In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. More than 70 km of main line and service tunnels have been excavated to date for crossing the Apennines between Bologna and Florence. A new design and construction approach, known as Analysis of the Controlled Deformation in Rock and Soils, (ADECO-RS), was adopted to tackle the extreme heterogeneity of the ground and the particular stress-strain conditions. The goal of this system is to obtain constant and predictable full section advance rates, even in very poor geology, with the highest possible level of safety and reliability. The execution of this gigantic project required the mobilization of 21 job-sites, with the concurrent operation of 30 excavation headings. The global production rates confirm the high quality of the design and the high level of industrialization reached during the construction stage, levels not previously obtained in similar conditions, using other approaches such as NATM.

Sir Walter Scott St. Ronan's Well - 1824 In the minds of many, geologic exploration has advanced little since the early nineteenth century. In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Can your company afford to issue a check today for $100,000, $500,000, $2,000,000, or $22,000,000? This is what it might cost your company if it is on the losing end of a product liability suit. During the past 10 to 15 years, the number of product liability actions has grown from a handful per year level to a hundreds of thousands per year level. Settlements and awards in the tens and hundreds of thousands of dollars are not unusual in these days. The largest award that the authors haw heard about is a case involving a private airplane and the death of four men, which was awarded over $22,000,000. In the materials handling field, a fork lift truck, ordered with an overhead guard, was delivered without a guard because one was not available at the time. An accident with serious personal injury followed. Wouldn't it have been better to have waited until the guard was available before delivering the unit? Answer: a quarter of a million dollars better -- the cost of the settlement. Hoisting devices are also not without their liability precedents. In a 1960 case, an employee was injured when a load abruptly fell from a hoist. It was determined that the operator could not possibly have caused such a fall had the hoist been functioning properly. The case was compounded when the manufacturer of the hoist contended that the load had been improperly connected to the device, since the same hoist was used to remove the weight from the injured man without another malfunction.

In 1996, O&K Orenstein and Koppel Inc. announced big plans to increase its presence in the US mining market. Even though the company, a part of Ger- man-based O&K Mining GmbH, has been in the United States for about 100 years, it has lived in relative anonymity. That despite being one of the largest makers of hydraulic mining shovels and excavators in the world. The plan must be working. In the 14 months through December 1996,O&K increased its sales to surface mines and quarries in the United States by 250'70, according Rolf Weber, company president. "In the next five years, we anticipate total revenue from our US operations will grow from the current $50 million to $200 million," he said. "Toward that end, we have concentrated our efforts on the supply of reliable, high-output machinery and responsive service after the sale."

The paper will discuss the successful construction of the largest dollar value ($194.5 million, U.S.) TARP (Tunnel and Reservoir Plan) project built to date for the Metropolitan Water Reclamation District of Greater Chicago. The mining and lining of the 18.5km (11.54 miles) tunnels will be emphasized. The tunnels were driven utilizing three TBMs ranging in size from 9.85m (32.33 ft) to 3.70m (12.16 ft) in diameter. The operations surrounding the 11,546m (37,876 ft) long 9.85m (32.33 ft) diameter tunnel will be highlighted. A total system concept was utilized to attain mining rates up to 29.3m (96 ft) per shift and lining productions of 58.5m (192 ft) per day. The reliability of these systems was instrumental in the completion of the project more than a year ahead of schedule.

The on-stream analysis of phosphorus and silica has not been possible by XRF techniques and only recently has some success been indicated with quantitative XRD for P. Yet there has been a recognized need for an on-stream analysis of P and acid insoluble to permit the automatic control of phosphate rock flotation plants which produce some 30-40 million tons of concentrate each year in the southeastern U.S. IMC Fertilizer, Inc., the largest U.S. phosphate rock producer, embarked on a program to develop such an on-stream analysis capability several years ago. Following many months of lab and prototype development, the first commercial installations started in December 1986 and now have completed some 400,000 analyses with surprising accuracy, precision and reliability. The use of these devices in the improved control of the phosphate flotation plant is currently receiving some very serious attention at IMC.

According to the American Coal Ash Association, 105 million tons of coal combustion products (CCP) were produced by the power generating utilities in 1997. Of that total, 1.68 million tons were used in mining applications (ACAA, 1997). Results have ranged from the environmentally beneficial to neutral and, in some cases, detrimental. Twenty years ago coal ashes: bottom and fly ashes constituted nearly all CCPs. With the shift to new emission control technologies at power plants, however, large volumes of new products are being generated. Many do not lend themselves to traditional ash applications such as cement formulation. Many CCP disposal sites are not documented with reliable pre and post application monitoring. In this report we discuss types of CCP, their relevant characteristics and the mining environment. We have attempted to identify a range of documented applications and to draw conclusions about their environmental effects including benefits and adverse impacts.

Thousands of abandoned and inactive mines are located in environmentally sensitive mountain watersheds. Cost-effective remediation of mining sites in these watersheds requires knowledge of the most significant sources of metals to surface waters. The significance of a given source not only depends upon the concentrations of a toxic metal, but also on the total mass, or load of metal added to the stream. To determine loads, we combined tracer-injection methods, to provide reliable discharge measurements on a watershed scale, with synoptic sampling, to provide spatially detailed concentration data. The resulting load profiles indicate which sources have the greatest effect on streams, where natural attenuation of metal loads occurs, and where ground-water inflows are located. This is part of the information needed for planning remediation of mine-drainage effects. The approach is illustrated by comparing zinc loading curves from three watersheds affected by mine drainage.

The recent heightening of environmental issues has forced more and more mining operations to focus on developing new methods to control dust problems encountered at their concentrate dryers, stock piles, tailings ponds and during the loading, transportation and unloading of their products. The development of dust control agents requires a quick reliable and most of all accurate method to evaluate the performance and to optimize the formulation of these products in the laboratory, thus avoiding expensive field trial evaluations. This paper gives an overview of the industry requirements for specialty dust control agents, application techniques and current laboratory evaluation procedures. The paper will also outline the development of a unique dust suppression testing apparatus called the "Dust Box, which is used to evaluate chemical dust suppressants at the laboratory level. Laboratory results from two test programs on different substrates are presented in the paper.

The accuracy of vibrating wire stress meters has been questioned by various users in the mining industry. During an in situ coal pillar study, a laboratory evaluation program was developed to determine whether stress meters could produce reliable measurements in coal. More than $0 stress meters were tested for accuracy, repeatability, effects of setting pressure, and the concept of using a single curve for interpreting the stress-meter data. The testing medium was lucite, a material with a modulus of elasticity very similar to coal. The evaluation demonstrated that the stress meters did provide repeatable measurements, but that accuracy was lacking when the recommended interpretation technique was used. Therefore, a new technique was developed that required all stress meters to be calibrated in the laboratory before use in the field. This new technique reduced the average error to typically less than 10% and, in the worst case, to below 15%.

The optimisation of mineral processing plants requires the evaluation of performance indices such as production rate, product quality, valuable mineral recovery and process efficiency. Decision to change operating conditions or equipment to improve plant performances rely on the significancy of the estimated performance indices. The better is the quality of the estimation, the better is the discrimination capability of the index and as a consequence the larger is the operation improvement. The reliability of performance calculation depends on the sensors nature, accuracy and location, on the data redundancy, on the correction method applied to raw data and finally on the propagation of measurement errors along the calculation of performance indices. To maximize the quality of the data collected for performance evaluation, the following techniques are presented, discussed and illustrated: redundancy and observability analysis, data filtering for mass conservation, variance analysis of performance calculation, and data acquisition strategy design.

Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.

One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

The risk assessment project examines the likelihood of inorganic contaminants from copper dump-leaching operations to contaminate domestic water supplies. The project examines contaminant transport by modeling contaminant movement from the base of a leach pile through the unsaturated zone and into the saturated zone. The modeling effort is unique in that it models infiltration, contaminant transport in the unsaturated and saturated zone combined with geochemical modeling of the unsaturated zone. The project incorporates probability theory to reflect the uncertainty of hydrogeologic parameters.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange.
