This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

Pennsylvania,, due to its location in the humid east, is fortunate to possess within its borders large quantities of water. Most of the State is drained by three major river systems-the Ohio, Susquehanna and Delaware. This abundant supply of surface water has been widely utilized throughout the State, but today other sources of water must be developed due to the increasing demands for water, die largest undeveloped source of water in Pennsylvania is ground water. Pennsylvania is also fortunate to possess extensive coal resources. These coal resources have contributed measurably to the development and prosperity of the States Coal and water's - two valuable resources - have been necessary for the development and industrialization of Pennsylvania, The State needs both resources but can no longer afford to develop one while adversely affecting or destroying the other, We are aware of the effect of coal mining on surface water, but coal mining can also materially affect subsurface water, This effect will according' to the local geologic conditions.

Open Pit Mine Production scheduling under commodity price uncertainty suffers from an exponentially increasing problem size as simulations and real options flexibility are used to generate and evaluate multiple production schedules. Robustness evaluation techniques attempt to evaluate a production schedule that is generated on a single set of economic parameters against several varying prices and sources of uncertainty. This approach is invalid as the corresponding optimal LOM mine plan will change for each set of evaluation parameters. Using commodity market futures and treasury bonds as production schedule economic input parameters provides fully price and time-value-of-money risked scheduling parameters that maintain a deterministic problem size. This paper will provide comparative analysis of project NPV’s coming from traditional price uncertainty evaluation based on a single fixed LOM mine plan using varying prices versus evaluation based on varying LOM plans that are both generated and evaluated using varying prices. When cross evaluating constant price mine plans against simulations, the upside potential and downside risk of a project are significantly misrepresented. INTRODUCTION The life of mine (LOM) production scheduling problem seeks to answer the question of from where and when to extract a given block within the ultimate pit limit as well as where and when to process it. Solving this problem takes into account the constraints of extracting any particular block while seeking to maximize the net present value (NPV) of the mineral asset as a whole. A direct driver of the value of a block, and there for the entire asset, is the market price of the commodity in question. Complications arise when an optimal production schedule is attempted to be solved under price uncertainty. Many solution methodologies have been proposed in an attempt to optimize under this criterion, yet there are three salient aspects that are overlooked during this process. They are: • Generating a single production schedule and evaluating it against many simulated price paths. • Failing to understand the mechanism describing particular commodity price behavior • Inappropriate risk adjustment In an effort to address these aspects of production scheduling under commodity price uncertainty, we propose a methodology to define the economic parameters as input that is applicable to most if not all production scheduling approaches. This methodology will not only simplify the production scheduling process in terms of establishing block value but utilizes the risk adjustment of real options valuation to avoid the arbitrary blanket risk adjustment of traditional discounted cash flow valuation. Our findings conclude that attempting to optimize around individual price paths is futile and using a market risk adjusted single price forecast provides a justified economic basis for production scheduling while maintaining the same problem size as a deterministic production scheduling problem.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

In situ stope leaching is an innovative mining system that reduces the surface impacts of conventional underground mining. As in any leaching operation, stope leaching requires hydrologic site characterization and control of leaching solutions. Several tracer tests, using sodium chloride (NaCl) in various concentrations, were conducted by the U. S. Bureau of Mines (USBM) in an underground experimental stope to simulate a leaching environment. The tests were conducted in fractured crystalline rock that was partially saturated. As tests progressed, the surrounding fractures became more saturated. A predominant flow direction away from the stope was found during testing. Testing procedures, preliminary results, and remediation ideas based on field observations are presented in this paper.

Room-and-pillar mining at White Pine started in 1953 from a sub-outcropping orebody that gently dips to 1000 m depths in a distance of about 6 km. High horizontal stresses were recognized in the mid-1960s which had obvious stability impacts when viewed in combination with the increased overburden stresses. Modifications in conventional room-and-pillar design were introduced through the years on a trial-and-error basis to help overcome stability and resource recovery problems. These modifications were based on pressure arch concepts using pillar yielding and/or pillar recovery, and on mine layout orientation to minimize stress impacts. While some of these modifications were successfully applied in some areas, they failed in others. Through the years, visual observations played a major role in panel design with contributions from stress measurements and analyses. However, the down slide in the copper economy during the 1970s and early 1980s resulted in a loss of interest in the application of these concepts. This paper reviews ground control problems and presents the results of recent stress measurements and computer analyses. They shed light on the importance of using yield pillars and mine layout orientation to control stresses at depth.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. The Forestry Reclamation Approach (FRA) recommends that the upper 1.22 m (4 ft) of spoil material on reclaimed surfaces should be left as uncompacted as possible to facilitate efficient tree root growth. However, the main concerns about applying the FRA to steep slopes is that the upper 1.22 m (4 ft) of loose spoil material could cause instability. Successful application of the FRA on the flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine site are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor any type of slope movement. Quarterly surveying of the monuments were done to quantify slope movement, either horizontally or vertically. The methodology developed in this research for field slope movement monitoring was validated using computer model results. Analytical models based on the limit equilibrium method (LEM) and numerical models based on the finite element method (FEM) were developed for slope stability analysis. The LEM analysis was done using the Geo-Slope/W program following the simplified Bishop method. However, numerical models were developed using the PLAXIS computer program following the Mohr’s Coulomb failure criterion and strength reduction technique. The slope stability analysis was performed for two different scenarios: first with the top 1.22 m (4 ft) of loose graded spoil material and second without top loose graded spoil material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems, due to 1.22 m (4 ft) loose graded spoil that would not exist otherwise for overly steepened slopes.

Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

Low flotation recovery and selectivity have been long-standing problems in the treatment of most ultra-fine phosphate ores. This paper investigates the improved flotation of two ultra-fine Brazilian phosphate ores from Itafos’ Arraias project. These ores are predominantly composed of quartz, muscovite, apatite and a Ca-Al phosphate. As a result of fine phosphate dissemination and associated grinding requirements, column flotation was selected for the metallurgical test program to address the inherent limitations of fine particle flotation using conventional flotation cells. Accordingly, both benchtop Denver cell and laboratory column flotation tests were conducted to optimize their respective flotation responses. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical flotation. In column flotation, a P2O5 concentrate grade of 30.5-31.0% was yielded at a flotation recovery of 83.7-85.1% for the 38x0µm generated ultrafines. The benefits of Eriez’ column flotation technology realized from this study include a higher degree of selectivity, increased recovery, and reduced collector dosage as compared to bench-scale mechanical flotation.

This paper presents a virtual prototype for the stress analysis of cable shovel components based on combination of flexible and rigid body approach. The general mechanical system of the cable shovel is modeled as a multi-body system with rigid and flexible bodies. The relevant theories applied for the dynamic model are described in terms of Lagrangian multi-body dynamics and finite element method. A virtual prototype of the cable shovel is built in the Automatic Dynamic Analysis Mechanical System (ADAMS) environment, which allows visualizing the motion of general mechanical system and analyzing the dynamic stress of structural components of the cable shovel. An example is given to perform dynamic stress of durability analysis for the boom and handle. Attention of this study is devoted to the mechanisms of damage of the cable shovel and also the critical high stress areas. The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report. "In the present work, we investigate the effects of roasting temperature and time on the transformation of the titanium (Ti)-bearing phase and magnesium aluminate spinel (MgAl2O4) phase in Ti-bearing electric arc furnace molten slag during the molten sodium hydroxide (NaOH) treatment process. With applied temperature of 700 °C for 60 min, and a mass ratio of Ti-bearing electric arc furnace slag to NaOH, or Rslag/NaOH, of 1:1.2, the conversion ratios of the Ti-bearing phase and the MgAl2O4 phase reached about 98.3 percent and 88.1 percent, respectively. Moreover, investigation of the reaction kinetics indicate that the conversion of these phases during the molten NaOH treatment process is a typical solid-liquid reaction, and it can be theoretically described by the unreacted shrinking core model. The conversion ratio of the Ti-bearing phase was found to be controlled by the chemical reaction step, with an apparent activation energy of 41.76 kJ/mol. The decomposition of the MgAl2O4 phase was found to be controlled by the surface chemical reaction in the early stage of 0 to 20 min from start of reaction, changing to diffusion control in the later stage of 20 to 60 min. The apparent activation energies of the process were determined as 55.88 and 22.72 kJ/mol, respectively.IntroductionChina has rich mineral resources of vanadium–titanium magnetite ore deposits, and the iron and steel industry in the country produces millions of tons of titanium (Ti)-bearing slag every year. The problem of how to dispose of the Ti-bearing slag has attracted much attention, and various approaches have been developed, including the acid process (Li et al., 2007; Zhang et al., 2011; Zhang and Nicol, 2010; Li et al., 2011), alkali fusion process (Han et al., 2012; Middlemas, Fang and Fan, 2013; Nayl, Awwad and Aly, 2009; Lasheen, 2008; Zhang, Qi and Zhang, 2009), carbonization and chlorination process (Liu et al., 2008; Tao et al., 2012; Fu et al., 2012; Liu, 2009), selective crystallization process (Lei and Xue, 2008; Li et al., 2011; Zhang et al., 2007a, 2007b). However, these processes have been beset by various functional, economical and ecological problems (Yu and Chen, 2010). With environmental protection regulations becoming increasingly rigorous, and demand growing for the comprehensive utilization of resources, the focus is on methods to treat Ti-bearing slag with high efficiency and mild reaction conditions (Nazari and Riahi, 2011; Wu et al., 2013)."

"Mining began in the Erzgebirge (“ore mountains”) region of Saxony, Germany more than 800 years ago, and extensive underground workings cut through the entire area. Some of these old workings are still used today: not for production, but for offering an underground venue for research, tourism and university teaching. One example is the Reiche Zeche mine at the Technische Universität Bergakadamie Freiberg which hosts one of the oldest mining engineering programs in the world. It is imperative to keep all active mine workings well ventilated to make the mine safe for students, visitors and researchers. Since the mine workings at Reiche Zeche are so vast, extensive and, to a large extent unexplored and unmapped, it has been difficult to provide a complete, functioning and adequate mine ventilation model for this mine that accounts for all known and unknown leakage air flows. Researchers at the Colorado School of Mines have cooperation with their colleagues at Freiberg to establish a mine ventilation network model based on a limited number of air readings in known and accessible drifts. In order to balance the measured air quantities, leakage flows were quantified and mapped by comparing input and output flows of mapped drifts, and modelled using Ventsim Visual, a powerful visualization software package. The resulting mine ventilation model is used to locate and quantify the leakage air flows and to examine how much air is lost in each area. With this model, ventilation changes and improvements underground can be documented reflected in the model. This enables the Bergakadamie Freiberg to project air changes required for scientific experiments and to set up mine ventilation in specific areas and for specific needs. The model also enables better ventilation control and monitoring than before. Finally, the model can be used to predict ventilation changes and escape way contamination in case of a fire, ground fall or inundation in the mine. The latter becomes important as the lower mine workings are often flooded during spring runoff, which has created uncertainty about mine ventilation in the past. HISTORICAL BACKGROUND The discovery of silver, lead, zinc, tin and other valuable metal ores in the Erzgebirge region of Saxony, Germany began in the12th century and started a mining boom than lasted for centuries. Surface mines quickly developed underground to access the higher grade veins. Explored by the early geologists and driven by the ingenuity of the miners, the underground works expanded vastly throughout Freiberg and the surrounding region. Development followed the highest grade veins, and engineers developed solutions to drain water and provide limited ventilation to the underground workings. Still, engineered and planned ventilation was usually not a priority in the development of a new drift, which today makes ventilation modeling a significant challenge."

"The “Reiche Zeche” mine in Freiberg, Germany, a 600-year-old lead-zinc-silver mine with extensive open mine workings, experiences severe ventilation losses due to leakage. Much air leaks into abandoned workings, decreasing the airflow available to active working areas. Usually, this leakage occurs in remote areas that lack transportation infrastructure like roadways or rail, making it difficult to haul construction materials to the sites to erect passive ventilation controls such as stoppings, regulators and seals. Transportation distances make it impractical to hand carry traditional construction materials, such as bricks and concrete. Alternative materials, such as brattice, foaming polymers, concrete canvas, and some innovative ventilation control designs have been investigated for this purpose. The suitability of the materials investigated depends on many factors including the pressure it can withstand, the ease of transportation, and workability. Impacts of mine water must be considered, as the Reiche Zeche is below drainage and experiences significant inflow of water. Researchers must consider the effects water inundation as well as how the stopping construction material reacts to being exposed to acidic mine water. INTRODUCTION Problem Statement Mining in the area around Freiberg, Germany began in the 12th century. The mine is used for research, mining engineering education, tourism and air conditioning for a local hospital. The first records of mining in the Reiche Zeche are from around 1384. Due to the strength and competency of the host rock, many of the oldest workings still stand and remain open today, although they may not be accessible. Reiche Zeche also connects to several other, closed mines in the area that are largely unmapped. This allows air to leak into neighboring mines, reducing the air available to ventilate to the working areas of Reiche Zeche. In order to improve ventilation efficiency, it is necessary to control the ventilation and reduce leakage by constructing seals, stoppings and regulators. A challenge with building traditional seals and stoppings in the Reiche Zeche is that the old workings lack transportation pathways or rails. Also, the lack of compressed air, water or electricity makes it difficult to operate power tools and drills. This means that construction materials must be hand carried – some over distances of several kilometers. Figure 1 shows a typical drift in the Reiche Zeche. Researchers investigated using lighter, more easily transportable materials including concrete canvas, expanding polyurethane and polyurea foams, and brattice. The applicability and utility of these materials depends on a variety of factors including the ventilation air pressure, chemical resistance to acidic and mineral-laden mine waters, ease of transport, and ease of construction. Stoppings and seals must be substantially constructed so that they remain tight and do not require maintenance. It is also important to consider the toxicity of the construction materials in case of a mine fire."

Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

The treatment of materials for the recovery of the precious metals imposes many processing and environmental challenges. Sunshine Mining and Refining Company has developed hydrometallurgical technology for recovery of values from refractory precious metal materials. At Sunshine, the industrial focus of these processes has been for the direct recovery of silver without cyanidation. However, recent work has indicated that these technologies can provide a means for treating complex, refractory gold concentrates. This will be the focus of this paper. The practice of pretreating ores and concentrates to make them more amenable to cyanidation is becoming more common. Several pretreatment options for sulfide concentrates containing gold include roasting, bio-leaching, direct pressure oxidation and nitrogen species catalyzed pressure oxidation. The industrial use of nitrogen species catalyzed pressure oxidation has been limited to the Sunshine refinery where its focus has been for the treatment of silver concentrates. Much of the reluctance, outside of Sunshine, to use this type of technology may be based on the perception that high costs are associated with using nitrogen species (e.g. nitric acid, sodium nitrite) to leach. Also, the use of nitrogen species catalyzed pressure oxidation on an industrial scale is unfamiliar to most metallurgical professionals. A summary of pressure leaching processes which utilize nitrogen species as a catalyst is presented in Tables 1 and 2.

As a consequence of the oil crisis of the 70?s, the commercial value of coal increased very sharply and an upward trend in coal prices although now less pronounced, continues today. The graph shown in figure 1 illustrates the trend in the F.O.B. price of U.S. metallurgical coal. This trend occurs during a time when mechanized mining is firmly established as a means of production throughout the coal mining world. With modem methods of mining, mechanical cleaning is a necessity and quality control is no longer entirely dependant upon coal face practice. The efficiency of fine coal recovery is of vital economic importance to present day operations and good practice in this field contributes significantly to improving profitability. Numerous processes are available for the duty and this paper discusses one such system, namely the practice of froth flotation.
