Production scheduling is an integral part of intermediate- and long-range open-pit mine planning, affecting equipment selection, manpower requirements and project economics. The development of mining phases, or pushbacks, is discussed in conjunction with generating the best spatial extraction sequence. An approach to scheduling production from these mining phases is then described. Using computers and a production scheduling algorithm, the impact of cutoff grade and advanced stripping policies can be evaluated through sensitivity studies to maximize the return on project investments.

The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

"The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

In compliance with the current Russian environmental legis­lation, possible impact of industrial activities on the environment is restricted by acceptable limiting values (maximal allowable concentrations - MAC) of individual chemical substances in the natural environment - water, atmospheric air and soils. These norms have federal status and are valid for the whole territory of Russia. Disposal of the substances, for which no MAC is estab­lished, is forbidden by the law. Many gold mining companies use cyanide in precious metal recovery. This paper overviews the Russian experience in pro­tection of natural water reservoirs from technogenic impact of cyanic technologies. Major toxic compounds, contained in liquid and solid rejects from hydrometallurgical treatment of gold ore using cyanidation, are cyanides (CN), thiocyanates (SCN) and cyanide metal com­plexes. Unlike western classification of various cyanide types, in Russia any inorganic cyanide compounds (simple and in com­plexes with metals), with the exception of iron cyanide com­plexes, are considered toxic and the acceptable limiting value is established for them. MAC is 0.05 mg/I for fish reservoirs and 0.1 mg/I for drinking water. For iron cyanide complexes MAC is 0.15 mg/I for fish reservoirs and 0.25 mg/I for drinking water. Russian norms for thiocyanates are practically as rigid - the acceptable limiting value for them in fish reservoirs is at the level of 0.07mg/l (0.15 mg/I for potassium thiocyanate) and for drinking water - O. lmg/1. Norms for metals are established on the basis of total content regardless of the form in which they are present in water - as cations or complex ions. It should be noted, that in case several toxic compounds of the same limiting value (for cyanides, thiocyanates and base metals the limiting value is toxicological) are present in water. Their allowable concentra­tion is calculated as the sum of actual concentration of each com­pound, divided by the corresponding acceptable limiting value, with the result not to exceed one (compounding effect). Differences in cyanide classification and the necessity to include thiocyanates dictate different analytical methods. This, in a number of cases, results in certain discrepancies in analytical results. Until recently chlorination was used as a basic process of detox­ification of wastewaters. Calcium hypochlorite powder or hypochlorite pulp, prepared of lime milk and chlorine shipped to the plant, were used as a reagent. Chlorination is an efficient method: it allows to completely destroy plain and complex cyanide, in addition to iron complexes, and thiocyanates. A good example of high efficiency chlorination can be found at the Mnogovershinniy mill near the Okhotsk Sea located in the salmon spawning area, for which we designed an automated chlorination plant for tailings dam. Since plant start-up ten years ago, the required concentrations of cyanides and thiocyanates have been kept at the MAC level required by environmental regulatory agen­cies and no harmful affects on ichthyofauna has been reported. One major drawback of chlorination is high cost of the major reagent, as well as secondary contamination of detoxified waters by chlorides. Secondary contamination by chlorides becomes obvious in the course of detoxification of wastewaters of com­plex composition, which require increased reagent consumption. Recent changes in economic conditions in Russia caused the necessity to direct efforts to reduce the costs of precious metals recovery, and in particular, wastewater treatment. We have con­ducted certain work in this direction and obtained positive results. We hope that our experience described below will be of interest to other specialists particularly taking into account the current low gold prices.

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. Fig. 3 illustrates a vertical turbine-type slurry pump. Suction: A single-suction pump equips the first stage with a single-suction impeller, with fluid entering the impeller on only one side. 9.1-CLASSIFICATION OF MINERAL DEPOSITS AND ROCK MATERIALS After a mineral deposit has been discovered, delineated and evaluated, the next step is to select a mining method that is physically, economically and environ- mentally adaptable to recovering the mineral from the deposit. The term "mineral deposit" is used to denote a concentration of mineral (including rock and coal). Even where there is considerable past experience available, many of the critical design criteria must be determined utilizing only information obtained from an examination of exploratory drill core specimens. The factors that affect this selection are as follows: (1) the spatial characteristics of the deposit (size, shape, attitude and depth); (2) the physical (or mechanical) properties of the mineral deposit and surrounding rock; (3) ground water and hydraulic conditions; (4) economic factors, including grade of the ore. comparative mining costs and desired production rates; and (5) environmental factors, such as the preservation of the surface overlying the mine, and the prevention of air and water pollutants. Of these factors, the spatial characteristics of the deposit and the physical (or mechanical) properties of the mineral and surrounding rock limit the methods that can be employed to mine it. Six types of mineral deposits are recognized, as follows: 1. Massive-A deposit of considerable lateral and vertical extent in which mineralization (or ore) is relatively uniformly distributed. Disseminated copper ores are typical deposits. Dome salt also is included in this classification. 2. Bedded or Tabular-A mineral deposit that parallels the stratification, most often in sedimentary rock, usually laterally extensive, and of limited thickness. Most coal measures and some evaporite mineral deposits (e.g., potash) fall in this class. 3. Narrow Vein-A zone or belt of mineralization (ore) typically long, narrow (less than 10 ft), often dipping steeply, and usually lying within boundaries separating it from neigh- boring rock. Many gold and other metallic minerals occur in narrow veins. 4. Wide Vein-As defined under narrow vein except that the vein thickness is greater than 10 ft. 5. Lentictclar or Pocket-An isolated ore body, or an enrichment of limited vertical and horizontal extent in a massive, bedded or vein deposit. Lead, zinc and iron ores often occur in this type of deposit. 6. Placer-A surface or near-surface deposit, usually tabular and may be of consider- able areal extent, containing mineral particles (e.g., gold, platinum) in detritus (e.g., sand, gravel). The rock materials associated with mineral deposits are classified as follows: 1. Detritus-Sediments and other accumulations of solid particles produced by the mechanical and/or chemical disintegration of rocks, and usually having a low cohesive strength and very low compressive strength (e.g.. soil, sand, gravel, alluvium, playa). 2. Jointed and Fractured-Unbonded-A rock mass, often occurring on or near the surface or in fault zones, in which the joints or fractures contain alteration or decomposition

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

Introduction Modern longwall mining, introduced to the US coal industry in the mid-1960s, is the latest coal mining technique. Today, longwall mining produces more than 15% of all underground coal production. The growth of longwall mining in the US is slow. However, nearly two decades of longwall mining have demonstrated that its benefits outweigh the disadvantages. Longwall Advantages Production and Economics - A typical longwall production ranges mostly from 0.9 to 1.8 kt (1000 to 2000 st) of clean coal per shift. This is about three to six times the production of comparable continuous mining units. Furthermore, there are much less rejects in longwall mining, typically 15% to 25%. It must be noted, however, that a new longwall with an inexperienced crew may produce less, depending on mining conditions. But as experience gains, production increases rapidly. Due to its high production, the cost per ton of coal mined over the mine's lifetime is cheaper with longwall mining than with continuous mining. A study on a conceptual mine of 25 year life using actual operational data (Dangerfield, 1981) concluded that the cost per ton of coal mined is 32% cheaper by longwall than by continuous mining. Another benefit from its high production potential is that it enables the production to be concentrated in a few longwall faces versus many units of continuous mining required to achieve a similar production. As a result, mine organization and management simplify considerably. Safety and Savings - Most US longwalls use shield supports that cover the roof with solid canopy and isolate a gob completely from the face area. Thus, if the supports are properly selected and operated, the potential for roof fall accident is almost zero. Furthermore, it is not unusual that a well-run longwall face is much more orderly and cleaner that most well-run machine shops. The ventilation system for longwall mining is the most ideal type. It is simple and unique. No auxiliary fans are required. The fresh air sweeps through the whole face. Its volume and velocity can be adjusted as demanded. Recovery - In spite of multiple entries layout for US longwall panels, the longwall method recovers up to 40% more coal than the continuous mining method (Dangerfield, 1981). The typical recovery for longwall mining is 70% to 85% versus 45% to 80% for continuous mining. Versatility - Longwall mining has been employed successfully in seam heights ranging from 0.8 to 3.7 m (2.7 to 12 ft); in seam inclinations from horizontal to 35°; in overburden depths from 46 to 914 m (150 to 3000 ft); in single or multiple seam mining; and in uniform or irregular seam characteristics. For seam height less than 1.2 m (4 ft), the plow is used instead of a shearer. However, in spite of recent developments, the plow still is unsuitable for hard coal seams. Slow Acceptance How come longwall mining, with so many advantages, has not spread more rapidly? Undoubtedly, the major reason is the large capital investment required. Under normal market conditions, the capital required for a longwall panel ranges from $7 to $11 million. Another factor is the uncertainty of its applicability to any specific coal seam of interest where longwall has not been used or operated successfully. Although longwall mining elsewhere has proven its applicability to wide-ranging seam conditions, there have been several failures in the past two decades. Analyses of those cases show that most failures can be attributed to inexperience, both operational and technical, including equipment selection. Therefore, personnel training on the longwall mining technique is absolutely necessary before its initial operation. Some earlier statements about adverse surface subsidence associated with longwall mining were misleading. Research has proven that surface subsidence under longwall mining is controllable and predictable. And, if longwall mining was mandatory since the onset of coal mining in the US, there would be no surface subsidence problems over abandoned mined land today. Invented by Pierre Boutin in the early 1960s the column was a complete break from the conventional flotation cell. 1. When used as a rougher-scavenger, the column is excellent. 2. When used as a cleaner, the results can be spectacular. The very first column tests were carried out using it as a rougher-scavenger in a reverse float where silica was floated from iron. It produced a concentrate underflow as good or better than that produced from roughing and scavenging stages in cells, The froth tailing overflow was better than that produced by several stages of cell cleaning. Column scaleup progressed rapidly from the two inch diameter unit to a semi automated 12 inch diameter column on material from the Iron Ore Company of Canada. A change in operating philosophy within IOCC brought all flotation development, column or conventional, to a halt. At that time, IOCC had an exclusive right to the use of the column in Canada in the field of iron ore. We moved into the field of sulphides. A Canadian copper producer sent ore for testing and the results led to their purchase of the first commercial size of column - a 36 inch diameter machine. It was a mechanical disaster. It took several years to raise sufficient funds to return to that mill with our basic 18 inch square unit. It was to be tested and modified in order to learn how to properly design a large column. Originally used as a rougher- scavenger, it had to produce tails equal to the final tailings from this well run plant. It did, and did so while producing a rougher-scavenger concentrate almost equal to the plant final concentrate. It was finally used as a cleaner and produced concentrate 5% higher in copper than the plant final concentrate with equal cleaner tails. This phase of the column development was carried out under very difficult circumstances. The mill superintendent had realized that if he took the froth removal system from our original mechanical disaster and applied it to a conditioner while injecting air, he would have a flotation cell. He had personally applied for patents on this Maxwell Cell. Our development work was done in his mill and as our results became better and better, our difficulties became worse and worse. We finally had to terminate this work. The 18 inch column installed at Mines Gaspé 14 years later was identical to the one removed from Opemiska. The 18 inch column was tried on various ores over the following years and always produced excellent results. However, it was not really a production size unit. We had always aimed for the 72 inch column (72" x 72" x 44' 9"). Prior to this huge machine, we needed the intermediate 36 inch column. The failure of the original 36 inch diameter unit at Opemiska had raised the possibility of short circuiting inside the column as the cross section increased. The first 36 inch square unit was tested in parallel with the proven 18 inch column. If the underflow of the 36 incher was not as good as that of the 18 incher, short circuiting was a possibility in the larger unit. It had been designed for insertion of drop in partitions, four feed points had been provided and the 36 inch column would have become a modular unit of four 18 inch columns. Testing showed the underflows of both columns to be identical. There was no short circuiting in the 36 inch column. Once we had the 36 incher, we had no fear of the 72 inch column. It is permanently partitioned into four 36 inch columns but uses only one set of instrumentation. All the component parts of the 72 inch column come from the 36 inch unit. In spite of our results, the mining community did not believe the column could work. Finally, in 1980, Mines Gasp6 ordered an 18 and 36 inch column for their byproduct molybdenum

Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

"There are many multi-layer coal reserves in China which account for nearly 20 to 25% of the existing proven reserves. When the coals are mined in a descending order using the fully mechanized long wall mining method, they usually have roof collapse with cavity and air leak in roadways and long wall stopes; this is especially relevant when the thickness of the rock between two coals is less than 5.0 m, as the roof stability of lower seam would be greatly reduced. At the Wuhushan Mine, such abnormal strata behavior occurs, including abnormal support stress, irregular period roof pressure, and roof falls in the face. The main reasons for these behaviors include smaller roof thickness, lower rock strength, and mining influence of upper coal; these reasons were determined by analyzing the in situ conditions. A mechanics-based model of the mine geometry was set up to study the sources of stress, the stress evolution of coal, and the discriminant method of roof stability; to obtain the smallest safe thickness of roof between two coal layers, numerical modeling was applied to analyze the relations between the roof thickness and its displacement distribution. Based on the above research, the No.1001 face was divided into easy roof caving zone (ERCZ), roof caving transition zone (RCTZ), and unlikely to roof caving zone (URCZ). In the ERCZ, comprehensive grouting to reinforce the roof was implemented; in the RCTZ, local grouting to reinforce the roof was implemented. Furthermore, a face stability control index and its range were developed in a fully mechanized face combined with mine pressure observation. After implementing this strategy, there have been no unexpected roof caving or other serious strata behaviors.INTRODUCTIONChina is the country with the largest coal production in the world, and the conditions for its coal seams are particularly complicated. For example, in China’s Datong, Wuda, Pingdingshan, and Qinshui mining areas, there are a large number of multi-layer coal seams. The thickness of these coal seams ranges from 1.3 m to more than 10 m, and the spacing between layers is from under 1.0 m to over 30 m. A common problem with these coal seams is that one layer of mining has a large impact on other coal seams, which are customarily referred to as close-distance coal seams. According to statistics, close-distance coal seams account for about 20–25% and 15–18% of China’s coal reserves and production, respectively.From the reference research of Huang (1999, 2002, 2018) and Tu (2010, 2011) we can learn that in the mining process of close-distance coal seams, downward mining is mainly used. When the upper-layer coal is mined, it has a huge mining disturbance effect on the floor (that is, the roof of the lower coal). The mining disturbance increases the mining fissure in the rockmass and weakens the strata strength. The mining problem formed by this issue is that when the lower coal is mined, problems such as difficulty in roadway support, collapse of stope roof, and difficulty in ventilation are often encountered. Especially for the mining of medium-thick coal seam groups with a layer spacing of less than 5.0 m, there has been a large-scale roof collapse accident with a fall height of more than 10.0 m. In response to such problems, domestic and foreign scholars and engineers such as Tan, Zhao, and Xiao (2010), Xie et al. (2017), and others have also carried out targeted theoretical and practical research."

Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. Mine and tunnel contractors face a complex environment-one in which economic risks are high, operating costs grow ever higher, ore grades are lower or recovery more difficult, and civil construction projects are intensely competitive on a world-wide scale. Within the context of this environment, the risks and rewards of proper machine selection for rock excavation have become proportionately large. Speed, depth and scope of analysis, and extensive supporting information are indispensable in the selection process. Equipment designs and their applications are also myriad and diverse. Several equipment alternatives and excavation techniques may have to be evaluated at once to choose the most cost-efficient approach. The following examples are typical of the current demand for more detailed equipment analysis: • An aggregate supplier starts a new quarry. He knows his targeted tonnage, blasting restrictions, and previous operating costs from other quarries. But he must improve on his old costs. What drill pattern, hole size, and bench height will give lowest cost per ton? How many crawler drills and what type will produce this tonnage most efficiently? • A mine is using a fleet of twin pneumatic ring drills for long hole drilling to initiate their cave. The mine is facing both air shortages and increasing operating costs with decreased efficiency in the ring drill fleet. If they invest in new hydraulic long hole drills, what impact will each drill unit have on production? Each twin drill unit? What configuration gives best operator efficiency and subsequent reduction in manpower? Which configuration gives the best return on investment? • A tunnel contractor is bidding a long straight water tunnel by conventional drill and blast methods. What is the optimum number of drill booms for the tunnel cross section and excavation schedule? How many rounds per day can he achieve? What are his total project drill, blast, and muck costs? In the past, such questions could be answered, but only approximately at best. One good prediction could involve many hours of laborious calculations that had to be repeated each time a new parameter was introduced or an existing parameter changed. In 1980, increasingly complex analysis, coupled with increasing need and quick response times demanded by industry, led Atlas Copco's project department to turn to the computer. New computer programs based on theoretical considerations and three decades of worksite performance data were developed for evaluating mine and tunnel contractors' equipment needs, productivity, and partial or total operating cost calculations for most conventional drill and blast excavation techniques-including shot rock loading and transportation. This Computerized Analysis of Rock Excavation-or CARE-program has since been available to the mining and construction industry. From each program specific results can be pre- dicted, including: • Productivity Calculations-Rock drill penetration rate for a given drill, hole size, and rock type, optimized for the best drill steel life; net machine productivity (drill-out time or drill meters-footage-per shift); total drill round time, including charging, blasting, loading, and haulage; suggested drill pattern, computer printed, including hole size for a given rock drill, rock type, and associated blasting restrictions for either drift rounds or benching applications; long-hole drill meters (ft) per drill shift; breasting down (upper drilling) drill meters (ft) per drill shift; and comparison between continuous loading machine capacity and LHD capacity. • Operating Cost Calculations-Operating costs expressed as cost per drill meter (ft), cost per cubic meter (cubic yard) of excavated rock, and cost per meter (ft) of tunnel advance. These costs may be calculated using as many cost centers as the mine, quarry, or tunneling contractor wishes. Specific operating costs may cover drill rig operating costs only, less capitalization; drill rig operating costs, including amortized equipment investment; drilling and blasting costs; drill, blast, load, and haulage operating costs; long-hole drilling operating costs per drill meter (ft) or per blasted cubic meter (cubic yard) of rock; and loading and transport operating costs. In all the above cases, any number of cost and capacity calculations may be run by simply changing important cost center variables to judge their net effect. Accuracy as a Function of Input Data and the Statistical Data Base Accuracy of a projection clearly depends heavily on the data base from which the projection is drawn.

"In 2004 works started for the now completed seven-level automated car park accommodating 480 parking spaces inside the pre-existent “Morelli cave”, located in a strategic area in Naples. Since 470 BC Greeks initiated the growth of the fascinating world of the underground Naples, of which this cave belongs. It seems that once here the god Mithras was worshiped. It’s also became a quarry for tuff extraction and in 1600s it became an aqueduct serving the area. In 1853 the Bourbon Tunnel, a project commissioned by King Ferdinand II of Bourbon to allow easy escape from the Royal Palace in case of riots, was connected to this network of tunnels. The cavern became an air raid shelter during the Second World War, then a deposit of cars and motorcycles in the '50s and' 60s, a disposal area and it has been abandoned in the last 40 years before it’s new utilization. INTRODUCTION Over time, the overcrowding and congestion of major cities’ historic centres has led to seeking spaces underground that can accommodate activities and car parks, as in the case of the Morelli cavity, site of the future car park by that name. Before describing its characteristics, design solutions, and executive problems, it is necessary to introduce the site historically into the broader landscape of the cavities present below ground in the municipality of Naples. The province of Naples, which includes the area of the Municipality of Naples, has a large number of cavities. The existence of “Naples underground” is connected with the morphological and geological conformation of its territory, consisting of tuff stone which has entirely special features of lightness, brittleness, and stability. The first transformations in the territory’s morphology, taking place thanks to the Greeks starting from 470 BC, initiated the growth of the fascinating world of Naples underground. These transformations were dictated by water provision requirements, which led to the creation of underground cisterns to collect rainwater, and by the need to recover construction material to erect the buildings of Neapolis. In subsequent centuries, the city’s expansion led to the construction of a proper aqueduct, which allowed drinking water to be collected and distributed thanks to a series of cisterns linked to a dense network of tunnels. During Roman rule, the existing aqueduct was expanded and perfected, but with the rise of the Angevins in 1266, the city saw great urban expansion, which obviously corresponded with increased extraction of tuff from the subsoil to construct new buildings. This confirmed a particular feature of Naples: that of having been generated from its own innards, with buildings rising directly above the quarry that provided their building material."
