017). As time went on, the fire grew and spread under the Borough and directly affected the residents despite various efforts to extinguish the fire by the state and federal governments (Fig.1). In 1984, a voluntary program was begun to move residents from their homes. Many accepted buyout offers for their properties and moved elsewhere and after leaving, their homes were demolished. In 1992, the state used eminent domain to take control of all the property within the Borough. In 2013, after years of litigation, the eight remaining residents were allowed to stay for as long as they lived. Today, only a few buildings remain within the Borough (Centralia, PA, 2014). This fire has been burning for more than 55 years."
