During the past ten years detailed elemental analyses of approximately 8,000 well-documented samples of coils in the United States (including Alaska) have been produced by the U.S. Geological Survey and the various State geological surveys. Examples of data listings include Swanson and others (1976) Gluskoter and others (1977) Hatch, Affolter, and Davis (1979), and Wedge and Hatch (1980). These analyses serve as a basis for evaluating elemental abundances in coals from the various coal province, regions, and fields. When combined with additional geological and geochemical data, some of these analyses give insight into when certain elements were introduced into coals, and which physical and geochemical parameters are most important in determining coal elemental composition.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Because so many interrelated technical, economic, legal and political factors are involved in evaluation of commercial mineral deposits, it is common practice today to assign such work to a team of specialists including geologists, mining engineers, metallurgists, lawyers, and economic evaluation experts. Each member of the team plays an important role; the role of the geologist is particularly important. The geologist involved with evaluation of fluorspar deposits needs all the geologic and economic training and experience required for evaluation of metallic mineral deposits. Few, if any, industrial or metallic minerals occur in so many geologic environments as fluorite. Fluorspar, and aggregate of rock and mineral matter containing enough fluorite to make a commercial deposit (ore), is somewhat more limited in its modes of occurrence than fluorite, but it too is found in a variety of environments.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

The phenomenon of re-entrainment is seen in environments such as sand dune formation, soil erosion, fugitive dust emission and the spread of radionuclides from accidents involving nuclear weapons. A thorough review of existing literature reveals that work on re-entrainment of dust in mine atmospheres is scant. The present study was undertaken as a part of ongoing research at the Generic Mineral Technology Center on Respirable Dust at the Pennsylvania State University on the development of methods to predict ambient dust concentrations in mine atmospheres (Ramani, 1983). The contribution of re-entrainment to the spatial and temporal concentration of dust in mine airways is being studied. The research has included wind tunnel and in-mine studies. A set of seven experiments was performed under controlled conditions in the US Bureau of Mines' Lake Lynn Laboratory mine. Two types of source coal dust, anthracite and bituminous, were subjected to various airflow rates and were subjected to walking by two different individuals. Six sets of instruments were used along the test section for sampling airborne particles. The average air velocity just above the coal dust bed varied between 2.1 to 3.2 m/sec. Due to re-entrainment as a result of the airflow conditions, the average respirable dust concentration in the center of the mine airway increased to 0.09 mg/m3 (standard deviation = 0.03 mg/m3) from an initial value of 0.02 mg/m3. The concentration of all (total) airborne dust increased to 0.17 mg/m3 (standard deviation = 0. 10 mg/M3) from an initial value of 0. 02 mg/m3. The action of people walking, however, caused higher amounts of re-entrainment. The average concentration of respirable and total dust at the center of the mine airway increased to values of 0. 28 mg/m3 (standard deviation of 0.12 mg/m3) and 1.53 mg/m3 (standard deviation of 1.0 mg/m3), from initial values of 0.03 and 0.05 mg/m3, respectively. It was observed that the dust concentrations were much higher near the floor, immediately at the end of the coal-dust bed. Depending on the level of activity and the amount of dust deposited in the mine airways, re-entrainment may become an important source of airborne dust in areas away from the point of actual mining.

Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

Removal of particulates and/or metal ions from mineral/coal processing waste water is a necessity from the environmental point of view. This paper describes application of a novel AC- electrocoagulation technique to remove the particulates as well as metal ions using AC power. A series of laboratory tests conducted on a stable black water sample obtained from a sub-bitminous coal operation provided a clear supernatant (-10 NTU) from the suspension. The process also shows promise in removal of up to 90 percent of phosphate ions and other metal ions (copper and nickel) from solution. A preliminary economic evaluation of the process will also be included.

In the extractive industry the term ‘continuous improvement’ (CI) usually means procurement of the latest state of the art equipment. This is generally perceived as the only way to add further value to the supply chain, with the driving philosophy of increased tonnage to dilute operational costs. However, not all market places can facilitate this approach. RJB lives in a fiercely competitive market and has targeted the standard efficiency drivers of rationalisation and stock management with a vengeance; and also operate CMMS (Computer Maintenance Management System), RCM (Routine Condition Monitoring)and CBM (Condition Based Maintenance) methodologies. Ultimately though, these systems are only as good as the people who operate and manage them and to add further value without procurement, people must be re-introduced back into the operation. Through TPM (Total Productive Mining), that is what RJB have set out to do.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

A study was conducted for the AEC to determine the feasibility of constructing an unsupported 315 foot diameter spherical cavity at a depth of 2,700 feet in a salt dome. A cavity of this size and shape has never been attempted. It was determined that the three basic essentials for solution mining; adequate salt, fresh water, and a means of brine disposal were available at the Tatum Salt Dome in Lamar County, Mississippi. Assuming a large, unsupported mined opening of the size and at the depth required would remain stable, the most practical method of providing the cavity using solution mining techniques is by use of a movable blanket of air to control the water level to properly shape the cavity while removing the insolubles either with jetting or by conventional mining methods. It is estimated that, using the jetting method of insolubles removal, the cavity can be constructed in 24 months for approximately $7 million. Using conventional mining techniques to remove the insolubles and shape the final cavity, it is estimated that the cavity can be constructed in 36 months for approximately $12.6 million.

Developing a laboratory procedure for the determination of coal-seam compressive strength has been a subject of discussion for many decades, and the reliability of laboratory determinations is often the subject of debate. A coal seam’s characteristics, the method of sample collection, the specimen preparation method and the testing procedure can often result in drastic variations in the test results. In this paper, the development of a laboratory testing procedure for the determination of coal-seam compressive strength is presented. Two samples that were collected from different coal seams were tested in this study. First, the inherent characteristics, i.e., coal structure. Hardgrove grindability index (HGI), Slake durability index, proximate analysis and mechanical properties (Young's modules and Poisson's ratio), of each coal were determined. The results were used to categorize the coal scams in terms of the characteristics liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes, cylindrical and cubical, were tested to determine which shape produced the most reproducible strength values. Third, four loading rates within the static testing range, i.e., 0.007, 0.07, 0.34 and 0.7 MPa/s (1.0, 10, 50 and 100 psi/sec), were used to determine the ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics, were established. Background Laboratory testing of coal specimens for the determination of seam compressive strength has been a subject of discussion since the early 1900s. Many researchers have tested coal specimens to estimate coal-seam compressive strength for use in pillar design to insure the safe operation of [ ] mines (Unrug et al., 1986; and Hirt et al.. 1992). Yet, there is a lack of a universal procedure, and, no matter which approach is used, it becomes the subject of intensive debate. A great deal of work has been performed on the subject, and there is much information available in the literature. Some of this work concerns quantifying the influence of specimen shape and size on compressive strength (Bieniawski. 1968: Barron et al.. 1992: Khair and Xu 1994; and Khair 1994). As indicted in the literature, coal is a heterogeneous material, consisting of discontinuities such as cleats and bedding planes, which are likely to produce variable strength results (Holland, 1964; Unrug et al., 1986). Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

The formation of surface films on pyrite has been studied through electrochemical techniques of cyclic voltametry and AC impedance measurements. The characteristics of the surface films depend upon the conditions of oxidation and the source of pyrite. At potentials near 0.0 V, some pyrites have large values of polarization resistance showing a certain degree of passivity. Some pyrites show more passivation than the others, however. On oxidation, metastable phases of Fe(OH2) and Fe(OH3) form which transform to more stable 3 phases on aging. The growth of surface films near the corrosion potential of pyrite follows a linear kinetics which is attributed to a chemical (or an electrochemical) reaction as the rate determining step. The surface film is considered to be a hydroxide or an oxide rather than sulfur because the later is expected to be limited to a monolayer in alkaline solutions. This study has also demonstrated that AC impedance measurements can be used to study the growth characteristics of films at mineral/ solution interfaces.

The Athabasca tar sands of Alberta are an increasingly important source of crude oil for the North American continent. Published figures indicate estimates of recoverable resources in the tar sands at some 300 billion barrels of synthetic crude of which some 86 billion barrels can be recovered by surface mining techniques. At the present time, two commercial plants are in operation, Great Canadian Oil Sands Limited and Syncrude Canada Ltd. Their present combined capacity is approximately 150,000 barrels per day. Some of the factors which will make this oil expensive will be noted here. The location of the present producing plants is 500 kilometres north of Edmonton at an elevation of approximately 320 metres. Recorded temperatures range from +38 to -55 degrees Celsius. Wind velocities are not high but the chill factor with even a slight breeze and minus 40 degrees is very uncomfortable.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.
