The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

X. Huang (1997) recently suggested a poroelastic model for simulating the hydraulic fracturing breakdown pressure. His paper began with a discussion questioning Haimson and Fairhurst's (H&F) model. He claimed that the H&F model failed to lead to the Hubbert and Willis (H&W) model as[ a --> 0.] Huang also tried to explain why the H&F model could only work for special types of rock conditions. He pointed out that one possible reason could be that the Terzaghi's effective-stress concept had been adopted. The H&F model (Haimson and Fairhurst, 1969) was derived under the conditions that the borehole wall is fully penetrated (pp = pi) and a drained state is realized (steady pore-pressure field). Cui et al. (1997a) demonstrated that, under drained conditions, the total stresses in the penetrating poroelastic model (identical to the H&F model) degenerate into their counterparts in the elastic model (identical to the H&W model) as [a -- 0.] However, the effective-stress conditions are different for both of these models, because different pore-pressure conditions at the borehole wall were adopted. In the H&W model, p = po was assumed, i.e., the pore pressure field is not disturbed; but pp = pi was assumed in the H&F model. Assuming that Terzaghi's effective-stress controls tensile failure (that was the hypothesis adopted in both the H&F and the H&W models), only the following two special drained poroelastic cases may degenerate into the H&W model for very small a: • when the pore pressure at the borehole wall remains at the same level as the virgin pore pressure for a penetrating model and when the borehole wall is simply impermeable (i.e., the nonpenetrating model, Cui et al., 1997b). Therefore, simply setting a = 0 in the H&F model generally does not lead to the same problem described by the H&W model. On the other hand, when the porepressure boundary conditions do not correspond to the ones in the H&W model, a degeneration of the poroelastic model to the H&W model as [a – 0] should be questionable. The pore pressure at the borehole wall is generally dependent on the injection-fluid pressure and the penetrating conditions at the borehole wall, such as the existence of a filter-cake. For an impermeable wall, pp is independent of Pi, and it is basically an unknown [(how¬ever, pp -- po as t --oo).] For a fully permeable wall, pp is the same as Pi. Between these two extremes, pp should be a function of p; and the permeable condition of the borehole wall, which may be dependent of the leak-off coefficient cf. (the range of cf is from 0 to 1). Theoretically, for a rock with low permeability, a penetrating borehole wall is still possible. For saturated porous materials with very low values of a, poroelasticity shows that a pore pressure will be built up due to the stress concentration subjected to a nonhydrostatic in situ stress field (Cheng et al., 1993). This phenomenon is known as the Skempton effect. The variation of the pore pressure may be evaluated by [AP = 3 B(A rr + 06ee + A (Y,,)] (1) where B is the Skempton pore pressure coefficient. This pore pressure variation dissipates as time increases (it is totally gone as the drained state is approached). The rate of the dissipation mainly rely on the permeability of the formation. The dissipation is very slow for tight formations because their permeability is very low, and it is fast for rocks of high permeability. According to our analyses, the time period for this process could be from seconds (for sandstone's) to a couple of days (for stales). One possible reason that the H&C model did not agree well with the experimental results for rocks with low permeability might be that the time interval between the application of the loading and the fluid injection had not been long enough for the dissipation of the Skempton effect. The effective-stress law basically defines how much pore pressure contributes to the total stress. The difference between Terzaghi's effective stress and Biot's effective stress is that 100% of the pore pressure contributes to the total stress in Terzaghi's definition, while only a certain portion of the pore pressure ((ap) goes to the total stress in Biot's definition. Therefore, when the pore pressure at the boretole wall (pp) is determined according to Biot's effective-stress law, app in the total tangential stress is attributed to the pore pressure. A rock classification for drilling and boring is presented covering most equipment types and providing an estimation of the key parameters for operation, such as thrust and speed, and of performance such as penetration rate and bit life. Drilling and boring are significant and integral aspects of both the mining and heavy construction industries. Together these constitute over 20% of the G.N.P. Drilling and boring represent the most arduous mechanical processes performed in industry. Their misapplication quickly leads to equipment destruction, hazards, and to major delays. The classification is unified in two ways: 1) for a particular rock class several parameters can be estimated, 2) the classification integrates most excavating activities (i.e. digging, ripping and even blasting), and is derived from ground control. The rock classification provides a job property, based on fundamental and index properties, which yields quick and rough estimates of vital information. However it does not obviate the need for a more thorough analysis, and maintaining field records. BACKGROUND In order to adequately describe a drilling operation the conditions, activity, and equipment must be characterized. Of these the major independent variables are the conditions. Conditions focus on the geologic mass and also consider whether the site is surface or underground. Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

Simulator technology has advanced to the point where the cost of mining equipment simulators is beginning to make commercial sense. Simulator-based evaluation allows operators or potential employees to be assessed in a pseudo-real environment under surface and underground mining conditions. Simulator training also allows operators to be exposed to emergency and advanced situations such as brake or steering failure or a tireblowout. ThoroughTec, of South Africa, provides simulator equipment to the mining industry. The company’s various packages of simulator products provide an unbiased evaluation score that removes human error from the assessment process. This same evaluation score is also presented at the end of normal training or refresher training sessions. In this way, the simulator helps eliminate bad habits and improve efficiencies.

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12'-6" diameter Wirth hard rock TBM.

"A computer-based approach to online supervisory control and operations management of bulk materials handling terminals". This paper describes an integrated computer facility supporting the functions and responsibilities of shift operations, scheduling, maintenance and management using real-time interactive techniques. The functions and responsibilities as related to coal export terminals are specifically addressed, although these functions would be equally applicable to other terminal configurations and other commodities. A discussion of the resulting benefits are presented: - throughput efficiency - long-term planning and scheduling, using simulation - operations monitoring and protection - demurrage/despatch optimization - preventative maintenance - operational productivity

Glass is the most unique substance which man has made. It is understood that Phoenician sailors playing on the beach in Mesopotanmia around 12000 BC, produced glass by the fusion of sand and soda in their campfire. Glass is unique for many reasons. However, let us consider the following. It is made of materials which are opaque and yet glass can be translucent, transparent, or opaque. It can be as soft as cotton or stronger than steel. It transmits light readily and yet is totally impervious to gases and liquids. It is chemically an inert, creates very little pollution in its manufacture. It is made of the most abundant raw materials on earth. It is readily recyclable and has little pollution in its disposal. Glass containers are made principally from sand (that is, silica), soda, which is sodium carbonate, and lime, which is calcium carbonate, plus decolorizers or colorants and cullet. The proportion of cullet, broken glass, in most glass tanks today is roughly 10 to 20% of the glass product. In most cases, the cullet used in the plant is glass from off-ware, or broken ware, which is a waste product within the plant. Cullet has the following advantages. It contains all of the raw materials normally used in a batch. It tends to melt at a lower temperature than batch, thus saving some fuel, and, finally, by forming a crust above the normal melting system, there is a tendency to cut down air pollution.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

INTRODUCTION A company must have an objective, and that usually is to earn money. In some countries an objective can also be to reduce unemployment in an area or to develop nonindustrialized areas. Government-owned companies can also have as an objective that of serving the com¬munity. This discussion is limited to the consideration of normal companies wanting to earn money. Such an objective, however, has to be defined in more detail. It is not satisfactory only to maximize the total annual profit from, for example, a mining project. In comparison with most other branches, the mining in¬dustry is very capital intensive. When starting a new project, the mining company must invest a lot of money in mines, ore treatment plants, etc. It is normally many years before any income is received from the ore. Fig. 14 illustrates the payments for a new mining proj¬ect with an expected lifetime of 10 years. Whether this project is a profitable one depends on a lot of things. If the company has a shortage of money, it can be impossible to finance the project. Even if the company has enough money, the management may think that perhaps the project may not return the money fast enough. Such limitations will not be discussed here. Suppose that the company has internal funds from its own operation or can borrow them. Since the mining company must invest the money in advance, it is not satisfactory only to add all of the costs during the mine's lifetime and compare them with the total income during the lifetime. The company must include the time value of the capital. In this appendix, the basic investment theory neces¬sary to judge the profitability and costs of mining proj¬ects will be discussed. INVESTMENT THEORY Time Value of Money If a private person has a dollar and puts it into a bank, he or she will receive interest. If the interest rate is r%, the value after one year will be $(1 + r), after 2 years $(I + r)2 , etc. The interest rate represents the time value of money. If the same person wants to have $1 in the bank af¬ter one year, he or she has to put $(1 + r)-1 in the bank today. If the person wants $1 after 2 years, it is neces¬sary to put $(1 + r)-2 into the bank today, etc. So one dollar today is worth more than one dollar tomorrow. It is, of course, not correct to compare money at differ¬ent times since each dollar has a different value. It is necessary to transform all payments to the same point in time. That is called the calculation of the capital value of a cash flow, and to do this an interest rate is used. In the same way, the cash flow from a project like that shown in Fig. 14 can be translated to any other point in time. Most common is to translate all payments to the beginning of the mining period. That capital value is often called the present capital value. Interest Rate What interest rate will the company use? A com¬pany, just like an individual, has the basic alternatives of keeping its money in the bank and receiving interest, or borrowing money from a bank and paying an interest rate. The interest rate represents the time value of money for the company. If the company has a shortage of money, or many good potential investment projects, it has to use a higher interest rate than if it has a lot of money available. Most companies also increase their interest rate as a hedge against the risk involved by using money for uncertain investments, because of taxes, etc. Capital Value When the interest rate has been decided, it is possi¬ble to estimate the capital value of a project. Here the discussion will be limited to the estimation of present capital values. Suppose that one wants to know the present capital value of $1 (Fig. 15), which will be received after n years. To transform it n years back in time, one must multiply it by the factor (1 + r)-, where r is the inter¬est rate the company uses. Table 1 gives these factors for different years and interest rates. Example: At the end of year 5 a mining company has to invest $50 million in a new mine. What is the present capital value at the end of year 0? The company uses an interest rate of 15%a.

High costs--and high risks--are normal in coal exploration and mine development. But risks and ultimate costs are minimized by foreknowledge of prospective coal seams and adjacent formations. Extensive drill hole programs are often used to obtain needed information. Cores and cuttings from these holes are used to determine coal location, thickness, and quality; they are also used to study physical and geological characteristics of surrounding beds. Valuable as these core and cuttings studies are, their effectiveness is often diminished by loss of recovery or by incomplete analysis. Needed is an effective and economical method for augmenting these studies. Well logs provide information of the type needed for efficient cool prospecting. Furthermore, obtaining these logs in drill holes, and evaluating the data they provide, is both fast and economical. To investigate the usefulness of well logging methods in coal explorations, the authors worked with Mr. Jon Jenkins of Truax Truer Coal Company. Logs were run in a number of drill holes in various areas of the Illinois Basin; these areas provided variety both in coal quality and geologic conditions. The data were studied extensively using computer methods similar to those now used in the evaluation of oil and gas wells. (2, 3) This study was used to produce a computer-generated analysis designed especially for mining problems.

Most copper mines produce both ore and low-grade "leach" rock or acid waters that contain recoverable copper. The sulfide ores pre¬dominate, and a portion that is too low grade for milling to produce concentrates for smelting, but has to be mined and trucked away anyhow, may be leached successfully with acid in dumps. Most of this leach material consists of sulfides and silicates or carbonates, and if the gangue is such that it consumes a high quantity of acid, this factor may rule out a leach operation. There are also valuable deposits that contain mostly acid-soluble copper, or occasional sulfide ores from which a sulfide concentrate can be roasted and acid-leached to produce a copper-bearing solution. Finally, there are milling ores in which the lesser part of the copper is acid-soluble and can be precipitated with iron or synthetic inorganic precipitants that produce metallic copper or copper sulfides that will float with the sulfides. Ordinarily, ores that contain copper associated with the sulfur ion, such as in the minerals chalcopyrite, chalcocite, bornite (and others), are milled to produce a 25-30% Cu concentrate for smelting, while a lesser amount of acid-soluble copper may be converted from solution to cement copper on iron scrap. A fast-growing percentage of such copper, however, is removed from solution with exchange resins or organic compounds in organic carriers such as kerosene (solvent extraction), then eluted with strong acid and subjected to electrolytic precipitation either in marketable form or as anodes that can be refined further. From the point of view of conventional copper smelting, copper flotation concentrates and cement copper are of chief interest in this chapter. Table I is a condensed open schedule for concentrates that generally run between 25 and 35% copper, and much less frequently as low as 12-15% or as high as 65-75% copper, the former being due to intimate relationship with pyrite (like the former United Verde Extension), and the latter representing such ores as the Bolivian Coro¬coro ore in which the copper is in the form of chalcocite in sandstone. These extremes are no longer common. When they occur, a special purchase schedule has to be negotiated. Included in Table 1, copper precipitates (cement copper) generally run from 70-85%a copper, and the same basic purchase schedule is used as with flotation concentrates. Sulfide Flotation Concentrates The sulfide copper concentrate produced in the mill as a flotation froth, with water then added for transportation of the heavy mineral particles from the flotation cells to thickeners, may run 60-80% water by weight, and the removal of water down to 25-50% by weight by means of thickeners, followed by further dewatering by continuous vacuum filters to 7-18% moisture by weight (depending on size of solids by screen analysis and also by content of clay) is a critical operation. Mill operators would like to produce a filter cake with 7-9% moisture content, but even with the help of steam on the filter this desirable condition is seldom realized when the concentrate is as fine as 80% -325 mesh. More commonly, the final concentrate is reground in pro- to produce best copper recovery and grade of concentrate (or molybdenite separation). In those cases, increasingly frequent, the filter product may not be a cake at all, but a mud that is hard to handle-even requiring a thermal dryer. Greater difficulty of form¬ing a manageable cake often comes from the copper-molybdenum separation by flotation, because the alkaline sulfides and hydrosulfides, or cyanide, or other similar reagents used for the separation, may leave the now relatively molybdenite-free copper concentrate even more difficult to filter. Handling a wet filter cake is difficult enough when its destination is only a short distance away-a matter of yards rather than miles. In those cases the filter cake may be thermally dried near the point of production, using rotary or multiple hearth, or fluidized-bed dryers. Alternatively, the concentrate may be pumped or carried in slurry form to the smelter and filtered there, or it may be spray-dried and compacted. For transportation to a smelter just a few miles to a few thousand miles away by ship or railroad other factors may be important, such as: in shipping by sea, avoidance of spontaneous combustion; in shipping by rail, losses by leakage if too wet or by wind and sun if too dry. It is the responsibility of the millman-usually the mill superinten¬dent-to make sure that his concentrates are in satisfactory condition when they leave the mill so that they meet these requirements: 1) They must have been accurately sampled and dry-weighed, the latter meaning that a moisture determination and gross weight must have been taken. 2) They must be dried sufficiently when necessary to prepare them for safe transportation. 3) They must arrive at the smelter with reasonable likelihood that they can be check-weighed and sampled fairly and equitably,

This paper presents an experimental method to determine the degree of gangue entrainment in mechanical flotation cells and proposes new and inexpensive methods to lessen it. The applicability of froth washing and vibration was studied in laboratory, pilot plant, and plant scales. The effect of wash water on metallurgical performance was tested with various streams from the Falconbridge Strathcona mill at laboratory, pilot, and plant scales, with the 2nd cleaner at the Eastmaque Kirkland Lake mill, and with the 2nd and 3rd zinc and 3rd and 4th copper cleaners at Les Mines Selbaie mill. It was found that gangue recovery was closely related to water recovery in all systems. Wash water at an optimum superficial rate from 0.03 to 0.07 cm/s reduced entrainment by anywhere from 30X to 70X. Wash water can be further assisted by mechanical and ultrasonic vibration of the froth. A further rejection of 10 to 20X becomes possible. As a result of this work, a number of plants in Canada and in the United States have evaluated and/or are now using froth washing.

Floating "fines" differs from floating "sands" because the fines have a much larger surface area compared to their mass. The forces that arise from this large specific surface the key to understanding the behavior and treatment of fine particles. Though the nature of these forces is not thoroughly understood, enough work has been done to give a qualitative picture of what is happening in a flotation cell. It is the purpose of this chapter to re-examine some of the more, recent theoretical work and-to indicate its importance.

Although many notable scientific investigations relating to roof control have been made, roof control still must be considered one of the more baffling problems confronting the miner. Each year contributions are made to our understanding and techniques in dealing with various single phases of the overall problem, however, an equation considering all the variables involved in roof control, if formulated, would indeed be hopelessly complex. Among the factors to be considered is first, gravity which is always acting but which is sometimes less of a problem than lateral forces. There are lateral forces due to expansion, resulting from the weight of overlying rock; to these must be added lateral stresses of orogenic or tectonic orgin, which may be enormous. Stresses due to plastic flow of beds, water pressure, gas pressure, expansion due to absorption of water, faults, joints, fractures, pot heads, and the like may complicate the solution. Therefore, we must base decisions on roof control, and roof bolting in particular, largely on experience, and far too often on few "knowns" and many "unknowns", The development of "in situ" roof trusses may prove of benefit because, they unlike roof bolting, promise positive calculable roof support. These trusses require installation of steel tensioned rods in the roof, which rods are arranged to produce a stress pattern similar to a bridge truss, the roof rock acting to transmit the compression forces. The simplest form of truss (see figure 1) consists merely of two steel rods anchored at the back of holes drilled at an angle of approximately 45° over the pillars, collared near the the middle of the room, the lower ends of the rods being connected together by tierods and turnbuckles. Used in this way, a 3/4" diameter rod can offer greater support than a 10" x 5-3/4" wide flange steel beam. By tightening the turnbuckle, uplist on the roof can be produced,, the downward reaction being transmitted to the pillars by the rods. This simplest form of truss has been used in rooms up to 24' in width. Trusses of four panels, that is, consisting of a truss within a truss, as shown in figure 2, have been used successfully in rooms 30' wide. (figs 2 & 3) It appears a 6 panel truss could be used in a 40, wide room.

Adequate ventilation of coal mine working faces is the single most important technique for controlling respirable dust and methane. Choosing the right technique presents some tough questions. Bureau research has shown that to control respirable dust you must contain the dust near the face, keeping rollback (turbulence) to a minimum. For methane the most effective approach has been to use a blowing brattice or tubing and to create turbulence and disperse the face methane, allowing it to pass over the machine and into the return. It is immediately apparent that the two approaches may counteract one another, thus complicating the decision as to which system may be best for a given situation. At present, Bureau research has developed two successful machine-mounted face ventilation systems to meet these different needs and allow deeper cutting. The fan-powered dust scrubber is designed to control dust primarily associated with blowing face ventilation systems. The spray fan controls methane on exhaust-ventilated sections.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

Zinc concentrates received in La Oroya zinc refinery are marmatitic in nature, contain about 11% iron and traces of other metal values, Figure 1 shows the zinc circuit. The calcine from the roasted concentrates is leached in spent zinc electrolyte. Major part of the impurities is iron which has been oxidized to its trivalent form, This is the origin of the zinc leach residue for which the ZILERET process was developed and so named. The impure liquor from the leach is sent for purification and thence to electrolysis- zinc deposits on aluminum cathodes from which: it is stripped, melted and cast into slabs Typical assays of zinc calcine and leach residue are given in Table 1. Metal values contained in the leach residue, without counting any value of iron, amount to roughly $130 per short ton.

All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant.
