Rock damage around underground excavations has been an important hazard in mines and tunnels. Rock dilation generates buckling that needs to be contained before it causes damage to equipment or safety concerns to mine workers. In seismically active mines, rockburst occurrence has been widely recognized as one of the most important hazards in deep mines and tunnels. While there is a wide range of cases where rockburst hazard can be mitigated through dedicated excavation sequences, reentry procedures or exclusion zones, there are still many situations where large unexpected rockbursting may occur, relying only on rock support as the last mitigation measure to prevent production and safety losses. Considering the previous situations, surface support as mesh, plays a major role containing the failed/ejected rock and providing a safe working environment to the underground operations. While there have been considerable achievements in improving mesh resistance, with more than 26Kj/m2 of energy dissipation capacity, there is still a lack of research in the overlapping mechanism and load transfer between contiguous mesh elements. This paper presents the state of the art in static and dynamic analysis of welded and rolled mesh overlaps, based on experimentation carried on by Geobrugg in their Research Center, leaving clearly established that the difference in meshes is not only in levels of energy absorption, but also concluding that in the case of high resistance rolled meshes overlapping is not necessary and the transmission of stresses can be fully guaranteed by using suitable connecting elements. All these characteristics, supported by operational advantages as light weight and mechanized mesh installation, provides a considerable improvement in safety and productivity, improving the economic value of the project

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

The mineral aggregate industry is the world's largest mining and processing endeavor, yet it is graced with little of the romance or public awareness that accompanies mention of gold, silver, iron, copper, uranium, or aluminum mining efforts. Much of this reaction is undoubtedly due to the fact that the uses to which crushed stone and sand and gravel are normally put are not fully recognized or appreciated by the general public. Few individuals ever have occasion to purchase mineral aggregates for anything other than use for decorative shrubbery beds or walkways. They may, however, buy ready-mix concrete for a new patio, bituminous concrete for a new driveway, concrete blocks, or other building materials for a new room and never realize that the primary ingredients of their purchases are either direct or indirect products of the mineral aggregate industry. The average person driving past an operating crushed stone quarry or an active sand and gravel pit rarely realizes the economic impact the industry, represented by that operation, exercises on the general economy. He is not aware, nor does he really care, that elements of the modern comfortable environment to which he has grown accustomed rely to a great extent on the products of the crushed stone and sand and gravel industries Iron and steel, glass, cement, agriculture, and highway and building construction are but a few of the major industries to whom the products of the mineral aggregate industry are basic. Without these industries or without the stone, sand, and gravel basic to them, most of the major elements of our modern day civilization would be non-existent.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The U.S. Bureau of Mines and AMAX Coal Company have studied surface coal mine overburden blasting near four steel and one PVC pipe-line of 15 to 5l-cm diameter, monitoring vibration, strain, and pressure. Unlike tests simulating construction blasting, these were up to 1000 kg per delay in 3l-cm blastholes. Worst case comparisons showed that 12.7 cm/s blasting vibrations produced strains about 1/4 that of pressurization and 10-18 pct of the ultimate tensile strength. No failures occurred from blasting as close as 15 m which produced vibrations over 60 cm/s.

A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-1 and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

A good understanding of the hardness of ore being handled and processed in a mining operation can significantly improve operational efficiencies by providing valuable data to support decision-making through the mining value chain (drilling, blasting, comminution). This study presents the results from the application of Machine Learning (ML) to predict rock hardness using various geophysical and geochemical features. Core samples from a mine site were logged using a multi-sensor core logging system. Measurements including ultrasonic p-wave and s-wave velocity, elemental concentration via portable XRF, and Leeb Hardness, were measured every 2 cm along the length of the core. The ML model was set up to predict the Leeb Hardness using the elemental concentrations and ultrasonic velocities as predictors. The Leeb Hardness values were grouped into three bins and used as a classification target for the ML models. Various ML models, including linear regression, support vector machines, decision tree, XGBoost, Random Forest, K-Nearest Neighbors, and Naïve Bayes were tested. The model performance demonstrated that the Random Forest and XGBoost models produced the highest accuracy of 74-91%. Random forest and XGBoost were then selected to perform regression models to estimate a Leeb hardness value rather than a hardness class. These models were able to estimate the Leeb hardness value by 4.57-4.87 % error.

Numerical simulations have been used to investigate roof fall in the past decades. Comparing to the continuum based methods, the discrete element method has been well recognized for its excellent performance in simulating large strain problems and fracturing processes in the rock mass. However, the discrete element method has its limitations. When simulating a large-scale problem, a large number of particles are required, which consumes significant computational resources. In the present study, a 3D numerical model coupled with the finite-difference method (FDM) and the discreteelement method (DEM) was created to simulate the laminated roof failure in an eastern coal mine in the US. In the FDM-DEM coupled model, the laminated roof of the entry is represented by an assembly of bonded particles using PFC3D. The laminated roof is simulated by adding parallel discontinuities. The discontinuities are given certain stiffness and strength in the model. The ribs, floor, and far-field surrounding rock are represented by continuum zones using FLAC3D. The strength of the discontinuities is varied sequentially and the fracturing of the laminated roof was analyzed with respect to entry advance. The results showed that the laminated roof fractures along the discontinuities while an intact roof fractures in a dome shape. Increasing the strength of discontinuity could enlarge the tensile zone inside the laminated roof and hence change the crack distribution. In addition, the crack quantity in the laminated roof behind the advancing face decreases with the increment of discontinuity strength while this trend is not occurring ahead of the advancing face. The simulation demonstrated that coupled method using PFC3D/FLAC3D can reproduce the laminated roof failure in underground coal mines.

In recent, years the demand and consumption of finely ground industrial minerals has substantially increased for such uses as fillers and chemically reactive components. The size, specifications for these types of industrial mineral materials vary to a great extent and depend on the particular end purpose' and on the physical properties of the mineral itself. Size reduction of industrial minerals usually is obtained by conventional crushing and grinding methods. However, some specialized milling techniques have been developed for producing these minerals in extremely fine particle size ranges. During recent years the Bureau of Mines has been investigating an attrition grinding method to produce ultrafine subsieve-size mineral particles. The Bureau developed process, which has been patented,2 comprises the intense agitation of a slurry composed of the material to be ground, a relatively fine granular grinding medium, and a suspending fluid. The process has been shown to be effective for the comminution of kaolin in the particle size range of 2 microns and finer on a batch3 and continuous basis.4,5 This report presents the results of batch tests made to determine the effectiveness of the attrition grinding process for comminuting commercial products of (1) mica, a tough lamellar material, (2) fluorite, a brittle intermediately hard material, and (3) barite, a relatively soft, massive material.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. The term "refractory gold ores" refers to a wide number of ore types which are not readily amenable to direct cyanidation. A number of processes have been used commercially, and a number of others have been proposed and in many cases pilot tested. The selection of the appropriate process for an ore should not be arbitrary. Ore grade may preclude some processes, but a good understanding of the ore mineralogy can guide the selection. Many present gold operations and many potential gold operations have faced or are facing problems with refractory gold mineralization. We at Hazen Research have had the opportunity to perform bench testwork and in some cases, pilot plant testing on a number of refractory ores. The data included in this paper are excerpted from the testing of fifteen ores which cover a wide range of mineralogical compositions. This paper is not intended to be a treatise on the processing of refractory gold ores. In many of these gold projects, not all of the standard process alternatives were evaluated, nor was adequate mineralogical work performed. Such is the dilemma of contract research. "If I believe that I don't need it, why should I pay to have it done." The intent of this presentation, therefore, is to show how different ores respond to the various processes, and to demonstrate that one must have an open mind when developing a process for a specific refractory gold ore.

"Phosphate rock contains traces of rare earth elements (REEs) and can be a secondary source of these critical materials as large tonnages of phosphate rock are mined annually. Attention has mostly focused on the extraction of REEs from phosphogypsum, which contains more than 70 percent of the REEs reporting to phosphate concentrate, with only limited work conducted on REE extraction from sand tailings and slime even though they account for 16 percent and 15 percent, respectively, of REEs mined with phosphate matrix.In this work, phosphate flotation tailings were upgraded by gravity separation and froth flotation. Gravity separation was conducted using a laboratory shaking table, while flotation was conducted in a Denver D-12 flotation cell. The concentrated tailings were then leached by nitric acid followed by REE extraction with solvent and ion-exchange resin.The sand tailings were assayed as having 2.6 percent phosphate (P2O5 ) and 198.1 µg/g REEs. It was found that the shaking table could produce tailing concentrate assayed as having 8.6 percent P2O5 and 616 µg/g REEs but with only 20 percent REE recovery, while the froth flotation produced froth concentrate assayed as having 8.1 percent P2O5 and 368.2 µg/g REEs with 63.5 percent REE recovery. Leaching the flotation concentrate with 5.2 M (25 percent) nitric acid followed by extraction with solvent and ion-exchange resin yielded precipitates with REE contents of 0.926 and 0.314 percent, respectively, compared with 0.716 and 0.213 percent when table concentrate was used.IntroductionRare earth elements (REEs) consist of a group of 17 elements: the 15 lanthanides along with yttrium (Y) and scandium (Sc). They are rare not because of their scarcity in the Earth’s crust but because they are rarely found in economic and mineable deposits. REEs are called “seeds of technology” because of their importance to some critical technological industries such as renewable energy, hybrid cars, electronics and batteries. On average, an electric car or a hybrid car contains about 10 kg of REEs (Grasso, 2012; Radhika et al., 2011).REEs are usually categorized into light (LREE) and heavy (HREE). LREEs consist of lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pr), samarium (Sm), europium (Eu), gadolinium (Gd) and scandium (Sc), while HREEs consist of terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), lutetium (Lu) and yttrium (Y). About 200 minerals contain traces of REEs, but only three are considered economically significant: bastnasite, with the formula La,Ce(CO3)F; monazite, with the formula(Ce,La,Nd,Th)PO4; and xenotime, with the formulaYPO4 (Jordens, Cheng and Waters, 2013)."

The efficiencies of plant scale comminution processes are often evaluated by various indices that are calculated and/or measured somewhat independent of the performance of any associated downstream froth flotation processes. In order to compare some specific comminution factors such as energy utilization, media consumption, equipment utilization time, etc. comparisons of comminution efficiency independent of flotation behavior are appropriate. However, as more and more detailed plant level information is gathered on the joint and highly interactive nature of comminution and froth flotation, it is becoming increasingly obvious that knowing and using simple efficiency indices are not enough. What is needed are more performance related measures of the efficiencies of the combined size reduction -froth flotation system for effective plant level economic optimization to occur. The purpose of this paper is to present some examples of important interactions that influence the joint efficiencies of size reduction and froth flotation processes.

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.

"To ensure that trains run safely, the performance of railway civil engineering structures is checked by periodic inspections. General inspection method has merits and demerits, but none of them offers the combination of high accuracy and quick inspection. In an effort to resolve this problem, West Japan Railway Company, the Institute for Laser Technology and the Railway Technical Research Institute jointly developed a remote laser sensing system as an alternative to the impact acoustics method for detecting defective concrete elements in tunnel linings. The proposed remote laser sensing system has two lasers, one to apply an impact to the concrete surface and the other to measure the vibration of the concrete generated by the impact laser. The impact laser is a high-energy pulse laser that induces vibration in the concrete. The detection laser has a signal beam and a reference beam. The signal beam reflects on the concrete surface and goes into the dynamic hologram crystal. The reference beam diffracts in the dynamic hologram and enters the detection sensor with the signal beam. The vibration of the concrete surface can be measured to detect the movement of an interference pattern. A prototype of the remote laser sensing system was developed as shown in Figure1. A vibration and acoustic insulators are equipped to remove a noise generated from a maintenance car or electric generator in this system. The proposed laser remote sensing system and the detection algorithm were verified with the help of field test conducted in a tunnel on the Shinkansen. An impact test using hammering was applied to obtain the accurate response acceleration on the surface of the concrete before application of the proposed method. In this test, the result obtained from the proposed method has good agreement with that obtained from the impact test by hammering. Consequently, it is verified that the proposed method can be used as an alternative to the standard impact acoustics method."

This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."
