The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

The US Bureau of Mines is conducting core leaching experiments with sulfuric acid on oxide copper ores from the Cyprus Casa Grande and Asarco/Freeport Santa Cruz deposit in Arizona to further the understanding of the leaching process in supergene copper ores as it relates to in situ mining. Leach solutions from atacamite mineralization contained 5 to 30 g/L (0.05 to 0.28 oz/gal) copper and few extraneous ions. Leachant from chrysocolla ores, with grades similar to the atacamite, contained 2 to 9 g/L (0.02 to 0.08 oz/ gal) copper and abundant extraneous ions. Quartz and K-feldspar had no impact on leach solution composition at any acid concentration up to 40 g/L - (0.39 oz/gal) while illite and sericite had minimal impact. Biotite, calcium-rich clay, and limonite have a significant impact on solution chemistry when there is abundant free acid in solution. High acid concentra¬tions increase acid consumption in ores with abundant biotite and limonite gangue. High acid concentrations can be used in ores with quartz, K feldspar, and sericite gangues without increasing acid consumption per unit of copper removed.

Efficient design of grinding circuits for efficient production of ultrafine material requires rapid feedback of information concerning the fineness of material leaving the grinding device. Generating this information requires efficient sampling and adequate rapid characterization of the material leaving the grinding machinery. Recent developments-in electrooptic inspection of dry end wet material leaving a grinding device are critically reviewed. New methods for characterizing ultrafines are discussed. A rapid operating automated cybernetic (intelligent) permeability device for automatic control of grinding circuits using Blaine index and other fineness indices is described.

This paper suggests that pre-occupation with the random process model notised by geostatisticians may result in neglect of more promising techniques, especially since the random process model does not appear to be essential to current geostatistical procedures. This point of view is emphasized pictorially. To emphasize the potential of new techniques a simple application of the conventional Brownian function is described. All engineering designs are based on assumptions regarding the behavior of the structure or facility being designed. These assumptions may be based more or less heavily on theory, but are credible only if verified by observations of field performance. Dr. Peck's "State-of-the-Art" paper has described the semi -empirical process of soft ground tunnel design, emphasizing the importance of records of field performance of actual projects constructed under a variety of conditions. This paper will present the principal results obtained from measurements made during construction of the soft ground tunnels for the San Francisco Bay Area Rapid Transit System. SCOPE The BART System comprises 75 route miles, including 14 miles of soft ground tunnelled subways in San Francisco, Oakland, and Berkeley. All tunnels are single-track sections, approximately 18 feet in diameter. Usually there are two parallel tunnels at the same level, but under Market Street in San Francisco there are four tunnels (two over two), and there is also a three-track section (two over one) in Broadway, Oakland.

The restructuring of mining operations in Valea Jiului coal basin imposed by the transation to the market economy calls for an increased coal production. Under the circumstances, the role of drainage networks grows ever more important. The paper describes an original mathematical model and software developed on its basis, with enables the ventilation engineer to assess the configurations of different systems, as well as to test their reliability and prognose their future performance before conceiving another methane drainage system or changing the existing one. The paper also includes the underlying principles of an optimization program for methane drainage networks, which will enable the detection of the optimal methane drainage system, both from a technical and an economic point of view.

Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets, and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event and drained the pond, creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were measured on samples of influent and effluent to evaluate pond performance. Particle size analyses were conducted on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement.

Mining means drilling and blasting in order to break down the rock, loading and transport, and often also crushing the ore down to a suitable size. These operations can be done in open pits or in underground mines, and also, to a lesser extent, in marine mining. The same operations are also used in various types of construction, i.e., for roads, water power stations, etc. Before beginning a detailed economic analysis of the factors which enter into deciding whether to mine by open-pit or underground mining, and at what point a change should be made from open-pit to underground mining, or vice versa, it is of interest to consider some general factors.

The computer program SYGRISIS estimates number of units of equipment and operating costs on the basis of yearly production for different loading (wheel loader, LHD, digging arm loader) and transport (truck, train, conveyor belt, hoist, pump) equipment either individually or in any specified combination. Input data are yearly capacity, working time and technical data for the equipment. For the cost analysis input data are technical quantities and unit costs. SYGRISIS is written in TURBO Pascal and can be used on IBM compatible PCs with MS-DOS operating system.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

But, the use of fly ash and bottom ash byproducts from modern desulfurization processes is receiving increased attention. The University of Kentucky has been conducting research into civil- and mining-engineering applications of these products. The studies have included extensive investigation of the geomechanical behavior of the materials and the effect of mineralogy on this behavior. These studies indicate important mineralogical considerations in the selection of materials for a specific application and highlight the importance of quality control before and during usage on specific projects.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. The first step in the development of a gold deposit is the detailed mineralogical examination of the ore types, major and minor mineral constituents and their association. It is extremely difficult and expensive mineralogically to characterize the occurrence and association of gold with other minerals for low-grade refractory ores (less than 0.1 troy oz/t Au). Even if a mineralogist can identify a gold-associated particle or two, one wonders how representative they are of the deposit. What alterative does a metallurgist have for characterization of gold-bearing ores? Diagnostic leach procedures, consisting of a series of sequential leaches, can provide the metallurgist/mineralogist with reasonably good Indication of the deportation of gold in the various mineral matrices. This information con help the metallurgist concentrate on the most promising process options In the Initial stages of the project development process.

The Bureau of Mines' Denver Research Center initiated a subsidence research program in 1978. The short ten goals of the program were to determine practical methods and equipment for measuring subsidence and demonstrate these methods by monitoring subsidence at several mines having mining, geologic and topographic variables typical of those encountered in the western United States. Data from the monitoring program would be supplied to cooperating mining companies and used by the Bureau to accomplish the long term objective of developing and validating subsidence prediction techniques applicable to mines in the West. Subsidence monitoring is being conducted at five mines in Colorado and Utah with substantially different mine plans, mining methods, depths of cover, and topography. The monitoring procedures used at each site are similar and include designing the monitoring network layout, installing the subsidence monuments, initial and periodic surveying of the monuments, and processing the survey data. The network layout, surveying methods, and types of monuments vary according to the conditions at the individual sites and the type of data being collected.

Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium separation circuits. In this study, the performance of a continuous, laboratory wet-drum magnetic separator was evaluated both with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration and nonmagnetic material. The paper will describe a number of developments and innovations now in use in microtunnelling machines. These include the use of fuzzy logic steering systems, the proven ability to successfully undertake complex curved microtunnel drives, the ability to complete ultra long drives using microtunnelling techniques, and machines with access to the face of the machine from inside the machine. The ability to tunnel in relatively hard rock utilizing a rock head with back loaded cutters changeable from inside the microtunnel machine and the ability to utilize microtunnel machines in multi modes, such as hard rock mode, “open” mode, EPB mode, and slurry mode with the same base machine again with access to the face of the machine will be described. In addition, the latest computer technology gives the operator “full visualization” of machine functions together with the ability to data log machine operating parameters. Reference will be made to a number of projects worldwide recently completed or under way where these innovations have successfully been utilized.

This collaboration allows the designer access to the latest research results, technical innovations, and support specific measurement techniques as well as the supplier?s experiences on recent projects. Project specific requirements determine the information that can be used to increase support system efficiency, advance rate, degree of safety, or decrease costs. This cooperative effort results in not only an unambiguous tender document, but also an optimized design with reduced risk that is coordinated with safe and high performance construction techniques. This paper will address the benefits of an early collaboration to both the design and the specifications in the tender document by using the A3 Hindhead project (UK) as an example.

"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."
