INTRODUCTION Spent household dry cell batteries are frequently disposed of with metropolitan wastestream (MSW) in landfills where they can leak due to handling or aging. Frequent rain and sun cycles, especially in tropical environments, coupled to the action of leachate, dissolve their metal constituents which will eventually reach rivers, lakes and underground water. It is well known that some of these metals are fundamental to sustain life and that is why living organisms concentrate them through their metabolism, but it has been also recognized that beyond specific limits they can definitely be deleterious to the environment. In other words, high concentration of heavy metals are proven to cause chronic or acute diseases and toxic reactions, by acting on mammals' kidneys, liver and nervous system. In addition, some metals frequently used in household batteries, as mercury and cadmium, are said to be carcinogenic (Landis et al. 1995, Silva et al. 1988). Occasionally, plants to treat MSW are coupled to compost production. Household batteries present in MSW can be dragged into these plants, contaminating their products and eventually reaching vegetables making them not proper to consume by people and animals. Alternatively, batteries are also conveyed to incinerators and burned, throwing into the atmosphere volatile species. These can either act as contaminants as toxic vapor species or be delivered by winds and scavenged by rains contaminating soils and water far away from their source. In conclusion, despite the treatment applied to MSW, one can say that battery residues are potentially environmentally hazardous. The careful assessment of the environmental impact caused by residues of household batteries it is not an easy task and it can be referred as a multivariable problem. First, many different household batteries are produced by industry and the potential environmental hazard associated to their disposal depends primarily on the type of battery and manufacturer's technology. Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

The solutions used in the heap biooxidative treatment of sulfidic refractory Au ores and concentrates generally load free mineral acid and metals and, in time, become bacteria activity inhibiting due to increased acid and/or metals concentrations. The metals­acid loaded, bacteria action inhibiting, solution must then be: (a) processed, prior to re-use, to reduce its metals and/or free acid mineral acid components to bacteria activity compatible levels; or (b) neutralized prior to discharge. The most common solution processing method to adjust acid-metals contents is liming to effect the precipitation of dissolved metals and neutralization of acid sufficient for solution discharge or re-use. The lime treated solution is high in suspended, colloidal precipitates and requires clarification before reuse. Most often the "bleedstream" of biooxidation solution that is lime treated is discharged and req­uisite volumes of fresh water added to the process inventory. Depending on the level of bacterial action in a heap and the acid consumption characteristics of the ore/concentrate being biooxi­dized, the bleedstream taken from the circulating, irrigation on­off, solution, can be large (e.g., 10%-20% and sometimes as much as 50% of the daily solution flow requires treatment-dis­charge). The lime charge for bleedstream treatment is commen­surately large and represents a major operating cost of the bioox­idation process. The patented HW Process Technologies (HWPT) Engineered Membrane Separation (EMS™) method is an alternative biooxi­dation bleedstream treatment method. EMS™ processing removes the multivalent base metals ions in an acid solution to a small volume EMS™ "concentrate" (typically 25% of the feed­stream volume). The EMS™ method coincidentally makes a "clean acid" EMS™ "permeate" (typically 75% of the feed­stream volume). In general, EMSTM processing enables 75% of the bleedstream volume to be recycled; allows up to 2/3 of the bleedstream acid to be recovered as a 10% solution; and delivers dissolved metals in a highly concentrated stream suited to a. metals recovery or b. reduced cost lime neutralization for a given metals precip­itation relative to full bleedstream neutralization (typically a 30% lime use savings). Implicit in the recovery of process water for re-use and reduced reagent addition requirement for metals precipitation is a significant reduction in wastewater-sludge dis­posal facility size.

Paper 1: Risk of gastrointestinal cancers from inhalation and ingestion of asbestos, John F. Gamble Selikoff suggested the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers in an early study of insulation workers. In this paper, John Gamble reports on his extensive review and reanalysis studies that address the relationship between asbestos exposure and GI cancers. The purpose of the review was to evaluate the association between asbestos exposure and risks of stomach, colorectal, colon, and rectal cancers separately. Gamble evaluated exposure?response (E?R) relationships using surrogate exposure methods ??because few individual studies of GI cancer have reported exposure? response analyses.?? The principal asbestos exposure surrogates are: (1) the rate ratio (RR) for lung cancer; and (2) the percent of mesothelioma among exposed workers. Analyzing SMRs for GI cancers from individual studies versus the risk of lung cancer and mesothelioma provides crude estimates of E?Rs for asbestos exposure and GI cancer. Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

The stability of shale gas wells drilled through current and future coal reserves can be compromised by ground deformations due to nearby longwall mining. Depending on the longwall-induced rockmass permeability, the high-pressure explosive gas from the damaged well may reach mine workings and overwhelm the mine ventilation systems. This study uses geomechanical models to estimate the rockmass permeability induced by mining. A two-panel longwall model of a deep, 341-m-cover mining site in southwestern Pennsylvania is constructed in 3DEC to explicitly model the rockmass by a discrete fracture network (DFN) technique. Stress-induced fracture apertures and permeabilities are calculated across the model and are validated against permeability measurements. A fracture flow code (FFC) is developed to use these results to predict potential inflow to the mine should a gas well breach occur. One hundred DFN realizations are simulated, and the results show that for a gas pressure of 2.4 MPa, the average of the predicted inflow rates to this deep-cover mine is 0.006 m3/ s, significantly lower than the average inflow of 0.22 m3/ s for a shallow-cover mine (145-m deep) studied in the previous work (Khademian, et al. 2021). The result can help assess the potential hazards of a shale gas well breach for mine safety and evaluate the ventilation requirements to mitigate the risk.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

Introduction Mining has always been sensitive to the fluctuating income of downstream customer industries. The industry is now becoming more vulnerable to booms and busts as economic pulsations increase and demand for mining products shows little or no long-term growth. As the general economy has become more cyclical in the last decade, the capital-intensive primary industries have become more aware that timing as well as preparation of survival plans are vital in investment decisions. Strangely, however, some of us have not yet included the business cycle in our feasibility studies. Cyclic prices and volumes and fluctuations in profits and cash flows do not fit our linear models. The increased cyclical nature of our economy is recent and poorly understood. Forecasting peaks and troughs is still more an art than a science. Nevertheless, avoiding business cycle parameters can lead to error in value estimation and contingency planning of new projects. Metal and Mineral Industries More than half the iron and steel, aluminum, copper, lead, zinc, manganese, tin, nickel, molybdenum, cobalt, and chrome that we mine, smelt, upgrade, and recycle goes to construction, transportation, capital goods, and consumer durable industries. All are cyclical. Their products are consumed slowly, so replacement can be postponed in recessions. Purchases of such goods are usually financed by debt, and their customers are sensitive to highly cyclical changes in interest rates. During prosperous periods, people tend to buy capital goods despite high interest rates. Upstream industries also tend to be whipsawed by inventory cycles. With high interest rates and good transportation, downstream fabricators can lighten their inventories during recessions. They know that upstream suppliers can deliver supplies and raw materials immediately, And, with the advent of electronic accounting, the fabricator with timely inventory information can afford to hold fewer contingency stocks. Likewise, when recovery returns, inventories surge back through industry pipelines, accelerating demands on primary supplies. The price elasticity of most primary products is low. Their share of the value of finished products of the industries they supply is generally small. The 60 kg (130 lb) of aluminum in a car is vital. But whether it costs $80 or $130 will not visibly influence the demand for an automobile. With low elasticities of demand, the primary producer is hit with decreases (or increases) in prices and in sales volume, during recessions as well as recoveries.

"On underground construction projects, effective Quality Management is essential for ensuring facility durability, life cycle performance and low maintainability. Furthermore, follow on contracts also rely on an effective quality management system for interface congruency. An effective Quality Management System (QMS) is also essential in mitigating risks and meeting schedule and budget performance objectives. For the past 15 years Central Puget Sound Regional Transit Authority’s Link Light Rail extension has successfully completed over 10 miles of twin bore tunneling and associated underground features including cross passages, deep sump structures and shafts. After the completion of each segment, lessons learned have successfully been implemented to improve the quality of delivered projects. This paper presents the Sound Transit QMS with regard to a number of project elements of tunnel construction projects, with specific focus on quality performance of slurry wall construction, TBM tunnel excavation assessment, segment production and segmental lining installation, and other associated construction features. A collaborated total QMS will be presented in this paper that will serve as a guide for successful implementation of Quality Assurance and Quality Control processes. INTRODUCTION Implementation of a robust Quality Management System reduces defects, errors and omissions, identifies and addresses nonconformance in a timely manner and increases stakeholder confidence in the project. In fact and effective QMS helps ensure that optimal project outcomes are realized both in terms of project delivery and life cycle performance. The two key components of QMS are quality control and quality assurance. Quality Control (QC) is the procedure implemented to achieve a certain level of quality and ensure that products, processes and services meet specific requirements. Quality Assurance (QA) activities are carried out to evaluate the effectiveness of the quality control measures and ensure that the QC process is working. A team obligation that recognizes that quality is built into every aspect of a project is the basic concept of a successful QMS."

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

In 1989 an Autogenous Grinding Task Force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding at the National Steel Pellet Plant located in Keewatin, Minnesota. Pilot plant test work performed by the Hanna Research Center (HRC) indicated that fully autogenous grinding with pebble extraction and crushing could feasibly be incorporated into the existing circuits. In 1990, one of the existing ten grinding mills was converted for an in-plant test incorporating pebble crushing. The full scale test work conducted in 1990 and 1991 verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit utilizing pebble crushing being greater than throughput of the existing SAG mill circuits.

Injuries and fatalities resulting from roof falls are still a major concern in U.S. coal mines, and many researchers are focused on developing meaningful approaches to minimize this hazard. In the United States, coal mine roofs can vary widely in composition, geometry, and inherent heterogeneity, leading to a wide array of different roof fall failure types. Researchers frequently employ numerical modeling tools to reproduce this physical phenomenon and provide key guides to engineers regarding roof conditions and control as long as the input data and constitutive relations are appropriately selected. Simulating such complexity requires expertise and constitutive models that adequately simulate roof behaviors. However, the currently available constitutive models have shortcomings in capturing some of the roof fall failure types common in underground coal mines, such as guttering. A new constitutive model is developed to address the shortcomings of constitutive models commonly used for coal roof stability analysis. The constitutive model developed in this study combines the anisotropic-elasticity and nonlinear strain-softening responses. In addition, the developed constitutive model can simulate up to three different joint sets implicitly, allowing for use in both continuum and discontinuum settings, and can be used in both Lagrangian finite-volume and distinct element method codes of Itasca. First, the mathematical expressions of the model are provided. Afterward, the validation phase of the developed model that covers comparisons with analytical solutions and those of existing models (e.g., anisotropic elasticity, ubiquitous-joint, and bilinear strain-hardening/softening ubiquitous-joint plasticity) is presented. Finally, a hypothetical coal mine roadway facing high horizontal stress is simulated. The presented model successfully shows three distinct stages of a cutter roof in a shale roof: (1) initiation of shear cracks at the rib– roof intersection, (2) extension of cracks deeper into the roof (i.e., above the roof bolt length horizon), and (3) cantilevered roof. It is demonstrated that the presented constitutive model has the potential to help future researchers in simulating various roof responses.

The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year's induction banquet was the first held in Leadville, North America's highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum's 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees' names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening's program. He is a member of the hall of fame's board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company's growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame's board of governors and president of Berwind Natural Resources Co.

Since the dawn of cyanidation leaching techniques for precious metals, certain manganese-bearing silver ores have been a problem due to low silver extraction. Since simultaneous occurrence of silver and manganese is common in nature, this situation has made many otherwise attractive silver deposits uneconomic in the past. Several older techniques have been useful but at $1.29 per ounce of silver, the economics were unfavorable. With the new look in silver prices and some improvements in processing technology, neglected silver districts offer new promise.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Paper 1?Geology of the Biwabik Iron Formation and Duluth Complex Mark A. Jirsa, James D. Miller, Jr., G.B. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

GENERAL DESCRIPTION Homestake Mining Co.'s operations are at Lead, SD. Production from the various methods used are: 1 155 753 t/a (1,274,000 stpy) by open cut-and-fill, 68 039 t/a (75,000 stpy) by square set cut-and-fill, 144242 t/a (159,000 stpy) by shrinkage stoping, 107 048 t/ a (118,000 stpy) by blasthole stoping, and 67 132 t/a (74,000 stpy) in development work for a total of 1 542 214 t/a (1,700,000 stpy). Mining takes place from the 616-m (2000-ft) level to the 2073-m (6800 ft) level (Fig. 1). The average travel time to the stope is 45 min. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size, Shape, and Dip of Ore Body Six major ledges varying from 914 m (3000 ft) long by 228.6 m (750 ft) wide to 305 m (1000 ft) long by 122 m (400 ft) wide are mined. Within these ledges are irregular-shaped areas of varying sizes. These ledges dip at approximately 1.2 rad (70°) to the east and plunge to the south from 0.26 to 1.57 rad (15° to 90°). Ground Conditions The ore is cummingtonite (chlorite schist) which is very competent except for major bedding planes and fracture patterns. The footwall is a slate but because of the dip presents very few problems. The hanging wall is also a slate which because of the dip and bedding is very weak and requires considerable rockbolting. No problem has been encountered with rock bursts to a depth of 2438 m (8000 ft). Ore Value The ore values vary somewhat from ledge to ledge, but the average ore delivered to the mill is approxi¬mately 6.2 g (0.2 oz) of gold per ton. A small amount of silver is the only byproduct of this operation. Annual production of gold is approximately 10 575 183 g (340,000 troy oz). Production Requirements The mine has a mill capacity of approximately 1 723 651 t (1,900,000 st) but because of several fac¬tors (manpower, depth, etc.) this mill capacity has not been attainable for the past several years.

There is a credible, cogent, and responsible argument that mining can be part of a sustainable future in countries with freely elected governments, transparent and enforceable laws, a closure plan with an adequate bond, and a small handful of other measures. This perspective, built largely upon the understanding of mining as a temporary use of the land, is coupled with a growing understanding of economic diversification as a tool to level out the ‘bust’ side of the boom and bust cycle. There are verifiable signs of progress that the sector has, at least in some venues, begun to embrace this view of ‘sustainability’ both in philosophy and practice. While laudable, there remains a conundrum not yet fully explored. It is conceivable that companies can fulfill all legal requirements, practice corporate responsibility in its broadest and most liberal interpretation, and yet leave behind, after the gates are closed and the lights turned off, a situation which is not only unsustainable, but far worse off than before mining started. Having observed this outcome, repeatedly, some critics have concluded that all mining should be stopped. Others recommend that it be vastly curtailed until regulatory regimes are re-vamped, communities fully empowered, and companies brought to heel. Yet others, including many within the industry, are looking to hold back this dark prospect with peer pressure, branding and competition for good will. In this paper, I propose to focus on this discontinuity, that gap wherein the chain of logic breaks and reasonable policies, reason-able choices, reasonable actions, may fail to deliver expected results. I suggest that any meaningful definition of post-closure sustainability must include the concept of human welfare, and increasingly, human security, over and above meeting the requirements of law, beyond retaining shareholder value and reputation, beyond discussions of subsequent land use and diversified employment. I suggest that self-determination, that ability of a people to hold for themselves the vision of their own future, and to have a sense of their power to implement it, may be both the most difficult and the single most important determinant of long-term sustainability in a community. The particulars will vary; a Canadian junior or an Australian multinational, a highly regulated state in the American west or a ‘failing state’ in Africa’s west, gold or sand and gravel. But the recommendation is the same: this must be a collective endeavor, a shared responsibility involving some combination of government, companies, communities, local and international NGOs (non-governmental organizations), each contributing in the ways most able.

Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. The LIFE-Environment Demonstration Project ?Treating Waste for Restoring Land Sustainability?(www.bangor.ac.uk/ies/TWIRLS/TWIRLS_home.htm), a project initiated by the University of Wales, Bangor, UK in which NAGREF is a partner, aims to demonstrate the effective use of industrial and municipal wastes for the remediation of post-industrial and degraded sites in urban and rural sites. Within the framework of this project, a schist quarry, which is located in a mountainous area near Athens and which has been exploited in the past for cement production, was chosen for bioremediation experiments in collaboration with the quarry owners, TITAN Cement Co. Three different areas within the quarry were selected representing 3 different topographies. These were a compacted, flat area with seasonal water logging (untreated control), a gently sloping, land formed area; and artificially created mounds of overburden rock material formed on the flat area. Compost produced from mixing municipal waste, green waste and digested sewage sludge at the recycling plant of the Association of Communities and Municipalities in the Attica Region (ACMAR), near Athens was used for nutrient amendment. Six replicates of three treatments were applied with varying compost application rates in order to examine the effect of the addition of organic matter in the establishment of suitable vegetation on the infertile schist material. Pine trees (Pinus halepensis Mill.), 4 per replicate, were pocket planted in a volume of 3 liters of schist or schist-compost mixture (1:2 and 2:1). Tree height, main stem diameter and branching were measured following planting and these measurements will be repeated annually to test hypotheses that compaction and water logging reduce Pine establishment by natural regeneration and that nutrient addition improves establishment of pine on schist waste. The availability of nutrients and variation in other soil physico-chemical parameters will also be studied in each treatment and related to plant growth. As a demonstration project, open days are planned on the site for the public and official bodies involved in municipal waste handling and other relevant areas. The aim of these will be to illustrate the effective re-use of waste for the sustainable restoration of post-industrial and degraded land.
