In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.

Since the introduction of "boxhole" drilling in South Africa in 1973, the concept of a blind raise, drilled upward from below, has become an accepted mining practice. A combination machine, capable of constructing raises to a mining level below, or blind raising upward from a single setup position adds a further dimension in versatility. A machine with these dual operating modes was designated by The Robbins Company as the 53R and was introduced into the Western Deep Level Mines, South Africa in 1984. The unit is powerful (200 hp) and compact (18,000 lbs., in a 10 ft x 4 ft 5 inch x 4 ft 6 inch package). This paper describes the design considerations for the new machine, provides field data from early trials, and looks briefly at its overall market and potential.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

The existence of resins in some coal deposits in various parts of the world has been known for many years. These resins vary considerably in chemical structure and properties. The resin that is found in Utah coal, however, is rather unique, and has properties particularly attractive for the manufacture of printing ink mastics and adhesives. This resin is a rather dark, very high melting point, low molecular weight hydrocarbon resin. Its typical properties are shown in Table I. Its largest use by far, has been in the printing ink industry. The history of Utah coal resin is interesting, but unfortunately one of disappointment and failure.

The flexure of geologic strata, a phenomenon of inter- est to geologists and mining engineers alike, is examined as a sheet bending problem' in Coulomb plasticity. Formulae for the distribution of stress, strain and displacement increments, volume change, change in the length of the central surface and power of dissipation, as well as for the neutral surface shift are given. Strains of any magnitude are considered. The analysis shows that deeply buried strata may bend and develop "tensile" cracks under generally compressive states of stress. It is also shown that bed separation and high capacity props are desirable in mechanized longwall mining, a result in keeping with operating experience. Although speculative at this time, the analysis provides a rational working hypothesis as regards the problem of strata flexure and control.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. The discovery of important new ore deposits of lead, zinc, copper and silver in 1955 in Southeastern Missouri has resulted in the development of a thriving mineral industry known as the "New Lead Belt" or "Viburnum Trend", to distinguish it from the older lead producing areas to the East. This region has recently become the world's largest lead producing district with production in 1970 reaching 432,576 tons or 74.4% of the entire United States lead mine production. The area is heavily forested with rolling hills dotted with numerous clear running streams in the Clark National Forest of the Missouri Ozarks. The location is within 70 miles of St. Louis, Missouri and has a natural abundance of water resources which provide an important recreational area for fishing, hunting, camping and other outdoor activities. Until this recent development, the area was sparsely populated and industrialization was almost unknown. The infusion of $150 million in mining capital has brought about a dramatic change in the economic structure of the area and will almost surely be accompanied by changes in its environmental picture. In an effort to maintain this bountiful national resource and to evaluate the changes occurring in surface water quality and aquatic life forms present, an inter- disciplinary research program at the University of Missouri has been undertaken with the support of the National Science Foundation. Research has been carried out to determine background values, establish natural baselines, and to evaluate the extent and causes of changes in streams effected by mine water discharges and wastewater from ore milling operations. The unique topography of the "New Lead Belt" area allows the channelization of milling and smelter wastes to separate stream systems (Figure No. 1) thus allowing measurements of the pollutional effects on an individual basis.

Electrical Vertical Sounding (EVS) profiling has proven to be a valuable tool to set the alignment and guide the design of a 17 km-long, 4.7m diameter water-conveyance tunnel in the Peruvian Andes at an altitude of 4,260 m. EVS profiling helped determine where to locate boreholes, and reduce the amount of drilling to 1,200 m of vertical and inclined boreholes. EVS profiling allowed the designer to identify and verify by drilling the existence of zones with difficult tunneling conditions that were avoided by realigning the tunnel. The rock quality was checked by drilling and a combined scheme of excavation by TBM and conventional drill and blast technique was developed for the final design.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.

For the commercial production of iron ore pellets from hematite ores, as it is practiced in various pellet plants, the addition of lime has shown to be an efficient means with a view to improving cold compression and abrasive strength of the indurated pellets considerably. Unfortunately, it has also been shown at the same time, that the metallurgical properties as, for instance, swelling behavior, softening during reduction under load and disintegration of the grain, can be adversely affected to a high degree. In the course of smelting tests carried out by renowned steelworks, blast furnace operation was heavily disturbed by the swelling and early softening of the pellets, also by their disintegration in the low-temperature range, which altogether led to a considerable lowering of the smelting rate (1, 2, 3).

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

The materials used for the construction of buildings contain natural radionuclides of the U238 and Th232 series and are ? 50% due to land radioactivity. Another component of natural radioactivity is K40, with ? 40%. The presence of these radiopollutants in the final products (i.e. bricks, concrete) due to body irradiation is by two pathways: external irradiation and internal irradiation. External irradiation is due to gamma radiations emitted by Pb214 (RaB) + Bi214 (RaC) from the U238 series, by Ra228 (Mezothoriu I) + Ac228 (Mezothoriu II) + Tl208 (ThC??) from the Th232 series and by the K40 radionuclide. Internal irradiation is due to inhalation of radon (Rn222) and Rn220 (Tn) plus short life descendents (Po, Pb, Bi), radionuclides which are present in concrete. A fraction from radon present in concrete enters into a house leading to internal irradiation by inhalation. In Romania, the maximum concentration of radon allowed for new buildings is 200 Bq/m3.

Bigger is indeed better in today's surface mining operations. That is especially true regarding haul trucks. Building larger, "supersize" trucks, however, means designing more powerful engines and drive systems that are also more efficient and environmentally friendly. And miners are demanding that these trucks have longer service lives with minimum maintenance. So truck makers are teaming with engine manufacturers and mining customers to design these larger trucks that will ultimately lead to reduced mining costs. About 180 of those truck makers, engine designers and miners gathered in Tucson, AZ in September to discuss the state of haul trucks in today's mining environment. Haulage 2000 was sponsored by World Mining Equipment and attracted attendees from around the world. Manufacturers described the latest in haul truck advancements. These included the design of more powerful engines, improvements to mechanical and ac and dc drive systems and suggestions on how to reduce maintenance spending. Technology improvements in tires for larger struck was discussed as was the cost efficiency of new, lighter-weight bed liners. The following is a summary of a handful of the presentations.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

Most citizens take it for granted, but minerals produced in the mines of the western United States, including Colorado, are crucial to nation’s standard of living and quality of life, said Colorado’s Gov. Bill Owens in his welcoming remarks at the 106th National Western Mining Conference. The conference, which was organized by the Colorado Mining Association (CMA), was held Feb. 4-6, 2004, in Denver. Attendance was425, up substantially from last year’s meeting. The meeting included the CMA annual membership meeting as well as the CMA chairman’s and president’s reports. The meeting also included awards presentations in which companies were recognized for their efforts in pollution prevention, health and safety, and reclamation. The conference also included a tradeshow.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.
