Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Downtown Bellevue Tunnel (DBT) is part of Sound Transit’s $3.7 billion, 14-mile light rail transit system from downtown Seattle, across Lake Washington, to the cities of Mercer Island, Bellevue, and Redmond. The tunnel was the first Sound Transit East Link project and posed significant construction risk. This paper discusses implementation of design changes to the soft ground tunneling method, implementation of several technologies such as the use macro-synthetic fiber initial shotcrete lining, use of spray-applied waterproofing, and use of shotcrete for the final tunnel lining. These efforts allowed for significant time and cost savings to the project.

Crucial information about safety, design and operation from ground movement data can be utilized in underground mines. Communicating the information and exploring new findings can be a challenge, however, in a decade where there is an ever-increasing volume and velocity of data due to advancements in mining technologies. This challenge escalates for geotechnical data as they are multidimensional, depending on the space and the rate at which they take place. To tackle this challenge, geotechnical engineers should focus on using simple yet compelling visualization of rock mass data in 3D. Competent visualizations of ground conditions as a trigger action and response plan (TARP) could ease the communication of safety concerns and the exploration of rock mass displacement and strain surrounding an opening at an underground mine. Therefore, this study focuses on using scientific visualization methods by rendering geotechnical data over the surface of a 3D mesh model to display TARP levels. The study was conducted at the East Decline of the San Xavier (SX) Underground Mine, a laboratory mine operated by the University of Arizona. The project aims to produce visualizations that optimize the use of geotechnical data in near-real time.

Construction of the Cerro Colorado on-off leach pad in northern Chile required placement of approximately 3,000,000m3 of fill over a P1an area of approximately 600,000m in irregular terrain with relief of up to 40m. Earthwork construction was completed in approximately six months using mine waste which was placed in 4 to 6m lifts using mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10m to enable development of a mat and additional resistance to possible differential settlements under dynamic (earthquake) conditions. A single 80 mil (2mm) HOPE liner was used below the leach pads and this was protected from the loading and unloading equipment using an engineered liner system consisting of screened sand, gravel and silt from local sources as the bedding and cover layers, and a heel of screened gravel and primary crushed low grade ore. Settlement monitoring, field testing and subsequent assessments of liner performance have indicated an adequate design was achieved and the project proceeded with considerable savings in time and construction costs.

"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

ASARCO Incorporated has upgraded or is in the process of upgrading the Galena mine electrical, pumping, refrigeration, compressed air, ventilation, hoisting and rockburst monitoring systems to allow continued mining and development work on the 1 589-m (5,200-ft.) level and to provide services for projected deeper mining and development. Additionally, a separate lead-silver milling circuit has been added to the silver-copper mill to process lead-silver ore reserves. This paper describes completed and planned improvements made to date on these systems.

Over the years, electric utilities have been faced with declining steam-coal quality, rising coal prices, and increasingly rigid and costly environmental standards. As a result, many utilities are beginning to show an interest in coal cleaning to upgrade coal by improving its heating value and reducing its sulfur content. Among the primary questions that must be answered for these electric utilities is whether the cost of coal cleaning can be offset by the potential cost savings in coal transportation and utilization in power generation. In search of at least a preliminary answer to this question, the Electric Power Research Institute (EPRI) engaged Bechtel to perform a case-by-case economic study to examine the cost effects of using cleaned versus raw coal to fuel new electric power plants. The results of two of the seven cases studied which involved western coals - one from Montana and another from Utah - are reported in this paper. Coal cleaning appeared to be a cost effective option for the Utah coal, but only marginally economical for the Montana coal. These cost results are expected to change to favor coal cleaning to a greater extent with the application of the final revised New Source Performance Standards regulating SO2 emissions just issued by the EPA. The study was based on the regulation originally proposed by the EPA under the 1977 Clean Air Act Amendments.

A brief description of the mining method and ventilation system of the San Manuel Mine?s first presented; this is necessary to an understanding of the heat problem and cooling system. The problem of heat at San Manuel is discussed. Charts and graphs showing the relationships between ambient surface air and underground temperature conditions are given. A history of attempts to cool air at San Manuel is presented, starting with the first refrigeration type air coolers which were used in development headings, and followed by the underground water chillers that were used in conjunction with cooling coils. Goals for design of a centralized cooling system with ultimate heat rejection through surface cooling towers are presented. The problems found with using the centralized system in main cooling coils are discussed. Plans for modification of the centralized system as utilized is the summer of 1987 are given, along with results obtained and problems with the system. Plans for subsequent modifications are presented.

Metal mining at great depths presents a number of serious challenges for mine operators. Among them is the high demand for fresh air required to cool down mine openings, evacuate noxious gases and contaminants and provide sufficient amounts of oxygen for miners. At the same time, modern mechanized mines extensively use diesel-powered load-haul-dump (LHD) machines, trucks and other mobile equipment. These vehicles not only emit exhaust gases and diesel particulate matter (DPM), but constitute an additional source of heat. As mine regulations get steadily more stringent with regard to air quality, the use of diesel engines has an additional adverse impact on ventilation costs. In this context, the present paper examines possible alternatives for diesel power trains, both those commercially available and those in development. They are reviewed with regard to their principles, required infrastructure, stage of technology development and progress. The questions of their flexibility, practicality and economic viability are also addressed. Finally, their possible benefits and potential for implementation in the conditions of deep metal mines are discussed. The paper concludes with short- to medium-term predictions concerning promising drive alternatives for vehicles destined to operate in deep metal mines.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. "The application of passive tracer gas sources in underground mines is particularly useful for long-term tracer gas studies, as well as for studies in permissible areas of underground coal mines. The use of passive perfluoromethylcyclohexane (PMCH) sources have previously been demonstrated in mines, but this new work details the development and testing of multiple, distinct tracer compounds that can be used in passive sources. A description of their potential application in mine ventilation systems is also provided. Three tracer compounds are detailed, which are PMCH, PECH and PMCP. The release rates of these tracers were examined over a 180 day period at multiple temperatures. The advantages and disadvantages of these sources are presented, along with potential applications in understanding complicated ventilation circuits, flow through gob, and leakage. INTRODUCTION The use tracer gases for ventilation applications is an established practice, with various research projects being perform with Sulfur Hexafluoride (????6) in the past. Perfluorocarbon tracers (PFTs) however are relatively new compared to ????6, which is proven to be useful in ventilation and air modeling experiments along with other PFTs (Watson, Wilke, Dietz, Heiser, & Kalb, 2007). These liquid tracers are characterized by low background presence in air, inert behavior with other gases, high detectability with a gas chromatograph and low toxicity. A design was proposed called a permeation plug release vessel (PPRV), which initially introduced by Brookhaven National Laboratory to meet those requirements. The PPRV works by allowing the gaseous form of the tracer to diffuse through the permeable silicone stopper and evaporate into the open air on the other side. The PFTs inside the vessels are injected as a liquid but instantly begin to convert to their gaseous phases at room temperature due to high vapor pressures (Zhang, H., Cloud, A.,2006). Previous studies have detailed how release rates change based on plug thickness across various temperatures (Jong et al., 2015), but not on the release rate stability based on temperature across multiple tracers. For use in underground mines passive release sources need to be durable, be simple to manufacture, have customizable and reliable release rates as well as a long operating life. The PPRV vessel provides a steady release of tracer gas that is essential for long term passive release experiments, making it a viable vessel for the PFTs being tested. The PPRV design also allows for vessels to be bundled together to achieve release rates at detectable levels and allows for the capability to run ventilation surveys with multiple tracers simultaneously. The ability to conduct ventilation surveys with multiple tracers using the PPRV bundling design and detection of the PFTs makes testing the tracers and design together a promising potential for complex and long term mine ventilations studies."

"A study has been undertaken at the Missouri University of Science and Technology (MS&T) limestone Experimental Mine to determine new fans set up and wiring options.to install additional mine ventilation capacity. Selection for main fans has been undertaken according to the mine’s required performance specifications and fan characteristics. Available fans for ventilating the mine are Joy and Alphair axial fans each of 24 kW each and two Spendrup booster fans of 12 kW each. The installation of main mine fans on the surface and underground entails numerous considerations. Design of a ventilation network for the Experimental Mine incorporating surface and booster fans has been accomplished using Ventsim Visual program software. The ventilation network has been separated into two segregated parts. A main surface fan and a booster fan have been used in each segregated part of the network. The mine has had a vane axial Joy fan in place for many years. The Alphair 4800 VAX 1800 full blade adjustable pitch vane axial fan was selected and installed as the other surface fan and eventual replacement for the Joy fan. Main surface fans have been connected individually to booster fans in series. The Alphair main surface fan has been installed vertically. Four different wiring options and related cost estimations for addition of the new main fans to the ventilation network have been considered. The analysis resulted in an innovative steel frame design used to allow the fans, when necessary, to be moved to the side of the shaft so that blast pressures do not damage the blades. INTRODUCTION Main fans are the heart of a mine’s ventilation network and play a key role in supplying required airflow (Haghighat, 2014). The Missouri S&T Experimental Mine has been developed in uniform limestone with few stratigraphic features. The mine floor is approximately horizontal and water drains well. A study has been carried out on MS&T Experimental Mine. Selection of main fans has been undertaken according to the mine’s required performance specifications and fan characteristics. Ventsim Visual computer simulation has been used to assist in design of the ventilation network. Wiring circuits, fan foundations and flexibility have been considered as the three main parameters for surface fan installation at the Experimental Mine. Two surface and two underground wiring options and three surface set up options and related cost estimates for the new surface fan system were investigated. Frequent use of explosives in the mine occurs throughout each year. Flexibility in changing the position of a surface fan is important. A number of options have been considered for the location of a vertical main fan positioned on the upcasting shaft. The mine is used for a variety of purposes and flexibility has a high priority amongst design considerations."

The empirical relationship between torque measured during installation and pile capacity has gained a wide acceptance in the helical pile industry in the last few decades. This paper presents a theoretical model developed to estimate torsional resistance of cohesive soils to helical pile installation. The proposed torsional resistance model was then used to establish torque factor, Kt, a factor that is widely used in the industry. The results of the study indicated that the Kt factor is a function of the load path (i.e. tension or compression), pile geometry and soil properties. The assessed Kt factors in tension and compression were validated by the results of 74 installation records and full-scale helical pile load tests. A parametric study was also performed to qualitatively assess the relative importance of different parameters that affect the Kt factors.

With the recent demand for increased coal production there has been a corresponding increase in the horsepower of the shearing machines. The resultant increase in the machine haulage pull has heightened the incident of haulage chain breakage resulting in machine downtime, but more seriously the danger to face personnel. This paper discusses the application of chainless haulage to longwall mining and describes the systems currently available.

Most contemporary mines have considerable amounts of data. Structured and unstructured large data sets are colloquially named big data. Much of the data in mining operations come from a variety of systems, each with different databases and reporting environments. Standard technology deployments create a Bsilo-ification^ of data leading to poor system benefit. Through modern server monitoring and systematic approach, data utilization and value can quantifiably be measured. The Data Utilization and Value Index (DUVI) can quantify business intelligence best practices and user interaction. This study seeks to provide a data management tool to measure data utilization across the process of converting data into action.

Heat-related illnesses (HRI) are relatively common in both hot surface and underground mining operations. When workers are exposed to extreme heat or strenuous work in a hot environment, they become prone to heat stress. Heat strain is the result of the body’s response to external and internal heat stress. It is therefore vital for the conditions leading to heat strain be detected and treated in a timely manner. Heat-related illnesses are manifested by exhaustion and heat stroke. The predicted heat strain (PHS) [ISO 7933 (2004)] model has been developed to predict the health condition of the worker in terms of core body temperature and water loss. The PHS model tested in this study is based on eight physical parameters that are measured at different intervals during a work shift. They include air temperature, humidity, radiation, air velocity, metabolic rate, clothing insulation, posture, and acclimatization. The model predictions are then compared with a direct physiological measurement, such as core body temperature. We present the results of an extensive study that monitored and predicted body’s response to heat stress under different environmental and working conditions. The PHS model provided reliable results in most instances in comparison with other prediction methods currently in use in the field.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.
