The Wyoming Mineral-Conoco Crownpoint Project represents the first time that big hole drilling has been exclusively used to develop totally a privately financed mine below a depth of 1000 feet. Three shafts, one ten feet in diameter and two six feet in diameter, were successfully drilled to depths of 2243', 2188' and 2188' respectively and cased with hydrostatic designed steel casing. The largest shaft is to be used to handle muck and water from station excavation and enlargement of the other two shafts. A reverse circulation system with potassium chloride base mud was used for drilling. The mud was cleaned by settling in steel lined tanks with assistance by cyclone type separators. Deviation was monitored by gyroscopic surveying at 30 foot intervals and did not exceed 16 inches off plumb. Casing was designed to withstand hydrostatic pressures with a 1.5 safety factor to the large shaft and 1.25 safety factor for the smaller shafts. All casing welds were x-ray tested prior to lowering the casing in the hole. Cementing the annular space completed the operation. The total time to mobilize, drill and move off the three shafts was 363 days. The drilling operation was completed ahead of schedule and under budget.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a continuous elution process is established and the development of a large-scale pilot plant is described. It is based on a continuous elution apparatus that has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra, and other methods of elution. The performance of the atmospheric continuous elution system (ACE) is concluded to have significant advantages over the batch process.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. During the last ten years Parsons Brinckerhoff has become a leader in the area of tunnel rehabilitation. A significant part of any tunnel rehabilitation program is the control of groundwater infiltration into the structure. This leakage over time, causes deterioration of the structures, and creates numerous operational problems for the tunnel operator. This paper will address current procedures for identification, documentation, and recommendations of repair methods for the control of groundwater infiltration in rail and highway tunnels.

For several decades, the minerals industry has used leaching techniques to extract metals from rocks whose grade was too low to be treated profitably using conventional metallurgical techniques, and, as of 1972, about 15% of domestic copper production was derived using leaching methods (Beall 1). Increasing interest is currently being directed toward solution mining, particularly with respect to copper, for basically two reasons. In the first place, geological exploration has outlined several copper deposits of large tonnage and 1m', grade which are buried at sufficient depth to preclude open-pit mining which would make such mineral deposits ore deposits. Nevertheless, these occurrences provide significant potential if they could be treated by chemical leaching in situ. Secondly, the porphyry deposits of the western united States, which provide by far the largest percentage of domestic copper, do not terminate geometrically with sharp borders. These large disseminated bodies commonly decrease in grade laterally away from volumes of rock containing ore grade metallization, and the distinction between ore and waste is strictly economic. In order to extract ore grade material from the ground, a significant amount of rock containing sub-ore-grade copper must also be removed which, when placed on dumps, is amenable to solution mining. These two considerations clearly indicate the reasons for the growing interest in solution , leaching techniques--namely the ability to exploit deeply buried low grade deposits and the expansion of reserves in deposits currently under production.

In the Canadian mining industry, there are at present no comprehensive regulations or standards for valuation of mineral properties. In January 1999, the Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission recommended that the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) establish a committee to review and advise on approaches and methodologies for the valuation of mineral properties. The authors were subsequently appointed Co-chairs of the CIM Special Committee on Valuation of Mineral Properties (CIMVal). A committee of experts from the mining industry, consulting, financial and legal communities was established with the task of reviewing available information, investigating various valuation methodologies and practices, soliciting input from interested parties, and recommending a Canadian code or standards plus guidelines for the valuation of mineral properties. As an initial stage of its work, the CIMVal Committee organized a one day session at the Mining Millennium 2000 Convention in Toronto in March 2000 on valuation of mineral properties. The 10 invited papers have been published by CIM. As a second stage, CIMVal has requested input and comments from all interested parties. The next stage will be to prepare a preliminary draft with a recommended code or standards and guidelines. This will be circulated for further input and comments prior to revision and publication of another draft. The final CIMVal report should be completed in early 2001. A variety of methods are in common usage for the valuation of mineral properties, depending on the stage of development of the property, the data available and the experience of the valuator. For example, the discounted cash flow method is commonly used for properties in production or at the feasibility stage, but is not generally considered appropriate for exploration properties. Market approaches such as comparable transactions are in wide general use, and various cost approaches are used for exploration properties. The option pricing approach has promise for valuation of marginal properties, but is not commonly used.

The Modified Detroit River Outfall No. 2 (MOD DRO-2) will discharge treated wastewater to the Detroit River. Construction of a 6.4-m-diameter, 1.9-km-long tunnel was halted in 2003 by flooding during tunneling with an open face hard rock TBM. A new design for a higher rock tunnel, a ?Modified? design, was completed in 2007 and Notice to Proceed to the tunnel contractor was given in November 2008. Project duration is four years for completion of tunneling and start of outfall tunnel operation. This tunneling project has high groundwater pressure (5 bar), pervious limestone rock of up to 140 MPa (20,000 psi) strength, and hydrogen sulphide in the groundwater. The new tunnel will be connecting to access shafts and outfall diffuser riser shafts previously built for the now-abandoned tunnel. The new tunnel design construction contract, and initial planning to use a pressurized-face (slurry) hard rock TBM are presented.

Waste areas of a mine should be sealed especially if there is a risk of spontaneous combustion. Leakage through and around such seals can be problematic. Pressure balancing has been one of the favored options to prevent the ingress of air into these waste areas. Balance chambers require maintenance and monitoring to ensure that they are effective. This paper explores the use of inert gas as a means of controlling ingress of air and egress of waste gases as a means of reducing leakage around seals.

Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. The coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed with time. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research presented in this paper investigates one potential solution?or component of a solution?to improve mining sustainability in Appalachia: post-mining wind power. This paper intends to demonstrate and explain the feasibility of synergistic mine closure and wind development. Wind conditions at three reclaimed mine sites in West Virginia were monitored in order to develop representative case studies for post-mining wind power. This paper contains a summary of the literature consulted to plan the site assessments, the methodology employed to execute them, the analysis steps undertaken to derive conclusions, and a discussion of all findings. This research has found that significant cost savings can be yielded from synergistic mine closure and wind development, as compared to greenfield wind development. Though wind conditions themselves remain the primary driver for site feasibility, post-mining wind power is a practice with significant promise for improving project economics, contributing to renewable energy development, enhancing company-community relations, providing local employment opportunities, and exemplifying sustainable business practices in Appalachia.

The economics of “Conventional” and “Advanced Fine Coal Cleaning” (AFCC) circuits for refuse pond reclamation as well as active mine/preparation plant applications have been evaluated. The benefits of innovative tailings management schemes on the profitability of mining enterprises have also been evaluated as a part of this study. Analyses have been conducted for scenarios involving generation of two different product qualities of 5.81%, a quality that was obtained during AFCC circuit operation at SIU, and a more typical 8% product ash. The inability of the conventional circuits to achieve profitability while producing the lower ash content product is revealed from this approach. The spiral-only circuit is unable to produce a 5.81% ash product. A different version of the same circuit involving spirals and column flotation produced the desired product quality but could not maintain profitability. The AFCC circuits on the other hand, achieve net present values greater than $6 million, with return on investment in excess of 50%, in the water-only as well as dense medium mode, with and without tailings management. Addition of tailings management system to any of the circuits is found to enhance the project economics. The comparison of water-only and dense-medium applications of the AFCC circuits indicate a better suitability of the dense-medium circuit for producing premium quality products. Application of AFCC circuits in active mines offer better economics compared to applications in refuse pond recovery operations. The superior project economics are a result of reduced overhead cost and use of existing material handling facilities. Sensitivity analysis reveals the significance of capacity utilization on project economics.

This paper describes the Boroo Gold Company (BGC) ore processing plant which is the first CIL/CIP plant in Mongolia. BGC is the first foreign investment in Mongolia since 1990 and follows the highest safety and environmental standards. Commissioning of the plant commenced in October 2003 and commercial production began in March 2004. Gold recovery is by gravity and conventional leaching and carbon adsorption. Detoxification of the leach tails is by the SO2/Air method before discharging the tails to the tailings pond. Ore types treated at Boroo are predominantly oxide with some transition ore as mining reaches the lower sulphide zone. There are several interesting technological issues and projects ongoing at Boroo which will also be discussed.

This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

Blast-induced rock mass displacement can have a significant impact on ore loss & dilution. The mischaracterisation of the grade boundaries both prior to, as well as a result of blasting can lead to significant financial losses on account of ore loss and dilution. Ore dilution occurs when waste material is miscategorised as ore and sent for processing or stockpiling, diluting the run of mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorised as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have developed innovative tools and techniques to measure and model blast movement. These techniques have been implemented at Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures to sustain the benefits.

The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines; support definition and slope stability at the Climax mine; and some uses of geology in cavability estimation for the Mount Emmons project.

The problem of effective utilization of fly ash has been given wide attention for a number of years. Although the effort devoted to the problem has led to some applications of demonstrated usefulness, the full utilization of fly ash has been held back by lack of concerted research and development activity, by lack of effective dissemination to potential users of fly ash of the knowledge that is available from laboratory and field studies, and by the obvious variability of the product. Because of the variability in fly ash from one power plant to another and from time-to-time in the same plant, specifications have been set up defining compositional or property limits within which a fly ash must fall to be used in certain applications. This paper discusses the bases for such specifications and examines them in the light of recent research on the characterization of fly ash. Other limitations and restrictions on the use of fly ash and what is being done to overcome them are also discussed.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.
