"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

INTRODUCTION Modern mine management is constantly striving to develop improved mining methods which will not only increase productivity, but will also provide a safer work environment and make the most efficient use of our natural resources. Progress can be seen in this area by tracing mining methods through history. Work that was originally done with hand tools progressed with the age of mechanization to conventional mining, matured to continuous and longwall mining, and the advent of short¬wall mining, a combination of continuous and longwall, has recently been seen. This new method of shortwall mining provides a promising method for safe and ex¬pedient coal extraction. This study focuses upon the planning, design de¬velopment, and operation of the first producing short¬wall unit in the US which was operated in the Pittsburgh coal seam in northern West Virginia. MINE DESCRIPTION The mine is located in northern West Virginia at Grant Town in the heart of the high volatile Pittsburgh coal seam. Originally opened in 1901, the mine has be¬come one of the largest in the US, encompassing an area of approximately 103.6 sq km (40 sq miles). The seam being mined was the high volatile Pittsburgh seam which ranged in thickness from 1.8 to 2.96 m (6 to 91/2 ft). Three types of mining methods were employed: con¬tinuous mining, longwalling, and shortwalling, with each type accounting for 50%, 30%, and 20% of total pro¬duction, respectively. A total of 630 contract and super¬visory personnel were employed to produce the mine's designed annual tonnage of 1.8 Mt (2 million st). There were ten producing sections, eight continuous miners, one longwall, and one shortwall, operating a total of 22 unit shifts per day. Eight shafts, varying in depth from 80.2 to 194.2 m (263 to 637 ft) provided entrance to the Pittsburgh coal seam. These shafts were used for ventilation, portaling, coal hoisting, supply, and emergency escape hoisting. Ventilation was achieved by means of three exhaust fans which provided 707.9 m3/s (1.5 million cfm) of air to the mine and removed approximately 141 584 m3 (5 mil¬lion cu ft) of methane per 24 hr period. The room-and-pillar method was used for secondary recovery with designed barrier blocks between panels of 61 m (200 ft) in width. INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. INTRODUCTION In most uranium mines the concentration of uranium in the ore is low enough that inhalation of dust does not present a radiological problem. Conversely in the mills there is a potential inhalation hazard from inhaled uranium in concentrated form, namely "yellowcake" and other compounds intermediate between the ore and the final product of the mill. It was generally assumed that the solubility of yellowcake placed it in the category of Class D materials. This plus the fact that the uranium is non-enriched led health physicists to assume that the potential health hazards were a result of the uranium's chemical properties rather than its radiological properties. Bioassay programs have thus been limited to routine urine sampling at a weekly or monthly frequency. In most cases when a high reading was obtained, subsequent sampling within one or two days showed a rapid return to low levels, therefore tending to confirm the class D nature of the material. Two developments over the last few years have however suggested that modifications to this simple bioassay program may be necessary and practical. Firstly, a number of studies on the solubility of uranium mill products, from ore to yellow cake, in simulated lung fluid (Eidson A.F., Mewhinney J.A., 1980) have shown that some of the material is not class D, but class W or even Y. This raised the possibility that, while the urine levels rapidly decreased, indicating rapid excretion of the class D component, the W and Y components remained in the lung. Thus an unsuspected lung burden could have been accumulated. The second development, the ready availability of [in vivo] counting facilities with which to make direct measurements of uranium lung burdens, offered a means of confirming the hypothesis of unsuspected lung burdens. A study was therefore initiated to correlate lung burdens with urinary excretion. METHOD A total of 79 subjects from 3 uranium mills participated in the study. They were brought to the Ottawa laboratories of the Radiation Protection Bureau in groups of 4 or 6, over a period of several months. In Ottawa, [in vivo] thorax measurements were performed, and a urine sample collected. Each subject also brought with him a urine sample that had been collected the previous day. All samples were split, for analysis by both R.P.B. and the mill laboratory. [Concentrations of Uranium Dust] Results obtained by mills A, B and C for concentrations of uranium in air at various locations are given in table 1. Samples taken at mill B were obtained using continuous sampling with a midget impinger over a six hour period. Samples taken at mills A and C were 5-minute gravimetric samples. [Subject Selection] The subjects were selected to represent a wide range of work history in terms of both length of employment and type and location of job, as shown in table 2.

INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. Experimental results Figure 1 shows the zeta potential of barite particles as a function of pH in the presence of iron(II). The

[INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

INTRODUCTION Statistical analysis of results obtained by workers survey is very often limited to the determination of the collective dose and mean annual values. This information is not sufficent by itself for radiation protection purposes since the cumulative exposure of a worker during his working life is not taken into account. A more complete analysis would be obtained by considering both: [ ] These two notions are different. The former depends on the evolution of the protection with time and is related to annual limits (ICRP, 1977 and ICRP,1977 a). The second depends mainly on the works performed during the period of survey, the interference of protection evolution is weakened. So it is useful to foresee how the individual average annual doses would be when considering survey periods of 5, 10 years, or more. STUDIED POPULATION In order to analyse the two previously mentionned notions it is necessary to follow up a well defined population of workers which is continuously exposed to the radiological hazards on a long enough period. The selected population is that of the workers of the French uranium mines always present during the 1971-1979 period (9 years). The number of individuals is 937. The radiological hazards are: 1. exposure to radon and short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation. The workers of the uranium mines are exposed to these radiological risks in different ways according to the work performed. It is therefore necessary to subdivide the population into more homogeneous groups with respect to the radiological risks. Three groups are considered: - Group 1 : 227 individuals whose radon and dust exposures are always nil - Group 2 : 449 individuals whose radon and (or) dust exposures are different from 0 every year - Group 3 : 261 individuals represent a mixed category. Some features of these groups are given in table 1. [ ] The 937 followed individuals represent approximatively the half of the whole population of the French uranium mines. Taking into account the procedure adopted to select the studied population, it appears clearly that this population is not representative of the whole miner population. DOSIMETRIC RECORDS Three risk indicators are considered .Individual annual exposures to radon and its shortlived daughters. They are determined by ambient monitoring based on radon concentration measurements and recording of the times elapsed in the various workplaces. For each worker the annual exposure is represented by the mean annual air concentration and is expressed as a fraction of the maximum annual concentration (MAC). Given the administrative arrangements and the effective state of equilibrium between radon and its daughters, the maximum annual concentration is practically equivalent to 1 Working Level = 2.08 x 10- 5 jm-3. (UNSCEAR, 1977). . Individual annual exposures to long-lived ore dust which are also expressed in fraction of the maximum annual concentration. . Individual annual doses of external irradiation (X and [y] rays) expressed in mSv (= 10-3 Sievert). Irradiation monitoring is based on use of individual film badges.

Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

About Cominco Only the original Broken Hill zinc deposit in Australia is larger than Cominco's Red Dog deposit. Indeed, the third largest zinc deposit in the world is Cominco's own Sullivan mine in British Columbia. The production plan at Red Dog is based on mining 1.9 Mt/a (2.1 million stpy) or ore, to produce 635 kt (700,000 st) of zinc and lead concentrates. At full production, Red Dog will be the largest zinc mine in the Western world. It will also be one of the lowest cost producers in the Western world. And Red Dog will be one of the first major hardrock mines to operate in Alaska in modern times. The Red Dog project will be the third and largest of Cominco's Arctic mining developments in the past 13 years. The company's Black Angel mine in Greenland started up in 1973. And the Polaris mine, high in the Canadian Arctic, began production in 1982. Red Dog is one of the world's great mineral deposits. It is a unique combination of large size, high grade, and a waste-to-ore ratio less than 1:1. The present mineral reserve (Table 1) is estimated to be 77 Mt (85 million st), at a grade of 17.1% zinc, 5% lead, and 82 g/t (2.4 oz per st) of silver. Mine life is estimated at nearly 50 years. Cominco is the largest producer of lead and zinc in the Western world. Cominco's smelter in southern British Columbia is the largest lead and zinc plant in the west. Cominco also produces copper, steel, tin, gold and silver, along with potash, ammonia, urea, and phosphate fertilizers. But Cominco's major products are lead and zinc. At present, Cominco produces more than 10% of the Western world's needs for these metals. Background-Red Dog The Red Dog mineral deposit is located in northwestern Alaska, about 960 km (600 miles) by air from Anchorage, Alaska's largest city. The Red Dog region is home to more than 5000 people living in 11 villages. The largest village is Kotzebue, with a population of about 2500. The village is located about 144 km (90 miles) southwest of the mine. The country around Red Dog features rolling hills, leading into mountains to the north and east. The deposit, at an elevation of 305 m (1000 ft), is in permafrost. But the area is not nearly as cold as that encountered in the Canadian Arctic, or on Alaska's North Slope. At Red Dog, the permafrost is relatively fragile. It can be thawed fairly easily, a factor in engineering designs. Red Dog Creek flows through the mineral deposit. One of the natural phenomena at Red Dog is the presence of significant heavy metal contamination in the creek. This has eliminated all fish in the vicinity of the deposit. The contamination, and resulting mineral stain, led to the discovery of Red Dog. The staining is caused by rain and snowmelt. Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

According to the Balandin's (1) "multiplet theory of catalysis", adsorption can occur only if atoms of the reactant molecules are congruent with surface atoms of the catalyst. Such a condition calls for certain definite geometrical relationships between the reactant molecules and the atoms at the surface of the catalyst. If such a match or geometrical 'fit' is not provided, the surface reaction will not take place. An appropriate analogy to this may be the lock and key theory that enzymes should fit a substrate just as a key fits a lock. Similar geometrical considerations in adsorption studies were made in connection with the flotation of minerals. Gaudin(2) and Gaudin and Preller (3) proposed that if the dimensions of collector ions are in registry with the mineral lattice, an ordered layer of adsorbed species is formed. They explained that the structural fit is one reason for good flotation of galena with xanthate. In another study, Bachmann (4) attributed the selective flotation of KC1 from NaCl with amine to the fact that the lattice parameter of the amine collector is closer to that of KC1. Schubert(5) investigated the flotation of various nonmetallic minerals with amine and pyridine, and related the dimensions of the collector ions with the anion distances of the mineral surface. He concluded that good flotation is obtained when the tolerance is within 20%. The geometrical theory has also been used by Groszek (6) to explain the preferential adsorption of n-paraffin onto the basal plane of graphite. The geometrical theory has thus been found useful in explaining adsorptive properties of an adsorbate relative to the substrate structure. The purpose of the present work is to examine the possibilities of a geometrical fit between sodium dodecyl sulfate and Cu(OH)2 surface, and to construct a crystallographic model of the surface compound.

In this work, the crystallization of Carnallite from waste brine of Qaidam Basin in Qinghai province was studied based on NaCl-KCl-MgCl2-H2O phase diagram. According to this study, a new crystallization pathway to recycling waste brine was developed. The carnallite salt was formed by using this technology during the waste brine evaporation. The experiment data shows that 5 tons of waste brine was required to form one ton of the carnallite. The average grade of carnallite prepared by using this procedure was about 19.40% of KCl, 16.92% of NaCl, 28.80% of MgCl2, and 0.82% of CaSO4. This study provides an opportunity to utilization of the waste brine.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

In Louisiana salt mines a sudden erruption or outburst of salt and gas occurs when the heading face approaches a pressure pocket (altered salt with high pressure gas). The resulting cavity is semi-ellipsoidal, reaching lengths of 50m or more. Potential risks from the outbursts include loss of life and equipment. A gas outburst is initiated by "disking" of the salt in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement to boundaries of the pressure pocket.

This paper summarizes recent developments in modeling of underground coal slurry haulage networks for determination of optimum design and operating parameters. The model presented here is based on a stochastic dynamic programming formulation, applicable in any typical room-and-pillar and/or longwall mining configuration commonly practiced in the United States. The formulation and the structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

Portfolio theory and the Capital Asset Pricing Model (Modigliani and Pogue, 1974) provides an investment decision rationale which takes account of the benefits of diversification in reducing effective risk, but this theory does not consider the financial capability of the firm to survive large losses if they should occur. The LL-curve theory (Wells, 1976) takes the latter consideration into account, but it does not provide for the effects of diversification. This paper pro- poses a general theory to account for both diversification and the financial capacity of the firm to underwrite the investment risks.
