Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. The South African Iron and Steel Company Ltd operates a large Iron Ore Mine in the Cape Province of the Republic of South Africa. The Mine is situated on the farm, Sishen, approximately 600 km west of Johannesburg. The annual capacity of the Mine is 100 million ton of ore and waste and the present production level is 60 million ton. The Mine operates continuously for 6 days a week. The primary equipment used to maintain the above production are 55, 154 t trucks (Wabco and Unit Rig) and 14 P & H shovels. During 1979 an urgent feasibility study into the application of a trolley assist system was launched at the Mine. This was due to the unrealistic escalation in the cost of diesel fuel and the appeal from the South African Government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technical feasible. The estimated discounted cash flow return exceeded 50% and the diesel fuel consumption would be reduced by 120 million litres in the next 10 years. Management subsequently approved the implementation of the system at Sishen. The construction of 7,7 km of line and the conversion of 66, 154 t trucks were completed in March 1982.

Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

The block cave mining method utilized by PT Freeport Indonesia (PTFI) generates fines and allows the inflow of water. Both constituents have contributed to unfavorable characteristics: an increase in ore material plasticity and fluidity. Unfavorable material needs to be monitored and managed as it passes from intermediate ore stockpiles through feeders and then to milling operations. We describe an implementation of several Video Data Analytics (VDA) algorithms on smart cameras to quantify the potential fluidity and plasticity by measuring the apparent velocity and agglomeration of material flowing through ore feeders. This approach to VDA on smart cameras is a cost effective, self-contained, solution to identify these unfavorable characteristics. The solution allows the operators to manage the related operational risks, maintain safe production and govern feeder rates when material is unfavorable, which is expected as PTFI proceeds deeper into the underground orebody

A two level risk analysis procedure which is specially designed for use in river environments, is presented. The first level risk assessment (Level I) is often adequate for purposes of most projects, and entails hazard assessment, exposure identification, consequence estimation, and risk characterization. Two unique features of the method are the Composite Hazard Rating system, which is used in hazard assessment, and a formalized decision model for risk characterization. The risk characterization procedure provides information on the acceptability of risks, can be used to distinguish between the relative severity of risks, and to evaluate whether more advanced risk assessment would be required.

(XP) enclosures to enclose electrical ignition sources to prevent propagation of an internal methane-air explosion to a surrounding explosive atmosphere. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a lithium-ion battery thermal runaway test within a modified MSHA-approved XP enclosure to assess thermal runaway containment. Thermal runaway produced jet flames emanating from the cover joint at several locations and distorted the cover joint and bottom plate of the enclosure beyond allowable limits. The test demonstrates that XP enclosures may not provide adequate explosion protection against lithium-ion battery thermal runaway. This paper suggests some approaches to mitigate the hazard.

Grade control models are supposed to provide a higher resolution than long-term or interim models. However, available grids from diamond or reverse circulation drilling do not provide that required resolution. In this study, a geostatistical workflow is proposed to integrate available grade data from production blastholes with its operational parameters taken when drilling downhole. The step of geological logging can be replaced by machine learning models for classifying blastholes into lithologies and hardness classes. Next, indicator and ordinary kriging use the classified blastholes and previous data for estimating the model domains and the grades within each one. The workflow is applied in a world class iron ore mine in Brazil.

Throughout the mining industry, pneumoconiosis is one of the most severe occupational health problems being faced. The goal of completely eliminating pneumoconiosis as an occupational health hazard was underscored by the Federal Government with its enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969). Under this law, permissible dust level standards will be placed at 2 mg/m3 in mine atmospheres by December 30, 1972. The mining industry is thus faced with the tremendous technical challenge of achieving this level. Two basic questions can be raised with regard to this legislation. First, does a maximum dust concentration of 2 mg/m3 prevent the occurrence of pneumoconiosis? Secondly, can this dust standard be achieved using presently available methods and equipment? A precise answer to the first question has not yet been developed by the medical profession. Studies are continuing on the origin, prevention, and therapy of pneumoconiosis, and permissible dust levels could become even lower as medical evidence accumulates. The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the United States. Electric arc furnace dusts, processed to recover zinc, produce a residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine its particle size, chemical composition, and predominant mineral phases. Heated, atmospheric, agitated leaching using sulfuric acid and hydrochloric acid was examined to determine the extractions of gallium, indium, and germanium as a function of concentration and temperature. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 71%, 63%, and 48%, respectively.

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the US mining workforce who are potentially exposed as various ore bodies are drilled, blasted, hauled by truck, crushed, screened, and transported to their destinations. The current Mine Safety and Health Administration (MSHA) permissible exposure limit (PEL) for RCS remains at approximately 100 μg/m3 , but it is noteworthy that the Occupational Safety and Health Administration (OSHA) has lowered its PEL to 50 μg/ m3 (with enforcement dates staggered through 2022 for various sectors), and the National Institute for Occupational Safety and Health (NIOSH) has held a 50 μg/m3 recommended standard since 1976. To examine a method for reducing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on eighty miners across seven unique mining sites. The data was then collated and partitioned using a thresholding scheme to determine exposures that were in excess of ten times the mean exposure for that worker. Focusing on these short duration, high magnitude exposures can provide insight to implement controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20% or more by reducing exposures that occur during just 10 min of work per 8-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

Certain deposits of incoherent materials which are near the surface and exploitable by open-pit mining may be characterized in real time before they are mined through an analysis of ground-surface imagery. If the slice to be stripped is not overly thick, in fact, surface texture and color properties may be extrapolated to its entire thickness. Image analysis techniques to process ground surface images acquired in situ(or in the laboratory shortly after their acquisition) which yield pattern vectors representative of RGB color component distributions and HSB texture parameters have been developed. The techniques were applied to a mineral sandy ore deposit containing three different lithotypes. Geostatistical analyses showed that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multi-barycenter classification algorithm. Such in situ image-analysis procedures open the way to the proper selection of the ore to be mined, or the proper way for run of mine (r.o.m).processing, or the appropriate blend to be processed before or at the same time as the mining process itself is enacted.

In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab, Coleraine, Minnesota, to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002 after the development of models for magnetic separators, hydro-separators and fine screens. A project funded by the U.S. Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Minorca plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Concentrator Modeling Center had the capability of performing liberation-based simulation of entire plants.

The phosphate mining industry is confronted everywhere in the world with financial difficulties and low prices which prohibit further investments and development of new mines even in regions with a comparative cost advantage (North America/ North Africa/ and Middle East). But old mines are being progressively exhausted/ and if no replacement mines come on stream in the near future/ we may soon find ourselves (around the year 2000) with a global annual production capacity of 160 million tonnes of marketable phosphate rock instead of the capacity of 200 million tonnes existing today. Unless prices improve/ phosphate rock/ a non-renewable resource and a vital commodity to world agriculture/ may turn to be in short supply to world fertilizer industry. Whatever the extent of recovery of fertilizer demand/ the expected decline of the production capacity during the 1990 I s is bound to cause the disappearance by the year 2000 of the important surplus characterizing today the supply/demand balance.

The Cyprus Pinos Altos mine exploits small high grade Cu-Zn skarns using trackless equipment and a modified room and pillar mining method. The skarns occur around early Laramide diorite and quartz monzonite stocks. Stage I calc-silicates and sphalerite developed in the Pennsylvanian Magdalena Group between diorite and the marble front and were partially incorporated into a diffuse breccia body. Stage II calc-silicates and Cu sulfides formed in the contact zone with quartz monzonite and along NE-SW faults, overprinting stage I rocks and breccia. The result is a geologically complex deposit formed in two distinct pulses.

Environmental monitoring requires major effort and expense but management of data receives less attention. A modem database system can manage hydrochemistry, water levels, meteorology, geology and downhole geophysics data and is flexible to allow the storage of ad hoc data. Reports can be customized by the user and derived data generated from input values. The production of high quality maps with contours and hydrochemical diagrams is an essential part of the reporting process. These maps integrate directly with the current site survey information. These facilities are best provided by storing the data in an industry standard database such as Oracle or Access to which customized AutoCAD and Microsoft Office routines make direct SQL calls.

An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

Although great strides have been made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, the number of accidents resulting in disabling injuries and lost time has continued to increase. Looking ahead to the 1990s, the reduction of accidents and incidents typically found in these latter categories should be emphasized in safety training for underground coal mining. Loss control is an approach which shows promise for applications in mine safety training since loss-control strategies focus on the pre-contact stages of an incident rather than on the incident, itself. Applied to safety training, the heightened awareness of personnel to workplace hazards at the pre-contact stages should result in a reduction of accidents and injuries. This paper explains the concept of loss control and shows how it can be applied in the development of the needs assessment for miner training programs. An example, based on research conducted at the continuous-miner worksite, is provided.

Bingham Canyon lies in the heart of the Oquirrh Mountains, 25 miles southwest of Salt Lake City, Utah. In it is located the world's largest open-pit copper mine, owned and operated by the Utah Copper Division of Kennecott Copper Corporation. From the beginning of open pit mining operations in 1906 until 1963, the pit haulage, or materials transportation, was primarily by rail. In 1963, phase-in of a truck haulage system in the upper two-thirds of the pit was begun. The details of that conversion, its associated problems and the resulting pit operation have been covered in an earlier paper.1 The purpose of this paper is to discuss various factors for consideration in transportation system selection, and to discuss some of the alternatives considered prior to making the change from rail haulage to truck haulage for a portion of Bingham Canyon.

Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

"INTRODUCTION Productivity in Open Pit mines depend on the observation and adjustment of critical phases of operation. As one of the most expensive activities in Open Pit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad-hoc methodology for analyzing the Key Performance Indicators (KPIs) involved in the production cycle, it is possible compare actual performance and ideal operating conditions and develop an alert system when operating conditions are sub-par with the expected production standards. STUDY OBJECTIVES The purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle or the time of completing production tasks is falling outside a predefined value. This alert is compared with pre-defined Key Performance Indicators (KPIs) and determine corrective actions: • Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process; • Demonstrate the utility of KPIs in the extraction of ore and waste, and how they help to identify equipment performance; • Develop software interfaces to visualize the Alert System in order to increase awareness in the operations supervisor; and • Make recommendations for future applications that can help improve the productive process of an Open Pit mine. PROBLEM STATEMENT Transporting material in Open Pit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity and subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded, and other delays. This creates inefficiencies in fuel consumption and energy utilization. For the identification of delays, a context-based system could be required in order to help optimizing the haulage cycle time by controlling delays in loading, haulage, and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."
