Since the early sixties, tunneling in the soft clay of Mexico City, has been done with the aid of open face shields and recently with compressed air. The use of pressurized shafts up to 1.5 kilograms per square centimeter, (147 kilo pascals) with vertical locks to launch the shields, have been used in two cases. After advancing almost 200 meters of tunnel, the same vertical locks were transformed into horizontal locks, to continue the work. Due to the high decompression times involved, it was necessary to install long locks, using the tunnel itself as part of the system. This article describes those cases.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

The Donkin-Morien Mine in Cape Breton, Nova Scotia, has successfully completed the excavation of a 7.6m (25-ft) diameter access decline over a distance of 3.5km out under the Atlantic Ocean. The tunnel, completed in December 1984, was driven through a sedimentary sequence of sandstone, siltstone, mudstone and various gassy coal seams prior to intersecting the Harbour Coal Seam where development work will commence. The tunnel was driven by a Canadian prototype tunnel boring machine (TBM) manufactured by Lovat Tunnel Equipment, Inc., Toronto, Ontario. The 7.6m (25-ft) diameter full-face shielded TBM operated at various grades from 0-20%. This paper outlines the TBM design, excavation, support and backup system utilized in the drivage. Problems encountered and drivage rates will be addressed.

Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

The U.S. coal industry has long utilized the pillar-extraction mining technique as a method for maximizing coal recovery. Like longwall mining, it causes large-scale movements that progressively propagate from mine-level to the ground surface and may affect the groundwater regime, surface drainage and surface structures. The U.S. Department of Energy, in an effort to foster in- creased use of total extraction mining techniques, has recognized the need for a better understanding of these movements that will lead to a greater compatibility between coal mining and present and future land use. As part of that goal, GAI Consultants, Inc. is currently in- stalling instrumentation to monitor the ground movements associated with pillar extraction mining at Kitt Energy Corporation's No. 1 mine in northern West Virginia.

Zinc concentrates received in La Oroya zinc refinery are marmatitic in nature, contain about 11% iron and traces of other metal values, Figure 1 shows the zinc circuit. The calcine from the roasted concentrates is leached in spent zinc electrolyte. Major part of the impurities is iron which has been oxidized to its trivalent form, This is the origin of the zinc leach residue for which the ZILERET process was developed and so named. The impure liquor from the leach is sent for purification and thence to electrolysis- zinc deposits on aluminum cathodes from which: it is stripped, melted and cast into slabs Typical assays of zinc calcine and leach residue are given in Table 1. Metal values contained in the leach residue, without counting any value of iron, amount to roughly $130 per short ton.

Selecting a minicomputer is not unlike selecting a costly piece of mining equipment such as a truck, shovel, crusher, or conveyor belt system. A marked difference might lie in the frequency at which such selection takes place; another difference might be mine management's familiarity with mining equipment vis a vis a minicomputer. These basic differences might prompt a mining company to seek the aid of a consultant when selecting a minicomputer system. Advantages and Disadvantages The fundamental advantage of employing an independent consultant is that it provides management with a source of knowledge and breadth of experience not readily available within the organization. If the consultant has a minerals background, such knowledge and experience are further enhanced by actual experience in exploration, mining, and mineral processing. If the consultant has worked within a mining company, such hands-on experience is supplemented with a meaningful understanding of the client's business; this facilitates communication between the consultant and members of the client organization. The consultant has been, so to speak, "in the client's shoes." There are several other advantages. Since computer systems cut across organizational boundaries, the independent consultant may be able to move within the organization more easily than an inside staff person to collect necessary information. Also, detachment from any manufacturer should provide the client with an objectivity and a set of recommendations as near optimal as feasible. The principal disadvantages lie in the area of continuity and accountability. Once the consultant's report has been submitted and his recommendations implemented, a discontinuity might occur. Also, if implementation does not provide the desired results, the consultant might not be available to correct the situation or account for actions taken. Proper selection of consultant services, relative to kind and duration, and the consultant's method of operation, will often prevent many of these aftereffects. Services Offered The professional consultant can help a client: •Define and summarize information systems technology* needs; • Evaluate alternatives such as in-house capability and capacity, time-sharing, or service bureaus; • Prepare a formal request for proposal (RFP) to be submitted to vendors; •Evaluate vendor proposals; •Evaluate the economics of lease vs. purchase; and •Assist in the conversion and installation. Thus, consulting services may range from evaluating an existing system and upgrading to a larger piece of equipment, to selecting a new first-for-the-organization computer. First, Define and Summarize Needs Regardless of circumstances, the most valuable document required before equipment selection is the information system plan (I/S plan). It helps insure that the company's information needs are met in a cost-effective manner. An I/S plan is usually a comporient of the mining company's overall business goals. Since an I/S plan is a formal vehicle for establishing and communicating the direction the organization intends to take to satisfy information requirements needed to achieve goals and objectives, most initial systems services are likely to center around creating such a document or updating an existing document. The trend toward company-wide I/S planning is increasing in the mining industry; however, smaller scale efforts focused at the information systems needs to support an individual

Waste areas of a mine should be sealed especially if there is a risk of spontaneous combustion. Leakage through and around such seals can be problematic. Pressure balancing has been one of the favored options to prevent the ingress of air into these waste areas. Balance chambers require maintenance and monitoring to ensure that they are effective. This paper explores the use of inert gas as a means of controlling ingress of air and egress of waste gases as a means of reducing leakage around seals.

We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress

A hydrogeologic investigation was conducted to predict inflow to underground mine workings and mining-induced hydrologic impacts for a proposed underground mine beneath a lake in northern Canada. Flow and shut-in tests were conducted to determine hydraulic conductivity values and to estimate the hydraulic head. A conceptual hydrogeologic model was developed and incorporated into a numerical ground-water flow model (utilizing MINEDW, a three-dimensional, finite-element code with special attributes designed for mine dewatering). The mining sequence was represented in detail(e.g., driving ramps and drifts, extracting panels, and backfilling mined areas). Due to limited field data, a quantitative assessment of uncertainty was implemented to estimate limits of possible inflows.

Mandalong Mine was originally planned to operate with panel widths of 250 m and a predicted surface subsidence in excess of 3 m. The consent conditions applied by the NSW government on this mine plan were very tight and, following a change in ownership, were considered by the new operator to present a number of unacceptable business risks An acceptable risk profile for the mine layout restricted surface deformations to less than 500 mm vertical subsidence, less than 7 mm/m tilt, and less than 5 mm/m strain. Empirical subsidence prediction methods indicated that it would be necessary to reduce extraction panel widths of 80 m - an uneconomic option. The application of a number of rock mechanics concepts identified that the local overburden geology could be exploited such that panel widths of up to 175 m could be possible. The 125 m width was selected as a low-risk introduction of this new subsidence prediction method. The extraction of the first 2 longwall panels has demonstrated the validity of the prediction subsidence method and has provided the opportunity to refine the selection of key input parameters. The impact of mining through a zone of thrust faults was successfully predicted. The mine is now planning the introduction of 160 m wide panels, and will review the associated subsidence impacts prior to any further increases in width.

Atlas Dewatering was contracted to install and maintain a groundwater control system for the new Bessarion Subway Station and the Tail Track Structure on the Toronto Transit Commission’s new Sheppard Subway Line. Atlas met the challenges presented by the project by closely reviewing the contract documentation provided by the Program Geotechnical Consultant, Golder Associates and by working with the general contractors, Bondfield Construction Company and PCL Constructors Eastern, inc., throughout the duration of both projects. In addition to concerns about soil loss, excessive settlement and seepage, the consultant was concerned about spreading hydrocarbon-contaminated groundwater between the two aquifers present at the Bessarion Station site. By installing a system of multi-level vacuum eductor wells around the perimeter of the excavation, Atlas was not only able to provide a dry excavation for construction, but, due to a unique well design was also able to prevent cross-contamination of the aquifers.

At Lupin mine gold is spatially and genetically linked to zones of hydrothermal alteration in iron-formation which are symmetrically developed adjacent to late Archean quartz veins. Immediately adjacent to the veins, coarse grained, typically gold- and sulfide-poor, calc-silicate rocks are often present. These rocks comprise hedenbergite + quartz ± grossular garnet ± epidote ± scheelite ± calcite. Sulfides (pyrrhotite, arsenopyrite and loellingite) and gold are concentrated in the next zone and occur with hornblende-rich rocks comprised of hornblende, quartz, hedenbergite and grunerite. Furthest from the veins are gold- and sulfide-poor, grunerite-rich iron formation comprising grunerite, quartz, hornblende and sometimes magnetite. Although the alteration assemblages have similarities with skarns, they develop in iron formation, and are at best indirectly related to intrusive igneous rocks. Geological and geochemical data clearly indicate the calc-silicate rocks are metasomatic in origin.

This literature review discusses the role of the Albanian institutions, the natural resources industry, potential investors and stakeholders in order to provide a set of indicators that can help to monitor amelioration within sustainable development principles. A map with the potential prospects of the natural resources will be a first step in identifying the further potential for exploitation. Mineral resource policies and governance, sustainable processing and supply chain as well as environmental management information system are some of the crucial tools identified, that will help to set up the indicators and quantify the achievements in environmental management in Albania. Moreover, the integration of practices that will support institutional capacity building; follow-up practices; the mainstreaming of global environment into planning; and the compliance monitoring process will additionally improve the environmental situation in Albania. Aligning business strategy with environmental policy, socio-economic analysis, environmental auditing are decisive tools in order to provide the Albanian authorities with a clear overview of the economic costs and the social benefits for sustainable development.

This project, which is intended to provide effective sewerage services to the Blue Mountains community, is located in the Blue Mountains National Park, about 60 km west of Sydney, Australia. The sewerage scheme consists of about 40 km of tunnels, out of which approximately 22 km have been completed. This paper describes the last major tunnelling operation on this project, the Hazelbrook to Katoomba tunnels. These tunnels, which mainly traverse the Hawkesbury Sandstone formation, are being excavated by a new 3.4 meter diameter Jarva Mk12C TBM. The mucking system consists of a continuous conveyor, which has allowed for some very impressive advance rates. The paper will consist of three main sections; the general geological conditions expected along the tunnel will be described in the first section. The second section will discuss the design and main features of the TBM, back-up system and continuous conveyor. The third section of the paper will describe the operational aspects and various performance data of the machine.

Excessive levels of horizontal stresses cause ground fall hazards in underground mines in the Appalachian Basin. At an underground stone mine in Pennsylvania, a modified stress control mine layout is reducing the hazardous conditions associated with excessive horizontal stresses. A microseismic monitoring system is in place to measure levels of rock stability and provide information on the effectiveness of the design technique. The microseismic data is supplemented with frequent and extensive mapping of roof falls and roof rock damage. Findings to date show that the stress control layout provides more stable conditions and thus a safer environment for the mine workers.

In the United States and in Pennsylvania in particular the coal mine drainage problem is of continuing and growing interest to the coal mining industry, the state government, the federal government and the public at large. The 1965 amendments to Pennsylvania's Clean Streams Law prohibit the discharge of acid mine drainage into the streams of the Commonwealth after January 1, 1967. Because of this new legislation, the coal mining industry and state government are extremely aware of the necessity for new techniques for treatment and prevention of the flow of acid mine drainage from the active mines of the Commonwealth in order to keep the coal mining industry in business in Pennsylvania. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from "active" coal operations and two-thirds comes from "abandoned" mine discharges. As early as 1963 it became evident that the Commonwealth of Pennsylvania and the coal industry in Pennsylvania would have to take active steps to abate the mine drainage pollution of Pennsylvania's streams and rivers. This became quite clear during the deliberations in Harrisburg which climaxed a twenty year struggle for effective strip mining legislation. The bituminous strip mining law enacted that year made it unlawful to have any acid discharge from active stripping operations.
