Stability of fine quartz suspensions in process water is of concern in several mineral processing applications. In alkaline solutions, the presence of magnesium ions, arising from such sources as water hardness and magnesium-bearing minerals, leads to the precipitation of Mg(OH)2 which coats the surfaces of quartz. The conditions under which heterocoagulation or surface precipitation of Mg(OH)2 on quartz occur and the manner in which they influence the settling behavior of ground quartz was studied by means of settling tests, coating density determinations, zeta potential measurements and electron microscope observations. Coating density was greater when Mg(OH)2 nucleated on the surface of quartz than when the precipitates heterocoagulated on the quartz surface. The settling curves of quartz suspensions in the presence of different concentrations of MgCl2 exhibited a maximum of maxima which occurred at 10-3M MgC12 and pH 11. Interactions between quartz and Mg(OH)2, and flocculation-dispersion characteristics of quartz suspensions in this system are discussed.

Reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In this process, quartz is often floated with ether amines (R?(OCH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of quartz does not work well if a certain amount of slime is present in the ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the efficiency of iron ore flotation by the use of a new type of depressant for clay and iron minerals, Georgia Pacific (GP) clay binder. The GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It also helps depress hematite flotation due to its unique chelating action on iron ions. The results from this study show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing iron recovery to 78.15%, while the concentrate grade remained stable at 67.08%. The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

The search. for massive sulphide orebodies is steadily being extended to greater depths as well as expanding outward into the large portion of the earth's surface where the sulphide bodies are deeply weathered. Massive sulphide orebodies are generally not large in dimensions. They are not like disseminated type sulphide bodies that form large ground exploration targets that can be detected at greater and greater depths simply by increasing the geometrical spacing between the geophysical transmitter and receiver. In¬creasing the transmitter-receiver spacing with massive sulphide bodies eventually "waters down" the anomaly from the body until it disappears into noise. If high surface conductivity is present, as is common in areas of deep weathering, the problem is compounded by the increasing response of the surface layer, as the receiver-transmitter spacing is expanded. The search to greater depths has important implications other than just detection of the orebody. Drilling costs are increased and the probability of missing the target are increased. Missing an orebody is an expense that is difficult to evaluate in dollars per line mile of survey especially since one does not know the value of what was missed. A ground Pulse EM method has the capabilities of solving the problems of deeper exploration particularly in areas of surface weathering it can attain deep penetration without large coil spacings, it also provides information from a complete range of frequencies. The method has other operational advantages since it is free of geometrical restrictions as to coil alignments and can operate in areas of high power line noise.

The term "pressure tunnel" in the broad sense includes all hollow spaces, aligned along an axis and surrounded by rock, which are suitable for pressurization. In particular, this category includes: • horizontal or slightly inclined water pressure tunnels; • vertical or inclined pressure shafts; • pressure chambers or shafts of surge chambers; and, • compressed air storage tunnels. The main problems in the design and construction of pressure tunnels result less from their length or size than from the requirement for watertightness and, dependent upon this, reliability in operation and economy in construction. Where the lack of sufficient overburden does not permit the rock to accept the internal pressure in the tunnel, or where this pressure is so high that the watertightness is in doubt although the stability of the tunnel shell is not in question, a pressure tunnel must nevertheless be reinforced. Surge chambers, pressure tunnels and tailraces which are subjected to relatively low internal pressure, usually not much in excess of 1.5 MN/m2, are eminently suitable for construction in post-tensioned concrete. Pressure shafts, which as a consequence of the high water head are subject to a considerable maximum service pressure, are usually lined with a steel tube, a considerable proportion of the internal pressure being transmitted to the rock by backing concrete. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage phenomenon. AMD occurs when sulphide minerals (ex. pyrite) contained in rock are exposed to air and water and subsequently oxidise to produce low pH water. This acid effluent has the potential to mobilise any heavy metals contained in the rock. Coating the sulphide minerals with silicates is a new promising technology to reduce AMD. Pynte is treated with a solution containing H2O2, sodium silicate and a buffering agent. H2O2 oxidises a small part of pyrite producing ferric iron (Fe3+) ions. These ions subsequently react with the silicate ions to produce ferric hydroxide-silica that precipitates on the pyrite surface producing a passive coating. This silicate coating can protect the grains of pyrite from oxidation. This paper presents a series of experiments that confirm that silicate coating can considerably reduce AMD.

Twelve linear test foundations were constructed over an advancing longwall panel in southern Illinois, six were located along the centerline, and six in the maximum tension zone. One footing in each set was a control foundation constructed according to conventional practice. It suffered severe damage. Footings with reinforcing bare and post-tensioning had much smaller elongations, with the post-tensioning preventing cracking of the footing. Footing-soil interface treatments of plastic-on-sand and plastic-on-soil served to reduce damage. The addition of steel fibers to the footing had about the same effect as an interface treatment. Sill plate construction (butt-jointed versus lap-jointed) appeared to significantly affect the behavior.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

Three Federal programs exist for identifying significant environmental chemicals, including minerals, that should be tested for toxicological effects. Two programs are mandated by law and can lead to industry-funded studies; they are administered by the Environmental Protection Agency and the Agency for Toxic Substances and Disease Registry, respectively. The third is the National Toxicology Program, a Federally-funded testing initiative. This paper summarizes the three programs, describes their similarities and differences, and discusses their applicability to minerals.

Cement plants in the central Hudson River valley utilize limestones of the Helder-bergian Series of the Lower Devonian. Chiefly calcilutites, calcarenites, and cherty calcisiltites, these rocks represent progressively deeper environments, from lagoonal to neritic, with scattered reef deposits. Stratigraphic continuity is marked, and a layer-by- layer analysis shows strikingly constant chemical compositions. The structural picture varies from flat-lying and relatively unfaulted beds on the northwest, through gently folded and faulted beds on the north, to complex overturned beds with closely spaced imbricate faults on the south. Operating techniques are simpler in the north, where grade control is effected chiefly by the initial layout of the faces. In the south, grade control requires flexibility and frequent adjustment of faces or scheduling. A system of quarrying along strike has been developed, grade being computed from a cumulative foot-per cent graph of the critical oxides in each mappable layer. Balancing shovel production among the many faces is simplified by comparing production requirement ratios with ratios of the various types of rock in each face. Drilling and blasting limits are geologically controlled if warranted, or large blasts embracing several rock types are shot and the resulting pile of broken rock is staked along shovel limits.

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to be done, wet or dry or a combination?

Renewed interest in the vast reserves of anthracite coal in eastern Pennsylvania led to the use of a numerical model for simulating the hydrologic effects of constructing an open-pit anthracite mine. The proposed mine would be approximately 1800-m (5900-ft) long, 1000-m (3300-ft) wide, and 300-m (1000-ft) deep. A two-dimensional, finite-difference, ground-water flow model was used to calculate ground-water seepage rates into the proposed mine, to evaluate the effectiveness of various deep-well dewatering systems, to calculate drawdown in adjacent wells and properties, and to estimate the capacity of the water-treatment plant. Site-specific values of pertinent hydrogeologic parameters were used in the simulations.

Jet pulverization is a relatively new tool for fine grinding. It is not yet in general use in the mining and ore dressing fields, since most of the requirements in these areas have been for relatively coarse particle sizes. As the need for finer grinding increases - because of different ores, new products, and new values being sought - jet pulverization will, increasingly, be properly used.

Modern business practice dictates that in order to ensure the economic optimization of investment, the size of any investment venture must be such that every increment of capital invested in such a venture yields at least a corporate minimum acceptable rate of return. This practice is based on the premise that alternative investment opportunities capable of yielding the minimum corporate return are immediately available. If a mining corporation is to make the maximum use of its investment funds, any capital investment in a mining property must comply with the above practice. The most important parameter in estimating ore reserves is the cut-off grade which is used to separate material into ore or waste. The cut-off grade is calculated on the basis that material of cut-off grade produces sufficient revenue to cover the estimated costs of mining and processing through to sales, including depreciation and produce a pre-determined profit. Ore reserves so estimated are adequate for determining the magnitude of an orebody but do not provide a sound basis for determining plant size and therefore capital investment in a new property or for expansion consideration on an existing property. From a financial analysis of this one ore reserve it is impossible to ascertain whether each increment of capital investment is providing the minimum acceptable rate of return, Other difficulties associated with the calculation of a cut-off grade including the determination of depreciation and the amount of pre-determined profit to be included in the cut-off grade calculation are outlined in the text. The proposed solution to determine optimum ore reserves and plant size for new properties avoids the complication of calculating a cut-off grade by computing a series of ore inventories using arbitrarily selected cut-off grades. A comparison of the cash flows generated by production from such ore inventories using incremental financial analysis clearly indicates the ore reserve and plant size which will best serve the corporation's investment and metal production goals. Incremental financial analysis of a corporation's operating mines and prospects assists management in assessing the comparative expansion and investment possibilities of each property for increasing or maintaining metal production on a long term basis.

The Soldier Canyon Mine (the "Mine") degasification project demonstrates the ability to commercially recover coalbed gas to reduce overall mine costs associated with methane drainage. Gas is recovered from active and inactive areas of the Mine through an underground pipeline and surface compressors. Close inspection of gas quality is required due to potential contamination of air caused by excessive vacuum. Water must be removed routinely to enhance gas removal. This paper will review the operational and production procedures required to maximize gas recovery and insure safety at the Soldier Canyon Mine gas recovery project.
