During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

Formation of commodity agreements depends mainly on the economic instability and associated mitigation measures inherent in the economic conflict between more developed and less developed nations. Five types of possible agreements exist: futures market, buffer stock, restrictive agreement, multilateral contract, and compensatory finance. Lack of market separation between sulfur consumers and producers coupled with large world production and highly concentrated export production in theory suggest a restrictive agreement as most likely. In practice, stockpiling of sulfur, an informal buffer stock, as done in Canada and perhaps the Middle East, has been the main sulfur price-supporting mechanism in the past two decades. No commodity agreements involving sulfur now exist except for multilateral contracts. Sulfur agreements apparently have existed rarely, if at all, in the past. Law (1975) refers to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement. The following discussion centers on the world sulfur market from 1976 to 1985 in this context.

Dynatec Mining Ltd. contracted to sink a 1500-m (4920 ft) concrete-lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft has an inside diameter of 6.3 m (20.5 ft) and is equipped with steel furnishings. Dynatec used the owner-supplied, 4.6-m (15.1 ft) diam, double-drum hoist to sink the shaft. For muck removal, 12.5¬t (13.8-st) buckets were used. The capacity of the concrete-¬placement buckets was 4.6 m3 (162.4 ft3). One of the unique features of the shaft sinking operation was the use of a two-¬boom, electric-hydraulic drill jumbo permanently mounted in the shaft sinking stage. An in-the-hole (ITH) drill was used to drill a 200-mm (8-in.) cut hole for the 4.8-m (16 ft), full face rounds. This paper describes the performance obtained with the electric-hydraulic drilling equipment and the high-capacity muck removal and concreting equipment.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Recent epithermal gold discoveries in Chile and Bolivia provide increasing evidence of a belt of intermittent, epithermal, precious metal mineralization east of the main Andean porphyry copper belt. This relationship may be the result of an easterly decrease in the age of magmatism and erosional levels, in¬crease in depth above the underlying Benioff zone and consequent changes in magma chemistry, or some other unrecognized factor. Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

A detailed heat flow project was conducted at the Homestake Mine in Lead, South Dakota. This paper presents results obtained from a stope sensor system installed in the mine. The design and installation of the system are described in detail in a previous paper (Duckworth et al., 1992). The major project objective was the construction of a comprehensive heat flow data base to allow the design and testing of a new climate prediction model applicable to irregularly shaped underground excavations in non-homogeneous surrounding rock types. A mechanized cut-and-fill (MCF) stope contributes a substantial overall heat source in a mine, and the effect of this source on the working environment must be considered when planning future ventilation and refrigeration requirements. The relative magnitudes of the component heat sources encountered with the MCF mining technique are presented, having been computed from actual stope beat flow data collected over a one-month study period. The percentage of the overall heat load that is removed from the scope for each component heat sink is evaluated, and the overall energy balance is analyzed. A one-month study length was considered a sufficient period of time to allow stope monitoring for a complete range of mining conditions.

Traditionally (with a few exceptions) tunnel boring machines (TBMs) have been utilized on tunnel projects where the risks associated with deep tunnels (rock burst, squeeze, etc) are low (or expected to be low). This has generally been due to the extremely adverse consequences of entrapping or damaging a TBM under such conditions; but also due to the relative difficulty of dealing with these ground conditions in the confined working area of a TBM, in comparison to a drill and blast heading. This paper review the constraints of operating a TBM in a deep tunnel and discusses related project experience, particularly recent and current experience with TBMs in the deep Alpine Base Tunnels. Potential future applications of TBMs in the development of large, deep underground mines are also discussed.

Open pit mines require substantial capital investment at the beginning of the operation and replacement investment at later years. The objective of obtaining the highest possible return on investment in a mining project can only be achieved with an efficient long term production plan. This plan consists of optimally determining four principal elements: 1) the amount of ore and waste to be mined each year, 2) the specific blocks to be mined each year, 3) the optimum mine life, and 4) the ultimate pit limits, which delineate the total reserve to be mined. The existing methodologies only provide solutions to one or two elements, by assuming the others known. Furthermore, the cost of mining each block in the deposit is assumed to be known and independent of the production schedule. The four elements of production planning are interrelated and the cost of mining any block is a function of the production schedule. The ultimate goal of this study, ,whose first steps are' discussed in this paper, is to develop a solution methodology that can simultaneously optimize all four elements of the production planning problem in open pit mines without making a priori assumption on any of the four elements.

In its 2001 diesel particulate matter (DPM) rule for metal and nonmetal underground mines, MSHA established an interim concentration limit of 400 micrograms of total carbon (TC) per cubic meter of air (400TCµg/m3), and a final concentration limit of 160TCµg/m3, to be phased in over five years. Following a court challenge to the 2001 rule, MSHA, industry and organized labor reached a partial settlement of the litigation under which the agency agreed to issue a proposal to amend the 2001 rule by, among other things, changing the surrogate from TC to elemental carbon (EC), applying MSHA's traditional hierarchy of controls, and revising requirements for one-year special extensions for complying with the final DPM exposure limit. MSHA issued a final rule in 2005 converting the interim concentration limit from 400TCµg/m3 to 308 micrograms of EC per cubic meter of air (308ECµg/m3) based on a miner?s personal exposure. Pending further rulemaking, MSHA retained the final concentration limit of 160TCµg/m3. In May 2006, MSHA issued a final rule that clarified that the final limit of 160TCµg/m3 would be based on a miner?s personal exposure rather than as a concentration limit. The 2006 rule also phased in the final DPM limit in three steps over two years, beginning in May 2006 at 308ECµg/m3, followed eight months later in January 2007 with a limit of 350TCµg/m3, and finally reaching 160TCµg/m3 in May 2008. Also in the 2006 rule, MSHA committed to converting the 160TCµg/m3 limit to an EC limit in future rulemaking. This paper reviews the DPM exposure limits in the context of the MSHA rulemakings and discusses the DPM engineering controls that were utilized by mine operators to attain compliance with each progressively lower limit.

To simplify programming, image analyzers commonly measure either linear intercepts or the areas of particles and grains to determine liberation based on polished section mounts. However, the concentration of minerals by flotation is based on reagents that interact with the exposed surfaces of the minerals. Thus, it is often perceived that image analyzers should measure the perimeter of the mineral of interest in the ore particles. A comparative liberation study of thirteen samples collected from a flotation plant processing a complex base metal sulfide ore showed that the liberation of the ore minerals determined by area measurements is very similar to the liberation determined by the exposed perimeters. The liberation determined by exposed perimeters is more appropriate only for those cases where the mineral texture is so complex that it is retained in the small particles generated in conventional grinding operations.

"The future of mining will be characterized not only by the application of modern technology, but also by the harmonization of economic, environmental and social issues. These areas set major future challenges which are complex and demand extensive knowledge. As an example, mining of highly complex orebodies for the supply of often critical raw materials, needs to consider technically demanding and cost-intensive extraction issues. The amount of tailings, which need to be stored, increases with the amount of ore mined. Therefore, the negative impact on environment and society increases. Hence mining becomes expensive with regard to all three aspects: economy, environment and society. In view of a sustainable mining practice this challenge should be used as an opportunity. The positive impact should be maximized for present and future generations. The objective is to create and use the mining openings in an optimum way related to sustainability. The approach of Blue Mining, which focuses on energy and ergonomics in the field of Sustainable Development, enhances the closure planning by recommending subsequent usage of such openings for energy storage. The approach fosters among others the implementation of the 7th Goal for Sustainable Development defined by the United Nations with the assurance of access to affordable, reliable, sustainable and modern energy for all. The usage of underground storage increases the stability of solar and water power usage, which are otherwise unreliable. Blue Mining embeds these issues in the main planning effort long before groundbreaking. This approach involves experience from past and current projects. This paper introduces the concept of Blue Mining with respect to post-mining utilization of a mine for energy storage. Methods and perspectives are presented with examples covering best-practices and lessons-learned."

Cyprus Sierrita produces copper and molybdenum from its Sierrita and Twin Buttes open pit mines south of Tucson, AZ. Both pits were started in the late 1960s and are more than 460 m (1500 ft) deep. Sierrita has used a Caterpillar 992C Remote Controlled Loader since January 1993. The loader was justified to increase safety and profits at Sierrita. It has exceeded all expectations. As of June 1993, the 992C had produced additional profits of more than $1.5 million. Safety and Geotechnical The safety of Cyprus personnel and equipment is always of prime concern. Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.

Ground Freezing was used for excavation support and groundwater control of a 12.8m (42-foot) diameter, 61m (200-foot) deep drop shaft for the South Bay Ocean Outfall Tunnel in San Diego, California. Approximately half way through the excavation, excessive groundwater inflows from the base of the shaft resulted in suspension of excavation and evaluation of the frozen earth wall. This paper discusses the forensic methods used to identify the zone where groundwater intrusion occurred and the methods associated with evaluating zones of high groundwater velocity. The use of remedial grouting and localized liquid nitrogen injection are discussed and evaluated. Concepts of frozen shaft design are discussed, including a new method for permitting the launch of the Tunnel Boring Machine through the frozen earth wall and associated freeze pipes.

As the popularity of precast concrete segmental linings for tunnels is growing in North America, some problems related to grouting of, and near, these linings are starting to appear. The installation of a segmental lining behind a TBM requires that the annular space around the lining be quickly filled with grout to prevent collapse of the ground. In practice, the filling of the annulus is frequently delayed and takes place a distance behind the machine typically via grout ports centrally located in the segments. If partial collapse of the annulus has occurred, it may become necessary to use higher grouting pressures in an attempt to distribute the grout. There have been several occasions where these increased pressures have caused damage to the tunnel linings. Similarly, compaction grouting adjacent to a tunnel lining can cause damage. This paper quantifies the effects of such grouting on a typical precast lining.
