Mining companies, as developers of natural resources, are being forced to deal with the potential long-term liabilities of past, present, and future mining operations. As discussed in a previous paper (Cobb, et al., 1987), these liabilities can include solid waste disposal corrective action programs (state or federal actions), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), (Superfund) (state or federal actions), or natural resource damage claims (typically filed by state agencies and provisions specified in CERCLA). These potential liabilities are very real, and should dramatically impact the way a company views its exploration and development programs, and operating mines.

The future of mining in the United States is in question. The cumulative effects of federal, state and local environmental legislation threaten its survival as the cost of compliance skyrockets. Legislation has created pol ari zat ion between government and industry followed by court action, further increasing costs and delays on permitting and remediations. Regulations often call for excessive and rigid requirements that result in unrealistic compliance goals costing tens of millions of dollars. The costs often exceed the value of the remedy. A growing concern is that proper scientific methodologies and engineering practices are being sacrificed because of political and public pressures.

Study area is located on the NorthWestern of Yatagan-Yenikoy and placed in the units of the crystaline Menderes massif of Eagen, Turkey. Stratigraphically gneissic, migmatitic and metagranitic rocks are found at the base. Garnet schists, phyllitic rocks lie unconfirmitelly upon the basement rocks. Permian aged marbles can be observed as diferrent sized lenses within the schists. Triassic, Jurassic and Cretaceous aged gray colored dolomites and pure crystaline calcite bearing marbles lie upon the Permian aged schists. Neogen series, mainly composed of conglomerates, claystones, marl and limestones unconformly cover the other basement series, mentioned above. Pure calcite bearing marble occurances are found at 2 locations in the study area. These are known as Berber Quarry and Kavuk Quarry. Samples numbered as N7, N8, NA from the Berber Quarry, mineralogically composed of Calcite (97-99%)+iron oxide (1-3%) and chemically contain CaCO3 (97,98%), Fe2O3 (0.5-1%), SiO2 (0.025%) N9 and N10, sampled from the Kavuk Quarry-mineralogically composed of Calcite (94,95%)+iron oxide (2-3%)+albite-Quartz (1-2%) and chemically contain CaCO3 (92-93%), SiO2 1.49%, Fe2O3 0.42%. Especially in plastic and paint sector albite and quartz are unwilling minerals due to their hardness. Approximatelly 1/20 of the study area (87.500 km2) contains industrial calcite occurances. Moreover about 100 billion Tons geological, 1.86 billion tons runable (possible) calcite reserve calculated. It can be expected the calcite quality will be increased with depth. During the running stage of the quarries over burden removel and hand sorting processes will positive affect of the quality.

This paper concerns the optimum arrangement of the buoyancy module, which is used for stable dynamic motion and structure stability of the marine flexible riser. The main method of this study is simulation-based design using Genetic Algorithm (G.A) for optimum design and Multi-body dynamic for simulation. The marine riser connects the vessel and the seabed-tracked vehicle. The motion of the riser affects the motion of the vessel and the vehicle. In this study, a marine riser of the deep-seabed integrated mining system (Figure 1) is used. This riser has a strong effect on efficient transfer of minerals. So, the buoyancy module must be equipped to supplement problems of the structure stability and the dynamic motion. Positions and quantities of the equipping buoyancy modules are determined by the at sea experiment (Figure 2). But this method is not easy because the actual sea experiment is expensive, time-consuming and dangerous (Figure 3). Thus, the position and quantity must be determined by simulation-based design. The dynamic analysis models of the riser and the buoyancy module were built in the commercial software DAFUL. In the marine environment, factors affecting behavior are current, drag force, etc.

Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

The paper summarizes an investigation into the applicability of mechanical excavation to oil shale mining; identifies available machine types that are best suited to various aspects of the mining operation; presents preliminary comments on the configuration of an "IDEAL" oil shale mining machine; and establishes the background information necessary for conceptualizing and evaluating new mining methods using mechanical excavation equipment. Conclusions are also presented as to the best currently available systems, as well as potential future systems.

The results of a study are presented in which gaseous oxygen was dissolved in the leach liquor at concentrations of the order of 300 parts per million. This oxygen-containing solution was injected into portions of a field being operated on a commercial basis with hydrogen peroxide as the oxidant. Comparative results indicate that were concentrations and production rates were essentially equivalent with these two oxidants.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Since the record year of 1981 through 1985 the tonnage of weighting materials (barite and other heavy minerals) used in drilling fluids has decreased an estimated 49%. As in the past, barite still makes up over 90% of the minerals used for weighting materials in drilling fluid. Domestic production of barite has decreased 69% since 1981 and imported barite has made up over 50% of the total barite consumed since 1982. See Figure 1 for usage of barite. The number of operating grinding plants has decreased from 69 in 1982 to 39 at the end of 1985. With the decrease in demand of weighting materials for drilling fluids and an over capacity of grinding existing, prices for weighting materials have decreased dramatically. Although the American Petroleum Institute has not changed any of the specifications for barite, some users have initiated their own new specifications and have proposed to have them included in the API specifications. The exploration for and development of oil and gas dictates the level of weighting material used in the drilling fluids industry. Most forecasters do not foresee (or predict) increases in the level of drilling until the 90's. The primary or unground barite produced in the U.S. mines has a difficult time competing with imported barite due to the location of the mines. These mines are located in North Central Nevada, with small tonnages being produced in California, Missouri, Illinois, Montana and Washington. The major reason, is the difference in transportation costs from the mines versus ocean freight rates from the foreign ports to the major area of use, the U.S. Gulf. Since 1981, the production of primary barite has decreased from 2,849,000/ST (2,584,596/MT) in 1981 to an estimated 890,000/ ST (807,403/MT) in 1985(1). If it were not for the use of unit trains by some producers the production of primary barite in the U.S. would have probably declined another 20% in 1985. During the same period, of the total amount of barite consumed in the U.S., imported barite ore increased from 417, in 1981 to 65% in 1985. The major exporting countries to the U.S. during this period were China 46.27, Morocco 15.27., Chile 10%, Peru 8.4%, India 7.9%, Mexico 5.4%, Thailand 3.9% and Ireland 2.3%.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

Utilizing the recently developed laser velocimeter and a Pitot-static tube, the United States National Bureau of Standards (NBS), has calibrated various types of anemometers that are commonly used in the mining industry. This paper presents a summary of the performance characteristics including accuracy, precision, starting and stopping speeds of each instrument tested. The specific instruments that were calibrated by NBS have become Mine Safety and Health Administration (MSHA) primary reference instruments. These primary reference instruments are used in turn to calibrate secondary reference instruments for each Coal Mine Safety and Health District. Each District calibrates anemometers that are used by District engineers and inspectors. Calibration is accomplished through a substitution procedure in which the reading on the anemometer is compared to the true velocity determined by the reference instrument. Calibration is performed over the entire range of the instrument using an open jet wind tunnel to produce the various approximate velocities. Some specific details of the calibration procedure are presented in this paper.

This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour(acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec(50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average mill-wide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al.,1987).

INTRODUCTION Conceptual design of the first Exploratory Shaft (ES-I) for the Nuclear Waste Repository in Basalt (NWRB) began in July 1981; detailed design began in February 1982, and was largely completed by December (RKE/PB, 1983). The intent was to begin shaft construction by January 1983. The site had been prepared at that time, a construction manager selected and on board, the starter hole excavated and lined, and steel casings were under procurement. Government policy changed, however, and construction was halted before the drill rig started turning. Construction is now planned to begin in 1988. ES-I is a part of the site characterization program for the NWRB. The shaft will be used to develop production data and related information relative to drilling shafts at the site near Richland, WA, and to provide access to the repository horizon for site characterization and testing. The early program called for one shaft and some 330 m (1000 ft) of drifting. The program has since expanded to include a second shaft (ES-II) and more extensive drifting and testing. Currently, both shafts are planned to be 1.8 m (6 ft) in finished diameter, but studies are underway to determine if the second shaft should be larger. The drilling method was selected for shaft construction primarily because it offered a significantly shorter construction period than conventional shaft sinking using freezing and grouting. The finished drilled shaft will be lined with a continuous steel lining. Personnel are safer during construction with a drilled shaft than with a conventionally sunk shaft. The drilling method

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Copper and nickel are extracted from their elemental state, complex sulfides, ores, and other materials such as scrap by leaching them with a solution containing halogen salts - bromine/bromide, and/or iodide/iodine, oxygen and sodium or potassium nitrate. This US patented process is extremely effective yielding 98% recovery in15 minutes for the treatment of chalcopyrite and pentlandite in an autoclave at a temperature of 100°C - 150°C.

Pioneering work with pilot scale autogenous grinding started in Boliden 1956. From 1961 to 1991 eleven fully autogenous grinding (AG) circuits have been installed at various concentrators within the Boliden company. A compact two-stage grinding system was de- signed in the beginning of 1970s. The system included a pebble extractor which feed the secondary grinding stage with grinding media. The APC grinding system (Autogenous/Pebble/Crusher) is a further development of the AG concept. A new design of the Boliden pebble extractor together with improved control strategy make the performance of the APC system suitable to almost any ore quality. The Boliden AG concept is probably the most cost efficient grinding system of today.

Laboratory results from an initial study on the removal of SO2 from gas mixtures are reported using air-sparged hydrocyclone (ASH) technology. Tap water and alkaline solutions were used for absorption and the influence of gas flow rate, water flow rate and length of the ASH unit were investigated. Complete removal of SO2 was possible with very favorable kinetics. The efficiency of sulfur dioxide absorption from air using the ASH is compared with the efficiency of conventional technology.

INTRODUCTION The following papers describe the extraction of nickel in the form of ferronickel from the Dominican laterites. The Falconbridge process was developed initially in the Falconbridge Metallurgical Laboratories and subsequently in several successive stages of pilot plant operation in the Dominican Republic. In the course of this work we came to believe that there is advantage in piloting on site. Mining, metallurgical and geo-political considerations all have major impact and that belief has been borne out by commercial plant experience. Lateritic nickel ores differ substantially, even within the same orebody, in their amenability to extraction methods. The Falconbridge process takes account of the heterogeneous nature of the deposit. Three years of geological field exploration led to ten years of process development after it was realised that the then known metallurgical processes would not give economical extraction from the Dominican ores. In addition to establishing the viability of a novel pyrometallurgical approach, it was necessary to verify design parameters for a very considerable scale-up to prototype commercial operation. The plant was eventually constructed within the original estimates of time and cost. Unique features contributing to the technical and commercial success of the project are described. Additionally, some bold extrapolation based on pilot plant work, eventually proved to be quite conservative. The mine is not a conventional open pit operation, but is perhaps better characterised as an earth moving job. Novel application of mobile equipment led to great flexibility in the mine, where operation of several mining fronts is essential to maintaining uniformity of ore feed to the plant. When Caterpillar announced that it had purchased Bucyrus for $8.8 billion, it was billed as the next great chapter in the history of mining. Surely, when the history books are written, it will be remembered as a deal that changed the face of the mining equipment sector, and it could well be a major milestone in the path toward autonomous mining in the future. In the short term, the deal is a clear indication that the world?s largest equipment maker is bullish on the mining sector. The purchase of Bucyrus allows Caterpillar to expand its mining interest to six product segments (underground, surface extraction, large mining trucks, surface material handling, hauling products and growth markets) with 16 product lines to serve the mining industry. But the commitment doesn?t end there. According to Steve Wunning, president of Caterpillar?s resource industries group, which includes Cat?s global mining division, the commitment to mining goes far beyond the acquisition of Bucyrus.
