While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

Specific e-mules of applications of remotely controlled slurry values, pneumatic and electronic field transmitters, computers for control and data logging, and on-line analytical instrumentation are given. A program, to demonstrate this technology is described.

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

The western industrial world has to rely more and more on complex polymetallic sulphide ores as sources for base metals. These ores are composed of fine grained sulphide minerals such as chalcopyrite, galena, sphalerite, pyrite, pyrrhotite and marcasite. The liberation sizes of the individual minerals can range between 30 um and 5 um. Therefore, applying conventional techniques to recover these finely disseminated minerals usually results in unsatisfactory metallurgical performances with high losses of the valuable mineral to the slime , fraction of the tailing. New concepts for treating these polymetallic complex ores are discussed in this paper. Beneficiation techniques utilizing new reagents and a new approach to pulp preparation are described. Some of these techniques were applied to ores from existing concentrators as well as to new ores. The results of these studies are discussed in the following sections.

I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. The coal mined by Cyprus at the Shoshone mine near Hanna, WY is highly susceptible to spontaneous combustion. Spontaneous heatings have occurred in the gob of several of the longwall panels and, in some cases, following roof falls. Prevention and detection methods have evolved over the years as more has been learned about the occurrences. Seal design and construction have progressed to reduce air leakage into the gob. Pressure balancing has been successful as a supplement to good workmanship in reducing leakage. Early heating detection has improved as knowledge has been gained. Prior methods of detection relied upon thermocouples detecting a temperature change. Later a gas chromatograph was used to analyze gob gas samples. Initially the products of combustion (POC) were relied upon for detection. Most recently, lack of oxygen depletion in the gob has been used as an early warning of problems. Examples are presented to illustrate the evolution of spontaneous combustion control at the Cyprus Shoshone coal mine. Methods have been developed which minimize the oxygen concentration in the gob and reduce the potential for spontaneous combustion.

A tower-like magnetic system comprising eight permanent magnets was installed at the center of a flotation column to separate chalcopyrite and pyrrhotite minerals. A cyclonic flotation was installed within the underpart of the column to separate the pyrrhotite from the gangues. A three-product magnetic flotation column was fabricated to create a magnetic field and a cyclonic zone. The products were Cu concentrates, pyrrhotite concentrates and tailings. The theoretical magnetic field strengths and the magnetic forces were calculated. The results of the flotation experiments showed that the Cu grade increased from 14.20% without the magnetic field to 26.40% in the presence of the magnetic field and that the S grade in the pyrrhotite concentrates increased in the presence of cyclonic flotation. The separation efficiency of this magnetic flotation column was evident. Therefore, this three-product magnetic flotation column may have a potential application, due to its high separation efficiency.

Ventilation and refrigeration fortune climate modification contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can he used to minimize the impact of these costs. There are several computer codes available to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely, what accuracy is required of the basic input parameters, in order for a certain precision to he obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed, to the changes of the rock thernrophysical properties, the heat transfer coefficient, and the wetness factor.

"A composite shell lining typically consists of an outer permanent sprayed concrete shell, a water proofing layer and an inner sprayed or cast concrete shell. Composite shell linings become more and more popular and have been built recently on large scale infrastructure projects. Surprisingly there is very little published literature on the actual structural design of composite linings. As a consequence there is a lack of common understanding on how to design a composite lining structure. Composite action of the outer shell (primary lining) initially carrying short term ground loads and the “unloaded” inner shell (secondary lining) require nonlinear concrete modelling to be able to assess the bearing capacity of the composite lining structure adequately. The composite action of the waterproofing membrane and the inner and outer shells can be considered either by simplified closed form solutions or by numerical models. Strength and stiffness parameters of membrane and concrete govern interaction of inner and outer shell. This paper should contribute to understanding composite lining behaviour with focus on the bearing capacity at limit state by taking into account the actual loading history. Possible ways and concepts on how to deal with these topics are presented, however a broader discussion on limit states of the composite lining materials – also in the long term will be required to come to an agreement on composite lining design methodology. INTRODUCTION Composite Lining Technology Traditionally the construction of shotcrete lined tunnels incorporates primary and secondary linings, separated by a sheet or a sprayable waterproofing membrane. The primary lining shotcrete is considered to be structurally temporary and the secondary lining to be permanent, leading to designs which ignore the bearing capacity of the primary lining in permanent condition. There was general perception that the shotcrete lining installed immediately at the tunnel face, experiencing strains up to 1% and even cracking in the early age, combined with mesh reinforcement additional support measures like lattice girder, spiles and bolts cannot be considered as a permanent structure. But also former shotcrete mixes showed significant weakness with respect to durability suggesting a more temporary nature of primary lining shotcrete. On the other hand it was clear that primary lining shotcrete does not disappear, it may lose probably a certain percentage of its bearing capacity, but discounting any contribution from the primary lining at all was considered inherently conservative. There were different strategies to account for the risk of reduced durability and bearing capacity of the primary lining, either by selecting moderate ground loads for the secondary lining design, by assuming that some residual load will be carried by the primary lining. This approach is very much based on experience. Another more rational possibility is to assume that the primary lining degrades into a rocklike material, which is weaker than the primary lining shotcrete but still imparts some strength to the ground around the secondary lining, but does not need to comply with any concrete design codes any more."

Open pit mines are getting deeper with time and transportation expenses are increasing because of the increasing haulage distance. In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years and the short-term plan needs to be updated accordingly. Short-term planning with IPCC is an area of research that has not been explored extensively yet and hardly any model can generate short-term extraction sequence considering an IPCC in place. This research work proposes a mixed integer programming model to generate short-term production plan within a time horizon of 12 months. The objective of the model is to optimally allocate shovels to minimize cost of material handling and maximize revenue subject to meeting plant requirement, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by strategic plan. The proposed model has been implemented in a hypothetical case study for verification. The comparison of results between scenarios with and without IPCC is expected to justify the use of IPCC in large open pit mines from a short to medium term perspective. A semi-mobile IPCC system with one relocation is considered in the case study.

The U.S. Bureau of Mines investigated rapid froth flotation through the use of more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the air bubbles, water, and ore, rapidly attaching the hydrophobic mineral to the bubble surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. A rougher concentrate containing 4.5 pct copper was obtained from a western porphyry copper ore containing 0.67 pct copper. Over 99 pct copper was recovered from the ore at a rate 7 times faster than conventional flotation.

Computational fluid dynamic (CFD) modeling of a potential nuclear waste repository drift may be an important tool to estimate moisture redistribution caused by natural convection within the drift. To refine and support CFD techniques, a small laboratory cold-trap experiment was developed. Results from numerical modeling of the laboratory experiment show the sensitivity of the bulk air flow rate and average air temperature within the drift to several key parameters, including various boundary condition assumptions and surrounding porous media properties.

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. North of Antwerp central train station, two single-track tunnels for the high-speed train line between Brussels and Amsterdam were constructed. At the same time, the central train station was modified to a through station. Both 1.23 km tunnels are situated in the Antwerp sands and were constructed using a slurry shield machine. Due to the inner city location, the tunnels run over their entire length underneath structures, in some cases with only minimal clearance. The paper deals with these challenging situations. In addition, the tunnel boring machine, the tunnel lining and measures to limit settlements will be introduced.

In 1978, Congress established a series of mineral institutes for a limited time to assist financially in mineral industry education and research. Later, education and research were separated, establishing generic institutes for specialized research that transferred the former research budget from the base mineral institutes program. One of the generic institutes is the Mine Systems Design and Ground Control (MSDGC). It provides for research funding specifically for mining. Other parallel generic institutes were established in pyrometallurgy, comminution, waste management, etc. MSDGC was established at Virginia Polytechnic Institute and State University(VPI). The founding group included the University of Alabama, University of Kentucky, University of Nevada Reno, University of Idaho and University of Alaska reporting through VPI to the US Bureau of Mines (USBM) and Congress. Other universities also participated on an ad hoc basis.

Introduction Since the last decade the iron ore processing industry has undergone drastic changes from supplying screened and natural ores to manufacturing tailored concentrates and pellets. Increased need for the beneficiation of lower grade iron ore deposits and the increased demand for higher grade concentrates necessitate finer grinding of iron ores before concentration. The normal filtration stations used in the past are experiencing difficulties in dewatering the finely ground concentrates to moisture levels acceptable for balling. In addition to finer grinding, applications of complex beneficiation techniques has decreased the filterability of the concentrates and create problems in filtration of iron ore concentrates. An overview of the filtration literature indicates there are few research reports on the dewatering of iron ore concentrate slurries. There exists a need to understand the principles and mechanisms involved in the filtration of iron ore concentrate slurries with a goal of developing more efficient filtration techniques. This paper presents the results from the first phase of our research program that included the development of a reproducible benchscale filtration technique and the investigation of the filtration behavior of eight iron ore concentrates.

A small area in the Alabama Piedmont was studied to determine if metallic enrichment was associated with local magnetic anomalies. Cores from two holes in these magnetic anomalous areas have sulfide (pyrite, pyrrhotite, chalcopyrite) film on slicken-side and fracture surfaces. Two hundred and fifty soil samples were collected from the top of the "B" horizon on 1, 000 foot centers over the general trend of magnetic anomalies. Soil samples were leached with a 1:2. 7 mixture of HF and H2SO4 and the dilute filtrate analyzed for Cu, Pb, Zn, Ni, Co, Cr, Mo, and Cd, using atomic absorption methods. Concentration-value maps were prepared for each element. Small areas of anomalous concentrations were defined for Cu, Pb, Zn, Mo, and Ni. Some of these areas generally coincides with magnetic anomalies. Concentration values (ppm) range from: Cu 165.0 - 0. 5; Pb 265. 0 - 0.0; Zn 1386.0 - 43. 0; Ni 187.0 - 10.0; Co 207.0 - 6. 5; Cr 117.5 - 2.0; Mo 95.0 - 0.0; and Cd 32. 5 - 2.0. Studies of other magnetic anomalies appear warranted.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection.
