"Bridgestone Americas opened the company’s first U.S.-based giant off-road radial (ORR) tire plant in November. The 139,000-m2 (1.5 -million-sq ft) plant, located on a 222-ha (550- acre) site in Aiken County, SC, will produce radial tire products, including 157-cm (63-in.) tires, used on mining and aggregate haul trucks.The plant, announced in 2011 as a $970-million investment, represents the largest investment that Bridgestone has made in the United States, and is also the single largest investment ever made in South Carolina. Although it had already been producing tires for a few months, the plant officially opened with a ceremony in November 2014, attended by South Carolina federal, state and local elected officials, as well as Bridgestone personnel from the United States and Japan. Prior to the Aiken County plant’s construction, all of Bridgestone’s giant ORR tires were manufactured at its Shimonoseki and Kitakyushu facilities in Japan.Kurt Danielson, president of Bridgestone’s U.S. & Canada Commercial Group, said the facility was built to primarily serve the North American mining and aggregate industries in a more efficient manner. "It’s a real change for us," he said of the U.S.-based plant at its opening ceremony. "This allows us to have a true global presence."The Aiken County plant is intended to allow Bridgestone to meet customer demand for ORR tires, Danielson said. "It really frees up our other plants in Japan to service the rest of the world, allowing us to serve our customers faster," Danielson said. "As soon as we build (a tire), we can have it to our customers."Tires manufactured at Bridgestone’s Japanese plants could spend up to a month in transit to the American continents; from initial mixing of the rubber and other compounds to being warehoused, tires manufactured at the Aiken County plant can be ready to ship in four to five days.Danielson said most of the tires built in Aiken County will be used by customers on the American continents. "We will export," he said, "but our desire is to use as much capacity as we can for the Americas."Ground was broken for the facility inSeptember 2011, when commodity prices were much different than today and global demand for tires had skyrocketed."

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

Low-grade iron ore received from the West Singhbhum area of Jharkhand state in India was used to develop a beneficiation flow sheet to remove alumina (Al2O3) and silica (SiO2 ) from the ore to get iron (Fe)-rich product for steel plants. Mineral characterization showed that the main mineral constituents present in the head sample are goethite, limonite, hematite, quartz, clay and gibbsite. The head sample contained about 49.2 percent Fe, 8.79 percent alumina and 12.01 percent silica. The received iron ore sample is amenable to upgradation through beneficiation to get pellet grade concentrate. The beneficiation process was established, involving crushing, screening, jigging, spiral separation, size reduction, desliming and magnetic separation. The process showed significant enrichment in Fe values to 63.5 percent Fe in concentrate, from 49.2 percent Fe. From the developed flow sheet, it is possible to obtain pellet grade fines with 63.5 percent Fe, 2.92 percent SiO2 and 2.61 percent Al2O3 with 50.6 percent weight recovery. The overall tailing loss is 49.4 percent with 34.3 percent Fe, 21.28 percent SiO2 and 14.64 percent Al2O3

Zeta potential changes were determined as a function of pH, metal ion, and surfactant concentrations. Prom the analysis of data, flotation experiments were carried out to correlate float-ability with the differences in zeta potential. Cassiterite in water bears a negative zeta potential, The zeta potential of cassiterite is sensitive to pH changes; the electric double layer arises from the preferential adsorption of H+ and OH- ions and subsequent ionization of the hydroxylated surface. It is suspected that hydronium-ion concentration may cause reversal in the sign of the zeta potential. The ZPC was found to occur at pH 3.4. Metallic ions and the hydrated ions thereof affect the zeta potential of cassiterite in differing degrees of intensity. Without prior activation, sulfonated surfactants do not change the zeta potential of cassiterite. Sodium alkyl aryl sulfonate is especially active on lead-activated cassiterite and ferric-activated cassiteriten Microcalorimetric fiests confimed the activity of ions on cassiterite and showed the hydrated character of cassiterite smfaces. Close correlation between zeta potential and microflotation results was achieved.

Conditioning of flotation feed is an important prerequisite for efficient flotation. This process depends on parameters such as conditioning time, slurry concentration and slurry pH. The objective of this paper is to optimize the conditioning process for the flotation feed. This was achieved by first conducting preliminary experiments at constant slurry pH to determine the significant ranges of slurry concentration and conditioning time. Then, factorial experimental design (32 experiments) was used to investigate the significance of the above parameters and their interactions on flotation recovery and grade. Statistical analyses using ANOVA approach showed that flotation recovery (R) and concentrate grade (g) were affected by feed conditioning. It was found that concentrate grade was linearly proportional to the slurry concentration and conditioning time, while flotation recovery was exponentially proportional to the conditioning parameters. A contour plot of the flotation response (recovery and grade) against conditioning parameters showed that the optimum operating parameters for flotation feed conditioning was a conditioning time of 1.5 to 2 minutes and a slurry conentration of 55% to 60%.

INTRODUCTION Towards the end of the 1890s the attention of a prospector by the name of Thomas Cullinan was drawn to the occurrence of alluvial diamonds east of Pretoria. Persistent prospecting work by Cullinan led to the loca¬tion of the source of these diamonds-a kimberlite pipe on the Elandsfontein farm. Cullinan eventually acquired the property in 1902, and during an extensive evaluation program outlined the largest diamondiferous pipe in South Africa on which the Premier mine was established. Worldwide attention was drawn to this mine in 1905 when the Cullinan diamond, which weighed 3106 carats and is by far the largest gem diamond ever discovered, was recovered. Premier mine operated with varying success until 1932 when the worldwide depression forced it to close. In 1945 the mine was reopened and since then has been a major producer of gem and industrial diamonds. During the early 1950s exploratory drilling revealed that below the 370-m level the pipe had been completely cut off by a younger gabbro sill. This sill has created major mining and metallurgical problems but the existence of vast reserves of high grade ore below it justi¬fied the establishment of virtually a new mine below the sill. Detailed planning of below-the-sill mining is nearing completion and the development of the first mining block (the L1 block) is well advanced. A full discus¬sion of this block follows. GEOLOGY OF PREMIER MINE Pipe Morphology and Country-Rock Geology As can be seen in Fig. 1, Premier mine is an elon¬gated oval shape with a long axis of 900 m on the surface and a short axis of 450 m. The pipe has a surface area of 32 hectares which decreases progres¬sively with increasing depth, so that 500 m below the surface the area is reduced to 22 hectares. The contact between the kimberlite and the surrounding country rock is sharp, with an average angle of dip of 1.48 rad (85°). From the surface down to approximately 350 m, the country rock is a felsite which grades downwards into a norite. In general both rock types are hard and massive, the felsite in particular being poorly jointed. This characteristic combined with other factors results in an extremely stable open pit, and near-vertical side¬walls are currently being maintained. The norite in general is competent but is heavily jointed in some areas resulting in very blocky ground which creates localized tunnel support problems. In the southeastern area below the sill a zone of highly altered and very unstable norite, which has also created localized sup¬port and development difficulties, lies adjacent to the pipe contact. Kimberlite Geology The Premier pipe is a complex multiple intrusion which contains in the region of 15 separate types of kimberlite, most of which are volumetrically insignifi¬cant. On a simplified basis three major types can be identified which correspond to three separate phases of intrusion. They are: Brown Kimberlite: This represents the first phase of intrusion and now occupies the eastern part of the pipe. In plan the brown kimberlite has a crescentric shape resulting from the intrusive relationship with the younger gray kimberlite which lies to the west. The brown kimberlite increases in relative area with increas¬ing depth which is a favorable factor for future mining operations since this kimberlite is the richest area of the mine, having an average grade of 70 carats/ 100 t. Below the sill this rock disintegrates extremely rapidly when exposed to air or water, to form a fine gravel-like material. This characteristic is due to a high montmorilonite clay content. As is common with clay minerals of this type, water can be absorbed into the crystal lattice with a resultant increase in volume which causes the physical decomposition of the rock. The presence of this decomposing kimberlite was a major factor governing the choice of a mining method, as well as development and tunnel support techniques. Gray Kimberlite: This is the most abundant type and represents the second major phase of intrusion. The diamond content is variable depending on the amount of waste rock dilution, and in general the rock is stable and non-decomposing. At the time of formation of Premier, the surface rock type was Waterberg quartzite, a rock formation which has subsequently been removed from this area by erosion. The explosive extrusion of the gray kimberlite caused extensive brecciation of this rock and while the kimberlite was in a mobile state huge masses of quartz¬ite, amounting to tens of millions of tons, slumped into the pipe. This quartzite became concentrated in the central area of the mine and has been a major mining problem throughout the history of Premier since, due to the irregular distribution of the quartzite, effective selective mining has never been possible. The quartzite is therefore extracted with the ore and has a significant dilution effect on the overall grade. Black Kimberlite: In the western part of the pipe a circular, pluglike body of kimberlite is intruded into the gray kimberlite. This plug consists mainly of a hard, dark-colored rock known as black kimberlite, but also contains a number of minor kimberlite variet.ies as well as nonkimberlite carbonate dikes. The Gabbro Sill The sill averages 75 m in thickness and within the confines of the pipe consists of 52 million t of rock. On average the major dip is 0.34 rad (20°) to the northeast which is across the short axis of the pipe, the range of dip being from near horizontal up to 0.52 rad (30°). Due to the pronounced dip, the sill is encount¬ered over a vertical distance of 175 m with the highest upper contacts on the 355-m horizon and the lowest bottom contact on the 530-m horizon.

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.

The trace element geochemistry of the cherty, clay-rich carbonate residuum. Covering much of southern Missouri and adjacent parts of Arkansas was investigated during the early 1970's as part of a statewide geochemical survey of Missouri-1/2/3 The study was environmentally oriented and focused on the character of the "natural' geochemical environment of the state. A great deal of effort was made to collect samples that would represent the geochemical variability of the near-surface environment in an unbiased way. In general, this was accomplished by use of randomization procedures in both collection and analysis. Most of the sampling sites were selected randomly to prevent personal bias from entering into sample selection. In the laboratory, samples were analyzed in a randomized sequence to circumvent the effects of any systematic bias that may have entered into the laboratory procedures. Several residuum samples contained 1 000 parts per million (ppm) or more of Pb, Zn and Ba. All these samples were collected in Washington County in or near the barite district. The frequency distributions shown in figure 1 indicate just how unusual the residuum in Washington County is with regard to these three metals and copper. The shaded parts of the histograms represent the samples from Washington County. The histograms are based on analyses of 141 samples from 38 localities scattered over the subcrop of the Cambrian and Ordovician Formations of southern Missouri and northern Arkansas. Eight localities were selected randomly from over each of four bedrock units--Bonneterre Dolomite, Potosi and Eminence Dolomites, Roubidoux Formation, and the Jefferson City, Powell and Cotter Dolomites. Six localities were selected randomly from over the Gasconade Dolomite. The geochemical "background" for these elements in residuum is defined by samples from outside of Washington County (unshaded part of the histogram); lognormal distribution curves have been fitted to the corresponding parts of each histogram. The study of soft soil (wastes above the rock bed) an issue of great importance in civil engineering, is usually addressed by drilling boreholes. This method is rather expensive and time-consuming and although the information obtained is usually accurate, on the other hand it is much localized. Recently published researches have demonstrated the ability of the combination of geophysical exploration methods to estimate the thickness of deposited wastes, which provides the layered structure of the study area and certain, method depended, mechanical parameters as well. By theory, the frequency of resonance of an upper layer is a function of its thickness and the average shear velocity in it. Furthermore, the application of H/V spectral ratios of micro-tremors is a fast, straight forward and cost effective methodology, yielding the determination of the main resonant frequency of the soil. Based on this framework, 20 microtremor measurements have been carried out in a Landfill in Heraklion-Crete. Some of these measurements were deliberately close to drilled sites, where the basement had been reached. Three electrical resistivity tomographies were also used, in order to define the landfill structure such as, thickness, determination of different wastes distribution in the study area and other parameters. In addition, estimation of predictive Vs using empirical relationship between shear velocity and penetration resistance (SPT?s) were also conducted. Knowing the thickness and the resonant frequency, we estimated the shear (Vs) velocity of the waste cover. The final Vs model was confirmed using the results from the Vs-SPT correlation. The combinative implementation of the above mentioned geophysical and geotechnical methods have successfully defined geometrical and geotechnical/geophysical characteristics of the area under investigation in a fast and cost effective way.

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

9.1 INTRODUCTION There are approximately 70,000 abandoned coal mines nation¬wide, which is about 35 times the number of underground coal mines presently operating. The US Bureau of Mines estimates that there are over 8 million acres of undermined land due to the extraction of coal, metals, and nonmetals. Subsidence has affected more than 2 million acres, and more than 99% of the subsidence is related to underground coal mining. There is reason to believe that some of the remaining 6 million acres of the undermined land have a high potential to subside. The expansion of housing, highways, commercial structures, and other facilities has required the use of many areas that are underlain by abandoned coal mines, and this growth will continue. Many subsidence problems are derived from the collapse of aban¬doned underground coal mines. There are numerous abandoned mine workings in the anthracite fields of northeastern Pennsylva¬nia, in the Appalachian bituminous fields, the Illinois Basin, the Rock Springs, Wyoming area, and other areas of the United States (Gray et al., 1976). Various room and pillar patterns of mining have been used in the dipping anthracite seams and the nearly flat-lying bituminous seams with considerable variation in the per¬centage of coal extracted. The progressive deterioration of pillars, mine floors, and mine roofs after long exposure to air and water may later result in the collapse of strata over the mine entries, the crushing of the remaining coal pillars, or the bearing failure of the mine floor beneath the coal pillars. Subsidence then results as the collapse reaches the ground surface in the form of differential strains, depressions, cracking of the ground, and sinkhole devel¬opment. Subsidence over active longwall mines, which occurs concurrently with mining or is completed within a short period following coal extraction, has been studied extensively over the past decade. On the other hand, subsidence over abandoned coal mines receives little attention by the researchers, mainly because it is difficult to predict and takes place decades after mining has ceased. The techniques of investigating the subsidence events over abandoned coal mines are similar to those employed for active mines except that at the outset, it is necessary to determine whether or not the subsidence events are mining-related (Chugh et al., 1986; Cummings and Singh, 1986; Peng and Hsiung, 1986). This calls for the identification and confirmation of abandoned mine workings under or near the affected surface structures. Gen¬erally old mine maps, if available, are acquired, the surface bore¬holes are drilled for confirmation of the accuracy of the mine maps and determination of the potential for continued subsidence. Sub¬sidence monuments are established and periodic surveys con¬ducted to determine the amount and trends of surface movement in and around the affected surface structures; surface boreholes are used to investigate the integrity of the underground structures (i.e., roof, coal pillars, and floor) by TV camera. They are also used for monitoring the vertical and horizontal movements of the subsur¬face strata by Sondex (FPBX) and inclinometer (PFBI), respec¬tively, for determining the continuity of the subsidence events. Tape extensometers, crackmeters, etc., are used to monitor the development trends of major cracks in the structures or on the ground. These data are used to identify the causes of the subsidence events. Finally, abatement methods are selected to stabilize the structures. It must be noted that most subsidence events over abandoned coal mines are reported after the fact, and investiga¬tions are begun some time after reporting, that the subsequent measured movements are generally much smaller than that at¬tained in the active mines, and that due to lack of knowledge about the damage conditions and the exact location of the abandoned mine workings with respect to the affected surface structures, the precise causes of surface subsidence or surface structural damages are in most cases very difficult to identify. 9.2 TYPES OF SURFACE SUBSIDENCE According to Gray et al. (1977), after examining 354 incidents of subsidence above abandoned mines in the Pittsburgh metropol¬itan area, the subsidence features have a mean diameter (i.e. the average of long and short dimensions) from less than 1 ft to 1600 ft, with 84% less than or equal to 15 ft; the subsidence features have a depth ranging from less than 1 ft to 48 ft, with 89% less than 25 ft; 66% of the subsidence features are deeper than they are broad. Nearly 59% of the subsidence features occur with overbur¬den less than 50 ft thick and 81% less than 100 ft thick. No subsidence features occur with overburden thicker than 450 ft (Fig. 9.1). Occurrence of subsidence incidents varies from imme¬diately to more than 100 years after mining (Fig. 9.2). In analyzing the characteristics of approximately 3000 chim¬ney subsidence features along the Colorado Front Range, Matheson and Eckert-Clift (1986) examined historical aerial photographs on 4- to 14-year intervals between 1937 and 1967 and found that the majority of observable surface subsidence features occurred within 30 to 40 years after mining. According to Gray et al. (1977), the most prevalent subsi¬dence features over abandoned mined land are sinkholes, with depths of more than 3 ft, and troughs or sags, usually less than 3 ft deep. Sinkholes are steep-sided pits, while troughs are shallow depressions much wider in area than sinkholes. A. SINKHOLE SUBSIDENCE A sinkhole is caused by the collapse of a mine roof that works its way upward. If it is not arrested during the process it will eventually reach the surface and emerge as a sinkhole. The process is governed by the thickness and character of the overburden, the width and height of the mine openings. Sinkholes are usually 3 to 20 ft deep and may be 2 to 40 ft in diameter, although most are fewer than 16 ft across (Gray et al., 1977; DuMontelle and Bauer, 1983). Newly formed sinkholes have steep sides with straight or bell-shaped walls. At times, they appear to be conical in profile with the apex upward. If the topsoil collapses, the top portion will widen to form an hour-glass shape. Sinkhole subsidence usually occurs over abandoned mines less than 165 ft deep (Hunt, 1979). Matheson and Eckert-Clift (1986) found that chimney sink¬holes are likely to occur when the ratio of overburden thickness to mining height (h/m) is less than 4 to 5. When h/m is between 5 and 10 to 11, the potential occurrence of chimney sinkholes decreases rapidly. When h/m is more than 10 to 11, less than 10% of the mine openings that collapse will induce sinkholes on the surface.

This paper presents preliminary results of a Bureau of Mines study of potential costs of compliance with the federal Resource Conservation and Recovery Act for copper heap and dump leaching. Specifically, estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the co lit of compliance with present state requirements for terrain a typical of those found at existing copper leach sites in the Southwestern U.S.A. Incremental compliance costs are found to widely exceed screening criteria used by the Environmental Protection Agency to denote significant economic impact.

In order to better understand the effects of longwall mining on the methane reservoir overlying the panel, the National Institute for Occupational Safety and Health/Pittsburgh Research Laboratory (NIOSH/PRL) designed and implemented a vertical borehole monitoring experiment (BME) on an active longwall panel. The mine operates in the Pittsburgh Coalbed in Greene County, Pennsylvania. The BME site was located away from either end of the panel to avoid mechanical influences caused by the draping of overburden in this region and was positioned at the same distance from the tailgate gateroad as the mine?s gob gas venthole sites. The borehole drilling depths and monitoring intervals were chosen to address a different stratigraphic zone in each of the three planned holes. The monitoring boreholes were positioned perpendicular to face advance using a close spacing pattern of about 15 m (50 ft) between collars. Boreholes were instrumented downhole and on the surface for various measurements. It was observed from the field data that the gob gas venthole fracture network formed 24-46 m (80-150 ft) ahead of the mining face. Overburden permeability?s within the same test zones increased 100 to 500 times following undermining. The borehole test interval within the fractured rock responded to overburden gas pressure while the test interval in the caved zone responded to mine ventilation conditions. Eight months after the boreholes were undermined, slug testing indicated permeabilities had increased further in the fractured rock zone. Measurements of surface movement indicate that the permeability development observed in the boreholes is a product of vertical subsidence without lateral movement within the tensional rock mechanics zone on a supercritical longwall panel. Results from this study suggest that maximum permeability in the longwall panel overburden is achieved 58 to 190 m (190 to 620 ft) behind the longwall following maximum compaction of the overburden.

The changes in the elemental contents and the structural properties of chalcopyrite concentrate when roasted were studied, and the main reactions contributing to the leaching process revisited. Firstly, TG/DTA measurements were performed to identify the roasting temperatures that influenced the type of species reacting with sulphuric acid leaching liquor. The temperatures of main reactions, whose output may affect the subsequent leaching process, were analysed for the concentrate at hand, and concluded to be generally lower than those reported in literature. Secondly, the obtained results were confirmed by images and XRD measurements on the roasted concentrate at temperatures in between 350 and 600 °C with increments of 50 °C. Finally, the leaching behaviour of the roasted specimens in a stirred sulphuric acid solution examined and the Cu/ Fe selectivity investigated that the maximum Cu/Fe ratio in the pregnant solution would nearly be achieved for the roasting temperatures lower than 500 °C, since the oxidation temperature of iron sulphate is found lower than that of copper sulphate.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.
