This report concerns Contract No. 3B of the Port Richmond Project, for the Department of Water Resources of the City of New York. It involves the construction of 7, 000 ft. of 7 ft. finish I. D. interceptor sewer by tunneling in soft ground, as well as associated manholes, regulator chambers, siphons and miscellaneous sewers and structures, beneath a heavily travelled perimeter road in Staten Island. The Contractor is Richmond Constructors, a joint venture of Grow Tunneling Corp., sponsor, MacLean Grove & Company, Incorporated, Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Project manager is Paul DeMarco, Vice-President of Grow Tunneling Corp. The cortract, as designed and bid, requires the use of liner plates 101 -0" O. D., and both cast iron and steel designs of several widths were included in the bid documents by the owner. The specifications also required the contractor to install and put into operating condition, prior to commencement of mining, a complete low pressure compressed air plant and all accessories for mining in compressed air, even though the contractor was given the option of using other methods of ground water control. A third requirement of the specifications was that a shield be used, either manual or mechanical, and with full provision for "breasting". One of the principal responsibilities of the California State Geologist is to provide local governments with maps and information regarding mineral resource occurrences within their jurisdiction. The primary objective of this effort is to furnish basic data that is essential in planning for and accommodating wise development of mineral deposits that are important to the economic well-being of the region, state, and nation. Local government agencies are required by law to incorporate the information provided by the State Geologist into their general plans and formulate mineral resource management policies that emphasize conservation and development of mineral deposits. The Mineral Land Classification program was initiated by the State Geologist in 1977 under authority of the California Surface Mining and Reclamation Act (SMARA). To date, about 33,000 square miles of land have been classified for mineral resource potential. Most of the mineral land mapping has been conducted in three principal areas: (1) metropolitan areas of the state where urban encroachment has greatly diminished available supplies of construction aggregate; (2) Sierra Nevada foothills, a region that is undergoing dramatic population increases; and (3) the Mojave Desert and Great Basin regions, where large Federal land withdrawals are pending that could preclude mining. Mineral land classification studies address the overall mineral potential of a region through the identification of local and regional geologic factors that control or influence the formation of mineral deposits. These studies are field-intensive surveys that enable project geologists to gain first-hand knowledge about the nature and distribution of mineral deposits in a given area and portray that information accurately in map form. This paper summarizes the progress made in the Mineral Land Classification program in the metropolitan, Sierra Nevada foothills, and the Mojave Desert/Great Basin regions of California. Selected projects from each area are discussed in detail.

Wetting agents used for heap leach gold applications would appear to have technical merit in aiding in recovering higher levels of precious metal. Many questions, however, remain as to whether they will function in practice, on what type of ore are they effective and if there are any negative affects associated with their use. A series of experiments are conducted at Bateman Labs, Sparks, Nevada, to determine under what conditions reagents of this type are useful. Carbon kinetics test work was also performed to determine if there are negative aspects associated with carbon loading with the use of these treatment chemicals. This paper outlines the results of these research evaluations, the general chemistry associated with action of wetting agents on leach ores and future work which is planned to further determine the viability of these products in the mining industry.

Scattered north and south along a 161-km (100-mile) stretch of Interstate 80, Newmont Min¬ing Corp. owns four active mining properties in Nevada?s northern high desert ? Carlin Trend Operations, Midas, Twin Creeks and Phoenix. Among the four, there are nine openpits, five underground mines and 14 processing facilities. While gold is the predominant ore, silver and copper are also produced. And in a move to hold down energy costs, Newmont built and owns the 200-MW (net), coal-fired TS power plant. This plant provides about 65 percent of the power used for Newmont?s own operations, while the rest is sold to NV Energy, which services Nevada and northeastern California. Bringing the Phoenix Mine ? Newmont?s newest in Nevada ? on-line presented many developmental and operational challenges. Located about 19 km (12 miles) southwest of the town of Battle Mountain, the general area had been home to prospectors and other mining companies since the 1860s. But any profitability in developing the lower grade gold, copper and silver deposit at Phoenix proved elusive, with Battle Mountain Gold being the last company to make an attempt. When Newmont acquired Battle Mountain Gold and its Phoenix reserves in 2001, the lower grade of ore was not a deterrent. Newmont found Nevada-wide cost savings synergies for maximizing profit during the depressed gold market of the late 1990s. The new property was aptly renamed the Phoenix Mine, a nod to its rising from the ashes of the dreams and efforts of previous mine owners.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker HillMine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

It has been demonstrated for two totally different silver bearing and cyanide refactory concentrates that the formation of silver jarosite can be prevented through the addition of iodide to the autoclave feed. A molar ratio of r/ Ag+ of no more than 1 was sufficient to raise silver extractions in a subsequent cyanide leach from 4% after autoclaving without iodide addition to 98% for the sulpho-salt concentrate and from 15% to 97% for the pyritic acanthite concentrate. Flowsheet proposals will be discussed to prevent loss of the iodide additive. The use of chloride instead of iodide will also be reviewed.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

It is shown that dewatering of fine coal particles (D50 = 21 µm) is enhanced near the point-of-zero-charge. The coal surface is modified by the addition of copper ions and by adjusting the pH to precipitate surface-active metal hydroxy species, which promote agglomeration and produce low-moisture cakes. Filtration kinetics data are used in calculating filter cake parameters from an integrated form of Darcy's law. The influence of copper ions and pH on filter cake parameters and the correlations among them are presented.

The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama's 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills.

"Steel Fibre Reinforced Concrete (SFRC) Segmental Tunnel Linings have successfully been used for over 20 years in the UK and have been adopted in a number of high profile projects such as High Speed 1, Crossrail, Thames Tideway, as well as High Speed 2. Tunnel linings and especially SFRC design are not covered in the Eurocodes. This shortage of SFRC tunnel design rules seems to be partially addressed by several international publications. However, in the UK, the ‘design-assisted by testing’ (DAT) approach has also been adopted. The Paper discusses the UK’s best design practice and focuses on the DAT methodology as applied in the case of the 6.9km (4.3miles), 7.8m (25.6 feet) ID Lining for the £635million Lee Tunnel Project. The design approach, the full scale testing at the Building Research Establishment (BRE), and the construction innovations are presented. This experience will be transferred to the £4billion Thames Tideway Tunnel.INTRODUCTIONSteel Fibre Reinforced Concrete (SFRC) has been used for Tunnel segments for more than 20 years. The first application of SFRC in the UK was for the Heathrow Baggage tunnel (1994). Since then significant size tunnels have been designed and constructed, such as the Jubilee Line (1999) High Speed 1 (CTRL, 2006), Crossrail (2014), Lee Tunnel (2014) and the scheduled 25km Thames Tideway (‘Super Sewer’) and High Speed 2 rail tunnels. However one the main obstacles in achieving streamlined design and improving efficiency are the lack of appropriate design guidelines for SFRC tunnel segments. This issue will – to some extent – be addressed by a number of current documents on tunnel FRC design either being produced by BSi (PAS8810, expected 2016), ACI (544.R) and ITAtech (Design Guideline PCFRC, 2015) in an effort to advance the design of SFRC and take into consideration the recent developments in Steel and Macro-Synthetic FRC technology."

The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. For tunnels with low overburden, the shotcrete lining is the main element of ground support, which is why shotcrete behavior is of prime importance. Following its application, shotcrete not only gains strength and stiffness with time but—if loaded at an early stage—it is also subject to creep which in turn leads to stress relaxation. For two-dimensional FE calculations, a computational modulus of elasticity of shotcrete is to be used. Based on parameter studies it was found that the modulus of elasticity of shotcrete depends on both shotcrete mix and ground behavior. While the Young’s Modulus used for young shotcrete may range from 1,000 to 7,000 MPa, the Young’s Modulus used for hardened shotcrete is best represented by a value of 15,000 MPa.

The present contribution examines the main components of a sustainable land reclamation program applicable to surface coal mines and the environmental threats that hinder the transition to sustainable land management. It compares the main ?waste streams? that cause adverse impacts to the environment with the so-called ?best available technologies and managing practices? that are proposed by organisations with high expertise in land management. Also, it addresses the environmental and socio-economic indicators that should be monitored in order to assess the results of the land management program and to allow remedial actions and continuous improvement. Based on the Greek lignite mines experience in land reclamation, this paper presents the common weaknesses of the land management programmes and proposes an improved communication scheme that moves things towards sustainability. This scheme is based on a more rational exploitation of the available economic resources and a constructive dialog between the mining companies, the local authorities, the state institutions and other stakeholders.

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company's Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck's AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. Basic dimensions and weight of the T282 are: ? Overall length, 14.5 m (47.5 ft). ? Overall width, 8.7 m (28.7 ft). ? Loading height, 6.5 m (21.2 ft). ? Height - body up, 13.9 m (45.9 ft). ? Because of the high cost of obtaining coal washability samples, it has been difficult in the past to obtain washability variograms. As a result, it could not be determined if the geostatistical prediction tool known as kriging can be applied to predict in situ coal washability characteristics. This paper presents the obtained variogram models for the Upper Freeport coal seam in western Pennsylvania. Variogram model parameters are presented for a total of 27 models. They are for four different variables: float- weight, ash, sulfur, and Btu, at seven different specific gravities: 1.275, 1.300, 1.325, 1.400, 1.600, 1.800, and 1.80,Sink. Based on the obtained variogram results, it can be con¬cluded that all attributes of coal washability show definite spatial correlation structures, and, consequently, geostatistics can be used to predict the in situ coal washability characteristics.
