Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. Longwall mining appears very attractive from an engineering standpoint because of its simplicity. The use of one long, continuous face can simplify power distribution, ventilation, and supervision, and minimizes or prevents lost time associated with the tramming of equipment in room-and-pillar systems. Since the longwall system is more amenable to automation, it is inherently safer than room and pillar. Remote control of all face equipment from gate roads will obviate the exposure of men in the face area. Considering what has been said, it seems a paradox that more longwall installations are not found in the United States. However, with favorable mining conditions in relatively level seams of adequate height under shallow cover, it has been possible to develop highly productive, mechanized, room-and-pillar systems. Thus there has been no real incentive to employ longwall in the United States. In Europe, mining companies usually have very little choice between the two systems. Pitching seams of low height located at great depth dictate the use of longwall methods. With depletion of its readily accessible reserves, mining conditions will be similar to those now prevailing in Europe, and an increase in the use of longwall in the United States can be anticipated.

Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

The Robinson copper ores were mined for many years from pits containing varying ore grades, sulfide and oxide ore types, and differing mineralogy. The ores also contain gold and molybdenum values, and their recoveries are an integral part of the flowsheet development. Metallurgical responses were characterized using a standard flotation procedure. Further studies investigated primary and regrind particle sizes, reagents, and other variables. The metallurgical testing was supported by mineralogical studies. Results demonstrated a high degree of metallurgical success for flotation. Final copper concentrates ranged in grade from approximately 28 to 30% copper and copper recoveries were 89 to 95% based on laboratory and pilot plant data.

This paper reviews earlier in-plant testing at the Sidbec-Normines pelletizing plant at Port Cartier, Quebec, Canada. It describes the result of the more prolonged use of coke breeze during recent months and in addition, the effects of varying dolomite and coke additives upon the metallurgical properties of the pellet production have been studied. Mention is also made of some brief test work carried out to use peat moss as a carbonaceous additive to the pelletizing process and in particular the plans for future work in this respect. Earlier laboratory pot-grate test work had indicated that a production rate increase of between fifteen and twenty percent was a practical possibility, or alternatively that the plant could be run at design rating with significantly lower energy consumption. These energy reductions were of the order of ten to fifteen percent for fuel and main process fan power respectively. The physical and metallurgical pellet properties for both blast furnace and direct reduction furnace use were little affected by the production rate increases, and were actually somewhat improved when practicing maximum energy conservations. Pellet properties could be further improved by not extracting the maximum energy economy. Two phases of carefully controlled in-plant testing were run to assess the effect of energy conservation under plant conditions. These two phases of testing confirmed that an overall fuel saving of approximately fifteen percent could be realized, with a reduction in the Bunker C oil consumption of about forty-five percent, and a reduction in main process fan power of approximately ten to fifteen percent. The present scope of work is aimed at establishing the use of varying levels of coke addition up to about one percent under normal plant operating conditions.

"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

Due to the rapidly increasing production rates and deepening of mine working areas, there is a drastic rise in the number of thermal issues to be addressed for maintaining a safe mine environment. As high temperatures and humidity in underground mines could affect the health and performance of workers, and ultimately the production rate, it is necessary to provide a properly controlled safe environment. The backfilling of stopes in metal, non-metal mines results in different thermo-physical properties for the hanging, side and foot walls, modeling of which is not provided by any existing mine climate simulation software. This paper presents the modeling of such a single stope using the MULTIFLUX (MF) software, developed at the University of Nevada, Reno. A special case is presented in this paper, where a case study from the Homestake mine in the US with a drift and ramp connected to a stope with high Virgin Rock Temperature (VRT) and various spot heat sources is modeled in MULTIFLUX and CLIMSIM, and the results are compared against each other. Another case is presented in which the stope of the previous case is modeled with walls, each having a different set of thermo-physical properties. These results are compared with the former results to analyze the effect of anisotropic properties.

Silver, copper, and zinc are commonly known elements with antibacterial and antifungal capabilities. Attempts have been made to dope silver on minerals, glass, and ceramics and the resulting materials have been investigated for their antibacterial and antifungal properties. Since silver is expensive and very reactive, silver doped materials have been found inappropriate in some applications. Copper-vermiculite is investigated as an alternative. Vermiculite has high cation exchange capacity on the magnesium ion in the crystal structure. Copper ion may have a high tendency to replace magnesium because of similar charge interference and ionic radius. Copper-vermiculite is prepared by reacting vermiculite and copper chloride solution. By impregnating copper ions into the nanometer openings between the layers of vermiculite, it is possible to render the composite with antibacterial functions if the copper ions could be released gradually from the composite. The antibacterial efficiency of Cu-vermiculite against Escherichia coli was studied using the Halo method. The results show that Cu-vermiculite is effective for preventing the reproduction of the bacteria. Heat treatment of Cu-vermiculite at up to 400°C does not show significant changes in antibacterial activities.

The process parameters for effective utilization of nitric acid as an oxidant for copper-iron sulfides have been developed. Leaching variables found to be important were acid concentration, temperature, time, atmosphere, pressure, mineral type, particle size, and percent solids. Particular attention was devoted to analysis and control of fumes evolved during the oxidation. Responses recorded were metal extraction, elemental sulfur formation and oxidation, product gas composition and evolution rate, reagent consumption, and residue flotation response. The paper concludes by laboratory testing a flow sheet based on the above observations. Ninety-eight percent of the copper contained in a chalcopyrite-bornite concentrate was recovered, requiring 1. 6 pounds of nitric acid to be regenerated externally per pound of copper extracted. Iron remained in the leach residue as hydrogen jarosite and was ultimately rejected from the system by froth flotation. Sixty percent of the sulfur contained, in the heading concentrate reported in the elemental form; the remainder was oxidized to sulfate and eliminated with the hydrogen jarosite in the flotation tails or by neutralization of the solvent extraction raffinate with lime. Nitrogen was evolved primarily as NO and NO2; up to 3 percent N2O was also present. Gases containing sulfur were absent except when pyrrhotite was solubilized in the absence of soluble copper. In this case, H2S was evolved.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

In today?s mining environment, improving production, performance, productivity and profitability is crucial. Production, ancillary, plant and shipping equipment need to be monitored and controlled by online systems delivering production statistics and real-time information to everyone involved, including equipment operators. Traditional systems currently in use today, operate in an iterative mode constantly switching between scheduling and execution. However, the real world tends to change in ways that invalidate such advance schedules. Agent based computing has been hailed as the most significant breakthrough in software development and the new revolution in software. Agent systems are being used in an increasingly wide variety of applications, including complex mission critical systems such as Air Traffic Control. This paper presents the possible ways that multi-agent systems can be applied to mine production and rehabilitation scheduling problems with focus on real time fleet management, plant and equipment performance monitoring, downtime and delay reporting, stockpile management, personnel and equipment tracking and product distribution and transportation.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. Recent underground nuclear tests in tuff, alluvium, salt, and granite have yielded data essential to the evaluation of mining applications of contained nuclear detonations. The data indicate that for these media the cavity radius is predictable within ±20% without regard to the properties of the rock in the immediate shot environment. Properties of the chimney of broken rock resulting from collapse of the cavity, on the other hand, are found to be related to the properties of the rock and its preshot structural weaknesses. Seismic effects and radioactivity distribution are sufficiently documented to serve as a basis for predicting the safety conditions associated with detonations for a variety of yields.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

Under the geological conditions of the interaction of upper goafs and lower working face in deep mining, coal seam mining causes a large stress concentration, which may lead to large deformation of the surrounding rock and rock burst risk. The research reported herein is aimed to utilize the FLAC3D software to establish a three-dimensional numerical model and analyze the law of the surrounding rock stress evolution during coal mining under complex geological conditions. The simulation results reveal that the peak abutment stress reaches its maximum value at 20–30 m in front of the working face, about 1.8–4.3 times the original rock stress, and the peak stress is larger in the stable mining stage. Along the dip of the working face, the peak stress occurs about 8–10 m away from the roadway side. The upper barrier coal pillar and the interval coal pillar in order exhibit stress concentration areas of 142 m and 88 m. According to the law of the deflection stress distribution of the surrounding rock in the presence of various widths of the coal pillar, a 10-m coal pillar between the roadway and the adjacent goaf could enhance the stability of the roadway. For the stress concentration area, drilling holes with a depth of 20–25 m are utilized to reduce the pressure, and anti-impact supports are installed in the middle of the roadway. Due to the varying stresses of the rocks around the roadway, partition prevention and control countermeasures are capable of efficiently preventing the instability of the surrounding rock.

Short-term mine planning to open pit requires defining diglines to orientate the excavation geometry. In deposits with multiple chemical variables, it is necessary to have more rigorous control over the feeding of the processing plant. This study analyzes the impact of incorporating multiple chemical variables, the risks generated by geological uncertainty, and the number and starting point locations of shovels in the sequential design of diglines. The objective is to maintain and preserve the low-grade variability, required tonnage, and continuity in sequentially selecting blocks. To achieve this, the probability distribution function of each chemical variable is used while attempting to maintain the ore grades as constant as possible. As it is difficult to maintain multiple elements with low variability simultaneously, the relevance of each chemical variable in the economic benefit is identified. Weights are assigned to signal the importance of each element based on its significance in the recovery process. Several diglines, consisting of sequential blocks, were generated on the same seed point to meet the weekly ore demand. Optimizing the stationarity of multiple chemical variables, accessing and reducing the geological uncertainty performed through geostatistical simulation of grades and transfers functions, considering the number and location of shovels, while meeting the operational restrictions of the selected blocks. The optimized digline with the multiple grades as stationary as possible is retained. The process is illustrated in a phosphate mine. The results show that the proposed method is viable and allows for a quick solution.
