This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

In this work, a new flotation strategy was proposed for the flotation of rutile. In this strategy, rutile was activated by Pb(NO3)2 and then floated with amyl xanthate (AX) as a collector at pH 8. Pb(OH)+ was the dominant lead species in the solution at pH 8 and is believed to be the major species reacting with the rutile surface. Time-of-flight secondary ion mass spectrometry (TOF-SIMS) study revealed that the lead activation products were well distributed on the rutile surface, and AX− could further bind with the Pb atom on the Pb-activated rutile surface. In this regard, the Pb-activated rutile could be floated by AX. Furthermore, X-ray photoelectron spectroscopy (XPS) analysis indicated that Pb(OH)2 was generated on the Pb-activated rutile surface. The electron transfer during the adsorption of the AX− on the Pb-activated rutile surface was also investigated by XPS analysis.

Increased recycling of waste paper has been emphasized in recent years in both the USA and Canada for environmental and economic reasons. Removal of ink particles from the waste paper pulp is therefore necessary. One of the most promising methods for ink removal is froth flotation. Our study investigated the feasibility of a simplified flotation scheme which showed that about 90-92% ink removal can be achieved while 95-97% ink removal is achievable if a hydrophobic polymer is used ahead of flotation. The clean paper pulp recovery was over 90%. The effects of pulping pH, flotation pH, and concentrations of flotation and polymeric reagents are discussed in the paper.

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

The mechanical properties of the rocks surrounding an orbital vibrator alter the shape and amplitude of the vibrator’s orbit. Detecting these changes with driving point impedance measurements promises to reveal fractures and, possibly, identify the in situ stress state and significantly increase the depth that can be investigated. Our research emphasis has been on detecting vertical fractures through casing. Experimental and numerical results to date indicate that our new logging tool has excellent potential for determining both the vertical extent and azimuthal orientation of such fractures. Fracture and in situ stress orientations are useful in mine planning.

U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

The Tolt Pipeline No. 2, West Snoqualmie Valley project, is part of a water supply project linking the Tolt reservoir in East King County to the City of Seattle through a nominal 2.13 m (7-ft) inside diameter conveyance. Receipt of the National, 2002Microtunnel Award provided recognition of the many challenges overcome by this project. Baseline conditions revealed in the Geotechnical Documentation included over-consolidated glacial deposits, landslide and alluvial deposits, artesian water, boulders up to 36-in in diameter, logs, heaving sands, and liquefiable soils beneath the river. Schedule constraints associated with setting the shafts in the floodplain of a salmon bearing river and the fickle performance of the river during those times it was not supposed to flood added to the challenge.

For many tunneling, deep shaft and deep excavation projects ground freezing is one of the best if not the only technique available to create a watertight and load bearing temporary support system in soft ground conditions. When appropriate attention is given to the details of the ground freezing system design, ground freezing is a very safe method and is economically viable with competing techniques and combinations of techniques. Recent innovative uses of the technique in Europe are highlighted in this paper and compared with current uses in North America.

Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

The last 12 months has seen the construction of the first Earth Pressure Balance (EPB) TBM excavated tunnel in New Zealand on the Project Hobson sewer storage tunnel for Watercare Services Limited, with the concurrent excavation of the second EPB tunnel on the Rosedale Outfall project for North Shore City Council. Together these tunnels involve a total length of 6km and follow an 8 year pause in TBM activity in Auckland. TBM performance on these two projects is thus of significant interest as there are four major tunneling projects totaling over NZ$8B being planned for Auckland, in similar ground conditions. Auckland?s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20km of the city centre. The paper describes the design and construction challenges for the projects, including TBM performance, ?sticky spoil? management, and risks associated with basalt lava flows and two paleovalleys. Watercare?s Project Hobson also saw the successful implementation of a Geotechnical Baseline Report?one of the first uses of this type of document in Australasia. Rosedale Outfall is designed for high internal water pressures with varying hydraulic flows, with the risk of exfiltration explicitly addressed.

INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. NIOSH has developed an active proximity warning system called HASARD (Hazardous Area Signaling and Ranging Device) for warning workers as they approach known dangerous areas around heavy mining equipment and other dangerous work zones. HASARD is composed of a transmitter and a receiver. The transmitter generates a 60-kHz magnetic field using one or more wire loop antennas. Each antenna is adjusted to establish a magnetic field pattern for each hazardous area. The receiver, worn by the worker, is a magnetic field strength meter. The received signal is compared against preset levels which are calibrated to identify levels of danger. The receiver outputs can include visual, audible, and vibratory indicators and it can also be made to disable machine functions. HASARD was field tested on a Joy 12 continuous miner, a Komatsu 210 M Haulpak, and on a highwall launch vehicle. Slight modifications were made for each application. HASARD provided warnings as designed and proved to be rugged enough to withstand the harshest of production environments.

The Bureau of Mines is conducting an investigation to develop remediation techniques for residential water wells whose yield has been affected in the long term, by underground mining. Initial work relating to this project was conducted in 1984-1987 at a room and pillar mine in Indiana County, Pennsylvania. Piezometer nest data from the room and pillar mine reveals that a downward gradient in piezometric head exists in shallow strata as a result of drainage into the underlying mine void. The vertical gradient in head in turn results in well bore leakage in open-hole water wells. The relative yield of valley wells is only slightly affected however because the high surficial recharge rate through fractures more than compensates for fracture leakage into the underlying mine. The relative affect of well bore leakage on well yield is greater in certain hillside and hilltop wells that have comparatively low inflow rates at shallow depths. The static water level of such wells is determined to a much greater extent by the chance interception of deep outflow fractures, than is the case for wells drilled in a more intensively fractured valley bottom. The lower static water level of wells that intercept deep fractures does not necessarily reflect the water table conditions outside of a small radius around the affected well. The results suggest that permanently isolating well bore outflow fractures may remediate certain open-hole residential wells that have been affected by high extraction underground mining.

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.

The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.
