Windborne dust from alkaline salt flats and mining-related tailings ponds is especially prone to threaten applicable ambient air quality standards. Sodium carbonate crystals, typically present, weather to an exceedingly fine, non-cohesive dust, causing air quality problems for miles downwind. Recently developed specialized polymers react with alkaline dust to form sturdy, wind-resistant crusts with good longevity. An on-going demonstration project at a major trona facility has developed techniques for cost-effective application of these polymers over large areas of soft tailings or sediments in a wide variety of situations. Recently treated areas on the order of 80 acres show effective suppression of dust.

Experiments were conducted to determine the quantity and purity of ultraclean anthracite that could be prepared in the laboratory, using conventional separating techniques. A low-, a medium-, and a high-volatile anthracite were studied. Specific gravity separation followed by grinding, screening, and refloating at lighter specific gravities yielded small quantities of material purified to 1.0 percent ash, as follows: From low-volatile anthracite, 0.7 percent; from medium-volatile coal, 1.0 percent; and from high-volatile coal, 2.3 percent. The reduction in ash had no appreciable effect on the volatile matter or sulfur content of the coal. The limited quantities of material containing 1.0 percent or less ash obtainable indicate that if ultraclean coal is desired, a practical approach should include the processing units as an integral part of a conventional dense-media washing plant.

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. "The waters of Lake Superior flow into those of Lake Huron through the St. Mary's river. The rapids in this river are about half a mile wide and three-quarters of a mile long, in which distance the fall amounts to about twenty feet. Since this was the only obstacle to navigation between the west end of Lake Superior and ports on any of the other Great Lakes except Ontario, attempts were made many years ago to permit the passage of small boats from Lake Huron to Lake Superior by means of canals and locks. The first canal was built on the Canadian side of the river by the Northwest Fur Company in 1797-98. The lock was 38 feet long, 8 feet 9 inches wide and had a lift of 9 feet. A tow path was made along the shores for oxen to track the bateaux and canoes through the upper part of the rapids., The lock was destroyed during the war of 1812 by United States troops from Mackinac Island.The first ship canal, known as the State Canal, was built on the American side of the river in 1853-55, about 750,000 acres of land in Michigan having been granted by congress to a private company as a 'concession for its construction. This canal was more than a mile long, 65 feet wide at the bottom and 100 feet wide at the water's surface. It had two locks, each 350 feet long by 70 feet wide, with a lift of about 9 feet. The depth of water in the canal was about 13 feet and in the locks about 11 1/2 feet."

Major world ilmenite and rutile accumulations reveal similar regional geology and Proterozoic age deeper crustal source rocks. During crustal collision titanium crystallizes as ilmenite and rutile at buried sites of high pressure and temperature rock metamorphism. Hydrothermal activity can convert titanium minerals to rutile, but titanium migration and enrichment seem only local. Many melts crystallize rocks with iron-titanium oxides in solid solution, but titanium enrichment at economic scale takes place in basic intrusive melts often associated with anorthosites and charnokite. Sedimentary placer enrichments have formed since the Proterozoic with water-resistant ilmenite, and rutile segregating by gravity from quartz sands deposited from flowing water. Placers have residual, alluvial, strand and shallow marine variants. Time, organic acids, and sand permeability play lead roles in the leaching of iron from ilmenite during weathering and diagenesis.

Today's increasing needs for rapid excavation have stimulated efforts to break rocks without explosives. The application of electric energy for this purpose has been studied by a number of investigators. Following principles have been used in electrical rock breaking: 1. induction heating5 2. high frequency heating4, 14 3. microwave heating6 4. contact resistance heating9,12 5. resistance heating11,13 6. electron beam heating1, 3 7. plasma jet heating2, 8 8. arc heating7 9. condensor discharge energy14 In this paper the presentation of the principles of electrical fragmentation is limited to a process called "electrofracing". This technique uses electrical heating of rock by electrode contact resistance9 and resistance heating" phenomena. The electrically induced stresses inside of rock generate forces which break up the material. The fracturing of ore takes place by tensile stresses instead of compressive forces. The electric energy merely creates fractures in the rock and the separation of fractured material takes place by subsequent mechanical handling. Energy requirements in secondary breaking of iron ores have been about one to two kilowatt-hours per ton of ore. Power requirement is a function of the degree of fragmentation.

The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc., an 81% owned subsidiary of Freeport-McMoRan Inc., lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in early 1988. Production at the open pit Grasberg deposit commenced in December 1989. The Grasberg copper-gold orebody is contained with a young igneous complex of dioritic composition which intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork.

The only good news in the exploration sector in 1982-a year plagued by low metal prices and weak demand-was precious metals. Gold in particular remained in the forefront, as it has for at least the past three years. The reason for this is partially due to gold's seeming resilience to conventional supply side factors-such as new production-that normally influence many other metals. Also, with projected production costs of about $6.40-$9.65/g ($200¬$300/oz), modest deposits with average grades can offer an early return on capital investment and good profit potential. Keeping escalating capital costs for new mining ventures within reason has shifted gold exploration efforts in recent years. Many mining companies are seeking relatively low grade, modest tonnage, near-surface gold mineralization. This, of course, leads to lower development costs using open-pit mining methods. Recent refinements in the carbon-in-pulp recovery process also has enhanced the economics of such deposits. Slumping economic conditions certainly played a key role in shaping exploration activity last year. Nearly every major mineral-producing state recorded exploration slowdowns. In Alaska, for example, development expenditures approached the level of exploration spending for the first time in the state's history. This not only reflects major companies' decisions to move toward production but also the economic slowdown. The worldwide recession stopped Nevada's exploration and mining boom "dead in its tracks," said John Schilling, state geologist. The year was one of layoffs and closings for the state's mines and exploration offices, he reported. Similar trends were noted in most other states, especially in the West and Southwest. In the Pacific Northwest, however, exploration appeared to continue at a relatively good pace considering the metals market. In the mining geophysical community, recent advances in telecommunications and microprocessor technology are continuing to provide a positive impact. Many geophysicists have begun using satellite digital communication links to access computer systems from remote sites where using a microcomputer would be difficult. There were also major contributions made in exploration geochemistry last year. Highlights include progress in formulating mineral deposit models, geochemical exploration in glaciated and arid environments, and publication of many informative books. The following state-by-state summary and articles on geophysics and geochemistry provides a detailed view of exploration events throughout the US in 1982.

This article discusses the effect of physical and chemical modifications of starches on the anionic and cationic flotation of silica from oxidized iron ores and magnetite-taconite concentrates, and the results of the interaction of starch, pH, and calcium ions on the flocculation, clarification, and filtration of iron ore slimes and magnetite-taconite tailings. Starches, particularly when anionically modified, were found to be effective depressants in anionic silica flotation. British gums and dextrins were beneficial for oxidized iron ores, but none of the starches or starch derivatives appeared to have any effect on magnetite-taconite concentrates. The flocculation and filtration of iron ore slimes were most strongly affected by the level of starch, to a lesser degree by the pH, and were virtually independent of the level of calcium chloride. The clarification of iron ore slimes was complexly dependent on these three factors. The flocculation of magnetite-taconite tailings depended mainly on the level of starch, whereas their clarification depended on the level of lime. As previously reported in the literature, selective flocculation and partial upgrading of a semi-taconite could be readily attained with starch and calcium chloride.

The persistent requirement for methods and equipment capable of detecting hazardous anomalies in advance of underground mining has led to the development by the U.S. Bureau of Mines of a directional radar probe. The probe operates from boreholes drilled from the surface into the underground region to be mined. The engineering model radar was completed in early 1982 and field demonstration tests were performed in May of that year at a selected coal mine. Preliminary in-situ electromagnetic tests were performed at several candidate coal mines to evaluate the radio-frequency characteristics of the coal. A coal mine in New Mexico was selected on the basis of low EM propagation losses in the coal and the presence of an extensive coal seam displacing fault as a radar target. The borehole radar was operated in two vertical boreholes which intersected the coal seam at approximately 25 and 40 feet from the fault interface. Radar reflections from the coal/ rock interface were detected in both tests. Underground tests in a horizontal borehole in the coal were less successful because of interfering reflections. Additional borehole-to-borehole tests were performed with a separate ground penetrating electromagnetic system to obtain radar range calibration data. The coal was found to be bounded by very lossy roof and floor sandstone and shale while propagation through the coal seam was obtained at distances up to 175 feet between test boreholes. Coal seam continuity was indicated by the hole-to-hole experiments through a section of the seam previously thought to be completely cut off by the fault.

Quartz and phosphate grains from concentrates and ores from Atlantic Coastal Plain sediments often are wholly or partially coated by humates. Coatings were studied in situ using infrared microscopy, by transmission Fourier transform infrared of extracts, and scanning electron microscopy. The 14C age of the coatings is about 20,000 years, much younger than the mineral substrates. Coatings on double flotation concentrates indicate that the conditioning pH may be too low, allowing coated quartz grains to follow phosphate grains through beneficiation. Organic matter from coatings may contribute to processing problems as well as affect final product quality.

Dexter pit lake, within the townsite of Tuscarora, Nevada, has been in existence since 1990 and provides a natural laboratory for the study of cycles of trace elements associated with ore deposits (e.g. As, Cu, Pb, and Se). Our goal in this study is to develop and calibrate methods of geochemical modeling that may be applied to estimating the concentrations and fluxes of trace elements in pit lake systems. Our initial modeling work considers limnology, hydrology, wall rock mineralogy and geochemistry, benthic fluxes, and colloid composition. Results from our work may be useful in evaluating water quality in the arid West.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent on the application, mineral properties and available instruments. Different instruments produce images that display different features. In order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application. A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

By oxidizing the pyrite matrix through biological leaching of precious metals ores or concentrates, better than 90% recovery of gold and silver is achieved. The paper develops three precipitation processes that eliminates arsenic and all other toxic elements in the resulting liquor after the biological reactors. In addition, the precipitates are highly crystalline and resist resolubilization. The latter must be tested for at least six months by EPA test procedures. The three systems are temperature (must be at least 120°C or higher) lime or limestone. A continuous pilot plant was employed for all three systems and complete recommendations are given to optimize Fe/As molar ratio, reaction kinetics (detention time) pH, temperature, wt % feed solids as well as resultant reagent consumption based upon continuous operation.

The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality.
