The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

Several processes involving injection of sorbent and humidification water downstream of the air preheater in a coal-fired boiler unit, are being developed as low capital cost retrofit S02 control options. Extensive laboratory work, pilot plant programs and larger scale programs have developed performance data and design information. Many of these programs were supported by the U. S. Department of Energy (DOE) as "proofs-of-concept" of three different processes proposed by Dravo, Bechtel and General Electric. Based on these project results, DOE formulated a comprehensive in-duct sorbent injection development program to fully commercialize the technology by 1992. Also, EPRI will conduct a 4 MWe pilot program to develop its HYPAS process. The Consol Coolside process is scheduled for utility demonstration in 1989 on a 104 MWe unit at the Ohio Edison Edgewater Station under partial sponsorship of the DOE Clean Coal Technology Program.

Sustainability issues are from rising interest and importance for the mineral industry worldwide. In order to bring them into management processes and to improve decision processes, economic, ecological and social aspects of products, services or technologies have to be assessed. In this paper, the concept of integrated sustainability assessment is presented. Each aspect is assessed with quantitative or qualitative methods. The results of these ecological, social and economic sub-assessments are integrated by the means of Fuzzy Logic in order to regard preferences of decision maker and circumstances of decision situation. An example demonstrates the application of this new instrument.

The mineralogy of the Biwabik Iron Formation changes dramatically from west to east as the formation nears the basal contact of the Duluth Complex. This reflects a contact metamorphism that took place with the emplacement of the igneous Duluth Complex at tem¬peratures as high as 1200 °C. However, the mineralogy of the Biwabik Iron Formation also varies vertically through the stratigraphy of the unit. This variability in both the vertical and horizontal dimensions makes it difficult to predict exact horizons where specific minerals will occur. The iron-formation has been subdivided into four broad stratigraphic units (lower cherty, lower slaty, upper cherty, and upper slaty) and into four lateral mineralogical zones (1-4). Zone 1, the westernmost zone, is characterized by quartz, magnetite, hematite, carbonates, talc, chamosite, greenalite, minnesotaite, and stilpnomelane. The silicate mineralogy in Zone 2 of the Biwabik Iron Forma¬tion changes very little. However, the minerals begin to change dramatically in Zone 3. Most significantly, Zone 3 is characterized by the appearance of grunerite in both a tabular form and a fibrous form. In Zone 4, the original silicate minerals have completely reacted, and a new suite of minerals occupies the iron-formation. These include grunerite, hornblende, hedenbergite, ferrohypersthene (ferrosilite), and fayalite.

"The Chilean minerals industry faces a shortage of 27.000 new skilled professional by 2023. Enhancing the integration of women into the workforce is a possible solution. This study analyzes the state of women in the mining workforce over the past decade. Several key indicators are presented: percent in the workforce, salaries, career profiles, presence at management level, and participation in academia are studied. The study also analyzes the strategies used by government, industry, and universities to recruit and retain women for the minerals industry. The main results show that women represent 7.4% of the mining workforce in Chile and less than 1% of senior positions with a salary gap of approximately 30%. Systematically, women prefer professional programs in geology, chemistry, and environmental areas. The Chilean statistics are compared to data from the United States mining industry. INTRODUCTION The Chilean mining industry faces a significant shortage of professionals for the next decade which compromises competitiveness and productivity. The demand for human capital in mining depends on several factors. First, the age structure of workforce, which determines future retirement needs. Second, minerals market considerations, determining the amount and size of mining projects entering production in the coming years. Third, the evolution, positive or negative, of productivity, mainly driven by technology and innovation, and negatively affected by the declining ore grades. Finally, negative trends in lead times to production of mining projects, due to social opposition, changing regulations and other project contingencies, negatively affecting the demand for human capital. Regarding the supply of human capital, the fast increase in the technology level of the minerals industry and hence, the increase of technical qualification requirements of the human capital generates a rise in the time required for trade and university education of mining professionals, which may cause imbalances in the labor market. According to (Consejo Minero, 2014) human capital gap in Chile by 2023 will be around 27.000 workers for extractive, processing and maintenance jobs, which represents 14% of the current workforce (Figure 1)."

The phosphate fertilizer industry is at present based mainly on the use of sulfuric acid. This technology results in the generation of large amounts of radioactive gypsum that represents disposal and environmental problems. Also it involves the use of expensive reactors for acidification that necessitates the frequent replacing the damaged agitators. Applying hydrometallurgical techniques such as in-situ, heap, or vat leaching to phosphate processing could solve these problems. In this case, however, nitric acid must be used and dicalcium phosphate (40% P2O5) may be obtained as a final product. It is insoluble in water but soluble in citric acid and is an excellent fertilizer. This technology does not interfere with uranium recovery if desired. In addition it permits the recovery of rare earths which are otherwise lost in the gypsum.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The proposed Second Avenue Subway is a new two-track subway line running from 125th Street and Park Avenue at the north, east along 125th Street to Second Avenue and south along Second Avenue to the Financial District in lower Manhattan, NY with 16 new stations and 13.6 km (8.5 miles) of track. The project has been broken into four construction phases. The initial Phase 1 operating segment includes three new stations (96th, 86th and 72nd Street stations) with a connection to the existing Broadway line at the 63rd Street Station at Lexington Avenue. Rehabilitation of the 63rd Street Station is also included in the scope of Phase 1. Subsequent phases extend service north and west to 125th Street (Phase 2), south to Houston Street (Phase 3) and finally to Hanover Square (Phase 4). The DMJM Harris/Arup Joint Venture (DHAJV) prepared the Contract Documents MTA for Phase 1. Parsons Brinckerhoff is providing the MTA with construction inspection services for Contract C-26002. In April 2007, NYCT awarded first Phase 1 for $337 million to S3 Tunnel Constructors, a tri-venture comprised of Skanska USA Civil, Schiavone and Shea. Contract C26002 is for the construction of the tunnel boring ma-chine (TBM) launch box and the mining of the TBM tunnels from 92nd Street to 63rd Street. The major part of the contract is to construct a shaft, commonly referred to as the launch box, from East 92nd Street to East 95th Street having dimensions of 244-m- (800-ft-) long by 18.9-m- (62-ft-) wide and a depth of 19.8 m (65 ft), including more than 91,000 m3 (119,000 cu yd) of soil and rock contained within its walls. The launch box will ultimately become the southern half of the 96th Street Station. The focus here is geological conditions at the launch box and existing structures along the launch box. These geologic conditions and existing structures had a major influence on the selection and design of the support of excavation system (SOE), the SOE bracing system, construction staging, the ground movements, dewatering and other challenges of constructing the launch box (Fig. 1).

The effect of various types of structural modification on the critical micelle concentrations (CMC) and hydrophile lipophile balances (HLB) of certain surfactants has been considered. Using the concept of effective chain length for the substituted species, an index of hydrophobicity (I) has been defined. It is hoped that such an index will allow one to choose surfactants for particular purposes in a less arbitrary fashion than heretofore.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The procedure to arrive at an energy efficient autogenous grinding plant is carried out in the following steps: First Step - Determine power requirements to grind a particular ore. This work carried out on small samples ground in a 450 mm diameter Aerofall Hill and the results are checked against a standard Bond Index test. Second Step - A bulk sample from the ore zone is ground in a 1.8 m diameter pilot mill. This work is carried on until the power objectives as indicated from the first step have been realized. Third Step - Correlate the pilot mill data, with the data from the numerous samples ground in the small 450 mm mill and arrive at design criteria for the commercial plant. Ensure commercial mill design will be suitable to obtain similar results as those obtained in the pilot mill.

This paper describes the development of a life-of-mine schedule (LOM) for one of the world's largest known sedimentary copper-cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity-constrained process facility. This paper discusses the LOM scheduling objectives and constraints, data preprocessing steps such as ore binning, block aggregation and clustering analysis as a scheduling aid, the mine scheduling approach and results and conclusions. When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.

The extraction of nickel has been carried out by the hollow fiber membrane technique using D2EHPA as the mobile carrier from the manganese nodule leach liquor after separation of Cu(II), Zn(II) and Co(II). The experiments were designed according to central composite design (CCD), which is a response surface methodology. The process parameters used for the experimental design were: pH, concentration of D2EHPA in the membrane phase, flow rate and H2SO4 concentration in the strip solution. Based on the analysis of variance, a reduced quadratic model was found to best fit the experimental data. The process parameters were optimized to maximize the nickel flux and the optimized conditions were flow rate: 630 mL/min; pH: 6.37; D2EHPA: 1.15 mol/L (1,150 mol/m3) and H2SO4: 2.39% (430.2 mol/m3), for a maximum nickel flux of 7.08 x 10-5 mol/m2.s, which was in good agreement with the actual Ni flux of 6.99 x 10-5 mol/m2.s.

A stochastic approach was developed and applied to the Butte, Montana Hillside abandoned mining site for modeling stormwater runoff and subsequent receiving stream loadings. This approach enabled capture and quantification of the uncertainty associated with stormwater quality data and allowed the prediction of copper and zinc concentrations in the receiving stream caused by runoff from the Butte Hillside during storm events. Runoff flows and stormwater concentrations were input to the model as probability distribution functions. Monte Carlo simulation allowed prediction of expected instream concentrations in the form of cumulative distributions functions. The modeling results allowed evaluation of current best management practices (BMPs), targeting of future BMPs, and identification of key data gaps to fill during future sampling activities. This modeling approach is considered extendable to other active and inactive mining sites. Output from a model of this type is easily understood and can be used to communicate effective stormwater management to site regulators. Furthermore, application of this modeling approach will facilitate the development and implementation of a site-specific stormwater management plan and will optimize efforts to achieve standards for compliance with stormwater discharge permits.
