The Zuni Mountains, located in Cibola County, New Mexico is an uplifted area that exposes Proterozoic igneous and metamorphic rocks overlain by Permian and younger sediments. Sedimentary-hosted Cu deposits and fluorite veins in the district have recorded production, but other deposits exist. Proterozoic ultramafic rocks may host Ni and PGE. A recent regional stream sediment survey collected 76 samples as part of an exploration geochemistry course at New Mexico Tech with the goal of assessing the critical minerals potential of the district. Whole rock and trace element chemistry of the sediment samples (<2 mm) show a variety of critical minerals possibly worthy of future targeted exploration including up to 700 ppm As, 2100 ppm Ba, 26 ppm Bi, 25 ppm Co, 640 ppm Cu, 145 ppm Ni, 110 ppm Sb, 170 ppm V, and 500 ppm Zr. Positive correlation between Bi, As, Cu, and Sb suggest that these critical minerals are found together within copper veins related to shear zones in the district. Samples collected from streams that drained outcrop of mafic and ultramafic rocks were found to generally contain more Ni, Co, and V. Samples elevated in Ni will be reanalyzed for PGE.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

AMAX Coal Company&apos;s Belle Ayr coal dryer is the first industry attempt to commercialize sub-bituminous coal drying which has been the subject of laboratory and pilot plant tests for almost two decades. This paper presents the historical background, construction, start-up and operation of this adaption of fluidized bed coal drying technology to Powder River Basin coal. The flowsheet and operational problems encountered during plant start-up are discussed together with general material balance and product quality.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970&apos;s to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million&apos; tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

Flow models are used to predict the extraction efficiency of metals in rock piles. These models typically use hydraulic parameters obtained through column studies, which assume that the material in the column wholly represents the entire pile and the parameters can be upscaled several orders of magnitude for model evaluation. This assumption fails for parameters that are spatially variable or scale dependent. To overcome these issues, measurements made directly on the heap at the appropriate model scale can be made with the electrical resistivity method. The method aims to map the variations in the electrical resistivity, which can be associated with moisture content, degree of fines, metal content, and leachate concentration. We present an example of calibrating the resistivity with borehole measurements of moisture using geostatistics to show how the resistivity method can be used to obtain a spatial moisture distribution. It was shown that cokriging the resistivity and moisture together gives a more reliable distribution.

It is somewhat reassuring to note that the United States has an abundance of coal reserves which can be used to bridge the widening gap between the nation&apos;s energy production and consumption. The U. S. Bureau of Mines has recently established a demonstrated coal reserve base of 434 billion tons. (31)(Figure 1) As can be observed, the major percentage of the reserves is in the West. Although surface coal mining in the West has been gaining increased attention in recent years, western reserves that must be deep mined are significantly greater. Though deep mining activity in the west is very limited and accounts for less than 2% of the annual production, the primary reason, quite probably, is the greater thickness of the seams as compared to those found in the East. Forty-five billion tons of the western demonstrated coal reserve base for underground mining are in seams greater than 10 ft. in thickness. (37) Thick coal seams do not lend themselves readily to extraction with the underground mining methods practiced in the United States today. Experiences from the practices in other countries can serve only as guidelines. Consequently, a concerted effort is necessary to overcome the technical difficulties.

A new sense of urgency permeates the mining industry concerning maintenance. Mining&apos;s continuous process environment demands around-the-clock maintenance support. And profitability conscious mining operations require that production targets be met on time - and economically. These goals require nothing less than an effective maintenance program. In turn, the effectiveness of the maintenance program depends on quality information: easily procured, complete, timely, accurate, and properly used. Information picture is changing Some of the fully integrated, mainframe maintenance information pro¬grams of better days remain. Their upkeep and cost of operation, though, is becoming more difficult to justify. Some operations, faced with production cutbacks a few years ago, downscaled and found they liked it. Now, during an upswing, these operations question the need for the more elaborate, administrative-heavy programs they used to operate. Package programs are not taking their place. Too often, the packages are vague and generic. Some vendors claim that if their offerings work in a hospital complex, they must work in an underground mine. That is not so. Maintenance information in the mining industry is different. The situation has changed There are now smaller, self-contained maintenance groups whose information needs are different. These include an electrical crew in a smelter, an underground mobile equipment shop, or a remote service shop between several distant operating pits. These working environments have changed the character of the information needed as well as the methods for obtaining and using it. Operations-maintenance link In coming back from a downturn, operations people realize that their ability to meet production targets hinges on reliable equipment and avoidance of downtime. They have become familiar with the need to use maintenance services effectively. They also want quality maintenance information. When coupled with the sense of urgency about maintenance, a business-like working environment emerges that has significant new differences in both work control and information. Work control impact Work control has been streamlined to improve communications. Supporting information has been streamlined as well. • Verbal orders are the rule rather than the exception to quickly bring a multi-craft crew to the flotation section or a pit crew to a disabled haulage truck. • Written work requests and work order forms are seldom used, or even needed. Rather, electronic work control logs permit operations to request work, maintenance to acknowledge it, get ready, and do it - quickly, without delay. • Routine servicing is triggered by operating hour accumulation (mobile equipment) or tons of throughput (fixed equipment). Operations is now taking the initiative in delivering mobile equip¬ment to the "bad order line," or switching to a bypass conveyor. Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson&apos;s ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. Typically, peak resistance is only reached after a finite amount of subcritical crack growth. The

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970&apos;s. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980&apos;s and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer&apos;s partnership in a joint mining venture with an importer or a consumer of coal, - The producer&apos;s international business orientation and commitment to penetrating the market, - The producer&apos;s reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

The Pinto Valley concentrator of BHP Copper Inc. restarted its sulfide mining operations in September 2007 to produce copper and molybdenum concentrates. During the plant production ramp up, the copper/molybdenum circuit quickly reached the copper grade and recovery targets, but the production and quality of the molybdenum concentrate continued to be a challenge. Even though several improvements in the molybdenum circuit were completed, the final molybdenum concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns were chosen. The column design and construction were done using in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing molybdenum concentrate to the required specifications, that is, high molybdenum tenors and low copper and iron content. The Pinto Valley operations, are comprised of the Pinto Valley concentrator, the Pinto Valley dump leaching and a solvent extraction/electrowinning (SX/EW) plant. The concentrator operated from 1972 to 1998 when mining and milling operations were curtailed for economic reasons. The SX/EW plant continued operations for copper cathode production. After a cessation of mining operations of almost 10 years, Pinto Valley operations began a restart project in January 2007, to bring the mine and the concentrator back into production. Copper concentrate production started in October 2007 after refurbishing and upgrading the facilities with a new DCS system and filter plant. The daily targets of the concentrator were to treat 56.7 kt (62,500 st) of ore, produce 762 t (840 st) of copper concentrate containing 27.5 percent copper at recoveries of 86 percent and produce 2.2 t (2.5 st) of molybdenum concentrate containing more than 80 percent MoS2.

Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona&apos;s annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

"GENERAL PROJECT DATA The Sparvo Tunnel belongs to “Variante di Valico” project, a new 65 km highway link between Bologna and Florence, designed to renew the existing A1 route and to connect in a faster way Bologna and Flor-ence. It is composed of a 2,5 km twin tunnel excavated in a complex geological context, characterized by the presence of a series of surface landslides and methane gas. The gradient is 2.6 % and the minimum radius is 1’400 m. The internal diameter of the precast seg-ment lining, equivalent to the final section of the tunnel, is 13.6 m. MAIN TBM SPECIFICATIONS TBM Earth Pressure Balanced S-574 “Martina”, manufactured by Herrenknecht, has a theoretical excava-tion diameter of 15’615 mm. It is equipped with a conical shield 12.2 m long and four back-up gantries. The total length of the machine is approximately 130 m, weighing approximately 4’500 tons. The total installed power is 16’800 kW. The main drive has a diameter of 8’700 mm and has a triple axis roller type bearing equipped with a labyrinth system including 4 sealing lips. TIME SCHEDULE OF INITIAL TBM DRIVE A time schedule of the initial TBM drive is presented in the following list: •,August 25, 2011: start of the excavation of the 1st drive of the Sparvo tunnel •,October 29,2011: stop of the advance of the TBM for gear oil contamination and clogging •,October 29 to December 20, 2011: repair works on the main drive system and modifications on the conditioning system •,December 20,2011 to July 25, 2012: restart excavation of the 1st drive (north tunnel) and its breakthrough •,July 25 to November 29, 2012: 180° turning of the TBM, detailed check of the main drive seal-ing system and fixing problems on gear boxes, race ring, clamping ring and cutting wheel •,November 29,2012 to July 24, 2013: excavation of the 2nd drive (south tunnel) and its break-through •,August 2013 to July 31, 2014: disassembly of the TBM (first 4 months) and standstill of the jobsite for structural issues on precast concrete lining of the tunnel •,July 31, 2014 to March 10, 2015: inspection, dismantling and packaging of each part of the main drive (flange ring, gear box housing and main bearing). The various phases are described hereafter in detail."

"Truck-shovel systems are the dominant material loading and haulage machinery in open pit mining operations. Optimal selection, sizing, and allocation of this capital intensive equipment is highly desirable for both achieving production targets and improving the mine’s economics. In this study, discrete event simulation technique was applied for modeling material transportation in Golegohar open pit iron ore mine in Iran. Direct observation of the material loading and haulage for duration of three months resulted in statistical modeling of the operation in the form of probability distribution functions. These probability models were used as the inputs of a stochastic simulation model constructed in GPSS/H simulation language. The model was validated through comparison with the actual operation and was used to test different what-if scenarios and sensitivity analysis of the current system. Some modifications in the number of trucks, shovels, and dispatching strategies were proposed. Simulation resulted in considerable improvements in the mine’s production and economics.INTRODUCTION There are three different mechanisms of discrete, continues, and hybrid material transportation in open mines, including but not limited to: i) in-pit crusher and conveyor belts (hybrid), ii) slurry piping (continues) and iii) truck-shovel system (discrete). Although, each mechanism has its advantages, the truck-shovel system is the dominant method of material loading and handling in open pit mines owing to its high production rate, excellent flexibility, relatively low operating and capital costs, and good maintainability. General objectives of optimal equipment selection include: i) meeting the long and short term requirements of production rates, ii) human & equipment safety, iii) environmental protection, and iv) economic operations (Figure 1).The two most important decision factors on a truck-shovel system selection and sizing are the equipment geometry and size. Geometry (equipment width, weight, turning radius, swing angle, etc.) is mostly controlled by mine’s designs and layouts, as well, as operational constraints. After selection of a favorable geometry based on the constraints; the next step is to select the equipment manufacturer. Once the geometry and manufacturers are selected; the next step is to decide on models (e.g. Bucket size) and required number of each unit"

The Henderson Mine developed a water treatment system in 1985 to meet the NPDES requirements for its mine water discharge. Unacceptable levels of Zinc and Manganese formed the basis for the design and operation of the treatment system. Since initial start up, this system has reliably removed metals from the mine water and facilitated low cost compliance with water standards. The potential addition of a bio- monitoring requirement to the NPDES Permit in 1990 has added a second dimension to the metals removal process. This paper will review the history of Henderson&apos;s success at developing a low capital treatment system for metals removal and the anticipated effects of bio-monitoring upon this system based upon preliminary bio-monitoring screening.

A computer simulation of the automatic control of continuous mining machines has been prepared, similar to previous simulations of longwall mining systems and coal thickness sensors. The simulation allows for programmed variation of the horizon detection method, the azimuthal guidance system, the type and configuration of the miner, varying hardness in the unmined face material (leading to varying error in the machine heading), and the miner&apos;s cutting cycle. It simulates control of the miner in three axes. Use of the simulator makes it possible to anticipate problems arising from the complex character of underground mining, which include unpredictable multi-pass coupling and unpredictable variation in geological conditions.

The Schaffer linear kimberlite complex and Aultman kimberlite diatremes comprise a major part of the State Line kimberlite district of Colorado and Wyoming, which encompasses approximately 200 sq mi (500 km2). The district is located along the eastern flank of the northern Front Range and is underlain prin- cipally by Precambrian granites (approx. 1.4 b.y.) which have been intruded into an older (approx. 1.75 b.y.) metamorphic complex. The kimberlite occurrences are Devonian in age and are related to older Precambrian linear structures. The Schaffer kimberlite complex is a dike or fissure system with enlargements or blows developed at the intersections of cross faults; the two Aultman occurrences are diatremes. Kimberlite within the Schaffer complex is predominately grey to green phlogopite-calcite kimberlite breccia and tuffisitic breccia. Carbonate is abundant in some phases. Inclusions of host granite are common and locally abundant. Upper mantle peridotite, pyroxenite, and eclogite and lower crustal granulite xenoliths are present at many localities. Four phases of tuffisitic kimberlite breccia occur in the Aultman diatremes. These breccias are characterized by high carbonate and serpentine contents. Xenoliths of upper crustal granite, lower crustal granulite, and upper mantle assemblages are abundant locally. Lower Paleozoic sedimentary rock xenoliths are also abundant in the Aultman diatremes but are absent in kimberlite of the Schaffer complex. From 1979 through September 1982, Cominco American, Inc., conducted geologic mapping, petrographic studies, geophysical surveys, geochemical surveys, and auger drilling in the Schaffer-Aultman project area as part of an extensive evaluation program of kimberlite occurrences. Forty bulk samples (approx. 8,000 metric tons) were excavated from the occurrences and then were processed for diamonds at Cominco American&apos;s heavy media separation and diamond recovery test plant at Fort Collins, Colorado. Indicated grades from the Schaffer and Aultman kimberlites range from approximately 0.5-1.0 carat per 100 metric tons and as such, the occurrences do not appear to approach economic viability at this time.

In recent years, there has been a growing realization of the importance of ground water as a national resource and increasing concern that this resource be properly managed and protected from a variety of pervasive practices that endanger it. Aquifers have been adversely affected in every region of the country. In dealing w.ith the underground water program, EPA will have the following objectives: to protect human health, and to protect and conserve an important national resource. In pursuing these objectives, EPA will take economic consequences and other national objectives (e.g., energy) into account. EPA intends to pursue these objectives in full partnership with the States. Generally the States should retain the lead in protecting ground water.
